Hype, hype, hype: Vancouver’s Frontier Collective represents local tech community at SxWS (South by Southwest®) 2024 + an aside

I wonder if Vancouver’s Mayor Ken Sim will be joining the folks at the giant culture/tech event known as South by Southwest® (SxSW) later in 2024. Our peripatetic mayor seems to enjoy traveling to sports events (FIFA 2023 in Qatar), to Los Angeles to convince producers of a hit television series, “The Last of Us,” that they film the second season in Vancouver, and, to Austin, Texas for SxSW 2023. Note: FIFA is Fédération internationale de football association or ‘International Association Football Federation’.

It’s not entirely clear why Mayor Sim’s presence was necessary at any of these events. In October 2023, he finished his first year in office; a business owner and accountant, Sim is best known for his home care business, “Nurse Next Door” and his bagel business, “Rosemary Rocksalt,” meaning he wouldn’t seem to have much relevant experience with sports and film events.

I gather Mayor Sim’s presence was part of the 2023 hype (for those who don’t know, it’s from ‘hyperbole’) where SxSW was concerned, from the Vancouver Day at SxSW 2023 event page,

2024 hype at SxSW and Vancouver’s Frontier Collective

Frontier Collective, a coalition of Vancouver business leaders, culture entrepreneurs, and community builders, is returning to the South by Southwest (SXSW) Conference next month to showcase the city’s tech innovation on the global stage.

The first organization to formally represent and promote the region’s fastest-growing tech industries, Frontier Collective is hosting the Vancouver Takeover: Frontiers of Innovation from March 8 to 12 [2024].

According to Dan Burgar, CEO and co-founder of Frontier Collective, the showcase is not just about presenting new advancements but is also an invitation to the world to be part of a boundary-transcending journey.

Who is the Frontier Collective?

Burgar heads the local chapter of the VR/AR Association.

Their plan includes the creation of a 100,000-square-foot innovation hub in Vancouver to help incubate startups in Web3, VR/AR, and AI, and to establish the region as a centre for metaverse technology.

Frontier Collective’s team includes industry leaders at the Vancouver Economic Commission [emphasis mine; Under Mayor Sim and his majority City Council, the commission has been dissolved; see September 21, 2023 Vancouver Sun article “Vancouver scraps economic commission” by Tiffany Crawford], Collision Conference, Canadian incubator Launch, Invest Vancouver, and the BDC Deep Tech Fund.  These leaders continue to develop and support frontier technology in their own organizations and as part of the Collective.

Interestingly, a February 7, 2023 article by the editors of BC Business magazine seems to presage the Vancouver Economic Commission’s demise. Note: Links have been removed,

Last year, tech coalition Frontier Collective announced plans to position Vancouver as Canada’s tech capital by 2030. Specializing in subjects like Web3, the metaverse, VR/AR, AI and animation, it seems to be following through on its ambition, as the group is about to place Vancouver in front of a global audience at SXSW 2023, a major conference and festival celebrating tech, innovation and entertainment.  

Taking place in Austin, Texas from March 10-14 [2023], Vancouver Takeover is going to feature speakers, stories and activations, as well as opportunities for companies to connect with industry leaders and investors. Supported by local businesses like YVR Airport, Destination Vancouver, Low Tide Properties and others, Frontier is also working with partners from Trade and Invest BC, Telefilm and the Canadian Consulate. Attendees will spot familiar faces onstage, including the likes of Minister of Jobs, Economic Development and Innovation Brenda Bailey, Vancouver mayor Ken Sim [emphasis mine] and B.C. Innovation Commissioner Gerri Sinclair. 

That’s right, no mention of the Vancouver Economic Commission.

As for the Frontier Collective Team (accessed January 29, 2024), the list of ‘industry leaders’ (18 people with a gender breakdown that appears to be 10 male and 8 female) and staff members (a Senior VP who appears to be male and the other seven staff members who appear to be female) can be found here. (Should there be a more correct way to do the gender breakdown, please let me know in the Comments.)

i find the group’s name a bit odd, ‘frontier’ is something I associate with the US. Americans talk about frontiers, Canadians not so much.

Aside: swagger at Vancouver City Hall, economic prosperity, & more?

What follows is not germane to the VR/AR community, SxSW of any year, or the Frontier Collective but it may help to understand why the City of Vancouver’s current mayor is going to events where he would seem to have no useful role to play.

Matt O’Grady’s October 4, 2023 article for Vancouver Magazine offers an eyeopening review of Mayor Ken Sim’s first year in office.

Ken Sim swept to power a year ago promising to reduce waste, make our streets safer and bring Vancouver’s “swagger” back. But can his open-book style win over the critics?

I’m sitting on a couch in the mayor’s third-floor offices, and Ken Sim is walking over to his turntable to put on another record. “How about the Police? I love this album.”

With the opening strains of  “Every Breath You Take” crackling to life, Sim is explaining his approach to conflict resolution, and how he takes inspiration from the classic management tome Getting to Yes: Negotiating Agreement Without Giving In.

Odd choice for a song to set the tone for an interview. Here’s more about the song and its origins according to the song’s Wikipedia entry,

To escape the public eye, Sting retreated to the Caribbean. He started writing the song at Ian Fleming’s writing desk on the Goldeneye estate in Oracabessa, Jamaica.[14] The lyrics are the words of a possessive lover who is watching “every breath you take; every move you make”. Sting recalled:

“I woke up in the middle of the night with that line in my head, sat down at the piano and had written it in half an hour. The tune itself is generic, an aggregate of hundreds of others, but the words are interesting. It sounds like a comforting love song. I didn’t realise at the time how sinister it is. I think I was thinking of Big Brother, surveillance and control.”[15][emphasis mine]

The interview gets odder, from O’Grady’s October 4, 2023 article,

Suddenly, the office door swings open and Sim’s chief of staff, Trevor Ford, pokes his head in (for the third time in the past 10 minutes). “We have to go. Now.”

“Okay, okay,” says Sim, turning back to address me. “Do you mind if I change while we’re talking?” And so the door closes again—and, without further ado, the Mayor of Vancouver drops trou [emphasis mine] and goes in search of a pair of shorts, continuing with a story about how some of his west-side friends are vocally against the massive Jericho Lands development promising to reshape their 4th and Alma neighbourhood.

“And I’m like, ‘Let me be very clear: I 100-percent support it, this is why—and we’ll have to agree to disagree,’” he says, trading his baby-blue polo for a fitted charcoal grey T-shirt. Meanwhile, as Sim does his wardrobe change, I’m doing everything I can to keep my eyes on my keyboard—and hoping the mayor finds his missing shorts.

It’s fair to assume that previous mayors weren’t in the habit of getting naked in front of journalists. At least, I can’t quite picture Kennedy Stewart doing so, or Larry or Gordon Campbell either. 

But it also fits a pattern that’s developing with Ken Sim as a leader entirely comfortable in his own skin. He’s in a hurry to accomplish big things—no matter who’s watching and what they might say (or write). And he eagerly embraces the idea of bringing Vancouver’s “swagger” back—outlined in his inaugural State of the City address, and underlined when he shotgunned a beer at July’s [2023] Khatsahlano Street Party.

O’Grady’s October 4, 2023 article goes on to mention some of the more practical initiatives undertaken by Mayor Sim and his supermajority of ABC (Sim’s party, A Better City) city councillors in their efforts to deal with some of the city’s longstanding and intractable problems,

For a reminder of Sim’s key priorities, you need only look at the whiteboard in the mayor’s office. At the top, there’s a row labelled “Daily Focus (Top 4)”—which are, in order, 3-3-3-1 (ABC’s housing program); Chinatown; Business Advocacy; and Mental Health/Safety.

On some files, like Chinatown, there have been clear advances: council unanimously approved the Uplifting Chinatown Action Plan in January, which devotes more resources to cleaning and sanitation services, graffiti removal, beautification and other community supports. The plan also includes a new flat rate of $2 per hour for parking meters throughout Chinatown (to encourage more people to visit and shop in the area) and a new satellite City Hall office, to improve representation. And on mental health and public safety, the ABC council moved quickly in November to take action on its promise to fund 100 new police officers and 100 new mental health professionals [emphasis mine]—though the actual hiring will take time.

O’Grady likely wrote his article a few months before its October 2023 publication date (a standard practice for magazine articles), which may explain why he didn’t mention this, from an October 10, 2023 article by Michelle Gamage and Jen St. Denis for The Tyee,

100 Cops, Not Even 10 Nurses

One year after Mayor Ken Sim and the ABC party swept into power on a promise to hire 100 cops and 100 mental health nurses to address fears about crime and safety in Vancouver, only part of that campaign pledge has been fulfilled.

At a police board meeting in September, Chief Adam Palmer announced that 100 new police officers have now joined the Vancouver Police Department.

But just 9.5 full-time equivalent positions have been filled to support the mental health [emphasis mine] side of the promise.

In fact, Vancouver Coastal Health says it’s no longer aiming [emphasis mine] to hire 100 nurses. Instead, it’s aiming for 58 staff and specialists [emphasis mine], including social workers, community liaison workers and peers, as well as other disciplines alongside nurses to deliver care.

At the police board meeting on Sept. 21 [2023], Palmer said the VPD has had no trouble recruiting new police officers and has now hired 70 new recruits who are first-time officers, as well as at least 24 experienced officers from other police services.

In contrast, it’s been a struggle for VCH to recruit nurses specializing in mental health.

BC Nurses’ Union president Adriane Gear said she remembers wondering where Sim was planning on finding 100 nurses [emphasis mine] when he first made the campaign pledge. In B.C. there are around 5,000 full-time nursing vacancies, she said. Specialized nurses are an even more “finite resource,” she added.

I haven’t seen any information as to why the number was reduced from 100 mental health positions to 58. I’m also curious as to how Mayor Ken Sim whose business is called ‘Nurse Next Door’ doesn’t seem to know there’s a shortage of nurses in the province and elsewhere.

Last year, the World Economic Forum in collaboration with Quartz published a January 28, 2022 article by Aurora Almendral about the worldwide nursing shortage and the effects of COVID pandemic,

The report’s [from the International Council of Nurses (ICN)] survey of nurse associations around the world painted a grim picture of strained workforce. In Spain, nurses reported a chronic lack of PPE, and 30% caught covid. In Canada, 52% of nurses reported inadequate staffing, and 47% met the diagnostic cut-off for potential PTSD [emphasis mine].

Burnout plagued nurses around the world: 40% in Uganda, 60% in Belgium, and 63% in the US. In Oman, 38% nurses said they were depressed, and 73% had trouble sleeping. Fifty-seven percent of UK nurses planned to leave their jobs in 2021, up from 36% in 2020. Thirty-eight percent of nurses in Lebanon did not want to be nurses anymore, but stayed in their jobs because their families needed the money.

In Australia, 17% of nurses had sought mental health support. In China, 6.5% of nurses reported suicidal thoughts.

Moving on from Mayor Sim’s odd display of ignorance (or was it cynical calculation from a candidate determined to win over a more centrist voting population?), O’Grady’s October 4, 2023 article ends on this note,

When Sim runs for reelection in 2026, as he promises to do, he’ll have a great backdrop for his campaign—the city having just hosted several games for the FIFA World Cup, which is expected to bring in $1 billion and 900,000 visitors over five years.

The renewed swagger of Sim’s city will be on full display for the world to see. So too—if left unresolved—will some of Vancouver’s most glaring and intractable social problems.

I was born in Vancouver and don’t recall the city as having swagger, at any time. As for the economic prosperity that’s always promised with big events like the FIFA world cup, I’d like to see how much the 2010 Olympic Games held in Vancouver cost taxpayers and whether or not there were long lasting economic benefits. From a July 9, 2022 posting on Bob Mackin’s thebreaker.news,

The all-in cost to build and operate the Vancouver 2010 Games was as much as $8 billion, but the B.C. Auditor General never conducted a final report. The organizing committee, VANOC, was not covered by the freedom of information law and its records were transferred to the Vancouver Archives after the Games with restrictions not to open the board minutes and financial ledgers before fall 2025.

Mayor Sim will have two more big opportunities to show off his swagger in 2025 . (1) The Invictus Games come to Vancouver and Whistler in February 2025 and will likely bring Prince Harry and the Duchess of Sussex, Meghan Markle to the area (see the April 22, 2022 Associated Press article by Gemma Karstens-Smith on the Canadian Broadcasting Corporation website) and (2) The 2025 Junos (the Canadian equivalent to the Grammys) from March 26 – 30, 2025 with the awards show being held on March 30, 2025 (see the January 25, 2024 article by Daniel Chai for the Daily Hive website).

While he waits, Sim may have a ‘swagger’ opportunity later this month (February 2024) when Prince Harry and the Duchess of Sussex (Meghan Markle) visit the Vancouver and Whistler for a “a three-day Invictus Games’ One Year to Go event in Vancouver and Whistler,” see Daniel Chai’s February 2, 2024 article for more details.

Girl Trouble—UNESCO’s and the World Economic Forum’s Breaking Through Bias in AI panel on International Women’s Day March 8, 2021

What a Monday morning! United Nations Educational, Scientific and Cultural Organization (UNESCO; French: Organisation des Nations unies pour l’éducation, la science et la culture) and the World Economic Forum (WEF) hosted a live webcast (which started at 6 am PST or 1500 CET [3 pm in Paris, France]). It’s about 2.5 hours long with two separate discussions and a question period after each discussion. You will have a 2 minute wait before seeing any speakers or panelists.

Meredith Broussard, a software developer and associate professor of data journalism at New York University, whose research focuses on AI in investigative reporting, with a particular interest in using data analysis for social good ;
Latifa Mohammed Al-AbdulKarim, named by Forbes magazine as one of 100 Brilliant Women in AI Ethics, and as one of the women defining AI in the 21st century;
Wanda Munoz, of the Latin American Human Security Network. One of the Nobel Women’s Initiative’s 2020 peacebuilders, she raises aware-ness around gender-based violence and autonomous weapons;

Jutta Williams, Product Manager at Twitter, analyzing how Twitter can improve its models to reduce bias.

There’s an urgent need for more women to participate in and lead the design, development, and deployment of AI systems. Evidence shows that by 2022, 85% of AI projects will deliver erroneous outcomes due to bias.

AI Recruiters searching for female AI specialists online just cannot find them. Companies hiring experts for AI and data science jobs estimate fewer than 1 per cent of the applications they receive come from women. Women and girls are 4 times less likely to know how to programme computers, and 13 times less likely to file for technology patent. They are also less likely to occupy leadership positions in tech companies.

Building on UNESCO’s cutting edge research in this field, and flagship 2019 publication “I’d Blush if I Could”, and policy guidance on gender equality in the 2020 UNESCO Draft Recommendation on the Ethics of Artificial Intelligence, the panel will look at:

1. The 4th industrial revolution is on our doorstop, and gender equality risks being set back decades; What more can we do to attract more women to design jobs in AI, and to support them to take their seats on the boards of tech companies.

2. How can AI help us advance women and girls’ rights in society? And how can we solve the problem of algorithmic gender bias in AI systems?

Women’s leadership in the AI Sector at all levels, from big tech to the start-up AI economy in developing countries will be placed under the micro-scope.

Confession: I set the timer correctly but then forget to set the alarm so I watched the last 1.5 hours (I plan to go back and get the first hour later). Here’s a little of what transpired.

Kudos to the moderator, Natashya Gutierrez, for her excellent performance; it can’t have been easy to keep track of the panelists and questions for a period of 2.5 hours,

Natashya is an award-winning multimedia journalist and current Editor in Chief of VICE World News in APAC [Asia-Pacific Countries]. She oversees editorial teams across Australia, Indonesia, India, Hong Kong, Thailand, the Philippines, Singapore, Japan and Korea. Natashya’s reporting specialises on women’s rights. At VICE, she hosts Unequal, a series focused on gender inequality in Asia. She is the recipient of several journalism awards including the Society of Publishers in Asia for reporting on women’s issues, and the Asia Journalism Fellowship. Before VICE, she was part of the founding team of Rappler, an online news network based in the Philippines. She has been selected as one of Asia’s emerging young leaders and named a Development Fellow by the Asia Foundation. Natashya is a graduate of Yale University.

First panel discussion

For anyone who’s going to watch the session, don’t forget it takes about two minutes before there’s sound. The first panel was focused on “the female training and recruitment crisis in AI.’

  • The right people

I have a suspicion that Ashwini Asokan’s comment about getting the ‘right people’ to create the algorithms and make decisions about AI was not meant the way it might sound. I will have to listen again but, at a guess, I think she was suggesting that a bunch of 25 – 35 year old developers (mostly male and working in monoculture environments) is not going to be cognizant of how their mathematical decisions will impact real world lives.

So, getting the ‘right people’ means more inclusive hiring.

  • Is AI always the best solution?

In all the talk about AI, it’s assumed that this technology is the best solution to all problems. One of the panelists (Nanjira Sambuli) suggested an analogue solution (e. g., a book) might be a better solution on occasion.

There are some things that people are better at than AI (can’t remember which panelist said this). That comment hints at something which seems heretical. It challenges the notion that technology is always better than a person.

I once had someone at a bank explain to me that computers were very smart (by implication, smarter than me)—30 years ago The teller was talking about a database.

Adriana Bora (I think) suggested that lived experience should be considered when putting together consultative groups and developer groups.

This theme of AI not being the best solution for all problems came up again in the second panel discussion

The second panel was focused on “innovative AI-based solutions to address bias against women.”

  • AI is math and it’s hard

It’s surprisingly easy to forget that AI is math. Meredith Broussard pointed out that most of us (around the world) have a very Hollywood idea about what AI is.

Broussard noted that AI has its limits and there are times when it’s not the right choice.

She made an interesting point in her comment about AI being hard. I don’t think she meant to echo the old cliché ‘math is hard, so it’s not for girls’. The comment seemed to speak to the breadth and depth of the AI sector. Simultaneous with challenging mathematics, we need to take into account so much more than was imagined in the Industrial Revolution when ecological consequences were unimagined and inequities often taken as god-given.

  • Inequities and language

Natashya Gutierrez, the moderator, noted that AI doesn’t create bias, it magnifies it.

One of the panelists, Jutta Williams (Twitter), noted later that algorithms are designed to favour certain types of language, e. g., information presented as factual rather than emotive. That’s how you get more attention on social media platforms. In essence, the bias in the algorithms was not towards males but towards the way they tend to communicate.

  • Laziness

Describing engineers as ‘lazy’, Meredith Broussard added this about the mindset, ‘write once, run anywhere’.

A colleague, some years ago, drew my attention to the problem. She was unsuccessfully trying to get the developers to fix a problem in the code. They simply couldn’t be bothered. It wasn’t an interesting problem and there was no reward for fixing it.

I’m having a problem now where I suspect engineers/developers don’t want to tweak or correct code in WordPress. It’s the software I use to create my blog postings and I use tags to make those postings easier to find.

Sometime in December 2018 I updated my blog software to their latest version. Many problems ensued but there is one which persists to this day. I can’t tag any new words with apostrophes in them (very common in French). The system refuses to save them.

Previous versions of WordPress were quite capable of saving words with apostrophes. Those words are still in my ‘tag database’.

  • Older generation has less tech savvy

Adriana Bora suggested that the older generation should also be considered in discussions about AI and inclusivity. I’m glad to hear her mention.

Unfortunately, she seemed to be under the impression that seniors don’t know much about technology.

Yes and no. Who do you think built and developed the technologies you are currently using? Probably your parents and grandparents. Networks were first developed in the early to mid-1960s. The Internet is approximately 40 years old. (You can get the details in the History of the Internet entry on Wikipedia.)

Yes, I’ve made that mistake about seniors/elders too.

It’s possible that person over … what age is that? Over 55? Over 60? Over 65? Over 75? and so on … Anyway, that person may not have had much experience with the digital world or it may be dated experience but that assumption is problematic.

As an antidote, here’s one of my favourite blogs, Grandma Got STEM. It’s mostly written by people reminiscing about their STEM mothers and grandmothers.

  • Bits and bobs

There seemed to be general agreement that there needs to be more transparency about the development of AI and what happens in the ‘AI black box’.

Gabriela Ramos, keynote speaker, commented that transparency needs to be paired up with choice otherwise it won’t do much good.

After recounting a distressing story about how activists have had their personal revealed in various networks, Wanda Munoz noted that AI can be used for good.

The concerns are not theoretical and my final comments

Munoz, of course, brought a real life example of bad things happening but I’d like to reinforce it with one more example. The British Broadcasting Corporation (BBC) in a January 13, 2021 news article by Leo Kelion broke the news that Huawei, a Chinese technology company, had technology that could identify ethnic groups (Note: Links have been removed),

A Huawei patent has been brought to light for a system that identifies people who appear to be of Uighur origin among images of pedestrians.

The filing is one of several of its kind involving leading Chinese technology companies, discovered by a US research company and shared with BBC News.

Huawei had previously said none of its technologies was designed to identify ethnic groups.

It now plans to alter the patent.

The company indicated this would involve asking the China National Intellectual Property Administration (CNIPA) – the country’s patent authority – for permission to delete the reference to Uighurs in the Chinese-language document.

Uighur people belong to a mostly Muslim ethnic group that lives mainly in Xinjiang province, in north-western China.

Government authorities are accused of using high-tech surveillance against them and detaining many in forced-labour camps, where children are sometimes separated from their parents.

Beijing says the camps offer voluntary education and training.

Huawei’s patent was originally filed in July 2018, in conjunction with the Chinese Academy of Sciences .

It describes ways to use deep-learning artificial-intelligence techniques to identify various features of pedestrians photographed or filmed in the street.

But the document also lists attributes by which a person might be targeted, which it says can include “race (Han [China’s biggest ethnic group], Uighur)”.

The Royal Bank of Canada reports ‘Humans wanted’ and some thoughts on the future of work, robots, and artificial intelligence

It seems the Royal Bank of Canada ((RBC or Royal Bank) wants to weigh in and influence what is to come with regard to what new technologies will bring us and how they will affect our working lives.  (I will be offering my critiques of the whole thing.)

Launch yourself into the future (if you’re a youth)

“I’m not planning on being replaced by a robot.” That’s the first line of text you’ll see if you go to the Royal Bank of Canada’s new Future Launch web space and latest marketing campaign and investment.

This whole endeavour is aimed at ‘youth’ and represents a $500M investment. Of course, that money will be invested over a 10-year period which works out to $50M per year and doesn’t seem quite so munificent given how much money Canadian banks make (from a March 1, 2017 article by Don Pittis for the Canadian Broadcasting Corporation [CBC] news website),

Yesterday [February 28, 2017] the Bank of Montreal [BMO] said it had made about $1.5 billion in three months.

That may be hard to put in context until you hear that it is an increase in profit of nearly 40 per cent from the same period last year and dramatically higher than stock watchers had been expecting.

Not all the banks have done as well as BMO this time. The Royal Bank’s profits were up 24 per cent at $3 billion. [emphasis mine] CIBC [Canadian Imperial Bank of Commerce] profits were up 13 per cent. TD [Toronto Dominion] releases its numbers tomorrow.

Those numbers would put the RBC on track to a profit of roughly $12B n 2017. This means  $500M represents approximately 4.5% of a single year’s profits which will be disbursed over a 10 year period which makes the investment work out to approximately .45% or less than 1/2 of one percent. Paradoxically, it’s a lot of money and it’s not that much money.

Advertising awareness

First, there was some advertising (in Vancouver at least),

You’ll notice she has what could be described as a ‘halo’. Is she an angel or, perhaps, she’s an RBC angel? After all, yellow and gold are closely associated as colours and RBC sports a partially yellow logo. As well, the model is wearing a blue denim jacket, RBC’s other logo colour.

Her ‘halo’ is intact but those bands of colour bend a bit and could be described as ‘rainbow-like’ bringing to mind ‘pots of gold’ at the end of the rainbow.  Free association is great fun and allows people to ascribe multiple and/or overlapping ideas and stories to the advertising. For example, people who might not approve of imagery that hearkens to religious art might have an easier time with rainbows and pots of gold. At any rate, none of the elements in images/ads are likely to be happy accidents or coincidence. They are intended to evoke certain associations, e.g., anyone associated with RBC will be blessed with riches.

The timing is deliberate, too, just before Easter 2018 (April 1), suggesting to some us, that even when the robots arrive destroying the past, youth will rise up (resurrection) for a new future. Or, if you prefer, Passover and its attendant themes of being spared and moving to the Promised Land.

Enough with the semiotic analysis and onto campaign details.

Humans Wanted: an RBC report

It seems the precursor to Future Launch, is an RBC report, ‘Humans Wanted’, which itself is the outcome of still earlier work such as this Brookfield Institute for Innovation + Entrepreneurship (BII+E) report, Future-proof: Preparing young Canadians for the future of work, March 2017 (authors: Creig Lamb and Sarah Doyle), which features a quote from RBC’s President and CEO (Chief Executive Officer) David McKay,

“Canada’s future prosperity and success will rely on us harnessing the innovation of our entire talent pool. A huge part of our success will depend on how well we integrate this next generation of Canadians into the workforce. Their confidence, optimism and inspiration could be the key to helping us reimagine traditional business models, products and ways of working.”  David McKay, President and CEO, RBC

There are a number of major trends that have the potential to shape the future of work, from climate change and resource scarcity to demographic shifts resulting from an aging population and immigration. This report focuses on the need to prepare Canada’s youth for a future where a great number of jobs will be rapidly created, altered or made obsolete by technology.

Successive waves of technological advancements have rocked global economies for centuries, reconfiguring the labour force and giving rise to new economic opportunities with each wave. Modern advances, including artificial intelligence and robotics, once again have the potential to transform the economy, perhaps more rapidly and more dramatically than ever before. As past pillars of Canada’s economic growth become less reliable, harnessing technology and innovation will become increasingly important in driving productivity and growth. 1, 2, 3

As a result of this disruption, Canada’s Gen Mobile – young people who are currently transitioning from education to employment – are unprepared for the rapidly changing workplace. With 4 million Canadian youth entering the workforce over the next decade, and the shift from a jobs economy to a skills economy, the research indicates young people will need a portfolio of “human skills” to remain competitive and resilient in the labour market.

“Canada is at a historic cross-roads – we have the largest generation of young people coming into the workforce at the very same time technology is starting to impact most jobs in the country,” said Dave McKay, President and CEO, RBC. “Canada is on the brink of a skills revolution and we have a responsibility to prepare young people for the opportunities and ambiguities of the future.”

‘There is a changing demand for skills,” said John Stackhouse, Senior Vice-President, RBC. “According to our findings, if employers and the next generation of employees focus on foundational ‘human skills’, they’ll be better able to navigate a new age of career mobility as technology continues to reshape every aspect of the world around us.”

Key Findings:

  • Canada’s economy is on target to add 2.4 million jobs over the next four years, virtually all of which will require a different mix of skills.
  • A growing demand for “human skills” will grow across all job sectors and include: critical thinking, co-ordination, social perceptiveness, active listening and complex problem solving.
  • Rather than a nation of coders, digital literacy – the ability to understand digital items, digital technologies or the Internet fluently – will be necessary for all new jobs.
  • Canada’s education system, training programs and labour market initiatives are inadequately designed to help Canadian youth navigate the new skills economy, resulting in roughly half a million 15-29 year olds who are unemployed and another quarter of a million who are working part-time involuntarily.
  • Canadian employers are generally not prepared, through hiring, training or retraining, to recruit and develop the skills needed to ensure their organizations remain competitive in the digital economy.

“As digital and machine technology advances, the next generation of Canadians will need to be more adaptive, creative and collaborative, adding and refining skills to keep pace with a world of work undergoing profound change,” said McKay. “Canada’s future prosperity depends on getting a few big things right and that’s why we’ve introduced RBC Future Launch.”

The report features a lot of bulleted points, airy text (large fonts and lots of space between the lines), inoffensive graphics, and human interest stories illustrating the points made elsewhere in the text.

There is no bibliography or any form of note telling you where to find the sources for the information in the report. The 2.4M jobs mentioned in the news release are also mentioned in the report on p. 16 (PDF) and is credited in the main body of the text to the EDSC. I’m not up-to-date on my abbreviations but I’m pretty sure it does not stand for East Doncaster Secondary College or East Duplin Soccer Club. I’m betting it stands for Employment and Social Development Canada. All that led to visiting the EDSC website and trying (unsuccessfully) to find the report or data sheet used to supply the figures RBC quoted in their report and news release.

Also, I’m not sure who came up with or how they developed the ‘crafters, ‘doers’, ‘technicians’, etc. categories.

Here’s more from p. 2 of their report,

We discovered a quiet crisis — of recent graduates who are overqualified for the jobs they’re in, of unemployed youth who weren’t trained for the jobs that are out there, and young Canadians everywhere who feel they aren’t ready for the future of work.

Sarcasm ahead

There’s nothing like starting your remarks with a paraphrased quote from a US movie about the Apollo 13 spacecraft crisis as in, “Houston, we have a problem.” I’ve always preferred Trudeau (senior) and his comment about ‘keeping our noses out of the nation’s bedrooms’. It’s not applicable but it’s more amusing and a Canadian quote to boot.

So, we know we’re having a crisis which we know about but RBC wants to tell us about it anyway (?) and RBC wants to ‘change the conversation’. OK. So how does presenting the RBC Future Launch change the conversation? Especially in light of the fact, that the conversation has already been held, “a year-long research project … Our team conducted one of the biggest labour force data projects [emphasis mine] in Canada, and crisscrossed the country to speak with students and workers in their early careers, with educators and policymakers, and with employers in every sector.” Is the proposed change something along the lines of ‘Don’t worry, be happy; RBC has six categories (Doers, Crafters, Technicians, Facilitators, Providers, Solvers) for you.’ (Yes, for those who recognized it, I’m referencing I’m referencing Bobby McFerrin’s hit song, Don’t Worry, Be Happy.)

Also, what data did RBC collect and how do they collect it? Could Facebook and other forms of social media have been involved? (My March 29, 2018 posting mentions the latest Facebook data scandal; scroll down about 80% of the way.)

There are the people leading the way and ‘changing the conversation’ as it were and they can’t present logical, coherent points. What kind of conversation could they possibly have with youth (or anyone else for that matter)?

And, if part of the problem is that employers are not planning for the future, how does Future Launch ‘change that part of the conversation’?

Days after the report’s release,there’s the Future Launch announcement in an RBC March 28, 2018 news release,

TORONTO, March 28, 2017 – In an era of unprecedented economic and technological change, RBC is today unveiling its largest-ever commitment to Canada’s future. RBC Future Launch is a 10-year, $500-million initiative to help young people gain access and opportunity to the skills, job experience and career networks needed for the future world of work.

“Tomorrow’s prosperity will depend on today’s young people and their ability to take on a future that’s equally inspiring and unnerving,” said Dave McKay, RBC president and CEO. “We’re sitting at an intersection of history, as a massive generational shift and unprecedented technological revolution come together. And we need to ensure young Canadians are prepared to help take us forward.”

Future Launch is a core part of RBC’s celebration of Canada 150, and is the result of two years of conversations with young Canadians from coast to coast to coast.

“Young people – Canada’s future – have the confidence, optimism and inspiration to reimagine the way our country works,” McKay said. “They just need access to the capabilities and connections to make the 21st century, and their place in it, all it should be.”

Working together with young people, RBC will bring community leaders, industry experts, governments, educators and employers to help design solutions and harness resources for young Canadians to chart a more prosperous and inclusive future.

Over 10 years, RBC Future Launch will invest in areas that help young people learn skills, experience jobs, share knowledge and build resilience. The initiative will address the following critical gaps:

  • A lack of relevant experience. Too many young Canadians miss critical early opportunities because they’re stuck in a cycle of “no experience, no job.” According to the consulting firm McKinsey & Co., 83 per cent of educators believe youth are prepared for the workforce, but only 34 per cent of employers and 44 per cent of young people agree. RBC will continue to help educators and employers develop quality work-integrated learning programs to build a more dynamic bridge between school and work.
  • A lack of relevant skills. Increasingly, young people entering the workforce require a complex set of technical, entrepreneurial and social skills that cannot be attained solely through a formal education. A 2016 report from the World Economic Forum states that by 2020, more than a third of the desired core skill-sets of most occupations will be different from today — if that job still exists. RBC will help ensure young Canadians gain the skills, from critical thinking to coding to creative design, that will help them integrate into the workplace of today, and be more competitive for the jobs of tomorrow.
  • A lack of knowledge networks. Young people are at a disadvantage in the job market if they don’t have an opportunity to learn from others and discover the realities of jobs they’re considering. Many have told RBC that there isn’t enough information on the spectrum of jobs that are available. From social networks to mentoring programs, RBC will harness the vast knowledge and goodwill of Canadians in guiding young people to the opportunities that exist and will exist, across Canada.
  • A lack of future readiness. Many young Canadians know their future will be defined by disruption. A new report, Future-proof: Preparing young Canadians for the future of work, by the Brookfield Institute for Innovation + Entrepreneurship, found that 42 per cent of the Canadian labour force is at a high risk of being affected by automation in the next 10 to 20 years. Young Canadians are okay with that: they want to be the disruptors and make the future workforce more creative and productive. Weirdly, this news release is the only document which gives you sources for some of RBC’s information. If you should be inclined, you can check the original reports as cited in the news release and determine if you agree with the conclusions the RBC people drew from them.

Cynicism ahead

They are planning to change the conversation, are they? I can’t help wondering what return they’re (RBC)  expecting to make on their investment ($500M over10 years). The RBC is prominently displayed not only on the launch page but in several of the subtopics listed on the page.

There appears to be some very good and helpful information although much of it leads you to using a bank for one reason or another. For example, if you’re planning to become an entrepreneur (and there is serious pressure from the government of Canada on this generation to become precisely that), then it’s very handy that you have easy access to RBC from any of the Future Launch pages. As well, you can easily apply for a job at or get a loan from RBC after you’ve done some of the exercises on the website and possibly given RBC a lot of data about yourself.

For anyone who believes I’m being harsh about the bank, you might want to check out a March 15, 2017 article by Erica Johnson for the Canadian Broadcasting Corporation’s Go Public website. It highlights just how ruthless Canadian banks can be,

Employees from all five of Canada’s big banks have flooded Go Public with stories of how they feel pressured to upsell, trick and even lie to customers to meet unrealistic sales targets and keep their jobs.

The deluge is fuelling multiple calls for a parliamentary inquiry, even as the banks claim they’re acting in customers’ best interests.

In nearly 1,000 emails, employees from RBC, BMO, CIBC, TD and Scotiabank locations across Canada describe the pressures to hit targets that are monitored weekly, daily and in some cases hourly.

“Management is down your throat all the time,” said a Scotiabank financial adviser. “They want you to hit your numbers and it doesn’t matter how.”

CBC has agreed to protect their identities because the workers are concerned about current and future employment.

An RBC teller from Thunder Bay, Ont., said even when customers don’t need or want anything, “we need to upgrade their Visa card, increase their Visa limits or get them to open up a credit line.”

“It’s not what’s important to our clients anymore,” she said. “The bank wants more and more money. And it’s leading everyone into debt.”

A CIBC teller said, “I am expected to aggressively sell products, especially Visa. Hit those targets, who cares if it’s hurting customers.”

Many bank employees described pressure tactics used by managers to try to increase sales.

An RBC certified financial planner in Guelph, Ont., said she’s been threatened with pay cuts and losing her job if she doesn’t upsell enough customers.

“Managers belittle you,” she said. “We get weekly emails that highlight in red the people who are not hitting those sales targets. It’s bullying.”

Some TD Bank employees told CBC’s Go Public they felt they had to break the law to keep their jobs. (Aaron Harris/Reuters)

Employees at several RBC branches in Calgary said there are white boards posted in the staff room that list which financial advisers are meeting their sales targets and which advisers are coming up short.

A CIBC small business associate who quit in January after nine years on the job said her district branch manager wasn’t pleased with her sales results when she was pregnant.

While working in Waterloo, Ont., she says her manager also instructed staff to tell all new international students looking to open a chequing account that they had to open a “student package,” which also included a savings account, credit card and overdraft.

Final comments and an actual ‘conversation’ about the future of work

I’m torn, It’s good to see an attempt to grapple with the extraordinary changes we are likely to see in the not so distant future. It’s hard to believe that this Future Launch initiative is anything other than a self-interested means of profiting from fears about the future and a massive public relations campaign designed to engender good will. Doubly so since the very bad publicity the banks including RBC garnered last year (2017), as mentioned in the Johnson article.

Also, RBC and who knows how many other vested interests appear to have gathered data and information which they’ve used to draw any number of conclusions. First, I can’t find any information about what data RBC is gathering, who else might have access, and what plans, if any, they have to use it. Second, RBC seems to have predetermined how this ‘future of work’ conversation needs to be changed.

I suggest treading as lightly as possible and keeping in mind other ‘conversations’ are possible. For example, Mike Masnick at Techdirt has an April 3, 2018 posting about a new ‘future of work’ initiative,

For the past few years, there have been plenty of discussions about “the future of work,” but they tend to fall into one of two camps. You have the pessimists, who insist that the coming changes wrought by automation and artificial intelligence will lead to fewer and fewer jobs, as all of the jobs of today are automated out of existence. Then, there are the optimists who point to basically every single past similar prediction of doom and gloom due to innovation, which have always turned out to be incorrect. People in this camp point out that technology is more likely to augment than replace human-based work, and vaguely insist that “the jobs will come.” Whether you fall into one of those two camps — or somewhere in between or somewhere else entirely — one thing I’d hope most people can agree on is that the future of work will be… different.

Separately, we’re also living in an age where it is increasingly clear that those in and around the technology industry must take more responsibility in thinking through the possible consequences of the innovations they’re bringing to life, and exploring ways to minimize the harmful results (and hopefully maximizing the beneficial ones).

That brings us to the project we’re announcing today, Working Futures, which is an attempt to explore what the future of work might really look like in the next ten to fifteen years. We’re doing this project in partnership with two organizations that we’ve worked with multiples times in the past: Scout.ai and R Street.

The key point of this project: rather than just worry about the bad stuff or hand-wave around the idea of good stuff magically appearing, we want to really dig in — figure out what new jobs may actually appear, look into what benefits may accrue as well as what harms may be dished out — and see if there are ways to minimize the negative consequences, while pushing the world towards the beneficial consequences.

To do that, we’re kicking off a variation on the classic concept of scenario planning, bringing together a wide variety of individuals with different backgrounds, perspectives and ideas to run through a fun and creative exercise to imagine the future, while staying based in reality. We’re adding in some fun game-like mechanisms to push people to think about where the future might head. We’re also updating the output side of traditional scenario planning by involving science fiction authors, who obviously have a long history of thinking up the future, and who will participate in this process and help to craft short stories out of the scenarios we build, making them entertaining, readable and perhaps a little less “wonky” than the output of more traditional scenario plans.

Korea Advanced Institute of Science and Technology (KAIST) at summer 2016 World Economic Forum in China

Scientific and technological breakthroughs are more important than ever as a key agent to drive social, economic, and political changes and advancements in today’s world. The World Economic Forum (WEF), an international organization that provides one of the broadest engagement platforms to address issues of major concern to the global community, will discuss the effects of these breakthroughs at its 10th Annual Meeting of the New Champions, a.k.a., the Summer Davos Forum, in Tianjin, China, June 26-28, 2016.

Three professors from the Korea Advanced Institute of Science and Technology (KAIST) will join the Annual Meeting and offer their expertise in the fields of biotechnology, artificial intelligence, and robotics to explore the conference theme, “The Fourth Industrial Revolution and Its Transformational Impact.” The Fourth Industrial Revolution, a term coined by WEF founder, Klaus Schwab, is characterized by a range of new technologies that fuse the physical, digital, and biological worlds, such as the Internet of Things, cloud computing, and automation.

Distinguished Professor Sang Yup Lee of the Chemical and Biomolecular Engineering Department will speak at the Experts Reception to be held on June 25, 2016 on the topic of “The Summer Davos Forum and Science and Technology in Asia.” On June 27, 2016, he will participate in two separate discussion sessions.

In the first session entitled “What If Drugs Are Printed from the Internet?” Professor Lee will discuss the future of medicine being impacted by advancements in biotechnology and 3D printing technology with Nita A. Farahany, a Duke University professor, under the moderation of Clare Matterson, the Director of Strategy at Wellcome Trust in the United Kingdom. The discussants will note recent developments made in the way patients receive their medicine, for example, downloading drugs directly from the internet and the production of yeast strains to make opioids for pain treatment through systems metabolic engineering, and predicting how these emerging technologies will transform the landscape of the pharmaceutical industry in the years to come.

In the second session, “Lessons for Life,” Professor Lee will talk about how to nurture life-long learning and creativity to support personal and professional growth necessary in an era of the new industrial revolution.

During the Annual Meeting, Professors Jong-Hwan Kim of the Electrical Engineering School and David Hyunchul Shim of the Aerospace Department will host, together with researchers from Carnegie Mellon University and AnthroTronix, an engineering research and development company, a technological exhibition on robotics. Professor Kim, the founder of the internally renowned Robot World Cup, will showcase his humanoid micro-robots that play soccer, displaying their various cutting-edge technologies such as imaging processing, artificial intelligence, walking, and balancing. Professor Shim will present a human-like robotic piloting system, PIBOT, which autonomously operates a simulated flight program, grabbing control sticks and guiding an airplane from take offs to landings.

In addition, the two professors will join Professor Lee, who is also a moderator, to host a KAIST-led session on June 26, 2016, entitled “Science in Depth: From Deep Learning to Autonomous Machines.” Professors Kim and Shim will explore new opportunities and challenges in their fields from machine learning to autonomous robotics including unmanned vehicles and drones.

Since 2011, KAIST has been participating in the World Economic Forum’s two flagship conferences, the January and June Davos Forums, to introduce outstanding talents, share their latest research achievements, and interact with global leaders.

KAIST President Steve Kang said, “It is important for KAIST to be involved in global talks that identify issues critical to humanity and seek answers to solve them, where our skills and knowledge in science and technology could play a meaningful role. The Annual Meeting in China will become another venue to accomplish this.”

Alberta’s Ingenuity Lab opens new facility in India and competes in the Carbon XPRIZE

The Ingenuity Lab in Alberta has made two recent announcements. The first one to catch my attention was a May 7, 2016 news item on Nanotechnology Now,

Ingenuity Lab is proud to announce the opening of the Ingenuity Lab Research Hub at Mahatma Gandhi University in Kottayam, Kerala India, to implement applied research and enable the translation of new 22nd century technologies. This new facility is the result of collaboration between the International and Inter University Centre for Nanoscience Nanotechnology (IIUCNN) and Ingenuity Lab to leverage what each participant does best.

Ingenuity Lab, led by Dr. Carlo Montemagno, brings the best minds together to address global challenges and was in 2014 voted the Best Nanotechnology Research Organisation in 2014 by The New Economy. IIUCNN is led by Professor Sabu Thomas, whose vision it is to perform and coordinate academic and research activities in the frontier areas of Nanoscience and Nanotechnology by incorporating physical, chemical, biological and environmental aspects.

The two institutions are world-renowned for their work, and the new partnership should cover areas as diverse as catalysis, macromolecules, environmental chemistry, biological processes and health and wellness.

“The initial focus,” according to Ingenuity Lab’s Director Dr. Carlo Montemagno, “Will be on inexpensive point of care healthcare technologies and water availability for both agriculture and personal consumption.” However, in the future, he says, “We plan to expand the scope to include food safety and energy systems.”

Ingenuity Lab’s role is to focus on producing, adapting and supplying new materials to Ingenuity Lab India to focus on final device development and field-testing. The India team members know what system characteristics work best in developing economies, and will establish the figures of merit to make an appropriate solution. Alberta team members will then use this information to exercise its skills in advance materials and systems design to be crafted into its final form and field-tested.

The collaboration is somewhat unique in that it includes the bilateral exchange of students and researchers to facilitate the commercial translation of new and game changing technologies.

Dr. Babu Sebastian, Honourable Vice Chancellor of Mahatma Gandhi University, will declare the opening of the new facility in the presence of Dr. Montemagno, who will explain the vision of this research hub in association with his plenary lecture of ICM 2016.

Carbon XPRIZE

A May 9, 2016 press release on Market Wired describes Ingenuity Lab’s latest venture into carbon ‘transformation’,

Alberta-based Ingenuity Lab has entered the Carbon XPRIZE under the name of Ingenuity Carbon Solutions. With competition registration taking place in March, Ingenuity Carbon Solutions plans to launch its latest carbon transformation technology and win the backing it so deserves on the world stage.

Ingenuity Lab is working to develop a technology that transforms CO2 emissions and changes the conversation on carbon and its consequences for the environment. By developing nano particles that have the capability to sequester CO2 from facility gas flue emissions, the technology can metabolize emissions into marketable by-products.

The Carbon XPRIZE this year seeks to inspire solutions to the issue of climate change by incentivizing the development of new and emerging CO2 conversation technologies. Described recently in a WEF [World Economic Forum] survey as the biggest potential threat to the economy in 2016, climate change has been targeted as a priority issue, and the XPRIZE has done a great deal to provide answers to the climate question.

Renowned for its role in bringing new and radical thought leaders into the public domain, the XPRIZE Board of Trustees include Elon Musk, James Cameron and Arianna Huffington and the prize never fails to attract the world’s brightest minds.

This year’s Carbon XPRIZE challenges participants including Ingenuity Lab and its Ingenuity Carbon Solutions team to reimagine the climate question by accelerating the development of technologies to convert CO2 into valuable products. Ingenuity Carbon Solutions and others will compete in a three-round competition for a total prize purse of $20m, with the winnings going towards the technology’s continued development.

I hope to hear more good news soon. Alberta could certainly do with some of that as it copes with Fort McMurray’s monstrous wildfire (more here in a NASA/ Goddard Space Flight Center May 9, 2016 news release on EurekAlert).
