Canada’s Chief Science Advisor: the first annual report

Dr. Mona Nemer, Canada’s Chief Science Advisor, and her office have issued their 2018 annual report. It is also the office’s first annual report. (Brief bit of history: There was a similar position, National Science Advisor (Canada) from 2004-2008. Dr. Arthur Carty, the advisor, was dumped and the position eliminated when a new government by what was previously the opposition party won the federal election.)

Being an inveterate ‘skip to the end’ kind of a reader, I took a boo at the Conclusion,

A chief science advisor plays an important role in building consensus and supporting positive change to our national institutions. Having laid the foundation for the function of the Chief Science Advisor in year one, I look forward to furthering the work that has been started and responding to new requests from the Prime Minister, the Minister of Science and members of Cabinet in my second year. I intend to continue working closely with agency heads, deputy ministers and the science community to better position Canada for global leadership in science and innovation.

I think the conclusion could have done with a little more imagination and/or personality, even by government report standards. While there is some interesting material in other parts of the report, on the whole, it is written in a pleasant, accessible style that raises questions.

Let’s start here with one of the sections that raises questions,

The Budget 2018 commitment of $2.8 billion to build multi-purpose, collaborative federal science and technology facilities presents a once-in-a-generation opportunity to establish a strong foundation for Canada’s future federal science enterprise. Similarly momentous opportunities exist to create a Digital Research Infrastructure Strategy [emphasis mine] for extramural science and a strategic national approach to Major Research Facilities. This is an important step forward for the Government of Canada in bringing principles and standards for federal science in line with practices in the broader scientific community; as such, the Model Policy will not only serve for the benefit of federal science, but will also help facilitate collaboration with the broader scientific community.

Over the past year, my office has participated in the discussion around these potentially transformative initiatives. We offered perspectives on the evidence needed to guide decisions regarding the kind of science infrastructure that can support the increasingly collaborative and multidisciplinary nature of science.

Among other things, I took an active part in the deliberations of the Deputy Ministers Science Committee (DMSC) and in the production of recommendations to Cabinet with respect to federal science infrastructure renewal. I have also analyzed the evolving nature and needs for national science facilities that support the Canadian science community.

Success in building the science infrastructure of the next 50 years and propelling Canadian science and research to new heights will require that the multiple decisions around these foundational initiatives dovetail based on a deep and integrated understanding of Canada’s science system and commitment to maintaining a long-term vision.

Ultimately, these infrastructure investments will need to support a collective vision and strategy for science in Canada, including which functions federal science should perform, and which should be shared with or carried out separately by academic and private sector researchers, in Canada and abroad. These are some of the essential considerations that must guide questions of infrastructure and resource allocation.

Canadian government digital infrastructure is a pretty thorny issue and while the article I’m referencing is old, I strongly suspect they still have many of the same problems. I’m going to excerpt sections that are focused on IT, specifically, the data centres and data storage. Prepare yourself for a bit of a shock as you discover the government did not know how many data centres it had. From a December 28, 2016 article by James Bagnall for the Ottawa Citizen,

Information technology [IT} offered an even richer vein of potential savings. For half a century, computer networks and software applications had multiplied willy-nilly as individual departments and agencies looked after their own needs. [emphases mine] The result was a patchwork of incompatible, higher-cost systems. Standardizing common, basic technologies such as email, data storage and telecommunications seemed logical. [emphasis mine]

It had been tried before. But attempts to centralize the buying of high-tech gear and services had failed, largely because federal departments were allowed to opt out. Most did so. They did want to give up control of their IT networks to a central agency.

The PCO determined this time would be different. The prime minister had the authority to create a new federal department through a simple cabinet approval known as an order-in-council. Most departments, including a reluctant Canada Revenue Agency and Department of National Defence, would be forced to carve out a significant portion of their IT groups and budgets — about 40 per cent on average — and hand them over to Shared Services.

Crucially, the move would not be subject to scrutiny by Parliament. And so Shared Services [Shared Services Canada] was born on Aug. 3, 2011.

Speed was demanded of the agency from the start. Minutes of meetings involving senior Shared Services staff are studded with references to “tight schedules” and the “urgency” of getting projects done.

Part of that had to do with the sheer age of the government’s infrastructure. The hardware was in danger of breaking down and the underlying software for many applications was so old that suppliers such as Microsoft, PeopleSoft and Adobe had stopped supporting it. [emphases mine]

The faster Shared Services could install new networks, the less money it would be forced to throw at solving the problems caused by older technology.

… Because the formation of Shared Services had been shrouded in such secrecy, the hiring of experienced outsiders happened last minute. Grant Westcott would join Shared Services as COO in mid-September.

Sixty-three years old at the time, Wescott had served as assistant deputy minister of Public Services in the late 1990s, when he managed the federal government’s telecommunications networks. In that role, he oversaw the successful effort to prepare systems for the year 2000.

More relevant to his new position at Shared Services, Westcott had also worked for nearly a decade at CIBC. As executive vice-president, he had been instrumental in overhauling the bank’s IT infrastructure. Twenty-two of the Canadian Imperial Bank of Commerce’s [CIBC] data centres were shrunk into just two, saving the bank more than $40 million annually in operating costs. Among other things, Westcott and his team consolidated 15 global communications networks into a single voice and data system. More savings resulted.

It wasn’t without glitches. CIBC was forced on several occasions to apologize to customers for a breakdown in certain banking services.

Nevertheless, Westcott’s experience suggested this was not rocket science, at least not in the private sector. [emphasis mine] Streamlining and modernizing IT networks could be done under the right conditions. …


While Shared Services is paying Bell only for the mailboxes it has already moved [there was an email project, which has since been resolved], the agency is still responsible for keeping the lights on at the government’s legacy data centres [emphasis mine]— where most of the electronic mailboxes, and much of the government’s software applications, for that matter, are currently stored.

These jumbles of computers, servers, wires and cooling systems are weighed down by far too much history — and it took Shared Services a long time to get its arms around it.

“We were not created with a transformation plan already in place because to do that, we needed to know what we had,” Forand [Liseanne Forand, then president of Shared Services Canada] explained to members of Parliament. “So we spent a year counting things.” [emphasis mine]

Shared Services didn’t have to start from scratch. Prior to the agency’s 2011 launch, the PCO’s administrative review tried to estimate the number of data centres in government by interviewing the IT czars for each of the departments. Symptomatic of the far-flung nature of the government’s IT networks — and how loosely these were managed — the PCO [Privy Council Office] didn’t even come close.

“When I was at Privy Council, we thought there might be about 200 data centres,” Benoit Long, senior assistant deputy minister of Shared Services told the House of Commons committee last May [2016], “After a year, we had counted 495 and I am still discovering others today.” [emphasis mine]

Most of these data centres were small — less than 1,000 square feet — often set up by government scientists who didn’t bother telling their superiors. Just 22 were larger than 5,000 square feet — and most of these were in the National Capital Region. These were where the bulk of the government’s data and software applications were stored.

In 2012, Grant Westcott organized a six-week tour of these data centres to see for himself what Shared Services was dealing with. According to an agency employee familiar with the tour’s findings, Westcott came away profoundly shocked.

Nearly all the large data centres were decrepit [emphasis mine], undercapitalized and inefficient users of energy. Yet just one was in the process of being replaced. This was a Heron Road facility with a leaking roof, considered key because it housed Canada Revenue Agency [CRA] data.

Bell Canada had been awarded a contract to build and operate a new data centre in Buckingham. The CRA data would be transferred there in the fall of 2013. A separate part of that facility is also meant to host the government’s email system.

The remaining data centres offered Westcott a depressing snapshot. [emphasis mine]

Most of the gear was housed in office towers, rather than facilities tailormade for heavy-duty electronics. With each new generation of computer or servers came requirements for more power and more robust cooling systems. The entire system was approaching a nervous breakdown.[emphasis mine]

Not only were the data centres inherited by Shared Services running out of space, the arrangements for emergency power bordered on makeshift. One Defence Department data centre, for instance, relied [on] a backup generator powered by a relatively ancient jet engine. [emphases mine] While unconventional, there was nothing unique about pressing military hardware into this type of service. The risk had to do with with training — the older the jet engine, the fewer employees there were who knew how to fix it. [emphasis mine]

The system for backing up data wasn’t much better. At Statistics Canada — where Westcott’s group was actually required to swear an oath to keep the data confidential before entering the storage rooms — the backup procedure called for storing copies of the data in a separate but nearby facility.While that’s OK for most disasters, the relative proximity still meant Statcan’s repository of historical data was vulnerable to a bombing or major earthquake.

Two and a quarter years later, I imagine they’ve finished counting their data centres but how much progress they might have made on replacing and upgrading the hardware and the facilities is not known to me but it’s hard to believe that all of the fixes have been made, especially after reading the Chief Science Advisor’s 2018 annual report (the relevant bits are coming up shortly.

If a more comprehensive view of the current government digital infrastructure interests you, I highly recommend Bagnall’s article. It’s heavy going for someone who’s not part of the Ottawa scene but it’s worth the effort as it gives you some insight into the federal government’s workings, which seem remarkably similar regardless as to which party is in power. Plus, it’s really well written.

Getting back to the report, I realize it’s not within the Chief Science Advisor’s scope to discuss the entirety of the government’s digital infrastructure but ***Corrected March 22, 2019 : Ooops! As originally written this section was incorrect. Here’s the corrected version; you can find the original version at the end of this post: “… 40 percent of facilities are more than 50 years old …” doesn’t really convey the depth and breadth of the problem. Presumably, these facilities also include digital infrastructure. At any rate, 40 percent of what? Just how many of these facilities are over 50 year old?*** By the way, the situation as the Chief Science Advisor’s Office describes it, gets a little worse, keep reading,

Over the past two years, the Treasury Board Secretariat has worked with the federal science community to develop an inventory of federal science infrastructure.

The project was successful in creating a comprehensive list of federal science facilities and documenting their state of repair. It reveals that some 40 percent of facilities are more than 50 years old and another 40 percent are more than 25 years old. The problem is most acute in the National Capital Region.

A similar inventory of research equipment is now underway. This will allow for effective coordination of research activities across organizations and with external collaborators. The Canada Foundation for Innovation, which provides federal funding toward the costs of academic research infrastructure, has created a platform upon which this work will build.

***Also corrected on March 20, 2019: Bravo to the Treasury Board for creating an inventory of the aging federal science infrastructure, which hopefully includes the digital.*** Following on Bagnall’s outline of the problems, it had to be discouraging work, necessary but discouraging. ***Also corrected on March 20, 2019: Did they take advantage of the Shared Services Canada data centrre counting exercise? Or did they redo the work?*** In any event, both the Treasury Board and the Chief Science Advisor have even more ahead of them.

Couldn’t there have been a link to the inventory? Is it secret information? It would have been nice if Canada’s Chief Science Advisor’s website had offered additional information or a link to supplement the 2018 annual report.

Admittedly there probably aren’t that many people who’d like more information about infrastructure and federal science offices but surely they could somehow give us a little more detail. For example, I understand there’s an AI (artificial intelligence) initiative within the government and given some of the issues, such as the Phoenix payroll system debacle and the digital infrastructure consisting of ‘chewing gum and baling wire’, my confidence is shaken. Have they learned any lessons? The report doesn’t offer any assurance they are taking these ‘lessons’ into account as they forge onwards.

Lies, damned lies, and statistics

I’ve always liked that line about lies and I’ll get to its applicability with regard to the Chief Science Advisor’s 2018 report but first, from the Lies, Damned Lies, and Statistics Wikipedia entry (Note: Links have been removed),


Lies, damned lies, and statistics” is a phrase describing the persuasive power of numbers, particularly the use of statistics to bolster weak arguments. It is also sometimes colloquially used to doubt statistics used to prove an opponent’s point.

The phrase was popularized in the United States by Mark Twain (among others), who attributed it to the British prime minister Benjamin Disraeli: “There are three kinds of lies: lies, damned lies, and statistics.” However, the phrase is not found in any of Disraeli’s works and the earliest known appearances were years after his death. Several other people have been listed as originators of the quote, and it is often erroneously attributed to Twain himself.[1]

Here’s a portion of the 2018 report, which is “using the persuasive power of numbers”, in this case, to offer a suggestion about why people mistrust science,

A recent national public survey found that eight in ten respondents wanted to know more about science and how it affects our world, and roughly the same percentage of people are comfortable knowing that scientific answers may not be definitive. 1 [emphases mine] While this would seem to be a positive result, it may also suggest why some people mistrust science, [emphasis mine] believing that results are fluid and can support several different positions. Again, this reveals the importance of effectively communicating science, not only to counter misinformation, but to inspire critical thinking and an appreciation for curiosity and discovery.

I was happy to see the footnote but surprised that the writer(s) simply trotted out a statistic without any hedging about the reliability of the data. Just because someone says that eight out of ten respondents feel a certain way doesn’t give me confidence in the statistic and I explain why in the next section.

They even added that ‘people are aware that scientific answers are not necessarily definitive’. So why not be transparent about the fallibility of statistics in your own report? If that’s not possible in the body of the report, then maybe put the more detailed, nuanced analysis in an appendix.Finally, how did they derive the notion from the data suggesting that people are aware that science is a process of refining knowledge and adjusting it as needed might lead to distrust of science? It’s possible of course but how do you make that leap based on the data you’re referencing? As for that footnote, where was the link to the report? Curious, I took a look at the report.

Ontario Science Centre and its statistics

For the curious, you can find the Ontario Science Centre. Canadian Science Attitudes Research (July 6, 2018) here where you’ll see the methodology is a little light on detail. (The company doing this work, Leger, is a marketing research and analysitcs company.) Here’s the methodology, such as it is,


QUANTITATIVE RESEARCH INSTRUMENT

An online survey of 1501 Canadians was completed between June 18 and 26, 2018, using Leger’s online panel.The margin of error for this study was +/-2.5%, 19 times out of 20.

COMPARISON DATA

Where applicable, this year’s results have been compared back to a similar study done in 2017 (OSC Canadian Science Attitudes Research, August 2017). The use of arrows ( ) indicate significant changes between the two datasets.

ABOUT LEGER’S ONLINE PANEL

Leger’s online panel has approximately 450,000 members nationally and has a retention rate of 90%.

QUALITY CONTROL

Stringent quality assurance measures allow Leger to achieve the high-quality standards set by the company. As a result, its methods of data collection and storage outperform the norms set by WAPOR (The World Association for Public Opinion Research). These measures are applied at every stage of the project: from data collection to processing, through to analysis.We aim to answer our clients’ needs with honesty, total confidentiality, and integrity.

I didn’t find any more substantive description of the research methodology but there is a demographic breakdown at the end of the report and because they’ve given you the number of the number of people paneled (1501) at the beginning of the report, you can figure out just how many people fit into the various categories.

Now, the questions: What is a Leger online panel? How can they confirm that the people who took the survey are Canadian? How did they put together this Leger panel, e.g., do people self-seletct? Why did they establish a category for people aged 65+? (Actually, in one section of the report, they make reference to 55+.) Read on for why that last one might be a good question.

I haven’t seen any surveys or polls originating in Canada that seem to recognize that a 65 year old is not an 80 year old. After all, they don’t lump in 20 year olds with 40 year olds because these people are at different stages in their lifespans, often with substantive differences in their outlook.. Maybe there are no differences between 65 year olds and 80 year olds but we’ll never know because no one ever asks. When you add in Canada’s aging population, the tendency to lump all ‘old’ people together seems even more thoughtless.

These are just a few questions that spring to mind and most likely, the pollsters have a more substantive methodology. There may have been a perfectly good reason for not including more detail in the version of the report I’ve linked to. For example, a lot of people will stop reading a report that’s ‘bogged down’ in too much detail. Fair enough but why not give a link to a more substantive methodology or put it in an appendix?

One more thing, I couldn’t find any data in the Ontario Science Centre report that would support the Chief Science Advisor Office’s speculation about why people might not trust science. They did hedge, as they should, “… seem to be a positive result, it may also suggest why some people mistrust science …” but the hedging follows directly after the ” … eight in ten respondents …”. which structurally suggests that there is data supporting the speculation. If there is, it’s not in the pollster’s report.

Empire building?

I just wish the office of the Chief Science Advisor had created the foundation to support this,

Establishing a National Science Advisory System

Science and scientific information permeate the work of the federal government, creating a continuous need for decision-makers to negotiate uncertainty in interpreting often variable and generally incomplete scientific evidence for policy making. With science and technology increasingly a part of daily life, the need for science advice will only intensify.

As such, my office has been asked to assess and recommend ways to improve the existing science advisory function [emphasis mine] within the federal government. To that end, we examined the science advisory systems in other countries, such as Australia, New Zealand, the United Kingdom, and the United States, as well as the European Union. [emphasis mine]

A key feature of all the systems was a network of department-level science advisors. These are subject matter experts who work closely with senior departmental officials and support the mandate of the chief science advisor. They stand apart from day-to-day operations and provide a neutral sounding board for senior officials and decision-makers evaluating various streams of information. They also facilitate the incorporation of evidence in decision-making processes and act as a link between the department and external stakeholders.

I am pleased to report that our efforts to foster a Canadian science advisory network are already bearing fruit. Four organizations [emphasis mine] have so far moved to create a departmental science advisor position, and the first incumbents at the Canadian Space Agency and the National Research Council [emphasis mine] are now in place. I have every confidence that the network of departmental science advisors will play an important role in enhancing science advice and science activities planning, especially on cross-cutting issues.

Who asked the office to assess and recommend ways to improve the existing science advisory function? By the way, the European Union axed the position of Chief Science Adviser, after Anne Glover, the first such adviser in their history, completed the term of her appointment in 2014 (see James Wilsdon’s November 13, 2014 article for the Guardian). Perhaps they meant countries in the European Union?

Which four organizations have created departmental science advisor positions? Presumably the Canadian Space Agency and the National Research Council were two of the organizations?

If you’re looking at another country’s science advisory systems do you have some publicly available information, perhaps a report and analysis? Is there a set of best practices? And, how do these practices fit into the Canadian context?

More generally, how much is this going to cost? Are these departmental advisors expected to report to the Canadian federal government’s Chief Science Advisor, as well as, their own ministry deputy minister or higher? Will the Office of the Chief Science Advisor need more staff?

I could be persuaded that increasing the number of advisors and increasing costs to support these efforts are good ideas but it would be nice to see the Office of Chief Science Advisor put some effort into persuasion rather than assuming that someone outside the tight nexus of federal government institutions based in Ottawa is willing to accept statements. that aren’t detailed and/or supported by data.

Final thoughts

I’m torn. I’m supportive of the position of the Chief Science Advisor of Canada and happy to see a report. It looks like there’s some exciting work being done.

I also hold the Chief Advisor and the Office to a high standard. It’s understandable that they may have decided to jettison detail in favour of making the 2018 annual report more readable but what I don’t understand is the failure to provide a more substantive report or information that supports and details the work. There’s a lack of transparency and, also, clarity. What do they mean by the word ‘science’. At a guess, they’re not including the social sciences.

On the whole, the report looks a little sloppy and that’s the last thing I expect from the Chief Science Advisor.

Canada and its review of fundamental science

Big thanks to David Bruggeman’s June 14, 2016 post (on his Pasco Phronesis blog) for news of Canada’s Fundamental Science Review, which was launched on June 13, 2016 (Note: Links have been removed),

The panel’s mandate focuses on support for fundamental research, research facilities, and platform technologies.  This will include the three granting councils as well as other research organisations such as the Canada Foundation for Innovation. But it does not preclude the panel from considering and providing advice and recommendations on research matters outside of the mandate.  The plan is to make the panel’s work and recommendations readily accessible to the public, either online or through any report or reports the panel produces.  The panel’s recommendations to Minister Duncan are non-binding. …

As Ivan Semeniuk notes at The Globe and Mail [Canadian ‘national’ newspaper], the recent Nurse Review in the U.K., which led to the notable changes underway in the organization of that country’s research councils, seems comparable to this effort.  But I think it worth noting the differences in the research systems of the two countries, and the different political pressures in play.  It is not at all obvious to this writer that the Canadian review would necessarily lead to similar recommendations for a streamlining and reorganization of the Canadian research councils.

Longtime observers of the Canadian science funding scene may recall an earlier review held under the auspices of the Steven Harper Conservative government known as the ‘Review of Federal Support to R&D’. In fact it was focused on streamlining government funding for innovation and commercialization of science. The result was the 2011 report, ‘Innovation Canada: A Call to Action’, known popularly as the ‘Jenkins report’ after the panel chair, Tom Jenkins. (More about the report and responses to it can be found in my Oct. 21, 2011 post).

It’s nice to see that fundamental science is being given its turn for attention.

A June 13, 2016 Innovation, Science and Economic Development Canada news release provides more detail about the review and the panel guiding the review,

The Government of Canada understands the role of science in maintaining a thriving, clean economy and in providing the evidence for sound policy decisions. To deliver on this role however, federal programs that support Canada’s research efforts must be aligned in such a way as to ensure they are strategic, effective and focused on meeting the needs of scientists first.

That is why the Honourable Kirsty Duncan, Minister of Science, today launched an independent review of federal funding for fundamental science. The review will assess the program machinery that is currently in place to support science and scientists in Canada. The scope of the review includes the three granting councils [Social Sciences and Humanities Research Council {SSHRC}, Natural Sciences and Engineering Research Council {NSERC}, Canadian Institutes of Health Research {CIHR}] along with certain federally funded organizations such as the Canada Foundation for Innovation [CFI].

The review will be led by an independent panel of distinguished research leaders and innovators including Dr. David Naylor, former president of the University of Toronto and chair of the panel. Other panelists include:

  • Dr. Robert Birgeneau, former chancellor, University of California, Berkeley
  • Dr. Martha Crago, Vice-President, Research, Dalhousie University
  • Mike Lazaridis, co-founder, Quantum Valley Investments
  • Dr. Claudia Malacrida, Associate Vice-President, Research, University of Lethbridge
  • Dr. Art McDonald, former director of the Sudbury Neutrino Laboratory, Nobel Laureate
  • Dr. Martha Piper, interim president, University of British Columbia
  • Dr. Rémi Quirion, Chief Scientist, Quebec
  • Dr. Anne Wilson, Canadian Institute for Advanced Research Successful Societies Fellow and professor of psychology, Wilfrid Laurier University

The panel will spend the next six months seeking input from the research community and Canadians on how to optimize support for fundamental science in Canada. The panel will also survey international best practices for funding science and examine whether emerging researchers face barriers that prevent them from achieving career goals. It will look at what must be done to address these barriers and what more can be done to encourage Canada’s scientists to take on bold new research challenges. In addition to collecting input from the research community, the panel will also invite Canadians to participate in the review [emphasis mine] through an online consultation.

Ivan Semeniuk in his June 13, 2016 article for The Globe and Mail provides some interesting commentary about the possible outcomes of this review,

Depending on how its recommendations are taken on board, the panel could trigger anything from minor tweaks to a major rebuild of Ottawa’s science-funding apparatus, which this year is expected to funnel more than $3-billion to Canadian researchers and their labs.

Asked what she most wanted the panel to address, Ms. Duncan cited, as an example, the plight of younger researchers who, in many cases, must wait until they are in their 40s to get federal support.

Another is the risk of losing the benefits of previous investments when funding rules become restrictive, such as a 14-year limit on how long the government can support one of its existing networks of centres of excellence, or the dependence of research projects that are in the national interest on funding streams that require support from provincial governments or private sources.

The current system for proposing and reviewing research grants has been criticized as cumbersome and fraught with biases that mean the best science is not always supported.

In a paper published on Friday in the research journal PLOS One, Trent University biologist Dennis Murray and colleagues combed through 13,526 grant proposals to the Natural Sciences and Engineering Research Council between 2011 and 2014 and found significant evidence that researchers at smaller universities have consistently lower success rates.

Dr. Murray advocates for a more quantitative and impartial system of review to keep such biases at bay.

“There are too many opportunities for human impressions — conscious or unconscious — to make their way into the current evaluation process,” Dr. Murray said.

More broadly, researchers say the time is right for a look at a system that has grown convoluted and less suited to a world in which science is increasingly cross-disciplinary, and international research collaborations are more important.

Getting back to the review and more specifically, the panel, it’s good to see that four of the nine participants are women but other than that there doesn’t seem to be much diversity, i.e.,the majority (five) spring from the Ontario/Québec nexus of power and all the Canadians are from the southern part of country. Back to diversity, there is one business man, Mike Laziridis known primarily as the founder of Research in Motion (RIM or more popularly as the Blackberry company) making the panel not a wholly ivory tower affair. Still, I hope one day these panels will have members from the Canadian North and international members who come from somewhere other than the US, Great Britain, and/or if they’re having a particularly wild day, Germany. Here are some candidate countries for other places to look for panel members: Japan, Israel, China, South Korea, and India. Other possibilities include one of the South American countries, African countries, and/or the Middle Eastern countries.

Take the continent of Africa for example, where many countries seem to have successfully tackled one of the issues as we face. Specifically, the problem of encouraging young researchers. James Wilsdon notes some success in his April 9, 2016 post about Africa and science advice for the Guardian science blogs (Note: Links have been removed),

… some of the brightest talents and most exciting advances in African science were on display at the Next Einstein Forum. This landmark meeting, initiated by the African Institute of Mathematical Sciences, and held in Senegal, brought together almost 1000 researchers, entrepreneurs, businesses and policymakers from across Africa to celebrate and support the continent’s most promising early-career researchers.

A new cadre of fifteen Next Einstein Fellows and fifty-four ambassadors was announced, and the forum ended with an upbeat declaration of commitment to Africa’s role in world-leading, locally-relevant science. …

… UNESCO’s latest global audit of science, published at the end of 2015, concludes that African science is firmly on the rise. The number of journal articles published on the continent rose by sixty per cent from 2008 to 2014. Research investment rose from $12.9 billion in 2007 to $19.9 billion (US dollars) in 2013. Over the same period, R&D expenditure as a percentage of GDP nudged upwards from 0.36 per cent to 0.45 per cent, and the population of active researchers expanded from 150,000 to 190,000.

In any event, it’s a bit late to bemoan the panel’s makeup but hopefully the government will take note for the future as I’m planning to include some of my critique in my comments to the panel in answer to their request for public comments.

Science advice conference in Brussels, Belgium, Sept. 29 – 30, 2016 and a call for speakers

This is the second such conference and they are issuing a call for speakers; the first was held in New Zealand in 2014 (my April 8, 2014 post offers an overview of the then proposed science advice conference). The International Network for Global Science Advice (INGSA) is holding its second global conference in Brussels this September 29 and 30, in conjunction with the European Commission. The organizers have the following goals for the conference:

  • Identify core principles and best practices, common to structures providing scientific advice for governments worldwide.
  • Identify practical ways to improve the interaction of the demand and supply side of scientific advice.
  • Describe, by means of practical examples, the impact of effective science advisory processes.

Call for suggestions for speakers for the parallel sessions

BACKGROUND:

“Science advice has never been in greater demand; nor has it been more contested.”[1] The most complex and sensitive policy issues of our time are those for which the available scientific evidence is ever growing and multi-disciplined, but still has uncertainties. Yet these are the very issues for which scientific input is needed most. In this environment, the usefulness and legitimacy of expertise seems obvious to scientists, but is this view shared by policy-makers?

OBJECTIVES:

A two-day conference will take place in Brussels, Belgium, on Thursday 29th and Friday 30th September 2016. Jointly organised by the European Commission and the International Network for Government Science Advice (INGSA), the conference will bring together users and providers of scientific advice on critical, global issues. Policy-makers, leading practitioners and scholars in the field of science advice to governments, as well as other stakeholders, will explore principles and practices in a variety of current and challenging policy contexts. It will also present the new Scientific Advice Mechanism [SAM] of the European Commission [emphasis mine; I have more about SAM further down in the post] to the international community. Through keynote lectures and plenary discussions and topical parallel sessions, the conference aims to take a major step towards responding to the challenge best articulated by the World Science Forum Declaration of 2015:

“The need to define the principles, processes and application of science advice and to address the theoretical and practical questions regarding the independence, transparency, visibility and accountability of those who receive and provide advice has never been more important. We call for concerted action of scientists and policy-makers to define and promulgate universal principles for developing and communicating science to inform and evaluate policy based on responsibility, integrity, independence, and accountability.”

The conference seeks to:

The conference will be a combination of plenary lectures and topical panels in parallel (concurrent) sessions outlined below. Each session will include three speakers (15 minute address with 5 minute Q & A each) plus a 30 minute moderated discussion.

Parallel Session I: Scientific advice for global policy

The pathways of science advice are a product of a country’s own cultural history and will necessarily differ across jurisdictions. Yet, there is an increasing number of global issues that require science advice. Can scientific advice help to address issues requiring action at international level? What are the considerations for providing science advice in these contexts? What are the examples from which we can learn what works and what does not work in informing policy-making through scientific advice?

Topics to be addressed include:

Climate Change – Science for the Paris Agreement: Did it work?
Migration: How can science advice help?
Zika fever, dementia, obesity etc.; how can science advice help policy to address the global health challenges?

Parallel Session II: Getting equipped – developing the practice of providing scientific advice for policy

The practice of science advice to public policy requires a new set of skills that are neither strictly scientific nor policy-oriented, but a hybrid of both. Negotiating the interface between science and policy requires translational and navigational skills that are often not acquired through formal training and education. What are the considerations in developing these unique capacities, both in general and for particular contexts? In order to be best prepared for informing policy-making, up-coming needs for scientific advice should ideally be anticipated. Apart from scientific evidence sensu stricto, can other sources such as the arts, humanities, foresight and horizon scanning provide useful insights for scientific advice? How can scientific advice make best use of such tools and methods?

Topics to be addressed include:

How to close the gap between the need and the capacity for science advice in developing countries with limited or emerging science systems?
What skills do scientists and policymakers need for a better dialogue?
Foresight and science advice: can foresight and horizon scanning help inform the policy agenda?

Parallel Session III: Scientific advice for and with society

In many ways, the practice of science advice has become a key pillar in what has been called the ‘new social contract for science[2]’. Science advice translates knowledge, making it relevant to society through both better informed policy and by helping communities and their elected representatives to make better informed decisions about the impacts of technology. Yet providing science advice is often a distributed and disconnected practice in which academies, formal advisors, journalists, stakeholder organisations and individual scientists play an important role. The resulting mix of information can be complex and even contradictory, particularly as advocate voices and social media join the open discourse. What considerations are there in an increasingly open practice of science advice?

Topics to be addressed include:

Science advice and the media: Lost in translation?
Beyond the ivory tower: How can academies best contribute to science advice for policy?
What is the role of other stakeholders in science advice?

Parallel Session IV: Science advice crossing borders

Science advisors and advisory mechanisms are called upon not just for nationally-relevant advice, but also for issues that increasingly cross borders. In this, the importance of international alignment and collaborative possibilities may be obvious, but there may be inherent tensions. In addition, there may be legal and administrative obstacles to transnational scientific advice. What are these hurdles and how can they be overcome? To what extent are science advisory systems also necessarily diplomatic and what are the implications of this in practice?

Topics to be addressed include:

How is science advice applied across national boundaries in practice?
What support do policymakers need from science advice to implement the Sustainable Development Goals in their countries?
Science Diplomacy/Can Scientists extend the reach of diplomats?

Call for Speakers

The European Commission and INGSA are now in the process of identifying speakers for the above conference sessions. As part of this process we invite those interested in speaking to submit their ideas. Interested policy-makers, scientists and scholars in the field of scientific advice, as well as business and civil-society stakeholders are warmly encouraged to submit proposals. Alternatively, you may propose an appropriate speaker.

New Scientific Advice Mechanism of the European Commission

For anyone unfamiliar with the Scientific Advice Mechanism (SAM) mentioned in the conference’s notes, once Anne Glover’s, chief science adviser for the European Commission (EC), term of office was completed in 2014 the EC president, Jean-Claude Juncker, obliterated the position. Glover, the first and only science adviser for the EC, was to replaced by an advisory council and a new science advice mechanism.

David Bruggemen describes the then situation in a May 14, 2015 posting (Note: A link has been removed),

Earlier this week European Commission President Juncker met with several scientists along with Commission Vice President for Jobs, Growth, Investment and Competitiveness [Jyrki] Katainen and the Commissioner for Research, Science and Innovation ]Carlos] Moedas. …

What details are publicly available are currently limited to this slide deck.  It lists two main mechanisms for science advice, a high-level group of eminent scientists (numbering seven), staffing and resource support from the Commission, and a structured relationship with the science academies of EU member states.  The deck gives a deadline of this fall for the high-level group to be identified and stood up.

… The Commission may use this high-level group more as a conduit than a source for policy advice.  A reasonable question to ask is whether or not the high-level group can meet the Commission’s expectations, and those of the scientific community with which it is expected to work.

Today the High Level Group of the newly constituted Scientific Advice Mechanism (SAM) of the European Union held its first meeting.  The seven members of the group met with Commissioner for Research, Science and Innovation Carlos Moedas and Andrus Ansip, the Commission’s Vice-President with responsibility for the Digital Single Market (a Commission initiative focused on making a Europe-wide digital market and improving support and infrastructure for digital networks and services).

Given it’s early days, there’s little more to discuss than the membership of this advisory committee (from the SAM High Level Group webpage),

Janusz Bujnicki

Professor of Biology, and head of a research group at IIMCB in Warsaw and at Adam Mickiewicz University, Poznań, Poland. Janusz Bujnicki graduated from the Faculty of Biology, University of Warsaw in 1998, defended his PhD in 2001, was awarded with habilitation in 2005 and with the professor title in 2009.

Bujnicki’s research combines bioinformatics, structural biology and synthetic biology. His scientific achievements include the development of methods for computational modeling of protein and RNA 3D structures, discovery and characterization of enzymes involved in RNA metabolism, and engineering of proteins with new functions. He is an author of more than 290 publications, which have been cited by other researchers more than 5400 times (as of October 2015). Bujnicki received numerous awards, prizes, fellowships, and grants including EMBO/HHMI Young Investigator Programme award, ERC Starting Grant, award of the Polish Ministry of Science and award of the Polish Prime Minister, and was decorated with the Knight’s Cross of the Order of Polonia Restituta by the President of the Republic of Poland. In 2013 he won the national plebiscite “Poles with Verve” in the Science category.

Bujnicki has been involved in various scientific organizations and advisory bodies, including the Polish Young Academy, civic movement Citizens of Science, Life, Environmental and Geo Sciences panel of the Science Europe organization, and Scientific Policy Committee – an advisory body of the Ministry of Science and Higher Education in Poland. He is also an executive editor of the scientific journal Nucleic Acids Research.

Pearl Dykstra

Professor of Sociology, Erasmus University Rotterdam

Pearl Dykstra

Professor Dykstra has a chair in Empirical Sociology and is Director of Research of the Department of Public Administration and Sociology at the Erasmus University Rotterdam. Previously, she had a chair in Kinship Demography at Utrecht University (2002-2009) and was a senior scientist at the Netherlands Interdisciplinary Demographic Institute (NIDI) in The Hague (1990-2009).

Her publications focus on intergenerational solidarity, aging societies, family change, aging and the life course, and late-life well-being. She is an elected member of the Netherlands Royal Academy of Arts and Sciences (KNAW, 2004) and Vice-President of the KNAW as of 2011, elected Member of the Dutch Social Sciences Council (SWR, 2006), and elected Fellow of the Gerontological Society of America (2010). In 2012 she received an ERC Advanced Investigator Grant for the research project “Families in context”, which will focus on the ways in which policy, economic, and cultural contexts structure interdependence in families.

Elvira Fortunato

Elvira Fortunato

Professor Fortunato is a full professor in the Materials Science Department of the Faculty of Science and Technology of the New University of Lisbon, a Fellow of the Portuguese Engineering Academy since 2009 and decorated as a Grand Officer of the Order of Prince Henry the Navigator by the President of the Republic in 2010, due to her scientific achievements worldwide. In 2015 she was appointed by the Portuguese President Chairman of the Organizing Committee of the Celebrations of the National Day of Portugal, Camões and the Portuguese Communities.

She was also a member of the Portuguese National Scientific & Technological Council between 2012 and 2015 and a member of the advisory board of DG CONNECT (2014-15).

Currently she is the director of the Institute of Nanomaterials, Nanofabrication and Nanomodeling and of CENIMAT. She is member of the board of trustees of Luso-American Foundation (Portugal/USA, 2013-2020).

Fortunato pioneered European research on transparent electronics, namely thin-film transistors based on oxide semiconductors, demonstrating that oxide materials can be used as true semiconductors. In 2008, she received in the 1st ERC edition an Advanced Grant for the project “Invisible”, considered a success story. In the same year she demonstrated with her colleagues the possibility to make the first paper transistor, starting a new field in the area of paper electronics.

Fortunato published over 500 papers and during the last 10 years received more than 16 International prizes and distinctions for her work (e.g: IDTechEx USA 2009 (paper transistor); European Woman Innovation prize, Finland 2011).

Rolf-Dieter Heuer

Director-General of the European Organization for Nuclear Research (CERN)

Rolf-Dieter Heuer

Professor Heuer is an experimental particle physicist and has been CERN Director-General since January 2009. His mandate, ending December 2015, is characterised by the start of the Large Hadron Collider (LHC) 2009 as well as its energy increase 2015, the discovery of the H-Boson and the geographical enlargement of CERN Membership. He also actively engaged CERN in promoting the importance of science and STEM education for the sustainable development of the society. From 2004 to 2008, Prof. Heuer was research director for particle and astroparticle physics at the DESY laboratory, Germany where he oriented the particle physics groups towards LHC by joining both large experiments, ATLAS and CMS. He has initiated restructuring and focusing of German high energy physics at the energy frontier with particular emphasis on LHC (Helmholtz Alliance “Physics at the Terascale”). In April 2016 he will become President of the German Physical Society. He is designated President of the Council of SESAME (Synchrotron-Light for Experimental Science and Applications in the Middle East).

Prof. Heuer has published over 500 scientific papers and holds many Honorary Degrees from universities in Europe, Asia, Australia and Canada. He is Member of several Academies of Sciences in Europe, in particular of the German Academy of Sciences Leopoldina, and Honorary Member of the European Physical Society. In 2015 he received the Grand Cross 1st class of the Order of Merit of the Federal Republic of Germany.

Julia Slingo

Chief Scientist, Met Office, Exeter

Julia Slingo

Dame Julia Slingo became Met Office Chief Scientist in February 2009 where she leads a team of over 500 scientists working on a very broad portfolio of research that underpins weather forecasting, climate prediction and climate change projections. During her time as Chief Scientist she has fostered much stronger scientific partnerships across UK academia and international research organisations, recognising the multi-disciplinary and grand challenge nature of weather and climate science and services. She works closely with UK Government Chief Scientific Advisors and is regularly called to give evidence on weather and climate related issues.

Before joining the Met Office she was the Director of Climate Research in NERC’s National Centre for Atmospheric Science, at the University of Reading. In 2006 she founded the Walker Institute for Climate System Research at Reading, aimed at addressing the cross disciplinary challenges of climate change and its impacts. Julia has had a long-term career in atmospheric physics, climate modelling and tropical climate variability, working at the Met Office, ECMWF and NCAR in the USA.

Dame Julia has published over 100 peer reviewed papers and has received numerous awards including the prestigious IMO Prize of the World Meteorological Organization for her outstanding work in meteorology, climatology, hydrology and related sciences. She is a Fellow of the Royal Society, an Honorary Fellow of the Royal Society of Chemistry and an Honorary Fellow of the Institute of Physics.

Cédric Villani

Director, Henri Poincaré Institute, Paris

Cédric Villani

Born in 1973 in France, Cédric Villani is a mathematician, director of the Institut Henri Poincaré in Paris (from 2009), and professor at the Université Claude Bernard of Lyon (from 2010). In December 2013 he was elected to the French Academy of Sciences.

He has worked on the theory of partial differential equations involved in statistical mechanics, specifically the Boltzmann equation, and on nonlinear Landau damping. He was awarded the Fields Medal in 2010 for his works.

Since then he has been playing an informal role of ambassador for the French mathematical community to media (press, radio, television) and society in general. His books for non-specialists, in particular Théorème vivant (2012, translated in a dozen of languages), La Maison des mathématiques (2014, with J.-Ph. Uzan and V. Moncorgé) and Les Rêveurs lunaires (2015, with E. Baudoin) have all found a wide audience. He has also given hundreds of lectures for all kinds of audiences around the world.

He participates actively in the administration of science, through the Institut Henri Poincaré, but also by sitting in a number of panels and committees, including the higher council of research and the strategic council of Paris. Since 2010 he has been involved in fostering mathematics in Africa, through programs by the Next Einstein Initiative and the World Bank.

Believing in the commitment of scientists in society, Villani is also President of the Association Musaïques, a European federalist and a father of two.

Henrik C. Wegener is Executive Vice President and Chief Academic Officer at Technical University of Denmark since 2011. He received his M.Sc. in food science and technology at the University of Copenhagen in 1988, his Ph.D. in microbiology at University of Copenhagen in 1992, and his Master in Public Administration (MPA) form Copenhagen Business School in 2005.

Henrik C. Wegener was director of the National Food Institute, DTU from 2006-2011 and before that head of the Department of Epidemiology and Risk Assessment at National Food and Veterinary Research Institute, Denmark (2004-2006). From 1994-1999, he was director of the Danish Zoonosis Centre, and from 1999-2004 professor of zoonosis epidemiology at Danish Veterinary Institute. He was stationed at World Health Organization headquarters in Geneva from 1999-2000. With more than 3.700 citations (h-index 34), he is the author of over 150 scientific papers in journals, research monographs and proceedings, on food safety, zoonoses, antimicrobial resistance and emerging infectious diseases.

He has served as advisor and reviewer to national and international authorities & governments, international organizations and private companies, universities and research foundations, and he has served, and is presently serving, on several national and international committees and boards on food safety, veterinary public health and research policy.

Henrik C. Wegener has received several awards, including the Alliance for the Prudent Use of Antibiotics International Leadership Award in 2003.

That’s quite a mix of sciences and I’m happy to see a social scientist has been included.

Conference submissions

Getting back to the conference and its call for speakers, the deadline for submissions is March 25, 2016. Interestingly, there’s also this (from conference webpage),

The deadline for submissions is 25th March 2016. The conference programme committee with session chairs will review all proposals and select those that best fit the aim of each session while also representing a diverse range of perspectives. We aim to inform selected speakers within 4 weeks of the deadline to enable travel planning to Brussels.

To make the conference as accessible as possible, there is no registration fee. [emphasis mine] The European Commission will cover travel accommodation costs only for confirmed speakers for whom the travel and accommodation arrangements will be made by the Commission itself, on the basis of the speakers’ indication.

A new science advice network launched in the European Union

On June 23, 2014, the Euroscience Open Forum (in Copenhagen) saw the launch of a new pan-European science advice network. From a June 23, 2014 account by James Wilsdon (more about him in a moment) for the Guardian,

This afternoon, at the Euroscience Open Forum in Copenhagen, a new pan-EU network of government science advisers will hold its first meeting. Senior scientific representatives from twelve member states, including the UK’s Sir Mark Walport, will discuss how to strengthen the use of evidence in EU policymaking and improve coordination between national systems, particularly during emergencies, such as when clouds of volcanic ash from Iceland grounded flights across Europe in 2011.

Today’s [June 24, 2014] meeting is indeed the product of dedication: a painstaking 18-month effort by Glover [Anne Glover, chief scientific adviser to the outgoing President of the European commission, José Manuel Barroso] to persuade member states of the benefits of such a network. One of the challenges she has faced is the sheer diversity of models for scientific advice across Europe: while the UK, Ireland and (until recently) Czech Republic have a government chief scientist, several countries – including Portugal, Denmark, Finland and Greece – prefer to use an advisory committee. In another handful of member states, including Italy, Spain and Sweden, science advice is provided by civil servants. Others, such as Austria, Hungary and the Netherlands, look to the president of the national academy of science to perform the role. The rest, including France and Germany, use a hybrid of these models, or none at all.

The new network intends to respect this diversity, and not advance one approach as preferable to the others. (Indeed, it could be particularly counter-productive to promote the UK model in the current EU climate.)

Interestingly, Wilsdon goes on to note that a Chief Science Adviser for the European Union is a relatively new position having been in existence for two years (as of 2014) and there is no certainty that the new president (not yet confirmed) of the European Union will continue with the practice.

Getting back to James Wilsdon, this is the description they have for him at the Guardian,

James Wilsdon is professor of science and democracy at SPRU (Science and Technology Policy Research), University of Sussex. From 2008 to 2011 he was director of science policy at the Royal Society.

He’s also known in Canada as a member of the Council of Canadian Academies Expert Panel on The State of Canada’s Science Culture as per my Feb. 22, 2013 posting. The report is due this year and I expect it will be delivered in the Fall, just in time for the Canadian Science Policy Conference, Oct. 15 -17, 2014.

There’s a big science advice conference on the horizon for August 28 – 29, 2014 to be held in New Zealand according to David Bruggeman’s March 19, 2014 posting on his Pasco Phronesis blog (Note: Links have been removed),

… It [the global science advice conference] will take place in Auckland, New Zealand August 28 and 29 [2014].  It will be hosted by the New Zealand Chief Science Adviser, Sir Peter Gluckman.

(If you’re not following Sir Peter’s work and writings on science advice and science policy, you’re missing out.)

The announced panelists and speakers include chief scientists and/or chief science advisers from several countries and the European Union.  It’s a very impressive roster.  The conference is organised around five challenges:

  • The process and systems for procuring evidence and developing/delivering scientific      advice for government
  • Science advice in dealing with crisis
  • Science advice in the context of opposing political/ideological positions
  • Developing an approach to international science advice
  • The modalities of science advice: accumulated wisdom

I noticed a couple of Canadian representatives (Heather Douglas, Chair in Science & Society at the University of Waterloo, and Remi Quirion, Chief Scientist, province of Québec) on the list. We don’t have any science advisors for the Canadian federal government but it seems they’ve instituted some such position for the province of Québec. In lieu of a science advisor, there is the Council of Canadian Academies, which “is an independent, not-for-profit organization that supports independent, authoritative, and evidence-based expert assessments that inform public policy development in Canada” (from their About page).

One other person should be noted (within the Canadian context), James Wilsdon is a member of the Expert Panel for the Council of Canadian Academies’ still-in-progress assessment, The State of State of Canada’s Science Culture. (My Feb. 22, 2013 posting about the assessments provides a lengthy discourse about the assessment and my concerns about both it and the panel.)

Getting back to this meeting in New Zealand, the organizers have added a pre-conference symposium on science diplomacy (from the Science and Diplomacy webpage), Note: A link has been removed,

We are pleased to announce the addition of a pre-conference symposium to our programme of events. Co-chaired by Dr. Vaughan Turekian, Editor-in-Chief of the AAAS Journal Science and Diplomacy, and the CE of New Zealand Ministry of Foreign Affairs and Trade, this symposium will explore ‘the place of science in foreign ministries’.

Overview of the symposium

The past decade has seen unprecedented interested in the interface between science and diplomacy from a number of perspectives including:

– Diplomacy for Science – building international relationships to foster robust collaborative scientific networks and shared expertise and infrastructure;
– Science for Diplomacy – the science enterprise as a doorway to relationship building between nations with shared goals and values;
– Science in Diplomacy – the role of science in various diplomatic endeavours (e.g.: verification of agreements on climate change, nuclear treaties etc; in support of aid projects; in promoting economic and trade relationships; and in various international agreements and instruments such as phyto-sanitary regulations, free trade agreements, biodiversity agreements etc.).

Yet, despite the growing interest in this intersection, there has been little discussion of the practical realities of fostering the rapprochement between two very distinct professional cultures and practices, particularly with specific reference to the classical pillars of foreign policy: diplomacy; trade/economic; and aid. Thus, this pre-conference symposium will be focusing on the essential question:

How should scientists have input into the operation of foreign ministries and in particular into three pillars of foreign affairs (diplomacy, trade/economics and foreign aid)?

The discussion will focus on questions such as: What are the mechanisms and methods that can bring scientists and policy makers in science and technology in closer alignment with ministries or departments of foreign affairs and vice versa? What is the role of public scientists in assisting countries’ foreign policy positions and how can this be optimised? What are the challenges and opportunities in enhancing the role of science in international affairs? How does the perception of science in diplomacy vary between large and small countries and between developed and developing countries?

To ensure vibrant discussion the workshop will be limited to 70 participants. Anyone interested is invited to write to info@globalscienceadvice.org with a request to be considered for this event.

The conference with this newly added symposium looks to be even more interesting than before. As for anyone wishing to attend the science diplomacy symposium, the notice has been up since March 6, 2014 so you may wish to get your request sent off while there’s still space (I assume they’ll put a notice on the webpage once the spaces are spoken for). One final observation, it’s surprising in a science conference of this size that there’s no representation from a US institution (e.g., the National Academy of Sciences, Harvard University, etc.) other than the AAAS (American Association for the Advancement of Science) organizer of the pre-conference symposium.

Expert panel to assess the state of Canada’s science culture—not exactly whelming

I was very excited when the forthcoming assessment The State of Canada’s Science Culture was announced in early 2012 (or was it late 2011?). At any rate, much has happened since then including what appears to be some political shenanigans. The assessment was originally requested by the Canada Science and Technology Museums Corporation. After many, many months the chair of the panel was announced, Arthur Carty, and mentioned here in my Dec. 19, 2012 posting.

I was somewhat surprised to note (although I didn’t say much about it in December) that the science culture in Canada assessment webpage now included two new government agencies as requestors, Industry Canada and Natural Resources Canada. Where are Environment Canada, Transport Canada, Heritage Canada (we have an exciting science history which is part of our Canadian heritage), Health Canada, and Statistics Canada? For that matter, why not the entire civil service structure, as arguably every single government department has a vested interest in and commitment to science culture in Canada?

It took an extraordinarily long period of time before the Council of Canadian Academies (CCA) announced its chair and expert panel and presumably the addition of two random government departments in the request was a factor. One would hope that the CCA’s desire to find the most exciting and diverse group of ‘experts’ would be another factor in the delay.  To be clear my greatest concern is not about the individuals. It is the totality of the panel that concerns me most deeply. Here’s the list from The Expert Panel on the State of Canada’s Science Culture webpage,

Given the CCA’s most recent assessment, Strengthening Canada’s Research Capacity: The Gender Dimension, it’s striking that the number of women on this panel of 15 individuals is four. This suggests that while the CCA is happy to analyze information and advise about gender and science, it is not able to incorporate its own advice when assembling an expert panel, especially one concerning science culture.

There is only one person in the group who has built a business and that’s Adam Bly. Ordinarily I’d be happy to see this inclusion but Bly and/or his company (Seed Media Group) are making an attempt to trademark the term ‘scientific thinking’. (I’ve objected to attempts to trademark parts of commonly used language many, many times in the past.) In addition to that, there’s another activity I questioned in my Feb. 11, 2013 posting about visualizing nanotechnology data.

(For those who are interested in some of the discussion around attempts to trademark phrases that are in common usage, there’s a Feb. 18, 2013 posting by Mike Masnick on Techdirt about a bank which is attempting to trademark the term ‘virtual wallet’.)

It’s a shame the members of the panel did not (or were not encouraged) to write a biography that showed their interest in science culture, however the member imagines it to be. Following the links from the ‘expert panel’ page leads only to information that has been reused countless times and has absolutely no hint of personality or passion. Even a single sentence would have been welcome. Whatever makes these individuals ‘experts on science culture in Canada’ has to be inferred. As it is, this looks like a list of policy and academic wonks with a few media types (Bly and Ingram) and business types (Bly, again, and Burke) thrown in for good measure.

I half jokingly applied to be on the panel in my Dec. 19, 2012 posting so (excluding me) here’s a list of people I’d suggest would make for a more interesting panel,

  • Margaret Atwood (writes speculative/science fiction)
  • Baba Brinkman (rapper, MFA from the University of Victoria, BC, known internationally for his Rap Guide to Evolution, the world’s peer-reviewed science rap)
  • Claire Eamer, founder of the Sci/Why blog about Canadian science writing for kids, science writer located in Yukon
  • Mary Filer (internationally known artist in glass who worked in the Montreal Neuro Centre and was a member of one of the most storied surgical teams in Canadian history)
  • Pascal Lapointe, founder of Agence Science Presse agency and Je vote pour la science project
  • Robert Lepage (theatre director known internationally for his groundbreaking use of technology)
  • Robert J. Sawyer (internationally know Canadian science fiction writer)

Could they not have found one visual or performing artist or writer or culture maker to add to this expert panel? One of them might have added a hint of creativity or imagination to this assessment.  Ironically, the visual and performing arts were included in the CCA’s asssesment The State of Science and Technology in Canada, 2012 released in Sept. 2012.

As for incorporating other marginalized, be it by race, ethnicity, social class, ability, etc., groups the panel members’ biography pages do not give any hint of whether or not any attempt was made. I hope attempts will be made during the information gathering process and that those attempts will be documented, however briefly, in the forthcoming assessment.

In any event, I’ve been hearing a few whispers about the panel and its doings. Apparently, the first meeting was held recently and predictably (from my Dec. 19, 2012 posting),

the expert panel discussed a definition for science culture. I hear from another source the panel may even consider science blogging in their assessment. It seems amusing that this possibility was mentioned in hushed tones suggesting there was no certainty science blogging would be included in the assessment since Bly and his company established the Science Blogs network. Of course, there was the ‘Pepsigate’ situation a few years ago. (This Wikipedia essay offers the least heated description I’ve seen of the Science Blogs/Pepsi contretemps.)

I have a prediction about this forthcoming assessment, it will be hugely focused on getting more children to study STEM (science, technology, engineering, and mathematics) subjects. I have no formal objection to the notion but it does seem like a huge opportunity lost to focus primarily on children when it’s the parents who so often influence their children’s eventual choices.  Here’s an excerpt from my Jan. 31, 2012 post illustrating my point about children, their parents, and attitudes towards science,

One of the research efforts in the UK is the ASPIRES research project at King’s College London (KCL), which is examining children’s attitudes to science and future careers. Their latest report, Ten Science Facts and Fictions: the case for early education about STEM careers (PDF), is profiled in a Jan. 11, 2012 news item on physorg.com (from the news item),

Professor Archer [Louise Archer, Professor of Sociology of Education at King’s] said: “Children and their parents hold quite complex views of science and scientists and at age 10 or 11 these views are largely positive. The vast majority of children at this age enjoy science at school, have parents who are supportive of them studying science and even undertake science-related activities in their spare time. They associate scientists with important work, such as finding medical cures, and with work that is well paid.

“Nevertheless, less than 17 per cent aspire to a career in science. These positive impressions seem to lead to the perception that science offers only a very limited range of careers, for example doctor, scientist or science teacher. It appears that this positive stereotype is also problematic in that it can lead people to view science as out of reach for many, only for exceptional or clever people, and ‘not for me’.

Professor Archer says the findings indicate that engaging young people in science is not therefore simply a case of making it more interesting or more fun. She said: “There is a disconnect between interest and aspirations. Our research shows that young people’s ambitions are strongly influenced by their social backgrounds – ethnicity, social class and gender – and by family contexts. [emphases mine]

I purposefully used the term STEM as I suspect this expert panel will not have knowledge of the HSE (humanities, social sciences, and education), LS (life sciences), and PCEM (physical sciences, computer science, engineering, and mathematics) categories as defined by the recent assessment “(Strengthening Canada’s Research Capacity: The Gender Dimension; The Expert Panel on Women in University Research.” Those categories were defined as an attempt to reflect the disposition of the major science funding organizations in Canada ((SSHRC [Social Sciences and Humanities Research Council], CIHR [Canadian Institutes of Health Research], and NSERC [Natural Sciences and Engineering Research Council]) and, arguably, they are a big—if not the biggest—influence on Canadian science culture.

I do have a question I hope will be answered in the assessment. If we motivate more children to study science type topics, where will the jobs be? David Kent on University Affairs’ The Black Hole blog has written about science trainees and their future for years. In fact, his Feb. 19, 2013 posting is titled, Planning Ahead: How many of you are there and who will pay you?

Interestingly, there was an announcement this morning of another assessment which could be described as related to science culture, from the Feb. 22, 2013 CCA news release,

Doug Owram to Serve as Expert Panel Chair on Memory Institutions and the Digital Revolution

The Council is pleased to announce the appointment of Dr. Doug Owram, FRSC, as Chair of the Expert Panel on Memory Institutions and the Digital Revolution. Library and Archives Canada has asked the Council to assess how memory institutions, including archives, libraries, museums, and other cultural institutions, can embrace the opportunities and challenges in which Canadians are communicating and working in the digital age.

While the expert panel has yet to be announced, it is comforting to note that Owram is an historian and the link between memory and history seems unimpeachable. Oddly, the page listing ‘in progress assessments’ has the Memory Institutions and the Digital Revolution assessment listed as being On Hold (more political shenanigans?). I wonder what impact, if any, these assessments will have on each other. In the meantime, I have one more prediction, the word innovation will be used with gay abandon throughout the science culture assessment.
