Hydrogels and cartilage; repurposing vehicles in space; big bang has ‘fingerprints’

Physics Today‘s Ashley Smart reports on hydrogels that mimic the tricky nature of cartilage thanks to magnetically aligned nanosheets.

Made up of networks of interlinked, hydrophilic polymers, they tend to be soft, biocompatible, and highly absorbent…. 2) GIVING SPACECRAFT A SECOND LEASE ON LIFE WHILE HURTLING THROUGH THE COSMOS

Physics Today‘s Toni Feder reports on the innovative processes undertaken to repurpose various spacecraft in flight, including Kepler, Voyager, Deep Impact, Spitzer, and the Hubble Space Telescope.

“A comeback like Kepler’s is ‘not unique, but it’s unusual,’ says Derek Buzasi of Florida Gulf Coast University, who reinvented the Wide-Field Infrared Explorer (WIRE) after it failed following its 1999 launch. ‘Spacecraft are built for a specialized purpose, so they are hard to repurpose. You have to come up with something they are capable of at the same time they are incapable of their original mission.’

Deep Impact’s original mission was to hurl a copper ball at a comet and watch the impact. In its continued form as EPOXI, the spacecraft went on to visit another comet and, on the way, served as an observatory for user- proposed targets.”

3) CONGRESSMAN & FUSION RESEARCHER REFLECTS ON SCIENCE POLICY

Physics Today‘s David Kramer interviews Rush Holt, the New Jersey congressman who retired from office and this past December took the helm of the American Association for the Advancement of Science.

“PT: What do you consider to be your accomplishments in Congress?

HOLT: I focused a lot on science education. Our real problem is not that we’re failing to produce excellent scientists, because we are [producing them], but rather that we have failed to maintain an appreciation for and understanding of science in the general population. I was able to keep a spotlight on the need but wasn’t able to accomplish as much as I wanted. We got science included in the subjects emphasized by federal law. But we haven’t really improved teacher professional development and other things we need to do.”

4) PARTICLE PHYSICS AND THE COSMIC MICROWAVE BACKGROUND

In this article, physics researchers John Carlstrom, Tom Crawford and Lloyd Knox discuss the fingerprints of the Big Bang and quantum fluctuations in the early universe, which may soon reveal physics at unprecedented energy scales.

Rebuilding Haiti, science, and science education

Here’s how the story starts (from the American Association for the Advancement of Science’s [AAAS] June 2011 report, Science for Haiti: a report on advancing Haitian science and science education,

In July 2010, exactly six months after Haiti was devastated by a tragic earthquake, a small group of scientists, engineers and educators from that nation traveled to Puerto Rico for a meeting with colleagues from the Caribbean, the United States, Africa and the Haitian diaspora. There they began a remarkable project: Over two days, they identified what Haiti would need to build scientific strength that could help speed recovery from the quake and support long-term, sustainable human and economic development.

The document is important as well for what it says about science in the 21st century—not just in Haiti, but globally. Nations such as Rwanda and Vietnam, which have en­dured historic disasters, have made focused investment in science and education and today are achieving remarkable advances. And because many of our most pressing challenges in public health, food security and environmental protection are regional, it is essential that we establish partnerships and work together to address them.

For that reason, this report offers an important model for the world. Haitian scientists, teachers, and policy leaders took the lead in defining their nation’s science-related needs and goals. Their international colleagues brought their own perspectives and energy to support the effort. Through this collaboration, they have developed a road­map for building Haiti’s prosperity and improving the lives of its people. (p. 2 PDF)

Sept. 19-20, 2011, there’ll be a meeting in Haiti’s capital, Port-au-Prince (from the Sept. 15, 2011 news item on Science Daily),

Science for Haiti will be a central topic as the report’s authors meet in the Haitian capital 19-20 September with representatives of Haiti’s scientific community, universities and high schools and private sector. On 20 October, AAAS will host a meeting in Washington, D.C., of U.S. organizations interested in advancing Haitian science and science education capacity.

Here’s a little more about the project from the Science Daily news item,

The project is founded on a key principle: Haitians must chart their own future and their own goals for science, while the international science community must provide collaborative partnerships and other support.

“Haiti needs to integrate science into the process of reconstruction and renewal,” said Fritz Deshommes, vice rector of research at l’Université d’État d’Haiti. “This report will help build the scientific community in Haiti and strengthen bonds with the regional and global scientific community.”

Nations such as Rwanda and Vietnam have endured historic disasters, but are successfully pursing science-for-development strategies to build economic vitality. The new report suggests that Haiti could follow a similar path.

Among the specific proposals for achieving those goals:

  • Set national policies to build science capacity as an “integral element of social and economic development”;
  • Develop science education at every level, while training and hiring more teachers and improving curriculum and textbooks to support that effort;

Promote more working engagement between Haitian scientists and their international peers through research programs in key disciplines and a program that identifies opportunities for collaboration.

The authors include Gary Machlis, professor of conservation at the University of Idaho and a AAAS Fellow; AAAS Caribbean Division President Jorge Colón, professor of chemistry at the University of Puerto Rico-Río Piedras; and Jean McKendry, senior researcher at the Association of American Geographers.

Science for Haiti reflects the resilience of the Haitian people and their strong desire for science and science education as a pathway towards sustainable development, even under the most challenging circumstances,” said Colón.

Good luck to them all and I hope we hear more about this at the AAAS 2012 annual meeting in Vancouver, Canada.

Canada Foundation for Innovation “World’s Best”?; Ping hoodie, clothing that networks socially; life protection clothing; getting spiders to weave building materials?; open access archive for nano papers

The headline for the news release on Marketwire (via the Canadian Science Policy site) is: Canada Foundation for Innovation(CFI) Practices is Called ‘World’s Best’. As it’s been a bit slow for news here I began wondering ‘which practices in which countries are being compared’? After reviewing the reports quickly, I can’t answer the question. There are no bibliographies in any of the three reports related to this KPMG study while the footnotes make reference only to other KPMG and Canadian studies. It was a bit of surprise, I was expecting to see reports from other countries and/or from international organizations and some insight into their analysis as comparing agencies in different countries can be complicated.

I’m not sure how they arrived at their conclusion although they provide some interesting data. From the Overall Evaluation report (p. 28 PDF, p. 24 print),

Exhibit [Table] 4.16 shows that, on average, there have been about 6.4 collaborations with end-users per PL/PU in the past year, three-quarters of which used the CFI projects as key resources, and about 10.2 collaborations per Department Head, about 70% of which using CFI projects in a significant way. For PLs/PUs, there are only small differences in use of CFI projects as a key resource by type of end-user, but Department Heads show more variation in the use of CFI project by type of user; it is unknown if this is significant.

Note that 64% of PL/PUs’ and 80% of Department Heads’ end-user collaborations, respectively, are with Canadian organizations; there is a significant international component (with OMS data suggesting that the CFI projects are a significant attractor for international organizations to collaborate [emphasis mine]).

It certainly seems laudable although I question whether you can conclude that the CFI is a significant international organization attractor by inference alone. Shouldn’t this be backed up with another instrument, such as a questionnaire for a survey/poll of the international organizations, asking why they are collaborating with Canadian scientists? I was not able to find any mention of such a survey or poll taking place.

From everything I hear, Canadians are excellent at academic science research and attracting researchers from around the world and because of our penchant for collaboration we (as they say) “punch above our weight.” I just wish this report did a better job of providing evidence for its assertions about the CFI’s ‘best practices’.

Ping hoodie

Thanks to Adrian Covert’s article on Fast Company, I found information about a prototype for a piece of wearable computing, the Ping hoodie. From Covert’s article,

The Ping clothing concept makes use of embedded electronics and haptics controlled by the Arduino Lilypad system, which transmits to your device (most likely a smartphone) using the Lylipad Xbee. This tech serves as the core interface between you and the information you need. If someone special is sending you a call or text, you can set the hoodie to vibrate in a specific manner, letting you know it’s them. Actions as simple as lifting or dropping the hood can be used to send status updates and messages on Facebook, with the potential to target certain groups of friends.

Clothing that protects your life

P2i, a company I’ve mentioned here before, has announced a ‘new’ revolutionary form of protective clothing. Actually, it sounds like an improvement rather than a revolutionary concept but maybe I’m getting jaded. From the news item on Nanowerk,

The new G Tech Vest is a joint development between two world-class UK companies with very strong credentials for the life protection market: P2i, whose technology was originally developed to make soldiers’ protective clothing more effective against chemical attack; and Global Armour, which has been at the leading edge of product innovation in the armour industry for over 30 years.

The G Tech Vest employs brand-new lightweight materials, both in the physical armour itself (a closely-guarded trade secret) and the fabric that forms the armour into a garment. P2i’s technology reduces weight by avoiding the need for bulky durable water repellents and increases comfort by preserving the natural airflow and drape of the garment material.

I recently (April 15, 2010) made a comment about how modern soldiers are beginning to resemble medieval knights and this talk of armour certainly reinforces the impression.

Spiders weaving building materials?

Michael Berger at Nanowerk has written an in-depth article about spider silk and its possible application, amongst others, as a building material. He’s interviewed one of the authors (Markus J. Buehler) of a recent paper that lays out “… a framework for predicting the nanostructure of spider silk using atomistic principles.” More from the Spotlight article on Nanowerk,

In a paper published as the cover article in Applied Physics Letters on April 12, 2010 (“Atomistic model of the spider silk nanostructure”), [Sinan] Keten and Buehler demonstrate an innovative application of replica exchange molecular dynamics simulations on a key spider silk repeating sequence, resulting in the first atomistic level structure of spider silk.

More specifically, the MIT researchers found the formation of beta-sheet structures in poly-Ala rich parts of the structure, the presence of semi-extended GGX domains that form H-bonded 31 helix type structures and a complete lack of alpha-helical conformations in the molecular structures formed by the self-assembly of MaSp1 proteins. These results resolve controversies around the structure of the amorphous domains in silk, by illustrating for the first time that these semi-extended, well-oriented and more sparsely H-bonded structures that resemble 31 helices could be the molecular source of the large semi-crystalline fraction of silks and the so-called ‘pre-stretched’ configuration proposed for these domains.

Shy of reading the original research, which I likely wouldn’t understand easily, Berger’s article provides an excellent entry into the subject.

Open access archive for nano papers

My final item for today is about a project to give free access to papers on nanotechnology that they host and/or publish.  Hooray! It’s very frustrating to get stuck behind paywalls so I’m thrilled that there’s an agency offering free access. From the news item on Nanowerk,

The Nano Archive, the online open-access repository for nanoscience and nanotechnology, invites you to submit research papers to be published free online for users across the globe.

Submitted papers can include peer-reviewed articles, journal articles, review articles, conference and workshop papers, theses and dissertations, book chapters and sections, as well as multimedia and audio-visual materials. The Nano Archive also welcomes new, unpublished research results to be shared with the wider community.

The Nano Archive is part of the ICPC NanoNet project, funded by the EU under FP7. It brings together partners from the EU, Russia, India, China and Africa, and provides wider access to published nanoscience research and opportunities for collaboration between scientists in the EU and International Cooperation Partner Countries.

The Nano Archive currently hosts over 6000 papers. You can read more about the sponsoring agency, the ICPC (International Cooperation Partner Countries) NanoNet here. It has funding for four years and was started in 2008.

Peter Julian interview on tabling the first nanotechnology bill in Canada’s parliament (part 1 of 3); musings on oil-rich regions and nanotechnology

In mid-March 2010, Member of Parliament, Peter Julian, NDP (New Democrat Party) tabled the first Canadian bill (ETA June 22, 2010: Bill C-494) to regulate nanotechnology. Kudos to him for bringing nanotechnology into a national public forum and hopefully inspiring some discussion and debate.

Mr. Julian kindly agreed (thank you!) to answer some e-mail interview questions which I will be posting in a 3-part interview starting today where he answers questions about why he tabled the bill, the involvement of the NDP’s science shadow minister, and the state of the NDP’s science policy.

Now on to the interview:

What was the impetus for including nanotechnology as part of this bill? i.e. was there some specific incident or has this been an ongoing concern?

The major forces for including my bill on nanotechnology were; the concerns raised by constituents, the progressive work done by the European Union (including the EU Council Directive on cosmetic products and the January 2010 report of the UK’s House of Lords Science and Technology Committee Report). In contrast Canada has made minimal progress towards ensuring that nanotechnology discoveries are safely introduced into the marketplace, environment, and to Canadians.

The exponential increase in applications and products using this type of technology makes updating the regulatory framework necessary. A regulatory vacuum cannot persist if the commercial and societal promises of nanotechnologies are to be fulfilled. There are trade and safety implications involved.

A modernized regulatory framework, based on precaution given the rapid evolution of nanotechnologies, would help ensure that Canadians will be protected from unintended effects. At the same time, it would enable Canadian businesses to enjoy a predictable regulatory environment for investment and innovation, for nanotechnology is a key driver in Canada’s continued growth via sustainable development.

The following are the key components of Bill C-494:

A) A definition of Nanotechnology definition based on “nanometre scale” (1-1000nm),

B) Prescribed Government of Canada research and studies, with the precautionary principle providing direction for a ‘life-cycle’ approach to nanotechnology, and,

C) A Nanotechnology Inventory established and published.

I believe that the definition contained in Bill C-494 constitutes the first legislative body effort since UK House of Lords Committee recommended a similar nanometre scale definition.

Was the NDP’s science shadow minister involved in this bill? What was Jim Malloway’s contribution?

As you may know, private members bills are at the initiative of individual MPs. I have consulted with the NDP Environment and Health critics, in addition to our own research, library of Parliament support, and input from civil society. Jim Malloway and the NDP caucus support the principle of Bill C-494 and share the view that Nanotechnologies present a tremendous opportunity for Canada and that is why safety must be ensured.

Is there going to be more interest in science policy from the NDP?

The NDP is focused on securing sound foundations for science policy by making sure the government has enough resources to support the development of science while monitoring the consequences. We are also focused on ensuring that funding for post secondary education is appropriate and the resources and knowhow of the public sector are not trivialized and outsourced. The civil service needs a critical mass of expertise to support a healthy science development policy. We must encourage and preserve independent research at the university level and make sure that it is not subservient to corporate funding. Science must be allowed to evolve regardless of the commercial aspect. Our small caucus is focused on helping create these conditions where Canadian science and its applications can flourish in both private and not-for-profit spheres, with appropriate regulatory safeguards.

Oil-rich regions and nano

I had a few idle thoughts on seeing a notice on Nanowerk in mid-March that Iran has published a national nanotechnology standard. From the notice on Nanowerk,

The committee of Iranian nanotechnology standardization chose 49 main words in nanotechnology by means of ISO, BSI, and ASTM published standards and translated their definitions into Persian in cooperation with a team from Persian Language and Literature Academy.

The words like nanotechnology, nanomaterials, nanoparticle, nanoscale, nanotube, nanosystem etc have been defined in this standard.

(I did click on the link for the publication but unfortunately there doesn’t seem to be an English language version available.)

I find it interesting that there is so much activity on the nanotechnology front in Iran and other other oil-producing regions including Alberta (Canada) which hosts the National Institute for Nanotechnology and gets a great deal of funding from the Alberta provincial government. Texas, also known for its oil, hosts a leader in nanotechnology research, Rice University which is celebrating its 25th anniversary as the site where ‘bucky balls’ or buckminster fullerenes were first discovered. In Saudi Arabia, they opened KAUST (King Abdullah University for Science and Technology) in September 2009. While the ambitions range far beyond (the Saudis hope to establish a modern ‘House of Wisdom’) nanotechnology, its research is an important element in the overall scheme of things. I guess the reason that all these areas which are known for their oil production are so invested in nanotechnology is that they know time is running out and they need new ways to keep their economies afloat.

New nano job board; Canadian science and technology strategy inferred by climate debate and 2010 federal budget?

Happy job hunting! Nanowerk has announced a new initiative (from the announcement),

The new application, called nanoJOBS, is available immediately on the Nanowerk website.

By posting their job openings on Nanowerk’s new nanoJOBS service, employers will reach a large audience in the areas of nanotechnologies, chemistry, physics, material sciences & engineering, medical technologies & pharmaceuticals, electronics, laboratory equipment, and all sectors involving state-of-the-art process technologies.

Like all other Nanowerk databases and directories, the nanoJOBS job postings are freely accessible. Employers need to register once and, in order to assure a high level of quality, their postings will be validated and approved by a Nanowerk administrator.

On other fronts, I mentioned climate science yesterday (March 22, 2010) in the context of public perception and how slow they can be to change.  Today I noticed a posting by Dave at The Black Hole blog which comes at the issue from a different angle. In the context of discussing science outreach in the UK, Dave describes two different lectures (pro and con) on climate change held at Cambridge. With some reluctance, Dave admits that the speaker (Nigel Lawson) on the ‘con’ side gave a better presentation and the ‘pro’ questioners at Lawson’s session were shrill and ill-considered (my words for the behaviour). As for Dave’s advice on how to ask politicians questions,

If you’re asking a politician a question, make it a yes or no question – people like Nigel Lawson are experts at saying what they want to say no matter what you ask, try boxing them in with logic and simplicity.

At the end of his post, Dave points to a March 18, 2010 article on Canadian climate science, the government’s attitude to it, and the 2010 federal budget in the Guardian newspaper. Titled Canadian government ‘hiding truth about climate change’, report claims by Stephen Leahy, the article notes that the Canadian federal 2010 budget did not allocate a single cent to climate change science with the consequence that the programmes will run out of money in early 2011. The Climate Action Network had obviously realized which way the wind was blowing as this nongovernmental organization released a report titled Troubling Evidence: The Harper Government’s Approach to Climate Science Research in Canada a few days after the budget was announced. From the Guardian article,

Climate change is not an abstract concept. It already results in the deaths of 300,000 people a year, virtually all in the world’s poorest countries. Some 325 million people are being seriously affected, with economic losses averaging 125 billion dollars a year, according to “The Anatomy of a Silent Crisis”, the first detailed look at climate change and the human impacts.

Canadians are unlikely to know any of this. [emphasis mine]

“Media coverage of climate change science, our most high-profile issue, has been reduced by over 80 percent,” says internal government documents obtained by Climate Action Network.

The dramatic decline results from a 2007 Harper government-imposed prohibition on government scientists speaking to reporters. Canadian scientists have told IPS they required permission from the prime minister’s communications office to comment on their own studies made public in scientific journals and reports.

If permission is granted, it requires written questions submitted in advance and often replies by scientists have to go through a vetting process. Within six months, reporters stopped calling and media coverage declined, the leaked report noted.

While climate experts were being muzzled, known climate change deniers were put in key positions on scientific funding bodies says Saul. The report documents three appointments and their public statements that climate change is a myth or exaggerated.

(One brief aside: the suggestion elsewhere  in the article that Maxime Bernier, former External Affairs minister, might one day step into the Prime Minister’s Office suggests that the reporter is not very familiar with Canadian politics. Also, he fails to note Harper’s roots in Alberta.) I’ve written previously about the 2007 muzzle which I believe sent a chill throughout the entire federal science community not just the scientists working for Environment Canada.

Before making some inferences about science and technology strategy/policy in Canada I need to offer some context. There is a stunning indifference to science policy amongst Canada’s political parties (I have more about that and links here). The only party which evinces an official strategy is the Conservative Party currently in office. The strategy occupies four bullet points in a very tightly written party platform. None of the other federal parties offers any science policy information on their websites. (Note: Marc Garneau of the Liberals has written up a document on his own initiative. You can find the links here.)

The Conservative government has consistently sent out messages about its attitude to science. If it makes money, it is good;  not unusual, as it is part of an international shift towards monetizing science research as quickly as possible. The Canadian difference is that there is no clear direction, i.e. no national science policy. (The prestigious international science journal, Nature,  published an editorial about the situation, which I mentioned here.)

The Canadian government does not have a chief science advisor (that office was cancelled in 2006 2008 [Corrected Mar.24.10 as per Wikipedia entry thanks to Shewonk for the date and do read her blog for another take on what she calls the anti-science attitude in Canada]) and replaced the position with a new advisory board reporting to the Minister of Industry called the  Science, Technology and Innovation Council (STIC ).

In the 2010 budget, the government announced that 245 positions on various boards would be cut for a saving of approximately $1M with no mention made in the news report as to which boards would suffer cuts or how the decisions would be made as to which positions would be lost due to attrition. (Given that STIC has 17 members on its board, I would imagine that there is some fat to be lost. However, it’s been my experience that the fat gets retained while the meat is discarded.)

In the 2009 budget, Genome Canada was ignored and the tri-council funding agencies suffered cuts. This year some money has been restored to the tri-council and Genome Canada and some science agencies such as TRIUMF (nuclear research facility at the University of British Columbia) have enjoyed substantive new funding while climate scientists have been thoroughly ignored.

The consistent messages to be derived are (1) that science will be somewhat supported for a time and (2) science that we (Conservatives) don’t approve of will be strangled (not unusual and not confined to the Canadian situation). Other than a few distinct areas such as climate change, drug addiction (Insite facility in Vancouver), and, apparently, Genomic research, there is no clear understanding as to which research is acceptable. Presumably there is interest in research where investments will show profit but if that were the case, why no clear focus on emerging technologies such as (I use this example only because I’m somewhat familiar with the subject area) nanotechnology? In fact, I’d like a clear focus, let’s call it a policy, on anything scientific.

If one is of Machiavellian inclinations, one might suspect a strategy of deliberate confusion as the government keeps the science community off-balance (it’s a guessing game as to which agency/group(s) will lose in the 2011 budget), confused (no science policy/direction) and from banding together (some groups did very well in the 2010 budget and have no incentive to complain as they have funding for the next 5 years).

It’s easy to blame the Conservative government currently in power but I think that Canadian scientists should bear some of the burden. There is very little substantive outreach or attempt to communicate to politicians or the public in an attempt to put science policy forward in any kind of national debate. Where is the Canadian equivalent to a Royal Society in the UK or the American Association for the Advancement of Science in the US?

In the meantime, I just got a notice that Carl Weiman (currently a professor at the University of British Columbia) has been nominated for an appointment as Associate Director of Science in the White House Office of Science and Technology Policy. Weiman has accepted the nomination. From the news release,

Wieman, a 2001 Nobel Laureate joined UBC’s Faculty of Science in 2007 as professor of Physics and Director of the $12 million Carl Wieman Science Education Initiative (CWSEI) to transform the teaching of science at UBC and elsewhere. He will take an unpaid leave of absence from the university upon confirmation of his appointment by the US Senate.

Wieman came to UBC from the University of Colorado, where he won the 2001 Nobel Prize in Physics and where he maintains a part-time appointment to head up an education project similar to the CWSEI.

Participatory science; wearable batteries; radio interview with Andrew Maynard; shadow science ministers in Canada’s political parties

Ordinary people (nonscientists like me) have a long tradition of participating in scientific research in areas such as astronomy and ornithology (bird watching). A local example is the eagle count which takes place at Brackendale every year. (Aside: The 2010 count has already taken place but it’s still possible to attend festival events which are now part of the Brackendale eagle count experience.)

Someone whose science interests may be more esoteric can have trouble finding opportunities to pursue their interests. Thanks to the Science Cheerleader there is a new online resource to help you find a project. From the Science Cheerleader blog,

For an abrupt change of pace: Yes, you could be wearing your batteries at some point in the future. Scientists at Stanford University (CA) have found a way to easily and inexpensively turn cotton or polyester fibres into batteries or, as they call it, wearable energy textiles or e-textiles. From the news item on BBC News,

“Wearable electronics represent a developing new class of materials… which allow for many applications and designs previously impossible with traditional electronics technologies,” the authors [of the study published in ACS Nano Letters] wrote.

A number of research efforts in recent years have shown the possibility of electronics that can be built on flexible and even transparent surfaces – leading to the often-touted “roll-up display”.

However, the integration of electronics into textiles has presented different challenges, in particular developing approaches that work with ordinary fabrics.

Now, Yi Cui and his team at Stanford University in the US has shown that their “ink” made of carbon nanotubes – cylinders of carbon just billionths of a metre across – can serve as a dye that can simply and cheaply turn a t-shirt into an “e-shirt”.

I’ve taken a look at the research paper which, as these things go, is pretty readable. Bravo to the American Chemical Society (ACS) for not placing the material behind a paywall. The article, Stretchable, Porous and Conductive Energy Textiles,  published in the ACS journal Nano Letters is here.

I had the pleasure of listening to a radio interview on Whyy Radio conducted by Marty Moss-Coane where she interviewed Dr. Andrew Maynard, Chief Science Advisor for the Project on Emerging Nanotechnolgies. The interview (approximately 50 mins.)  titled, The Science and Safety of Nanotechnology, is available for listening here. Moss-Coane was well-prepared, asked good questions, and had listeners call in with their own questions. Dr. Andrew Maynard was, as always, very likable and interesting.

After my recent posting on science policy in Canada and the four major political parties, I thought I’d check out the various shadow science ministers or critics. Here’s what I found,

Gary Goodyear, Conservative, Minister of State (Science and Technology)

Jim Maloway, NDP, Science and Technology [portfolio]

Frances Coates, Green Party, shadow minister Science and Technology

Marc Garneau, Liberal Party, Industry, Science and Technology critic

I have looked at all their websites and Garneau seems the most interested in science and technology issues. Given that he’s a former astronaut and is an engineer, one might expect that he would have a major interest in the subject. He’s written a paper on the subject (thanks to the folks at The Black Hole for finding it). If you go here and either read or scroll to the bottom, you will find a link to his paper. He also has a poll on his website, What is the importance of science and technology to create the jobs for tomorrow? You can go here to answer the question. As for the others, Goodyear lists a series of announcements in news releases as accomplishments which makes identifying his actual accomplishments difficult. Jim Maloway does not mention science on his website and Frances Coates posted a few times on her blog in 2008 but made no mention of science.

Science policy and Canada’s political parties

After yesterday’s discussion of the Nature editorial on Canadian science policy or the lack thereof, I went in search of four federal political parties and their science policies. I looked at the websites for the Green Party, New Democrat Party, the Liberal Party, and the Conservative Party for their platforms and/or policy documents.

Coincidentally I found a mention of policy and the Liberal party in Barbara Yaffe’s Vancouver Sun column today (here) and discovered that the party leader, Michael Ignatieff, is making a campus tour of the country as part of a Liberal party public consultation. All this activity is leading up to a Liberal party policy convention in Montreal, March 26-28, 2010.

Back to my search, I did not dig deeply as I don’t believe these documents should be difficult to find. I could not find a set of policies or platform on the Liberal party website. The Green Party has a very easily found policy platform (Vision Green) which has no mention of science or research. Initially I couldn’t find any mention of the arts but those policies are to be found in the People section, Beauty and Integrity subsection. The New Democrat Party has its easily found platform here but no mention of science in it. As for the Conservative party, my hat’s off to them. Their policy declaration (found here and dated November 2008) was the only specific reference to science that I found. Like it or not, it’s in the section on Economic Development,

27. Science, Research and Development
i) The Conservative Party supports the establishment [sic] a single authority or single window to review big
science projects according to published guidelines. These types of projects are often tied up in the
bureaucracy because, under the current system, they are forced to seek funding from a myriad ofdepartments and agencies. A single-window approach would be more transparent for the research community and more accountable to Canadian taxpayers.
ii) We support the creation of an independent Chief Scientist who would advise and report to Parliament
on scientific matters, and help coordinate science policy issues within government, and internationally.
This office would be modeled on the Parliamentary Office of Science and Technology in the United
Kingdom. The Chief Scientist should be mandated by Parliament to provide independent and balanced
analysis of public policy issues related to science and technology. This information should be provided
openly to Parliamentarians and Canadians to enable informed decisions.
iii) We support the funding of innovation, technology and research through the granting councils. We
support a competitive peer review process and enhanced transparency and accountability to determine
who shall receive grants through these councils.
iv) We recognize the importance of private sector investment in research and development of commercial
applications. We recognize that the Scientific Research and Experimental Development (SR&ED) tax
credit has been successful in spurring private investment in research and development. The government should work with stakeholders in all fields of research and various industry sectors to expand this tax credit. We support the elimination of the capital tax and the reduction of the capital gains tax because the
effectiveness of the SR&ED tax credit relies upon the general level of tax on capital and investment. In
principle, we believe the government should provide more scientific research and experimental
development tax incentives.

You’ll notice that item ii) supports the notion of an independent adviser or Chief Scientist. It sounds like an attempt to revive the now defunct science adviser position, eliminated after Harper took office, but they do mention modeling it on a UK institution. Of course, they haven’t actually created the position yet. Still, they’re the only Canadian political party that appears to have a science policy.

Nature opines on lacking Canadian science policy; UK Science Ministry?

Why is the UK so interested in Canada? Well, maybe it’s not but this morning  it sure seems like it. On the heels of The Economist’s editorial last week about Canada’s prorogued Parliament (mentioned by me here), the prestigious UK science journal, Nature has published an editorial about Canadian science policy. Rob Annan at Don’t leave Canada behind has posted eloquently about the editorial here. The editorial itself can be read here. (I’m not sure what the journal’s policy is with regard to free access. Some journals give free access for a day or two after publication while others give access to editorials but not articles and so on …)

The points in the Nature editorial are well made. From the editorial,

More generally, Canada has no group comparable to the American Association for the Advancement of Science in the United States for focusing attention on science policy. Lobbying of the government bodies that have power over science is fragmented. And Canada has nothing comparable to the White House Office of Science and Technology Policy, which is headed by a science adviser who reports directly to the US president. Canada did have a science adviser to the prime minister during 2004–08, but he was largely sidelined before the position was terminated. (There is currently only a ‘minister of state’ for science and technology, a junior post that lies within the industry ministry.) The council that replaced the science adviser is entirely reactive to government queries, and produces reports that traditionally are not made public.

It’s quite true that we don’t have the institutional structures that they mention (AAAS, Office of Science and Technology Policy, etc.) although, as they point out, we did have the now eradicated science adviser position. Canada’s Ministry of State for Science and Technology is indeed a junior ministry and I agree that it should be a more substantive ministry. In any event, I’m very happy to see some international attention paid to Canadian science and some of its strengths (they mention our academic science) and weaknesses.

Interestingly the UK has a Minister for Science and Innovation (jointly with Ministry of Defence)  but his (Lord Drayson’s) portfolio is part of their Department of Business, Innovation and Skills. In fact there are many ministers in this department as you can see here. There does appear to be a lead minister for the department (Lord Mandelson) but I wish they had an organizational and/or reporting structure diagram to clarify how this enormous department with all its ministers functions. Given that the UK science ministry does not exist and that the minister of science and innovation (intriguingly also associated with the Ministry of Defence) could be described as having a junior portfolio similar to our minister of state for science and technology, I’m wondering if Nature will editorialize about this situation from a global perspective. For example, is there a move to subsume science portfolios in other ministries or departments or are they being gradually promoted?

As for the White House Office of Science and Technology Policy in the US, the current adviser for the Obama administration has a science background (is a scientist in fact) but I don’t believe that’s a requirement of the position. It is a political appointment and a president with majority support in congress (or possibly the senate or both) could appoint whomever (s)he chooses.

Getting back to the editorial, Canada does need a science policy and there are many ways to go about this as they have in other countries. There is no single solution and no magic bullet (remember? that was supposed to cure all cancers). This will take focused and continuous (i.e. forever) effort.

Selling science; policy founded on evidence-based research

There’s more from the 2009 Canadian Science Policy conference in Toronto last week. Preston Manning (part 1 and part 2 of his interview for this blog) was Day 2’s keynote speaker and Rob Annan covers Manning’s suggestions for Canadian science policy here. In reading over Rob’s comments for all three days, the speakers’ focus seemed to be on encouraging scientists to learn how to better communicate to politicians, to organize themselves with the purpose of communicating more effectively, and to engage directly in politics, policymaking, and society.

I have commented previously here on how much more effective scientists in the US (and elsewhere) have been with their communication efforts. There is much room for improvement in Canada although I have to admit to choking on this suggestion of Manning’s,

c) create a working group who can work on the application of the science of communication to the communication of science (he liked that phrase – it’s pretty good). Basically, figure out new and innovative ways to get the message out.

The ‘science of communication’ … hmmm … is this like the science of marketing? or the science of advertising? …  It sounds as if Manning believes that there’s a formula. Well, advertisers have an old formula/saying, “50% of your advertising works but nobody knows which 50%. ”

Take the ‘frankenfoods’ or GM (genetically modified) foods debacle for an example of a wildly successful communications campaign. That was a lightning strike. As I noted here in my posting, ‘The unpredictability of ‘frankenfoods’, the activist groups got lucky. There was also another element, most successful campaigns, activist or otherwise, are based on persistence and hard work. In other words, you keep pitching. Add to or change your techniques and  your tools, tweak your messages, etc. but above all, keep pitching.

Selling science is a complicated affair (what follows is a simplified list) because those messages are competing with many others; reciprocity and respect  (i.e. listening to what your recipient has to say) is not always included in the equation especially when it seems uninformed or downright foolish by your standards; and/or your recipients may never be able to accept your message regardless of the evidence supporting your position.

Andrew Maynard has posted about a situation in the UK where the recipients (government officials) are unable or unwilling to consider a new position despite extensive evidence.  Professor David Nutt was until recently the senior scientific advisor to the UK government on the misuse of drugs. He was sacked after a paper he authored was released this last month (October 2009). I found a newspaper (The Guardian) account by Mark Tran of the situation here.

Andrew’s analysis points to something that we’ve all observed, people will choose to disbelieve something against all reason. In fact, we’ve all done it. You just don’t want to change your mind about something that’s usually a deeply held belief linking to your basic worldview. I call it the triumph of orthodoxy over fact.

Bravo to Professor Nutt for his thoughtful paper and his courage (I suspect he was well aware that there might be a reprisal.)

I hope Canadian scientists do become more involved and communicate more effectively while realizing that there are no guarantees that they will achieve their dearly hoped-for outcomes. In the shorter term.

Over the longer term, things change. The concept of universal literacy, democracy; women having the right to vote; ubiquitous electricity; etc. All of these things were bitterly fought against over decades or more.
