Science and Society 2013 opens with a bang: a sponsor releases results of science muzzle survey on opening day (while S&S 2013 offers live streaming of some events)

Today (Oct. 21, 2013) during opening day of the Science and Society 2013 symposium (most recently mentioned in my Oct. 8, 2013 posting), one of the symposium sponsors, the Professional Institute of the Public Service of Canada (PIPSC) has released a survey of thousands of Canadian federal scientists answering questions about government science communication policy or the ‘government muzzle’ as it’s sometimes called (from the Oct. 21, 2013 Canadian Broadcasting Corporation [CBC] news item),

Hundreds of federal scientists responding to a survey said they had been asked to exclude or alter information for non-scientific reasons and thousands said they had been prevented from speaking to the media. [emphasis mine]

The Professional Institute of the Public Service of Canada (PIPSC), which commissioned the survey from Environics Research “to gauge the scale and impact of ‘muzzling’ and political interference among federal scientists,” released the results Monday at a news conference.

The union sent invitations to 15,398 federal scientists in June, asking them to participate in the survey. More than 4,000 took part. [emphasis mine]

PIPSC represents 60,000 public servants across the country, including 20,000 scientists, in federal departments and agencies, including scientists involved in food and consumer product safety and environmental monitoring.

Weirdly, the news item announces hundreds of scientists responded to follow up later stating that a number exceeding 4000 took part.

The survey, the findings of which are included in a new report titled The Big Chill, is the first extensive effort to gauge the scale and impact of “muzzling” and political interference among federal scientists since the Harper government introduced communications policies requiring them to seek approval before being interviewed by journalists. Information Commissioner Suzanne Legault is currently conducting her own investigation of the policies, which have been widely criticized for silencing scientists, suppressing information critical or contradictory of government policy, and delaying timely, vital information to the media and public.

In particular, the survey also found that nearly one-quarter (24%) of respondents had been directly asked to exclude or alter information for non-scientific reasons and that over one-third (37%) had been prevented in the past five years from responding to questions from the public and media.

In addition, the survey found that nearly three out of every four federal scientists (74%) believe the sharing of scientific findings has become too restricted in the past five years and that nearly the same number (71%) believe political interference has compromised Canada’s ability to develop policy, law and programs based on scientific evidence. According to the survey, nearly half (48%) are aware of actual cases in which their department or agency suppressed information, leading to incomplete, inaccurate, or misleading impressions by the public, industry and/or other government officials.

“Federal scientists are facing a climate of fear,” says PIPSC president Gary Corbett, “- a chill brought on by government policies that serve no one’s interests, least of all those of the Canadian public. The safety of our food, air, water, of hundreds of consumer and industrial products, and our environment depends on the ability of federal scientists to provide complete, unbiased, timely and accurate information to Canadians. Current policies must change to ensure these objectives are met.”

Canadian science and society symposium in Ottawa (Oct. 21 – 23, 2013)

The Science and Society 2013: Emerging Agendas for Citizens and the Sciences symposium (featured previously in my Aug. 16,, 2013 posting) is being held in Ottawa, Ontario from Oct. 21-23, 2013 according to the symposium homepage,

Co-organized by the Situating Science SSHRC Strategic Knowledge Cluster (www.situsci.ca) and the University of Ottawa’s Institute for Science, Society and Policy (www.issp.uottawa.ca), the Science and Society 2013 symposium aims to understand and address the key issues at the interface of science, technology, society and policy.

The event will connect disparate themes and bring different groups with shared interests together to brainstorm solutions to common challenges. It will demonstrate that collaboration among academics, students, policy makers, stakeholders and the public at large can lead to new insights and a deeper understanding of the social and cultural contexts of science and technology.

The symposium aims to make the discussion of science and technology and their place in society more prominent in the national dialogue, notably through the publication of a symposium report containing recommendations on how to understand and improve the science-society interface and improve science policy.  This document will be distributed among media and key decision makers.

The traditional relations between scientists, policy makers and citizens have been transformed over the last fifteen years. Scientists were used to providing science for policy makers who were eager to listen, while citizens were relatively confident in the judgments of scientists. Using recent cases of scientific and public controversies, we will show that citizens have more power now than ever before to influence policies in matters relating to scientific research. This raises the pressing issue for us as citizens: How do we give a central place to a scientific culture that is adapted to the 21st century?

It seems odd to be discussing democracy, citizenship, and science without allowing the public to attend any of the sessions. Meanwhile, the symposium’s one and only science and media session features two speakers, Penny Park of the Science Media Centre of Canada and Ivan Semeniuk of the Globe and Mail, who are firmly ensconced members of the mainstream media with no mention of anything else (science blogs?). Arguably, science bloggers could be considered relevant to these discussions since research suggests that interested members of the public are searching for science information online (in blogs and elsewhere) in in increasing numbers. I hope to get a look at the documentation once its been published, assuming there will be public access.

Sex in Ottawa (Canada), energy and corporate patronage, and war anniversaries

They’ve been going hot and heavy at Canada’s national museums in Ottawa this last few months. First, there was a brouhaha over corporate patronage and energy in January 2012 and, again, in April 2012 and now, it’s all about sex. While I’m dying to get started on the sex, this piece is going to follow the chronology.

The CBC (Canadian Broadcasting Corporation) website has a Jan. 23, 2012 posting which notes the active role Imperial Oil played in a November 2011  energy exhibit (part of a multi-year, interactive national initiative, Let’s Talk Energy)  at the Canada Science and Technology Museum (from the CBC Jan. 23, 2012 posting),

Imperial Oil, a sponsor of the Museum of Science and Technology’s exhibition “Energy: Power to Choose,” was actively involved in the message presented to the public, according to emails obtained by CBC News.

The Ottawa museum unveiled the exhibition last year despite criticism from environmental groups like the Sierra Club, which questioned why it was partly funded by the Imperial Oil Foundation, which contributed $600,000 over six years.

Apparently, CBC reporters got their hands on some emails where the Imperial Oil Foundation president, Susan Swan, made a number of suggestions,

In an Oct. 3 [2011] interview on CBC Ottawa’s All in a Day, host Alan Neal asked exhibit curator Anna Adamek whose idea it was to include in the exhibit a reference that says oilsands account for one-tenth of one percent of global emissions.

“This fact comes from research reports that are available at the museum, that were commissioned by the museum,” Adamek told Neal.

But earlier emails from Imperial Oil Foundation president Susan Swan obtained by Radio-Canada through an Access to Information request show she had recommended that information be included back in May [2011?].

Swan, who also served as chair of the advisory committee to the project, also asked that information be included that the oilsands are expected to add $1.7 trillion to the Canadian economy over the next 25 years.

Not all of Swan’s requests made it into the final exhibit: in one point, she asked that an illustration for Polar Oil and Gas Reserves be changed from red to blue, arguing red “has a negative connotation” bringing to mind “blood oil.” The change was not made.

Personally, I love Swan’s semiotic analysis of the colour ‘red’. I wonder how many graphic designers have been driven mad by someone who sat through a lecture or part of a television programme on colour and/or semiotics and is now an expert.

A few months later, Barrick Gold (a mining corporation) donated $1M to have a room at the Canadian Museum of Nature renamed, from the April 24, 2012 posting on the CBC website,

Environmental groups are upset over a decision to rename a room at the Canadian Museum of Nature after corporate mining giant Barrick Gold.

Barrick Gold Corp., based out of Toronto, purchased the room’s naming rights for about $1 million. The new “Barrick Salon” is the museum’s premier rental space featuring a circular room with glass windows from floor to ceiling.

The decision had activists protest at the museum Tuesday, a few hours before the official naming reception that includes Barrick Gold executives.

“It’s definitely not a partnership, it’s a sponsorship,” said Elizabeth McCrea, the museum’s director of communications. “We’re always looking at increasing self-generated revenue and this is one way that we’re doing it.” [emphasis mine]

Monarchs and wealthy people have been funding and attempting to influence cultural institutions for millenia. These days, we get to include corporations on that list but it’s nothing new. People or institutions with power and money always want history or facts * presented in ways that further or flatter their interests (“history is written by the victors”). They aren’t always successful but they will keep trying.

It’s time now to add sex to the mix. Canada’s Science and Technology Museum is currently hosting SEX: A Tell-all Exhibition, which has caused some consternation in our country’s capital (Ottawa), from the May 16, 2012 article by Althia Raj for the *Huffington Post (Canada),

Canada’s Science and Technology Museum has abruptly raised the age limit for a controversial sex exhibit after Heritage Minister James Moore’s office raised concerns and more than 50 individuals complained.

Moore’s office called museum president Denise Amyot to complain that Sex: A Tell-All Exhibition [sic] is completely inappropriate.

“The purpose of the Museum of Science and Technology is to foster scientific and technological literacy throughout Canada,” said Moore’s spokesperson James Maunder.

“It is clear this exhibit does not fit within that mandate. This content cannot be defended, and is insulting to taxpayers,” he said.

This show had already been run in Montréal (where it was developed by the Montréal Science Centre for children 12 years and older) and in Regina (Saskatachewan), without significant distress or insult.

Since the show opened in Ottawa, the National Post has run a couple of opinion pieces (against [Barbara Kay] and for [Sarah Elton]). Here’s Barbara Kay in her June 12, 2012 piece decrying the ‘porn exhibit’,

In On Liberty, the Ur-text for many free speech libertarians, John Stuart Mill argues that the demands of liberty and authority will always struggle, because the one cannot exist without the other. And so “some rules of conduct, therefore, must be imposed — by law in the first place, and by opinion on many things which are not fit subjects for the operation of law.”

Many of Mill’s devotees would be surprised to learn how much weight he gave to social opprobrium in matters that cause “offence” to the public. By “good manners,” Mill was clearly thinking, at least in part, about community standards of decency. Which brings us to the recent controversy over “Sex: a Tell-All Exhibition” at Ottawa’s Museum of Science and Technology.

But in truth my deeper concern is the exhibition’s indecency, and the harm it will likely do by titillating children’s imaginations in a way that runs counter to a natural sense of personal modesty.

I gather Kay is accustomed to being thought a ‘libertarian’. The problem with labels of these kinds is that you will find yourself in a corner because, at some point, the philosophy goes too far in a direction you’re not willing to follow. I’ve never met anyone who isn’t inconsistent on occasion and this is where Kay is inconsistent in her libertarian philosophy. She references a 19th century philosopher to justify her discomfort and her desire to censor information about sex.

Elton in her June 12, 2012 piece frames the discussion quite differently, almost as if she were the libertarian,

When a publicly funded museum censors an exhibit after the minister who funds museums in Canada questions its content, it is an attack on our democracy. What we talk about in our museums — the stories we tell each other in these public forums — helps to determine who we are as a country.

The Canada Museum of Science and Technology receives most of its funding from the government, as do most other museums in Canada. It is not a stretch to believe that this could be the dawn of a content chill here, as curators in the months ahead question their decisions about which exhibits to mount and what to put in them.

Given the issues with corporate and other patronage that museums and other cultural institutions routinely encounter, Elton’s comments seem a little naïve to me. However, both she and Kay raise points that bear examination and I think the National Post should be recognized for the decision to present these viewpoints.  Thank you.

As for James Moore, Minister of Canadian Heritage and Official Languages, he’s from my neck of the woods, (Conservative Member of Parliament representing Port Moody – Westwood – Port Coquitlam, British Columbia). While I’m not in his constituency, I would like to note publicly that neither he nor his spokesperson, James Maunder, represent my view. I’m neither insulted nor  do I believe that the SEX: A Tell-all Exhibition is outside the museum’s mandate.

After writing that last sentence, I checked and found this description of the museum’s mandate on their About the Canada Science and Technology page,

The Museum’s mandate, to study the “Transformation of Canada,” can be broken into sub-themes:

  • Canadian Context:
    Context shapes the evolution of science and technology. Canadian achievements reflect the challenges overcome and the choices made in developing the nation in light of vast geographical distances, a harsh physical environment and limited resources in terms of skilled workers and available capital.
  • Finding New Ways:
    The search for new knowledge and new ways of doing things is basic to human nature. Science and technology have played key roles in efforts to find new ways of living, learning and working.
  • How “Things” Work:
    Developing an understanding of how “things” work can make people more aware of factors that have contributed to the transformation of Canada, such as scientific principles and physical properties. At the most basic level, taking apart an object, process or system (both physically and conceptually) provides important insight into the world we live in.
  • People, Science and Technology:
    People have a dynamic relationship with science and technology. Domestic and work lives are shaped and influenced by scientific and technological change. At the same time, people shape the evolution of science and technology individually and collectively through their decisions and actions. However, our ability to direct and control scientific and technological advancements is not absolute; choices and trade-offs often have to be made with the consequences in mind.

That seems like a very broad mandate to me and one where sex would fit into at least three of the categories, Canadian Context, Finding New Ways, and People, Science, and Technology with technology that has affected sex greatly, birth control. Actually, I can make an argument for the How “Things” work category too.

Interestingly, Moore has no problem celebrating war.  In a Friday, Oct. 21, 2011 article by Randy Boswell for the Vancouver Sun,

This decade will see the Canadian government spearhead an unprecedented anniversarypalooza, with recent announcements about a $28-million fund for War of 1812 commemorations, just the first of a host of planned federal investments to mark a range of milestones.

Those include Queen Elizabeth’s diamond jubilee next year, the centennial of the important but ill-fated Canadian Arctic Expedition in 2013, the 100th anniversary of the start of the First World War in 2014 and – above all – Canada’s 150th birthday bash in 2017. [emphases mine]

I have overstated it somewhat. There are other celebrations planned although why the beginning of World War I would be included in this “anniversarypalooza” is a mystery to me. It does seem curious though that war can be celebrated without insult. As more than one commentator has noted, society in general seems to have less trouble with depictions of violence than it has with depictions of sex.

In any event, I’m thrilled to see so much interest in Canada’s ‘science’ museums.  May the conversation continue.

Science culture panel and Denise Amyot at the 2011 Canadian Science Policy Conference

The 2011 Canadian Science Policy Conference (CSPC) starts tomorrow, Nov. 16, 2011 and runs until Nov. 18, 2011. Denise Amyot, speaker on the 2011 CSPC Science Culture, Organized and Prioritized: Three National and International Initiatives panel and President and Chief Executive Officer of the Canada Science and Technology Museums Corporation, has very kindly given me an interview.

Here’s a little bit about Denise Amyot first (from the bio on the 2011 CSPC conference website),

Denise Amyot is currently, President and CEO of the Canada Science and Technology Museums Corporation whose mandate is to foster scientific and technological literacy throughout the country. The Corporation and its three museums – the Canada Agriculture Museum, the Canada Aviation and Space Museum, and the Canada Science and Technology Museum – tell the stories of Canadian ingenuity and achievement in science and technology.

She has worked both in National Headquarters and in regions in several federal departments including central agencies, Human Resources and Skills Development Canada, National Defense, Natural Resources Canada, and Canadian Heritage. In her former three roles as Assistant Deputy Minister, she was respectively responsible for leading and managing leadership development programs and developing policies for employees and executives throughout the public Service of Canada, the corporate management services, as well as public affairs and ministerial services. She has worked extensively in policy and line operations in the context of programs and service delivery, in social, economic, and cultural areas. She also worked for few years with the Government of the Northwest Territories.

Ms Amyot is the former President of the Institute of Public Administration of Canada, Vice-President of the Head of Federal Agencies Steering Committee, and member of the Board of Governors at the Ottawa University and at the Algonquin College. She is the former President of the Association of Professional Executives of the Public Service of Canada and former President of the Communications Community Office.

Ms Amyot has obtained a Master’s degree in Education and three Bachelor degrees in Biology, in Arts and in Education.

Now, here are the questions and answers:

The panel (Science Culture, Organized and Prioritized: Three National and International Initiatives) features you from the Canada Science and Technology Museums Corporation (CSTMC); Lesley Lewis, CEO of the Ontario Science Centre; Ian Chubb, Chief Scientist for Australia and is being moderated by Tracey Ross, ED for the Canadian Association of Science Centres. Could you describe the difference between a museum of science and technology and a science centre?

Science museums are distinctive from science centres as they are the steward of a collection that provides an historical perspective on a specific cross-section of society. Science museums use artifacts from their collection to interpret science and technology within society and help visitor acquire a deeper understanding on its developmental and evolutionary nature. Like science centres, science museums also engage visitors on various aspect of current science and offer experiential, hands on activities.

Could you give a little history of the CSTMC and explain why there are three museums?

The CSTMC was created 21 years ago to govern the Canada Science and Technology Museum and the Canada Aviation and Space Museum. The Canada Agriculture Museum joined the corporation in 1997. Previous to 1990 all national museums were managed through a single corporation which posed challenges considering the diversity of audience, needs and mandates of these institutions.

The three museums share a common vision of engaging all Canadians in appreciating their scientific and technological heritage, and awaken them to our country’s potential of creativity and innovation to solve today’s challenges and propel us in the 21st century.

How do you view science culture in Canada and how would you describe it in relation to the international scene?

There has never been a time in history when science and technology have had greater impact on the lives of our citizens or have been more important to our economic competitiveness, prosperity and societal well being. I understand science culture as the degree in which Canadians understand the basic of science, are able to make daily decisions informed by a basic understanding of science and use of scientific method (inquiry). Science culture is an important vector of economic prosperity. Science culture also informs the degree in which science is considered as a desirable field of study for youth (STEM) leading to fulfilling careers.

Sustaining a strong and vibrant science culture is essential to Canada’s long term economic, environmental and social success in a global world. The world is looking at Canada to develop an economic and societal model that will smartly develop new and innovative ways of sustaining the exploitation of its natural resources while creating an inclusive society that will harness the talent, creativity and potential of every citizen. In the last ten years, jobs in science and technology have seen the largest growth.

Last year an initiative from the CSTMC for an online science network/hub was announced. Can you talk a little about the initiative and what happened to it?

For financial reasons, we have taken a step back in this project and have decided to postpone activities for the time being. Inspiring Australia has put a similar idea forward earlier this year and with significantly more resources than those we had put forward. We are watching this closely, to see how they will go about this and what sort of engagement they will garner.

I see the need for a more active national dialogue on science beyond sharing information about research, or explaining how it will benefit us. We need an open and respectful two-way dialogue between the experts and the citizens, the converted and the agnostics, a dialogue that spans the nation and involves universities, schools, science centres and museums, governments, businesses, community groups, and individuals. To change our collective thinking about science, more efforts will need to be directed to this dialogue. But most importantly, it will require stronger collaborations and coordination between institutions nation-wide. Using emerging digital technologies and social media applications seem to be the way of the future and we remain committed to playing a role in this area.

I assume you’ll be talking about the initiative to benchmark science culture in order to measure future progress. Could you share a little bit about your talk (how do you go about benchmarking science culture; has anyone done it before; how long will it take; does it require government funding; and, if so, how much?) that could serve both as a preview and as some information for those of us who won’t be able to attend?

There is strong agreement that having a strong and vibrant science culture is fundamental to the future of our country. For years we have been in discussion, inconclusively, on how best to go about this. We have seen numerous initiatives. Many pilot projects. I believe that best policies are evidence-based and informed by compelling performance indicators. There is still a bit of work needed in the science community to identify broadly supported indicators that could best reflect the vitality of our science culture in Canada.

Canada’s science culture is shaped by the interplay of various public, private and non-profit players delivering a range of activities and tools designed to enhance understanding and interest, among Canadians of all ages, in science. There are hundreds of different formal and informal science education and awareness and awareness building programs in this country and we hardly can map out their contribution to the vitality of science culture in our country. We need to collect output and outcome indicators to start benchmarking our progress and devise an effective national strategy. For example we need to measure beyond literacy levels or number of graduates in STEM [science, technology, engineering, mathematics] to include such things as science coverage and audience in the media, public opinion on science and scientists and many other indicators used in other countries.

I’ve noticed that most of the discussion about innovation is centered on the notion of business; do you think that culture has a place at that table?

YES! Actually the concept of science culture reflects the fact that part of our general culture there has to be a strong dose of science. And creativity, innovation, risk taking, entrepreneurship. The business sector fully understands the crucial nature of a strong science culture as a driver to our country’s competitiveness.

Is there anything you’d like to add?

As members of the science community, it is our responsibility to ensure that Canadians recognize not only the great achievements of our scientists, but that they see how science-based evidence inform our everyday lives.

I believe that the same curiosity and joy of discovery experienced by young Canadians visiting our science museums and science centres can be shared by all Canadians. I believe that this can then be turned into an active commitment to make Canada a country where scientific discovery and innovation shape our identity as Canadians, and contribute to the health of our economy and to the vibrancy of our nation. Creative thinking and a spirit of entrepreneurship are at the heart of innovation. Creative thinking does not require a lot of raw material but is underpinned by a strong science culture. We need to foster and support that value.
