So far this year all I’ve been posting about are events and contests. Continuing on that theme, I have an event and, something new, a course.

Farah Qaiser (Evidence for Democracy), Dr. Bonnie Schmidt (Let’s Talk Science) and Carolyn Tuohy (Senior Fellow) will discuss what nonprofits can do for science education and policy, moderated by Junior Fellow Keshna Sood.
The Dialogues are open to the public – we invite everyone to join and take part in what will be a very informative online discussion. Participants are invited to submit questions to the speakers in real time via the Chat function to the right of the screen.
In this hands-on course, students will learn the value of sharing research knowledge beyond the university walls, along with the skills necessary to become effective science storytellers.
Climate change, vaccines, artificial intelligence, genetic editing — these are just a few examples of the essential role scientific evidence can play in society. But connecting science and society is no simple task: it requires key publishing and communication skills, as well as an understanding of the values, goals, and needs of the publics who stand to benefit from this knowledge.
This course will provide students with core skills and knowledge needed to share compelling science stories with diverse audiences, in a variety of formats. Whether it’s through writing books, podcasting, or creating science art, students will learn why we communicate science, develop an understanding of the core principles of effective audience engagement, and gain skills in publishing professional science content for print, radio, and online formats. The instructor is herself a science writer and communicator; in addition, students will have the opportunity to learn from a wide range of guest lecturers, including authors, artists, podcasters, and more. While priority will be given to students enrolled in the Publishing Minor, this course is open to all students who are interested in the evolving relationship between science and society.
I’m not sure if an outsider (someone who’s not a member of the SFU student body) can attend but it doesn’t hurt to ask.

Alice Fleerackers is a researcher and lab manager at the ScholCommLab and a doctoral student at Simon Fraser University’s Interdisciplinary Studies program, where she works under the supervision of Dr. Juan Pablo Alperin to explore how health science is communicated online. Her doctoral research is supported by a Joseph-Armand Bombardier Canada Graduate Scholarship from SSHRC and a Michael Stevenson Graduate Scholarship from SFU.
In addition, Alice volunteers with a number of non-profit organizations in an effort to foster greater public understanding and engagement with science. She is a Research Officer at Art the Science, Academic Liaison of Science Borealis, Board Member of the Science Writers and Communicators of Canada (SWCC), and a member of the Scientific Committee for the Public Communication of Science and Technology Network (PCST). According to the Spring 2022 Calendar Academic Dates webpage, the course starts on Monday, January 10, 2021 and I believe the room number (HCC2540) means the course will be held at SFU’s downtown Vancouver site at Harbour Centre, 515 West Hastings Street.
Given that SFU claims to be “Canada’s leading engaged university,” they do a remarkably poor job of actually engaging with anyone who’s not member of the community, i.e., an outsider.
Part 1 covered some of the more formal aspects science culture in Canada, such as science communication education programmes, mainstream media, children’s science magazines, music, etc. Part 2 covered science festivals, art/sci or sciart (depending on who’s talking, informal science get togethers such ‘Cafe Sccientifque’, etc.
This became a much bigger enterprise than I anticipated and so part 3 is stuffed with the do-it-yourself (DIY) biology movement in Canada, individual art/sci or lit/sci projects, a look at what the mathematicians have done and are doing, etc. But first there’s the comedy.
Comedy, humour, and science
Weirdly, Canadians like to mix their science fiction (scifi) movies with humour. (I will touch on more scifi later in this post but it’s too big a topic to cover inadequately, let alone adequately, in this review.) I post as my evidence of the popularity of comedy science fiction films, this from the Category: Canadian science fiction films Wikipedia webpage,
As you see, comedy science fiction is the second most populated category. Also, the Wikipedia time frame is much broader than mine but I did check one Canadian science fiction comedy film, Bang Bang Baby, a 2014 film, which, as it turns out, is also a musical.

Much has been happening on this front. First for anyone unfamiliar with do-it-yourself biology, here’s more from its Wikipedia entry,
Do-it-yourself biology (DIY biology, DIY bio) is a growing biotechnological social movement in which individuals, communities, and small organizations study biology and life science using the same methods as traditional research institutions. DIY biology is primarily undertaken by individuals with extensive research training from academia or corporations, who then mentor and oversee other DIY biologists with little or no formal training. This may be done as a hobby, as a not-for-profit endeavour for community learning and open-science innovation, or for profit, to start a business.
A January 21, 2020 posting here listed the second Canadian DIY Biology Summit organized by the Public Health Agency of Canada (PHAC). It was possible to attend virtually from any part of Canada. The first meeting was in 2016 (you can see the agenda here). You’ll see in the agenda for the 2nd meeting in 2020 that there have been a few changes as groups rise into and fall out of existence.

Most of these organizations (e.g., Victoria Makerspace, Synbiota, Bricobio, etc.) seem to be relatively new (founded in 2009 or later) which is quite exciting to think about. This March 13, 2016 article in the Vancouver Observer gives you a pretty good overview of the DIY biology scene in Canada at the time while providing a preview of the then upcoming first DIY Biology summit.

In 2009, a group of UBC students and staff recognized these barriers and teamed up to democratize science, increase its accessibility and create an interdisciplinary platform for idea exchange. They created the Open Science Network (OSN).
The Open Science Network is a non-profit society that serves the science and maker community through education, outreach and the provision of space. Currently, they run an open community lab out of the MakerLabs space on East Cordova and Main street, which is a compact space housing microscopes, a freezer, basic lab equipment and an impressive amount of activity.
The lab is home to a community of citizen scientists, professional scientists, artists, designers and makers of all ages who are pursuing their own science projects.
Members who are interested in lab work can receive some training in “basic microbiology techniques like pipetting, growing bacteria, using the Polymerase Chain Reaction machine (PCR) [to amplify DNA] and running gels [through a gel ectrophoresis machine to separate DNA fragments by size] from Scott Pownall, a PhD graduate from UBC and the resident microbiologist,” said Wong [ Wes Wong, a staff member of UBC Botany and a founding member of OSN].
The group has also made further efforts to serve their members by offering more advanced synthetic biology classes and workshops at their lab.
There is another organization called ‘Open Science Network’ (an ethnobiology group and not part of the Vancouver organization). Here is a link to the Vancouver-based Open Science Network (a community science lab) where they provide further links to all their activities including a regular ‘meetup’.
I have poetry, a book, a television adaptation, three plays with mathematics and/or physics themes and more.
In 2012 there was a night of poetry readings in Vancouver. What made it special was that five poets had collaborated with five scientists (later amended to four scientists and a landscape architect) according to my December 4, 2012 posting. The whole thing was conceptualized and organized by Aileen Penner who went on to produce a chapbook of the poetry. She doesn’t have any copies available currently but you can contact her on her website’s art/science page if you are interested in obtaining a copy. She doesn’t seem to have organized any art/science projects since. For more about Aileen Penner who is a writer and poet, go to her website here.
The Banff International Research Station (BIRS) it’s all about the mathematics) hosted a workshop for poets and mathematicians way back in 2011. I featured it (Mathematics: Muse, Maker, and Measure of the Arts) after the fact in my January 9, 2012 posting (scroll down about 30% of the way). If you have the time, do click on my link to Nassif Ghoussoub’s post on his blog (Piece of Mind) about mathematicians, poetry, and the arts. It’s especially interesting in retrospect as he is now the executive director for BIRS, which no longer seems to have workshops that meld any of the arts with mathematics, and science.
That sadly seems to be it for poetry and the sciences, including mathematics. If you know of any other poetry/science projects or readings, etc. in Canada during the 2010-9 decade, please let me know in the comments.
Karl Schroeder, a Canadian science fiction author, has written many books but of particular interest here are two futuristic novels for the Canadian military.The 2005 novel, Crisis in Zefra, doesn’t fit the time frame I’ve established for this review but the the 2014 novel, Crisis in Urla (scroll down) fits in nicely. His writing is considered ‘realistic’ science fiction in that it’s based on science research and his work is also associated with speculative realism (from his Wikipedia entry; Note: Links have been removed),
Karl Schroeder (born September 4, 1962) is a Canadianscience fiction author. His novels present far-future speculations on topics such as nanotechnology, terraforming, augmented reality, and interstellar travel, and are deeply philosophical.
The other author I’m mentioning here is Margaret Atwood. The television adaptation of her book, ‘The Handmaid’s Tale’ has turned a Canadian literary superstar into a supernova (an exploding star whose luminosity can be the equivalent of an entire galaxy). In 2019, she won the Booker Prize, for the second time for ‘The Testaments’ (a followup to ‘The Handmaid’s Tale’), sharing it with Bernardine Evaristo and her book ‘Girl, Woman, Other’. Atwood has described her work (The Handmaid’s Tale, and others) as speculative fiction rather than science fiction. For me, she bases her speculation on the social sciences and humanities, specifically history (read her Wikipedia entry for more).
In 2017 with the television adaptation of ‘The Handmaid’s Tale’, Atwood’s speculative fiction novel became a pop culture phenomenon. Originally published in 1985, the novel was also adapted for a film in 1990 and for an opera in 2000 before it came to television, according to its Wikipedia entry.
There’s a lot more out there, Schroeder and Atwood are just two I’ve stumbled across.

Pi Theatre’s (Vancouver) mathematically-inclined show, ‘Long Division‘, ran in April 2017 and was mentioned in my April 20, 2017 posting (scroll down about 50% of the way).
This theatrical performance of concepts in mathematics runs from April 26 – 30, 2017 (check here for the times as they vary) at the Annex at 823 Seymour St. From the Georgia Straight’s April 12, 2017 Arts notice,
“Mathematics is an art form in itself, as proven by Pi Theatre’s number-charged Long Division. This is a “refreshed remount” of Peter Dickinson’s ambitious work, one that circles around seven seemingly unrelated characters (including a high-school math teacher, a soccer-loving imam, and a lesbian bar owner) bound together by a single traumatic incident. Directed by Richard Wolfe, with choreography by Lesley Telford and musical score by Owen Belton, it’s a multimedia, movement-driven piece that has a strong cast. … “

There seems to be some sort of affinity between theatre and mathematics, I recently featured (January 3, 2020 posting) a theatrical piece by Hannah Moscovitch titled, ‘Infinity‘, about time, physics, math and more. It had its first production in Toronto in 2015.
John Mighton, a playwright and mathematician, wrote ‘The Little Years’ which has been produced in both Vancouver and Toronto. From a May 9, 2005 article by Kathleen Oliver for the Georgia Straight,
The Little Years is a little jewel of a play: small but multifaceted, and beautifully crafted.
John Mighton’s script gives us glimpses into different stages in the life of Kate, a woman whose early promise as a mathematician is cut short. At age 13, she’s a gifted student whose natural abilities are overlooked by 1950s society, which has difficulty conceiving of women as scientists. Instead, she’s sent to vocational school while her older brother, William, grows up to become one of the most widely praised poets of his generation.
John Mighton is a successful playwright and mathematician, yet at times in his life, he’s struggled with doubt. However, he also learned there was hope, and that’s the genesis of The Little Years, which opens at the Tarragon Theatre on Nov. 16 and runs to Dec. 16 .
In keeping (more or less) with this subsection’s theme ‘The Word’, Mighton has recently had a new book published, ‘All Things Being Equal: Why Math is the Key to a Better World’, according to a January 24, 2020 article (online version) by Jamie Portman for Postmedia,
It’s more than two decades since Canadian mathematician and playwright John Mighton found himself playing a small role in the film, Good Will Hunting. What he didn’t expect when he took on the job was that he would end up making a vital contribution to a screenplay that would go on to win an Oscar for its writers, Ben Affleck and Matt Damon.
What happened on that occasion tells you a great deal about Mighton’s commitment to the belief that society grossly underestimates the intellectual capacity of human beings — a belief reiterated with quiet eloquence in his latest book, All Things Being Equal.
Mighton loved the experience but as shooting continued he became troubled over his involvement in a movie that played “heavily on the idea that geniuses like Will are born and not made.” This was anathema to his own beliefs as a mathematician and he finally summoned up the courage to ask Affleck and Damon if he could write a few extra lines for his character. This speech was the result: “Most people never get the chance to see how brilliant they can be. They don’t find teachers who believe in them. They get convinced they’re stupid.”
At a time of growing controversy across Canada over the teaching of mathematics in school and continuing evidence of diminishing student results, Mighton continues to feel gratitude to the makers of Good Will Hunting for heeding his concerns. [I will be writing a post about the latest PISA scores where Canadian students have again slipped in their mathematics scores.]
Mighton is on the phone from from Toronto, his voice soft-spoken but still edged with fervour. He pursues two successful careers — as an award-winning Canadian playwright and as a renowned mathematician and philosopher who has devoted a lifetime to developing strategies that foster the intellectual potential of all children through learning math. But even as he talks about his 2001 founding of JUMP Math, a respected charity that offers a radical alternative to conventional teaching of the subject, he’s anxious to remind you that he’s a guy who almost failed calculus at university and who once struggled to overcome his “own massive math anxiety.”

It’s called ‘Math Out Loud’ and was first mentioned here in a January 9, 2012 posting (the same post also featured the BIRS poetry workshop),

When Roger Kemp draws on a napkin to illustrate that you just have to change the way you think about numbers to come up with a binary code for pi (as in 3.14 ad infinitum), you get a sense that math can actually be a lot of fun.”
Produced by MITACS which in 2012 was known as ‘Mathematics of Information Technology and Complex Systems’, a not-for-profit research organization, the musical went on tour in the Fall of 2012 (according to my September 7, 2012 posting). Acting and storytelling
It turns out there was an acting class (five sessions) for scientists at the University of Calgary in 2017. Here’s more from the course’s information sheet,
Act Your Science: Improve Your Communication Skills with Training in Improvisation 2 hours a session, 5 sessions, every Wednesday starting November 14  …
Dr. Jeff Dunn, Faculty of Graduate Studies, Graduate Students Association, the Canadian Science Writers Association [also known as Science Writers and Communicators of Canada] and the Loose Moose Theatre have teamed together to provide training in a skill which will be useful where ever your career takes you.
The goal of this project is to improve the science communication skills of graduate students in science fields. We will improve your communication through the art of training in improvisation. Training will help with speech and body awareness. Improvisation will provide life‐long skills in communication, in a fun interactive environment.
For many years, Alan Alda, a well-known actor (originally of the “MASH” television series fame), has applied his acting skills and improvisation training to help scientists improve their communication. He developed the Alan Alda Centre for Communicating Science at Stony Brook University.
The training will involve five 2hr improvisation workshop sessions led by one of Canada’s top professional improvisation trainers, Dennis Cahill, the Artistic Director from Loose Moose Theatre. Dennis has an international reputation for developing the theatrical style of improvisation. Training involves a lot of moving around (and possibly rolling on the floor!) so dress casually. Be prepared to release your inhibitions!

Victoria Bouvier, a Michif-Metis woman, is of the Red River Settlement and Boggy Creek, Manitoba, and born and raised in Calgary. She is an Assistant professor in Indigenous Studies at Mount Royal University and a doctoral candidate in Educational Research [emphasis mine] at the University of Calgary. Her research is exploring how Michif/Métis people, born and raised in urban environments, practice and express their self-understandings, both individually and collectively through using an Indigenous oral system and visual media as methodology.
In a technology-laden society, people are capturing millions of photographs and videos that document their lived experiences, followed by uploading them to social media sites. As mass amounts of media is being shared each day, the question becomes: are we utilizing photos and videos to derive meaning from our everyday lived experiences, while settling in to a deeper sense of our self-in-relation?
This session will explore how photos and videos, positioned within an Indigenous oral system, are viewed and interacted with as a third perspective in the role of storytelling.

In 2017, Toronto hosted a neuroscience event which combined storytelling and knitting (from my October 12, 2017 posting (Note: the portion below is an excerpt from an ArtSci Salon announcement),
With NARRATING NEUROSCIENCE we plan to initiate a discussion on the role and the use of storytelling and art (both in verbal and visual forms) to communicate abstract and complex concepts in neuroscience to very different audiences, ranging from fellow scientists, clinicians and patients, to social scientists and the general public. We invited four guests to share their research through case studies and experiences stemming directly from their research or from other practices they have adopted and incorporated into their research, where storytelling and the arts have played a crucial role not only in communicating cutting edge research in neuroscience, but also in developing and advancing it.

Called “The Beautiful Brain” and held in the same time frame as Toronto’s neuro event, Vancouver hosted an exhibition of Santiago Ramon y Cajal’s drawings from September 5 to December 3, 2017. In concert with the exhibition, the local ‘neuro’ community held a number of outreach events. Here’s what I had in my September 11, 2017 posting where I quoted from the promotional material for the exhibition,
The Beautiful Brain is the first North American museum exhibition to present the extraordinary drawings of Santiago Ramón y Cajal (1852–1934), a Spanish pathologist, histologist and neuroscientist renowned for his discovery of neuron cells and their structure, for which he was awarded the Nobel Prize in Physiology and Medicine in 1906. Known as the father of modern neuroscience, Cajal was also an exceptional artist. He combined scientific and artistic skills to produce arresting drawings with extraordinary scientific and aesthetic qualities.
A century after their completion, Cajal’s drawings are still used in contemporary medical publications to illustrate important neuroscience principles, and continue to fascinate artists and visual art audiences. …

From Vancouver, the exhibition traveled to a gallery in New York City and then onto the Massachusetts Institute of Technology (MIT).
Mehrdad Hariri has done a an extraordinary job as its founder and chief executive officer. The CSPC has developed from a single annual conference to an organization that hosts different events throughout the year and publishes articles and opinion pieces on Canadian science policy and has been instrumental in the development of a Canadian science policy community.
The magnitude of Hariri’s accomplishment becomes clear when reading J.w. Grove’s [sic] article, Science Policy, in The Canadian Encyclopedia and seeing that the most recent reports on a national science policy seem to be the Science Council’s (now defunct) 4th report in 1968, Towards a National Science Policy in Canada, the OECD’s (Organization for Economic Cooperation and Development) 1969 Review of [Canada’s] Science Policy, and 3 reports from the Senate’s Lamontagne Committee (Special Committee on Science Policy). Grove’s article takes us only to 1988 but I have been unable to find any more recent reports focused on a national science policy for Canada. (If you have any information about a more recent report, please do let me know in the comments.)
A November 5, 2019 piece (#VoteScience: lessons learned and building science advocacy beyond the election cycle) on the CSPC website further illustrates how the Canadian science policy community has gained ground (Note: Links have been removed),
… on August 8, 2019, a coalition of Canadian science organizations and student groups came together to launch the #VoteScience campaign: a national, non-partisan effort to advocate for science in the federal elections, and make science an election issue.
Specifically, we — aka Evidence for Democracy, Science & Policy Exchange (SPE), and the Toronto Science Policy Network (TSPN) [emphases mine] — built a collection of tools and resources to empower Canadian scientists and science supporters to engage with their local candidates on science issues and the importance of evidence-informed decision-making. Our goal was to make it easy for as many Canadians as possible to engage with their candidates — and they did.
Over the past three months, our #VoteScience portal received over 3,600 visitors, including 600 visitors who used our email form to reach out directly to their local candidates. Collectively, we took #VoteScience selfies, distributed postcards to supporters across Canada, and even wrote postcards to every sitting Member of Parliament (in addition to candidates from all parties in each of our own ridings). Also of note, we distributed a science policy questionnaire to the federal parties, to help better inform Canadians about where the federal parties stand on relevant science issues, and received responses from all but one party. We’ve also advocated for science through various media outlets, including commenting for articles appearing in The Narwhal and Nature News, and penning op-eds for outlets such as the National Observer, University Affairs, Le Devoir, and Découvrir.
Prior to SPIN, the Council of Canadian Academies (CCA; more about them in part 4), issued a 2017 report titled, Science Policy: Considerations for Subnational Governments. The report was the outcome of a 2016 CCA workshop originally titled, Towards a Science Policy in Alberta. I gather the scope broadened.

Chief Science advisors/scientists
In September 2017, the Canadian federal government announced that a Chief Science Advisor, Dr. Mona Nemer, had been appointed. I have more about the position and Dr. Nemer in my September 26, 2017 posting. (Prior to Dr. Nemer’s appointment a previous government had discontinued a National Science Advisor position that existed from 2004 to 2008.)
The Office of the Chief Science Advisor released it first annual report in 2019 and was covered here in a March 19, 2019 posting.
Québec is the only province (as far as I know) to have a Chief Scientist, Rémi Quirion who was appointed in 2011.

*The Canadian Science Policy Centre (CSPC) section was written sometime in February 2020. I believe they are planning to publish an editorial piece I submitted to them on April 20, 202 (in other words, before this post was published) in response to their call for submissions (see my April 1, 2020 post for details about the call). In short, I did not praise the organization with any intention of having my work published by them. (sigh) Awkward timing.

What role do researchers play in a political environment that is increasingly polarized and influenced by misinformation? Dr. Katie Gibbs, Executive Director of Evidence for Democracy, will give an overview of the current state of science integrity and science policy in Canada highlighting progress made over the past four years and what this means in a context of growing anti-expert movements in Canada and around the world. Dr. Gibbs will share concrete ways for researchers to engage heading into a critical federal election [emphasis mine], and how they can have lasting policy impact.
Bio: Katie Gibbs is a scientist, organizer and advocate for science and evidence-based policies. While completing her Ph.D. at the University of Ottawa in Biology, she was one of the lead organizers of the ‘Death of Evidence’—one of the largest science rallies in Canadian history. Katie co-founded Evidence for Democracy, Canada’s leading, national, non-partisan, and not-for-profit organization promoting science and the transparent use of evidence in government decision making. Her ongoing success in advocating for the restoration of public science in Canada has made Katie a go-to resource for national and international media outlets including Science, The Guardian and the Globe and Mail.
Katie has also been involved in international efforts to increase evidence-based decision-making and advises science integrity movements in other countries and is a member of the Open Government Partnership Multi-stakeholder Forum.

Transmissions; a multimedia installation in Vancouver, September 6 -28, 2019
Lisa Jackson is a filmmaker, but she’s never allowed that job description to limit what she creates or where and how she screens her works.
The Anishinaabe artist’s breakout piece was last year’s haunting virtual-reality animation Biidaaban: First Light. In its eerie world, one that won a Canadian Screen Award, nature has overtaken a near-empty, future Toronto, with trees growing through cracks in the sidewalks, vines enveloping skyscrapers, and people commuting by canoe.
All that and more has brought her here, to Transmissions, a 6,000-square-foot, immersive film installation that invites visitors to wander through windy coastal forests, by hauntingly empty glass towers, into soundscapes of ancient languages, and more.
Through the labyrinthine multimedia work at SFU [Simon Fraser University] Woodward’s, Jackson asks big questions—about Earth’s future, about humanity’s relationship to it, and about time and Indigeneity.
Simultaneously, she mashes up not just disciplines like film and sculpture, but concepts of science, storytelling, and linguistics [emphasis mine].
“The tag lines I’m working with now are ‘the roots of meaning’ and ‘knitting the world together’,” she explains. “In western society, we tend to hive things off into ‘That’s culture. That’s science.’ But from an Indigenous point of view, it’s all connected.”
Transmissions is split into three parts, with what Jackson describes as a beginning, a middle, and an end. Like Biidaaban, it’s also visually stunning: the artist admits she’s playing with Hollywood spectacle.
Without giving too much away—a big part of the appeal of Jackson’s work is the sense of surprise—Vancouver audiences will first enter a 48-foot-long, six-foot-wide tunnel, surrounded by projections that morph from empty urban streets to a forest and a river. Further engulfing them is a soundscape that features strong winds, while black mirrors along the floor skew perspective and play with what’s above and below ground.
“You feel out of time and space,” says Jackson, who wants to challenge western society’s linear notions of minutes and hours. “I want the audience to have a physical response and an emotional response. To me, that gets closer to the Indigenous understanding. Because the Eurocentric way is more rational, where the intellectual is put ahead of everything else.”
Viewers then enter a room, where the highly collaborative Jackson has worked with artist Alan Storey, who’s helped create Plexiglas towers that look like the ghost high-rises of an abandoned city. (Storey has also designed other components of the installation.) As audience members wander through them on foot, projections make their shadows dance on the structures. Like Biidaaban, the section hints at a postapocalyptic or posthuman world. Jackson operates in an emerging realm of Indigenous futurism.
The words “science, storytelling, and linguistics” were emphasized due to a minor problem I have with terminology. Linguistics is defined as the scientific study of language combining elements from the natural sciences, social sciences, and the humanities. I wish either Jackson or Smith had discussed the scientific element of Transmissions at more length and perhaps reconnected linguistics to science along with the physics of time and space, as well as, storytelling, film, and sculpture. It would have been helpful since it’s my understanding, Transmissions is designed to showcase all of those connections and more in ways that may not be obvious to everyone. On the plus side, perhaps the tour, which is part of this installation experience includes that information.

TRANSMISSIONS is a three-part, 6000 square foot multimedia installation by award-winning Anishinaabe filmmaker and artist Lisa Jackson. It extends her investigation into the connections between land, language, and people, most recently with her virtual reality work Biidaaban: First Light.
Projections, sculpture, and film combine to create urban and natural landscapes that are eerie and beautiful, familiar and foreign, concrete and magical. Past and future collide in a visceral and thought-provoking journey that questions our current moment and opens up the complexity of thought systems embedded in Indigenous languages. Radically different from European languages, they embody sets of relationships to the land, to each other, and to time itself.
Transmissions invites us to untether from our day-to-day world and imagine a possible future. It provides a platform to activate and cross-pollinate knowledge systems, from science to storytelling, ecology to linguistics, art to commerce. To begin conversations, to listen deeply, to engage varied perspectives and expertise, to knit the world together and find our place within the circle of all our relations.

Her Story: Canadian Women Scientists (short film subjects); Sept. 13 – 14, 2019
Curiosity Collider, producer of art/science events in Vancouver, is presenting a film series featuring Canadian women scientists, according to an August 27 ,2019 press release (received via email),
“Her Story: Canadian Women Scientists,” a film series dedicated to sharing the stories of Canadian women scientists, will premiere on September 13th and 14th at the Annex theatre. Four pairs of local filmmakers and Canadian women scientists collaborated to create 5-6 minute videos; for each film in the series, a scientist tells her own story, interwoven with the story of an inspiring Canadian women scientist who came before her in her field of study.
Produced by Vancouver-based non-profit organization Curiosity Collider, this project was developed to address the lack of storytelling videos showcasing remarkable women scientists and their work available via popular online platforms. “Her Story reveals the lives of women working in science,” said Larissa Blokhuis, curator for Her Story. “This project acts as a beacon to girls and women who want to see themselves in the scientific community. The intergenerational nature of the project highlights the fact that women have always worked in and contributed to science.
This sentiment was reflected by Samantha Baglot as well, a PhD student in neuroscience who collaborated with filmmaker/science cartoonist Armin Mortazavi in Her Story. “It is empowering to share stories of previous Canadian female scientists… it is empowering for myself as a current female scientist to learn about other stories of success, and gain perspective of how these women fought through various hardships and inequality.”
When asked why seeing better representation of women in scientific work is important, artist/filmmaker Michael Markowsky shared his thoughts. “It’s important for women — and their male allies — to question and push back against these perceived social norms, and to occupy space which rightfully belongs to them.” In fact, his wife just gave birth to their first child, a daughter; “It’s personally very important to me that she has strong female role models to look up to.” His film will feature collaborating scientist Jade Shiller, and Kathleen Conlan – who was named one of Canada’s greatest explorers by Canadian Geographic in 2015.
Other participating filmmakers and collaborating scientists include: Leslie Kennah (Filmmaker), Kimberly Girling (scientist, Research and Policy Director at Evidence for Democracy), Lucas Kavanagh and Jesse Lupini (Filmmakers, Avocado Video), and Jessica Pilarczyk (SFU Assistant Professor, Department of Earth Sciences).
This film series is supported by Westcoast Women in Engineering, Science and Technology (WWEST) and Eng.Cite. The venue for the events is provided by Vancouver Civic Theatres.
Screening events will be hosted at Annex (823 Seymour St, Vancouver) on September 13th and 14th . Earlier last month [August 2019?], surgeons at St Paul’s Hospital performed an ankle replacement for a Cloverdale resident using a 3D printed bone. The first procedure of its kind in Western Canada, it saved the patient all of his ten toes — something doctors had originally decided to amputate due to the severity of the motorcycle accident.
Maker Faire Vancouver Co-producer, John Biehler, may not be using his 3D printer for medical breakthroughs, but he does see a subtle connection between his home 3D printer and the Health Canada-approved bone.
“I got into 3D printing to make fun stuff and gadgets,” John says of the box-sized machine that started as a hobby and turned into a side business. “But the fact that the very same technology can have life-changing and life-saving applications is amazing.”
When John showed up to Maker Faire Vancouver seven years ago, opportunities to access this hobby were limited. Armed with a 3D printer he had just finished assembling the night before, John was hoping to meet others in the community with similar interests to build, experiment and create. Much like the increase in accessibility to these portable machines has changed over the years—with universities, libraries and makerspaces making them readily available alongside CNC Machines, laser cutters and more — John says the excitement around crafting and tinkering has skyrocketed as well.
“The kind of technology that inspires people to print a bone or spinal insert all starts at ground zero in places like a Maker Faire where people get exposed to STEAM,” John says …
… From 3D printing enthusiasts like John to knitters, metal artists and roboticists, this full one-day event [Maker Faire Vancouver on Saturday, September 14, 2019] will facilitate cross-pollination between hobbyists, small businesses, artists and tinkerers. Described as part science fair, part county fair and part something entirely new, Maker Faire Vancouver hopes to facilitate discovery and what John calls “pure joy moments.”
Since last Saturday’s (April 22, 2017) US March for Science, I’ve stumbled across three interesting perspectives on the ‘movement’. As I noted in my April 14, 2017 posting, the ‘march’ has reached out beyond US borders to become international in scope. (On the day, at least 18 marches were held in Canada alone.)
John Dupuis wrote about his experience as a featured speaker at the Toronto (Ontario) march in an April 24, 2017 posting on his Confessions of a Science Librarian blog (Note: Links have been removed),
My fellow presenters were Master of Ceremonies Rupinder Brar and speakers Dawn Martin-Hill, Josh Matlow, Tanya Harrison, Chelsea Rochman, Aadita Chaudhury, Eden Hennessey and Cody Looking Horse.
Here’s what I had to say:
Hi, my name is John and I’m a librarian. My librarian superpower is making lists, checking them twice and seeing who’s been naughty and who’s been nice. The nice ones are all of you out here marching for science. And the naughty ones are the ones out there that are attacking science and the environment.
Now I’ve been in the list-making business for quite a few years, making an awful lot of lists of how governments have attacked or ignored science. I did a lot of work making lists about the Harper government and their war on science. The nicest thing I’ve ever seen written about my strange little obsession was in The Guardian.
Here’s what they said, in an article titled, How science helped to swing the Canadian election.
“Things got so bad that scientists and their supporters took to the streets. They demonstrated in Ottawa. They formed an organization, Evidence for Democracy, to bring push back on political interference in science. Awareness-raising forums were held at campuses throughout Canada. And the onslaught on science was painstakingly documented, which tends to happen when you go after librarians.”
Yeah, watch out. Don’t go after libraries and librarians. The Harper govt learned its lesson. And we learned a lesson too. And that lesson was that keeping track of things, that painstakingly documenting all the apparently disconnected little bits and pieces of policies here, regulations changed there and a budget snipped somewhere else, it all adds up.
What before had seemed random and disconnected is suddenly a coherent story. All the dots are connected and everybody can see what’s happened. By telling the whole story, by laying it all out there for everyone to see, it’s suddenly easier for all of us to point to the list and to hold the government of the day accountable. That’s the lesson learned from making lists.
But back in 2013 what I saw the government doing wasn’t the run of the mill anti-science that we’d seen before. Prime Minister Harper’s long standing stated desire to make Canada a global energy superpower revealed the underlying motivation but it was the endless litany of program cuts, census cancellation, science library closures, regulatory changes and muzzling of government scientists that made up the action plan. But was it really a concerted action plan or was it a disconnected series of small changes that were really no big deal or just a little different from normal?
That’s where making lists comes in handy. If you’re keeping track, then, yeah, you see the plan. You see the mission, you see the goals, you see the strategy, you see the tactics. You see that the government was trying to be sneaky and stealthy and incremental and “normal” but that there was a revolution in the making. An anti-science revolution.
Fast forward to now, April 2017, and what do we see? The same game plan repeated, the same anti-science revolution under way [in the US]. Only this time not so stealthy. Instead of a steady drip, it’s a fire hose. Message control at the National Parks Service, climate change denial, slashing budgets and shutting down programs at the EPA and other vital agencies. Incompetent agency directors that don’t understand the mission of their agencies or who even want to destroy them completely.
Once again, we are called to document, document, document. Tell the stories, mobilize science supporters and hold the governments accountable at the ballot box. Hey, like the Guardian said, if we did it in Canada, maybe that game plan can be repeated too.
I invited my three government reps here to the march today, Rob Oliphant, Josh Matlow and Eric Hoskins and I invited them to march with me so we could talk about how evidence should inform public policy. Josh, of course, is up here on the podium with me. As for Rob Oliphant from the Federal Liberals and Eric Hoskins from the Ontario Liberals, well, let’s just say they never answered my tweets.
Keep track, tell the story, hold all of them from every party accountable. The lesson we learned here in Canada was that science can be a decisive issue. Real facts can mobilise people to vote against alternative facts.
I’m not as sure as Dupuis that science was a decisive issue in our 2015 federal election; I’d say it was a factor. More importantly, I think the 2015 election showed Canadian scientists and those who feel science is important that it is possible to give it a voice and more prominence in the political discourse.
Eric Leeuwerck in an April 24, 2017 posting on one of the Agence Science-Press blogs describes his participation from Rwanda (I have provided a very rough translation after),

Et au Rwanda ? Eh bien, rien… Pourquoi suivre la masse, hein ? Pourquoi est-ce que je ne me suis pas bougé le cul pour faire une « march for science » au Rwanda ? Euh… et bien… Je vous avoue que je me vois mal organiser une manif au Rwanda en fait… Une collègue m’a même suggéré l’idée mais voilà, j’ai laissé tomber au moment même où l’idée m’a traversé l’esprit… Cependant, j’avais quand même cette envie d’exprimer ma sympathie et mon appartenance à ce mouvement mondial, à titre personnel, sans vouloir parler pour les autres, avec un GIF tout simple.

Je dois dire que je me sens bien souvent seul ici… Les cours de biologie de beaucoup d’écoles sont créationnistes, même au KICS (pour Kigali International Community School), une école internationale américaine (je tiens ça d’amis qui ont eu leurs enfants dans cette école). Sur son site, cette école de grande renommée ici ne cache pas ses penchants chrétiens : “KICS is a fully accredited member of the Association of Christian Schools International (ACSI) (…)” et, de plus, est reconnue par le ministère de l’éducation rwandais : “(KICS) is endorsed by the Rwandan Ministry of Education as a sound educational institution“. Et puis, il y a cette phrase sur leur page d’accueil : « Join the KICS family and impact the world for christ ».
Je réalise régulièrement des formations en pédagogie des sciences pour des profs locaux du primaire et du secondaire. Lors de ma formation sur la théorie de l’Evolution, qui a eu pas mal de succès, les enseignants de biologie m’ont confié que c’était la première fois, avec moi, qu’ils avaient eu de vrais cours sur la théorie de l’Evolution… (Je passe les débats sur l’athéisme, sur la « création » qui n’est pas un fait, sur ce qu’est un fait, qu’il ne faut pas faire « acte de foi » pour faire de la science et que donc on ne peut pas « croire » en la science, mais la comprendre…). Un thème délicat à aborder a été celui de la « construction des identités meurtrières » pour reprendre le titre du livre d’Amin Maalouf, au Rwanda comment est-ce qu’une pseudoscience, subjective, orientée politiquement et religieusement a pu mener au racisme et au génocide. On m’avait aussi formellement interdit d’en parler à l’époque, ma directrice de l’époque disait « ne te mêle pas de ça, ce n’est pas notre histoire », mais voilà, maintenant, ce thème est devenu un thème incontournable, même à l’Ecole Belge de Kigali !
Une autre formation sur l’éducation sexuelle a été très bien reçue aussi ! J’ai mis en place cette formation, aussi contre l’avis de ma directrice de l’époque (une autre) : des thèmes comme le planning familial, la contraception, l’homosexualité, gérer un débat houleux, les hormones… ont été abordées ! Première fois aussi, m’ont confié les enseignants, qu’ils ont reçu une formation objective sur ces sujets tabous.
Chaque année, je réunis un peu d’argent avec l’aide de l’École Belge de Kigali pour faire ces formations (même si mes directions ne sont pas toujours d’accord avec les thèmes ), je suis totalement indépendant et à part l’École Belge de Kigali, aucune autre institution dont j’ai sollicité le soutien n’a voulu me répondre. Mais je continue, ça relève parfois du militantisme, je l’avoue.
C’est comme mon blog, un des seuls blogs francophones de sciences en Afrique (en fait, je n’en ai jamais trouvé aucun en cherchant sur le net) dans un pays à la connexion Internet catastrophique, je me demande parfois pourquoi je continue… Je perds tellement de temps à attendre que mes pages chargent, à me reconnecter je ne sais pas combien de fois toutes les 5 minutes … En particulier lors de la saison des pluies ! Heureusement que je peux compter sur le soutien inconditionnel de mes communautés de blogueurs : le café des sciences , les Mondoblogueurs de RFI , l’Agence Science-Presse. Sans eux, j’aurais arrêté depuis longtemps ! Six ans de blogging scientifique quand même…
Alors, ce n’est pas que virtuel, vous savez ! Chaque jour, quand je vais au boulot pour donner mes cours de bio et chimie, quand j’organise mes formations, quand j’arrive à me connecter à mon blog, je « marche pour la science ».

Pretty much around the world, thousands will march for science against anti-knowledge/anti-science.
I would have liked to join in and to march with other kindred spirits as one in the streets. We are here! Science will triumph! No science .No future. In the Arctic, in the Antarctic, in Latin America, in Asia, in Europe, on land, on water … Everywhere hundreds of thousands of people are marching together. Africa, too, has mobilized with marches in Kenya, Nigeria, Uganda ..
And in Rwanda? Well, no, nothing. Why follow everyone else? Why didn’t I get my butt in gear and organize a march? [I’m not good at organizing these kinds of things] A colleague even suggested I arrange something . I had an impulse to do it and then it left. Still, I want to express my solidarity with the March for Science without attempting to talk for or represent anyone other than myself. So, here’s a simple gif,

The biology courses taught in many of the schools here are creationist biology even at the KICS (Kigali International Community School), an international American school (I have friends whose children attend the school). On the school’s site there’s a sign that does nothing to hide its mission: “KICS is a fully accredited member of the Association of Christian Schools International (ACSI) (…)” and, further, it is recognized as such by the Rwandan Ministry of Education : “(KICS) is endorsed by the Rwandan Ministry of Education as a sound educational institution”. Finally, there’s this on their welcome page : « Join the KICS family and impact the world for christ ».
I regularly give science education prgorammes for local primary and secondary teachers. With regard to my teaching on the theory of evolution some have confided that this is the first time they’ve truly been exposed to a theory of evolution. (I avoid the debates about atheism and the creation story. Science is not about faith it’s about understanding …). One theme that must be skirted with some delicacy in Rwanda is the notion of constructing a murderous/violent identity to borrow from Amin Maalouf’s book title, ‘Les Identités meurtrières’; in English: In the Name of Identity: Violence and the Need to Belong) as it has elements of a pseudoscience, subjectivity, political and religious connotations and has been used to justify racism and genocide. [Not sure here if he’s saying that the theory of evolution has been appropriated and juxtaposed with notions of violence and identify leading to racism and genocide. For anyone not familiar with the Rwandan genocide of 1994, see this Wikipedia entry.] Ihave been formally forbidden to discuss this period and my director said “Don’t meddle in this. It’s not our history.” But this theme/history has become essential/unavoidable even at the l’Ecole Belge de Kigali (Belgian School of Kigali).
A programme on sex education was well received and that subject too was forbidden to me (by a different director). I included topics such as family planning, contraception, homosexuality, hormones and inspired a spirited debate. Many times my students have confided that they received good factual information on these taboo topics.
Each year with help from the Belgian School at Kigali, I raise money for these programmes (even if my directors don’t approve of the topics). I’m totally independent and other than the Belgian School at Kigali no other institution that I’ve appraoched has responded. But I continue as I hope that it can help lower milittancy.
My blog is one of the few French language science blogs in Africa (I rarely find any other such blogs when I search). In a country where the internet connection is catastrophically poor, I ask myself why I go on. I lose a lot of time waiting for pages to load or to re-establish a connection, especially in the rainy season. Happily I can depend on the communities of bloggers such as: café des sciences , les Mondoblogueurs de RFI , l’Agence Science-Presse. Without them I would have stopped long ago. It has been six years of blogging science …

My last bit is from an April 24, 2017 article by Jeremy Samuel Faust for Slate.com, (Note: Links have been removed),
Hundreds of thousands of self-professed science supporters turned out to over 600 iterations of the March for Science around the world this weekend. Thanks to the app Periscope, I attended half a dozen of them from the comfort of my apartment, thereby assiduously minimizing my carbon footprint.
Mainly, these marches appeared to be a pleasant excuse for liberals to write some really bad (and, OK, some truly superb) puns, and put them on cardboard signs. There were also some nicely stated slogans that roused support for important concepts such as reason and data and many that decried the defunding of scientific research and ignorance-driven policy.
But here’s the problem: Little of what I observed dissuades me from my baseline belief that, even among the sanctimonious elite who want to own science (and pwn [sic] anyone who questions it), most people have no idea how science actually works. The scientific method itself is already under constant attack from within the scientific community itself and is ceaselessly undermined by its so-called supporters, including during marches like those on Saturday. [April 22, 2017] In the long run, such demonstrations will do little to resolve the myriad problems science faces and instead could continue to undermine our efforts to use science accurately and productively.
Indeed much of the sentiment of the March for Science seemed to fall firmly in the camp of people espousing a gee-whiz attitude in which science is just great and beyond reproach. They feel that way because, so often, the science they’re exposed to feels that way—it’s cherry-picked. Cherry-picking scientific findings that support an already cherished and firmly held belief (while often ignoring equally if not more compelling data that contradicts it) is epidemic—in scientific journals and in the media.
Let’s face it: People like science when it supports their views. I see this every day. When patients ask me for antibiotics to treat their common colds, I tell them that decades of science and research, let alone a basic understanding of microbiology, shows that antibiotics don’t work for cold viruses. Trust me, people don’t care. They have gotten antibiotics for their colds in the past, and, lo, they got better. (The human immune system, while a bit slower and clunkier than we’d like it to be, never seems to get the credit it deserves in these little anecdotal stories.) Who needs science when you have something mightier—personal experience?
Another example is the vocal wing of environmentalists who got up one day and decided that genetically modified organisms were bad for you. They had not one shred of evidence for this, but it just kind of felt true. As a result, responsible scientists will be fighting against these zealots for years to come. While the leaders of March for Science events are on the right side of this issue, many of its supporters are not. I’m looking at you, Bernie Sanders; the intellectual rigor behind your stance requiring GMO labelling reflects a level of scientific understanding that would likely lead for calls for self-defenestration from your own supporters if it were applied to, say, something like climate change.
But it does not stop there. Perhaps as irritating as people who know nothing about science are those who know just a little bit—just enough to think they have any idea as to what is going on. Take for example the clever cheer (and unparalleled public declaration of nerdiness):

After peer review!
Of course, the quality of most peer-review research is somewhere between bad and unfair to the pixels that gave their lives to display it. Just this past week, a study published by the world’s most prestigious stroke research journal (Stroke), made headlines and achieved media virality by claiming a correlation between increased diet soda consumption and strokes and dementia. Oh, by the way, the authors didn’t control for body mass index [*], even though, unsurprisingly, people who have the highest BMIs had the most strokes. An earlier study that no one seems to remember showed a correlation of around the same magnitude between obesity and strokes alone. But, who cares, right? Ban diet sodas now! Science says they’re linked to strokes and dementia! By the way, Science used to say that diet sodas cause cancer. But Science was, perish the thought, wrong.
If you can get past the writer’s great disdain for just about everyone, he makes very good points.
To add some clarity with regard to “controlling for body mass index,” there’s a concept in research known as a confounding variable. In this case, people who have a higher body mass index (or are more obese) will tend to have more strokes according to previous research which qualifies as a confounding variable when studying the effect of diet soda on strokes. To control for obesity means you set up the research project in such a way you can compare (oranges to oranges) the stroke rates of obese people who drink x amount of diet soda with obese people who do not drink x amount of diet soda and compare stroke rates of standard weight people who drink x amount of diet soda with other standard weight people who do not drink x amount of diet soda. There are other aspects of the research that would also have be considered but to control for body mass index that’s the way I’d set it up.
One point that Faust makes that isn’t made often enough and certainly not within the context of the ‘evidence-based policy movement’ and ‘marches for science’ is the great upheaval taking place within the scientific endeavour (Note: Links have been removed),
… . There are a dozen other statistical games that researchers can play to get statistical significance. Such ruses do not rise to anything approaching clinical relevance. Nevertheless, fun truthy ones like the diet soda study grab headlines and often end up changing human behaviors.
The reason this problem, what one of my friends delightfully calls statistical chicanery, is so rampant is twofold. First, academics need to “publish or perish.” If researchers don’t publish in peer-reviewed journals, their careers will be short and undistinguished. Second, large pharmaceutical companies have learned how to game the science system so that their patented designer molecules can earn them billions of dollars, often treating made-up diseases (I won’t risk public opprobrium naming those) as well as other that we, the medical establishment, literally helped create (opioid-induced constipation being a recent flagrancy).
Of course, the journals themselves have suffered because their contributors know the game. There are now dozens of stories of phony research passing muster in peer-review journals, despite being intentionally badly written. These somewhat cynical, though hilarious, exposés have largely focused on outing predatory journals that charge authors money in exchange for publication (assuming the article is “accepted” by the rigorous peer-review process; the word rigorous, by the way, now means “the credit card payment went through and your email address didn’t bounce”). But even prestigious journals have been bamboozled. The Lancet famously published fabrications linking vaccines and autism in 1998. and it took it 12 years to retract the studies. Meanwhile, the United States Congress took only three years for its own inquiry to debunk any link. You know it’s bad when the U.S. Congress is running circles around the editorial board of one of the world’s most illustrious medical journals. Over the last couple of decades, multiple attempts to improve the quality of peer-review adjudication have disappointingly and largely failed to improve the situation.
While the scientific research community is in desperate need of an overhaul, the mainstream media (and social media influencers) could in the meantime play a tremendously helpful role in alleviating the situation. Rather than indiscriminately repeating the results of the latest headline-grabbing scientific journal article and quoting the authors who wrote the paper, journalists should also reach out to skeptics and use their comments not just to provide (false) balance in their articles but to assess whether the finding really warrants an entire article of coverage in the first place. Headlines should be vetted not for impact and virality but for honesty. As a reader, be wary of any headline that includes the phrase “Science says,” as well as anything that states that a particular study “proves” that a particular exposure “causes” a particular disease. Smoking causes cancer, heart disease, and emphysema, and that’s about as close to a causal statement as actual scientists will make, when it comes to health. Most of what you read and hear about turns out to be mere associations, and mostly fairly weak ones, at that.
Faust refers mostly to medical research but many of his comments are applicable to other science research as well. By the way, Faust has written an excellent description of p-values for which, if for no other reason, you should read his piece in its entirety.
One last comment about Faust’s piece, he exhorts journalists to take more care in their writing but fails to recognize the pressures on journalists and those who participate in social media. Briefly, journalists are under pressure to produce. Many of the journalists who write about science don’t know much about it and even the ones who have a science background may be quite ignorant about the particular piece of science they are covering, i.e., a physicist might have some problems covering medical research and vice versa. Also, mainstream media are in trouble as they struggle to find revenue models.
As for those of us who blog and others in the social media environment; we are a mixed bag in much the same way that mainstream media is. If you get your science from gossip rags such as the National Enquirer, it’s not likely to be as reliable as what you’d expect from The Guardian or the The New York Times. Still, those prestigious publications have gotten quite wrong on occasion.
In the end, readers (scientists, journalists, bloggers, etc.) need to be skeptical. It’s also helpful to be humble or at least willing to admit you’ve made a mistake (confession: I have my share on this blog, which are noted when I’ve found or when they’ve been pointed out to me).
Hopefully, this has given you a taste for the wide ranges of experiences and perspectives on the April 22, 2017 March for Science.
The euphoria is dying down and, on balance, there was surprisingly little, the tone being more one of optimism laced with caution on the occasion of the Conservative’s defeat at the hands of the Liberal party in the Oct. 19, 2015 Canadian federal election.
Of course the big question for me and other Canadian science bloggers is:
What about science in the wake of the 2015 Liberal majority government in Canada?
I’ve gathered bits and pieces from various published opinions on the topic. First, there’s Brian Owen, a freelance writer in St. Stephen, New Brunswick (there’s more about him in my Aug. 18, 2015 posting about the upcoming Canadian Science Policy Conference to be held Nov. 25 -27, 2015 in Ottawa [Canada’s capital]) in an Oct. 20, 2015 opinion piece for ScienceInsider,
Many Canadian scientists are celebrating the result of yesterday’s federal election, which saw Stephen Harper’s Conservative government defeated after nearly 10 years in power.
The center-left Liberal Party under Justin Trudeau won an unexpected majority government, taking 184 of the 338 seats in the House of Commons. The Conservatives will form the opposition with 99 seats, while the left-leaning New Democratic Party (NDP) fell to third place with just 44 seats.
“Many scientists will be pleased with the outcome,” says Jim Woodgett, director of research at the Lunenfeld-Tanenbaum Research Institute at Mount Sinai Hospital in Toronto. “The Liberal party has a strong record in supporting science.” [emphasis mine]
I don’t think the Liberal record is that great. If I understand it rightly, the first muzzle placed on government scientists was applied by a then Liberal government to Health Canada. That’s right the Conservatives got the idea from the Liberals and it’s not the only one they got from that source. Omnibus bills were also pioneered by the Liberal government.
However, hope still springs in mine and others’ bosoms as can be seen in an Oct. 21, 2015 essay in the Guardian (UK newspaper) by Michael Halpern of the Center for Science and Democracy at the US-based Union of Concerned Scientists (Note: Links have been removed),
There was a palpable outpouring of relief from Canadian scientists as the Liberal Party won a majority on Monday night [Oct. 19, 2015], bringing to an end nine years of escalating hostility by the Harper government towards its own research base. Drastic cuts to funding and constraints on scientific freedom have significantly damaged Canadian research and its capacity to develop science-based public health and environmental policies.
Eight hundred scientists from thirty-two countries wrote an open letter urging the prime minster to ease restrictions on scientists and data. In October 2014, a Ryerson University professor wrote in Science magazine that the election presented an “opportunity to reboot the federal government’s controversial approach to science policy and research.”
All of this advocacy worked. Science became a major campaign issue during the election. There were all-party debates on science policy and extensive media coverage. The Green, Liberal and NDP platforms included significant commitments to restore science to its rightful place in society and public policy.
“We’ll reverse the $40 million cut that Harper made to our federal ocean science and monitoring programs,” said Liberal leader Justin Trudeau at a September campaign stop. “The war on science ends with the liberal government.” In tweet after tweet after tweet, opposition candidates argued that they were best positioned to defend scientific integrity.
Now that it’s been elected with a healthy majority, the Liberal Party says it will make data openly available, unmuzzle scientists, bring back the long form census, appoint a chief science officer, and make the agency Statistics Canada fully independent.
In the United States, many celebrated the end of the Bush administration in 2008, thinking that its restrictions on science would evaporate the moment that the Obama administration took office. It wasn’t true. There has been significant progress in protecting scientists from political influence. But the public has still lacked access to scientific information on multiple environmental and public health issues.
So who will keep watch over the new government, as it’s forced to choose among its many priorities? Canadian unions, scientists, policy experts and activists need to continue to push for real change. It’s up to those who care most about science and democracy to keep Trudeau on his toes.
Returning to Owen’s article, there are more pledges from the new Liberal government,
… Trudeau has also said his party will embrace “evidence based policy” and “data-driven decision-making,” do more to address climate change, protect endangered species, and review the environmental impact of major energy and development projects.
Woodgett welcomes those pledges, but warns that they would not address the larger issue of what he sees as the government’s neglect of basic research funding. “I hope we will see less short-term thinking and much greater support for discovery research going forward,” he says. “We are at serious risk of a lost generation of scientists and it’s critical that younger researchers are given a clear indication that Canada is open to their ideas and needs.”
Science advocates plan to watch the new government closely to ensure it lives up to its promises. “Great to see Harper gone, but another majority is an awfully big blank cheque,” wrote Michael Rennie, a freshwater ecologist at Lakehead University in Thunder Bay, on Twitter.
… Only one of the four party representatives at the recent science and technology debate managed to win a seat in the upcoming Parliament. MP Marc Garneau will remain in Parliament, and his experience in the Canadian Space Agency means he may be able to better manage the changes sought in official government (as opposed to Parliamentary) policy.
The Conservatives will now shift to being the Official Opposition (the largest party not in power). However, the current cabinet minister responsible for science and technology, and at least two of his predecessors, lost their seats. The party that was the Official Opposition, the New Democratic Party (NDP), lost several seats, returning to the third largest party in Parliament. (However, they appear to be a more natural ally for the Liberals than the Conservatives) MP Kennedy Stewart, who has championed the establishment of a Parliamentary Science Officer, barely retained his seat. He will likely remain as the NDP science critic.
… While the policies on media access to government scientists are part of this trend, they may not be the first priority for Trudeau and his cabinet. It may turn out to be something similar to the transition from the Bush to the Obama Administrations. Changes to policies concerning so-called political interference with science were promised, but have not gotten the thorough commitment from the Obama Administration that some would have liked and/or expected.
As David notes. we lost significant critical voices when those Conservative MPs failed to get re-elected.

I think it’s important to realize, however, that the work doesn’t end here.
Canadian scientists found their voice in the run up to the election, but they’d better not lose it now.
In a pre-election editorial on the Science Borealis Blog, Pascal Lapointe suggested that – after the election – the organizations that worked so hard to make science an election issue should join forces and keep pushing the government to keep science as a top priority. These groups include Evidence for Democracy, the Science Integrity Project, Get Science Right, Our Right to Know, the Professional Institute of the Public Service of Canada, and more.
Finally, there’s an Oct. 20, 2015 posting by Canadians Julia Whidden and Rachel Skubel on the Southern Fried Science blog explaining the Canadian election to American colleagues in what begins in a facey style which, thankfully and quickly, switches to informative and opinionated (Note: They have nothing good to say about the Conservatives and science),

Based on the Liberals party’s platform, and their statements throughout the last year, here’s a taste of the contrasts between old and new:
Proposed MPAs have been stalled by inaction, failure to cooperate by the federal government or stakeholders, and overall a system which needs an infusion of resources – not cuts – to meet ambitious goals.
“We will increase the amount of Canada’s marine and coastal areas that are protected from 1.3 percent to 5 percent by 2017, and 10 percent by 2020.” Liberal Party’s Protecting our Oceans mandate
There is a bit of misinformation in the Southern Fried Science posting,
The National Research Council (NRC) is Canada’s equivalent of America’s National Science Foundation (NSF).
The closest analogue to the US National Science Foundation is Canada’s Tri-Council Agencies comprised of the Natural Sciences and Engineering Research Council (NSERC), the Social Sciences and Humanities Research Council (SSHRC), and the Canadian Institutes of Health Research (CIHR).
Next step: appointing a cabinet
Oddly, I haven’t found anyone speculating as to what will happen to science when Justin Trudeau announces his cabinet. He has already stated that his cabinet will be significantly smaller than Stephen Harper’s cabinet of 39 ministers. Numbers for the new cabinet range from 25 to 28 to 30. The largest proposed Trudeau cabinet (30) is almost 25% less than the previous one. Clearly, some ministries will have to go or be combined with other ones.
I’m guessing that Science, which is considered a junior ministry, will be rolled into another ministry, possibly Industry, to be renamed, Industry and Science. Or, by appointing a Chief Science Advisor, Trudeau trumpets the new importance of science with this special status and disburses the Science Ministry responsibilities amongst a variety of ministries.
In any event, I look forward to finding out later this week (Nov. 2 – 6, 2015) whether either or neither of my predictions comes true.

There will likely be a shift in the Canadian government’s target research areas towards areas such as green energy and away from fossil fuels, observers say. In addition, they expect that the Trudeau government will be more hands off when it comes to the science that it funds – giving money to the granting councils and trusting them to disburse those funds via peer review. …
The way that science is funded – the politicisation of science – will be less of an issue for the next while,’ says John Brennan, a chemistry and chemical biology professor at McMaster University in Ontario, Canada, who directs the school’s Biointerfaces Institute.
Trudeau and his Liberal party have promised to appoint a chief science officer similar to the national science adviser position that the Harper government eliminated in 2008. Canada’s new chief science officer would report to the prime minister and ensure that government science is available to the public, that all the country’s scientists are able to speak freely about their work and that scientific analyses are considered when the Canadian government develops policy. The Trudeau government has also said that it will create a central online portal for government-funded scientific research to enable greater public access.
The Liberals offer quite a different vision for the Canadian economy than the Conservatives, planning to run short-term budget deficits to increase government spending on public infrastructure, and to return the country to a balanced budget in 2019–20. The party has committed to C$25 million (£12 million) in funding for National Parks and reversing budget cuts to government ocean science and monitoring programmes.
In addition to proposing initiatives to increase business investment in research and development, the Liberals want a tax credit, and will invest C$200 million annually to support innovation in the forestry, fisheries, mining, energy and agriculture sectors. Public science is particularly important in Canada, where the private sector funds a much lower proportion of research than most industrialised nations.
Provincial governments own Canada’s natural resources, with fossil fuel production largely in Alberta and Saskatchewan. Energy production is a major part of the Canadian economy. Trudeau has committed to set up a C$2 billion fund to help the country transition to a low carbon economy, but meanwhile he is not expected to withdraw support for the proposed Alberta to Texas Keystone XL oil pipeline.
Incoming president and chief executive of the Chemistry Industry Association of Canada (CIAC), Bob Masterson, recently told Chemistry World that rapid policy decisions by Canadian governments and retailers, without sufficient consultation with industry, are not advantageous or based on sound science. He described missed opportunities for the Canadian chemical industry to engage with regulators, coupled with a lack of coordination between various tiers of Canada’s national and regional regulations. On key issues, such as Canada’s Chemical Management Plan, global trade and maintaining competitive corporate tax rates, Masterson says the CIAC believes the liberal positions represent continuity rather than change from the previous government.
Carmichael’s offers a good overview and is the only one of *three* (the others* being from David Bruggeman *and Michael Halpern*) analyses I’ve found, that are being written by people who are not navel gazing.

Plus, there’s much to celebrate about science discussion during the 2015 Canadian federal election. I stumbled across Science for the People, which is a weekly radio show based in Canada (from the About page),

This week, we’re talking about politics, and the prospects for pro-science politicians, parties and voters in Canada. We’ll spend the hour with panelists Katie Gibbs, Executive Director of Evidence for Democracy, science librarian John Dupuis, journalist Mike De Souza, and former Canadian government scientist Steven Campana, for an in-depth discussion about the treatment of science by the current Canadian government, and what’s at stake for science in the upcoming federal election.
The podcast is approximately one hour long and Désirée Schell (sp?) hosts/moderates an interesting discussion where one of the participants notes that issues about science and science muzzles predate Harper. The speaker dates the issues back to the Chrétien/Martin years. Note: Jean Chrétien was Prime Minister from 1993 to 2003 and Paul Martin, his successor, was Prime Minister from 2003 to 2006 when he was succeeded by current Prime Minister, Stephen Harper. (I attended a Philosophers’ Cafe event on Oct. 1, 2015 where the moderator dated the issues back to the Mulroney years. Note: Brian Mulroney was Prime Minister from 1984 – 1993.) So, it’s been 10, 20, or 30 years depending on your viewpoint and when you started noticing (assuming you’re of an age to have noticed something happening 30 years ago).
The participants also spent some time discussing why Canadians would care about science. Interestingly, one of the speakers claimed the current Syrian refugee crisis has its roots in climate change, a science issue, and he noted the US Dept. of Defense views climate change as a threat multiplier. For anyone who doesn’t know, the US Dept. of Defense funds a lot of science research.
It’s a far ranging discussion, which doesn’t really touch on science as an election issue until some 40 mins. into the podcast.

There is just over a week to go before Canadians head to the polls to elect a new government. But one topic that hasn’t received much attention on the campaign trail is science.
So we thought we’d gather together candidates from each of the major federal parties to talk about science and environmental issues in this election.
We asked each of them where they and their parties stood on federal funding of science; basic vs. applied research; the controversy around federal scientists being permitted to speak about their research, and how to cut greenhouse gas emissions while protecting jobs and the economy.
Our panel of candidates were:
– Lynne Quarmby, The Green Party candidate [and Green Party Science critic] in Burnaby North-Seymour, and professor and Chair of the Department of Molecular Biology and Biochemistry at Simon Fraser University
– Gary Goodyear, Conservative Party candidate in Cambridge, Ontario, and former Minister of State for Science and Technology
– Marc Garneau, Liberal Party candidate in NDG-Westmount, and a former Canadian astronaut
– Megan Leslie, NDP candidate in Halifax and her party’s environment critic
It was a crackling debate. Gary Goodyear was the biggest surprise in that he was quite vigorous and informed in his defence of the government’s track record. Unfortunately, he was also quite patronizing.
The others didn’t seem to have as much information and data at their fingertips. Goodyear quote OECD reports of Canada doing well in the sciences and they didn’t have any statistics of their own to provide a counter argument. Quarmby, Garneau, and Leslie did at one time or another come back strongly on one point or another but none of them seriously damaged Goodyear’s defense. I can’t help wondering if Kennedy Stewart, NDP science critic, or Laurin Liu, NDP deputy science critic, and Ted Hsu, Liberal science critic might have been better choices for this debate.
The Quirks & Quarks debate was approximately 40 or 45 mins. with the remainder of the broadcast devoted to Canadian 2015 Nobel Prize winner in Physics, Arthur B. McDonald (Takaaki Kajita of the University of Tokyo shared the prize) for the discovery of neutrino oscillations, i.e., neutrinos have mass.

On science funding
Gary Goodyear: Currently, we spend more than twice what the Liberals spent in their last year. We have not cut science, and in fact our science budget this year is over $10 billion. But the strategy is rather simple. We are very strong in Canada on basic research. Where we fall down sometimes as compared to other countries is moving the knowledge that we discover in our laboratories out of the laboratory onto our factory floors where we can create jobs, and then off to the hospitals and living rooms of the world — which is how we make that home run. No longer is publishing an article the home run, as it once was.
Lynne Quarmby: I would take issue with the statement that science funding is robust in this country … The fact is that basic scientific research is at starvation levels. Truly fundamental research, without an obvious immediate application, is starving. And that is the research that is feeding the creativity — it’s the source of new ideas, and new understanding about the world, that ultimately feeds innovation.

Finally, Research2Reality, a science outreach and communication project I profiled earlier in 2015 has produced an Oct. 9, 2015 election blog posting by Karyn Ho, which in addition to the usual ‘science is dying in Canada’ talk includes links to more information and to the official party platforms, as well as, an exhortation to get out there and vote.
Something seems to be in the air as voter turnout for the advance polls is somewhere from 24% to 34% higher than usual.

Chalk it up to being a Yank who doesn’t give Canadian science policy his full attention, but one thing (among several) I learned from the recent Canadian cross-party science debate concerns open access policy.
As I haven’t posted anything on Canadian open access policies since 2010, clearly I need to catch up. I am assuming Goodyear is referring to the Tri-Agency Open Access Policy, introduced in February by his successor as Minister of State for Science and Technology. It applies to all grants issued from May 1, 2015 and forward (unless the work was already applicable to preexisting government open access policy), and applies most of the open access policy of the Canadian Institutes for Health Research (CIHR) to the other major granting agencies (the Natural Sciences and Engineering Research Council of Canada and the Social Sciences and Humanities Research Council of Canada).
The policy establishes that grantees must make research articles coming from their grants available free to the public within 12 months of publication. …
Then, there’s Michael Rennie, an Assistant Professor at Lakehead University and a former Canadian government scientist whose Oct. 14, 2015 posting on his unmuzzled science blog notes this,

Here’s my Storify of tweets that help clarify a good deal of the misinformation Gary Goodyear presented during the debate, as well as some rebuttals from folks who are in the know: I was a Canadian Government Scientist with DFO [Department of Fisheries and Oceans] from 2010-2014, and was a Research Scientist at the Experimental Lakes Area [ELA], who heard about the announcement regarding the intention of the government to close the facility first-hand on the telephone at ELA.
Goodyear: “I was involved in that decision. With respect to the Experimental Lakes, we never said we would shut it down. We said that we wanted to transfer it to a facility that was better suited to operate it. And that’s exactly what we’ve done. Right now, DFO is up there undertaking some significant remediation effects to clean up those lakes that are contaminated by the science that’s been going on up there. We all hope these lakes will recover soon so that science and experimentation can continue but not under the federal envelope. So it’s secure and it’s misleading to suggest that we were trying to stop science there.”
There’s so many inaccuracies in here, it’s hard to know where to start. First, Goodyear’s assertion that there are “contaminated lakes” at ELA is nonsense. Experiments conducted there are done using environmentally-relevant exposures; in other words, what you’d see going on somewhere else on earth, and in every case, each lake has recovered to it’s natural state, simply by stopping the experiment.
Second, there ARE experiments going on at ELA currently, many of which I am involved in; the many tours, classes and researchers on site this year can attest to this.
Third, this “cleanup” that is ongoing is to clean up all the crap that was left behind by DFO staff during 40 years of experiments- wood debris, old gear, concrete, basically junk that was left on the shorelines of lakes. No “lake remediation” to speak of.
Fourth, the conservative government DID stop science at ELA- no new experiments were permitted to begin, even ones that were already funded and on the books like the nanosilver experiment which was halted until 2014, jeopardizing the futures the futures of many students involved. Only basic monitoring occurred between 2012-2014.
Last, the current government deserves very little credit for the transfer of ELA to another operator; the successful move was conceived and implemented largely by other people and organizations, and the attempts made by the government to try and move the facility to a university were met with incredulity by the deans and vice presidents invited to the discussion.

It was unfortunate that the representatives from the other parties were not able to seriously question Goodyear’s points.
Perhaps next time (fingers crossed), the representatives from the various parties will be better prepared. I’d also like to suggest that there be some commentary from experts afterwards in the same way the leaders’ debates are followed by commentary. And while I’m dreaming, maybe there could be an opportunity for phone-in or Twitter questions.
I’m thrilled to see David Bruggeman (Pasco Phronesis blog) make a suggestion about a way to include a science debate during the current Canadian federal election campaign. In his Aug. 16, 2015 posting, David notes his suggestion follows on an opinion piece in the Toronto Star (Note: A link has been removed),
Thanks to Twitter, I read this opinion piece in The Toronto Star advocating for science to be part of the leaders’ debates leading to the October 19  Parliamentary election. Breaking from previous tradition, there will be not two debates (one in English, one in French), but at least six. …
I think the compressed campaign schedule (though it is the longest Canadian campaign in history) will make it difficult to get either a debate exclusively on science questions or science questions into the debates that will be held.
… I would recommend not copying those of us on your southern border concerning science debates. [emphasis mine] Rather I suggest you review our British cousins and adapt your strategy accordingly. Two science questions were part of a UK leaders debate in the 2010 campaign (though it was the one conducted over YouTube and Facebook), but that same campaign saw three cross-party debates at the science ministerial level. [emphases mine] …
I think it manageable to have the science minister and his shadow minister counterparts in the major Canadian parties debate each other.
Interesting idea and I like it! Unfortunately, I’ve never heard of an election debate amongst shadow ministers/critics in the Canadian context, which means there’s nothing to build on. However, the advantage for this particular election campaign is that this is a three horse race (meaning no one party is clearly in the lead) consequently, election organizers for the three parties might be more open to opportunities which might gain some election votes.
As for the opinion piece (Aug. 12, 2015) in the Toronto Star written by Katie Gibbs and Alana Westwood, both from Evidence for Democracy, they outline their reasons for a science debate in Canada’s 2015 federal election,
Canada’s commitment to science, and our scientific capacity, made us an international leader for years. It was Canadian medical researchers who decoded the breast cancer genome, invented medical insulin and have developed a promising Ebola vaccine. Social scientists and statisticians help us understand our changing demographics, guiding decisions on everything from where to build new schools and hospitals to helping businesses make smarter investment choices. Right now, environmental scientists are using their expertise to guide the fight against forest fires in British Columbia and Saskatchewan.
Evidence for Democracy analyzed debate questions in all the televised English-language federal leaders’ debates from 1968 to 2011 (with the exception of 1997, for which we could not find a record) to see which topics were discussed. Unsurprisingly, 32 per cent of all debate questions focused on the economy — taxes, unemployment, trade agreements, etc. Social policies including medicare, child care, and women’s issues covered 25 per cent of the questions. Government accountability and ethics accounted for 20 per cent, with national unity, foreign affairs, and public safety making up most of the rest. Only 2 per cent of debate questions focused on protection of the environment.
Gibbs and Westwood asked this question in the piece,
Given the clear importance of science in our lives, why has a question about science policy never — not once — been asked in a federal leaders’ debate?
It’s a very simple answer, the election organizers don’t believe science debates will attract a large audience allowing them one more chance to hammer their election messages home and, perhaps more importantly, they don’t think a debate will garner any votes.
I expect Gibbs and Westwood know this as they go on to make a compelling case for why a science debate in Canada is important (Note: A link has been removed),
Once a world-leader in scientific research, recent decisions have eroded our science capacity and our international scientific reputation. It’s estimated that up to 5,000 federal scientists have lost their jobs, and over 250 research and monitoring programs and institutions have been closed. Our recently launched website called True North Smart and Free, documents dozens of examples of funding cuts to science, government scientists being silenced and policy decisions that ignore the best available evidence. This is essential public-interest science needed to protect Canadian’s health and safety, from food inspection to monitoring toxic chemicals in water.
Many Canadians, including our scientific community are speaking out. Even beyond our borders, the current government has been widely criticized for its treatment of science. In recent years scientists have stepped out of their labs in large rallies on Parliament Hill and across the country. By the thousands, Canadians have joined with them not only in protest but in a shared commitment to strong public science and evidence-based decision-making. Every major Canadian newspaper, including the Toronto Star, has written high-profile editorials on science. Even international media such as New York Times and the prestigious science journal Nature have commented on the decline in Canadian science and the treatment of our government scientists.
Political parties clearly want to discuss it as well. This last session of parliament saw an unprecedented focus on science policy issues with the NDP, Liberals, and Greens all introducing bills and motions aimed at improving the state of public-interest science in Canada.
I hope this is a successful effort for the 2015 campaign. It’s great to see these efforts building up. In 2011, Adrian J. Ebsary of Peer Review Radio worked tirelessly to bring science into that year’s federal election (my April 25, 2011 posting, April 26, 2011 posting, and April 29, 2011 posting). In Québec, Pascal Lapointe has been working for several years to bring science into election debates both provincially and federally. Assuming you’re comfortable reading in French, you can find Pascal’s Je vote pour la science here. It’s all part of his larger enterprise Agence Science-Presse where he makes sure Québeckers get their science news.
Should you choose to support the notion of a national science debate, I suggest contacting the political parties for Canada’s Minister of State for Science and Technology, Ed Holder (Conservative Party, former insurance broker), Stewart Kennedy (New Democratic Party, academic and political scientist), Ted Hsu (Liberal Party; a physicist by training, he’s not running in the 2015 election but remains the party’s science critic for now), and Lynne Quarmby, (Green Party, biochemist and molecular biologist).
As noted in a previous post, I’m not super impressed with the ‘War on Science’ branding favoured by a distinct portion of the Canadian science community as I find it reductionist. After all, Canada’s current Conservative government is perfectly happy with certain kinds of science, just not climate science, most of the biological sciences, environmental sciences, … (I imagine you’ve gotten the drift). That said, I am sympathetic (admittedly self-serving) to the concerns over the government’s antipathy towards science communication of all kinds.
The latest news about the movement to change the attitude to many Canadian science efforts comes from a June 16, 2015 article by Fram Dinshaw for the National Observer,
Federal MPs from three opposition parties signed a pledge in support of science-driven policies after recent protests by federal scientists against the Harper government’s cuts to departments and its muzzling of research.
Signing on at the June 16  press conference by Evidence for Democracy were NDP’s Kennedy Stewart, the official opposition’s science and technology critic, Liberal MP and former astronaut Marc Garneau, and Green Party leader Elizabeth May.
Stewart has already tabled three bills before parliament to restore Ottawa’s scientific capacity, including restoration of the long form census, an ethical code to end muzzling of scientists, and the creation of a parliamentary science officer with the powers of an auditor-general.
Evidence for Democracy is pushing back in the run-up to October’s federal election by promoting the implementation of a new government-wide communications policy to ensure that government scientists can speak publicly about their research and creating a new federal science office to advise decision-makers, according to a media release dated June 16.
“Scientists are now supporting this issue publicly,” Dr. Katie Gibbs, Executive Director of Evidence for Democracy, said. “To my knowledge this is the first time Canadian scientists have mobilized to promote science as a federal election issue. The Pledge invites Parliamentarians and the broader community show their support for public-interest science and evidence-based decision-making.”
“The trends we’ve seen in recent years are deeply troubling to many in the scientific community,” Dr. Scott Findlay, Associate Professor of Biology at the University of Ottawa and Evidence for Democracy Board member, said. Trends include, “funding cuts to science, government scientists not being able to speak about their work, and decisions that appear to play fast and loose with scientific evidence.”
One of my first science policy posts was a January 15, 2010 piece where I tried to find science policies for Canada’s four main political parties (Liberals, New Democrats [NDP], Conservatives, and Greens). The only party that mentioned science policy was the Conservative Party.
I followed up that first post with one dated January 22, 2010 where I tracked down then official ‘science’ critics for each party (Liberals, Marc Garneau; Greens, Frances Coates; and New Democrats, Jim Malloway) and the Ministry of State for Science and Technology (Conservative Member of Parliament, Gary Goodyear) and tried to find something about science on their websites and in their writings. Garneau was the only Member of Parliament to mention science. In fact, he’d written a science policy on his own.
The last election year (2011) produced a few posts on political parties and science policies. I’m particularly fond of my April 18, 2011 post,
It’s only in my dreams or, perhaps, my nightmares that science policy is considered an important issue in a Canadian federal election. Being an election issue can be a two-edged sword, you get more attention but that can work for you and/or against you. On balance, I think it’s better to be considered an election issue than to be ignored and it seems to me that there’s a lot more effort (not from the political parties) this election to put science policy in the limelight.

Things have changed since those first science policy posts. Some of the changes have been influenced by the international zeitgeist and some by individuals such as Pascal Lapointe and his team members at Agence Science- Presse in Québec, by politicians newly concerned about science issues, and new Canadian science organizations with political outlooks such as Evidence for Democracy and Speak Up For Canadian Science, and, of course, individual scientists themselves.

David Bruggeman in a Nov. 26, 2014 posting on his Pasco Phronesis blog writes about a bill before the Canadian Parliament to create a position for a Parliamentary Science Officer. Interestingly, he got the information from FrogHeart Daily. It’s a paper I created a few years ago and had forgotten until now. So, I guess thanks to David and to me (?). In any event I had written about this proposed position (months after the fact) in July 30, 2014 post regarding science policy and advice in Canada and in New Zealand.
The bill, introduced in December of last year , would establish a Parliamentary Science Officer. As outlined in the bill, the position would be an independent officer of Parliament, meaning the person would be appointed with the approval of Parliament, and serve a term of seven years. The position would appear to be on par with the Information Commissioner of Canada and other appointed positions. (MP [Kennedy] Stewart [NDP] has referred to the Parliamentary Budget Officer, likely because that position is more advisory than the Information Commissioner.)
“This bill represents the strongest effort yet to protect the pursuit and use of scientific research in the federal government. It goes beyond what we had in the past and charts a bold vision for where we need to go,” said MP Kennedy Stewart (Burnaby-Douglas), an Associate Professor on leave from Simon Fraser University’s School of Public Policy. “After years of muzzling, mismanagement, and misuse of science by the Conservative government, this new office will promote real transparency and ensure decisions made in Ottawa are based on the best available scientific evidence.”
Modeled on the current Parliamentary Budget Officer, the UK’s Parliamentary Office of Science & Technology, and the White House Office of Science & Technology Policy, the Parliamentary Science Officer would be established as an independent agent of Parliament. It would have a legislated mandate to:
Assess the state of scientific evidence relevant to any proposal or bill before Parliament;
Answer requests from Committees and individual Members for unbiased scientific information;
Conduct independent analysis of federal science and technology policy;
Raise awareness of scientific issues across government and among Canadians;
Encourage coordination between departments and agencies conducting scientific research.
“Beginning with the closure of the National Science Advisor to the Prime Minister, the Conservatives have used every tool at their disposal to prevent, limit, and restrict Canadian scientists from sharing their research with policy-makers and the public,” said MP Laurin Liu (Rivière-des-Mille-Îles), Deputy Critic for Science and Technology. “Being independent from the government and responsible for serving the needs of the legislature, a Parliamentary Science Officer would revitalize scientific integrity in Ottawa.”
I’m not sure chiding the Conservative government is necessarily the best way to go about establishing this new position and, as noted in the 2013 news release and elsewhere, this government axed the National Science Advisor position when they first came to power with a minority in the House of Commons. At this juncture, it seems unlikely that the government which has a healthy majority in the House of Commons will vote to create a Parliamentary Science Officer position.
Important members of the scientific community are endorsing the NDP’s proposal to create an independent science watchdog with responsibility to curb the muzzling of public scientists and provide Parliament with sound information and expert advice on scientific issues.
“Science in Canada is at a crossroads. After years of government scientists being muzzled by the Conservatives, this new office will promote real transparency and ensure decisions made in Ottawa are based on the best available scientific evidence,” said NDP Science & Technology Critic Kennedy Stewart (Burnaby-Douglas).
The Parliamentary Science Officer Act, Bill C-558, introduced by Dr. Stewart will be a first practical step to mend the relationship between scientists and politicians, and will give public science a more robust voice in the federal government.
“For too long we have heard that scientific evidence is ignored by policy-makers and that federal scientists are being unduly prevented from sharing their research with Canadians. I’m proud that the scientific community is rallying behind the NDP’s proposal for a Parliamentary Science Officer,” said Dr. Stewart, an Associate Professor on-leave from Simon Fraser University’s School of Public Policy.
“Public interest science and smart government decision-making are essential for keeping Canadians safe, healthy and prosperous. Yet there is growing concerns that the role of science and evidence in informing smart policy decisions is being eroded. Creating a Parliamentary Science Officer to be a dedicated office that provides non-partisan, independent, objective, and readily available analysis of the science relevant for public policy issues would be a huge step in the right direction. It’s time for Canada to create a Parliamentary Science Officer to give science a stronger voice in the federal government.”

“The state of Canada’s finances is important — but so is the state of Canada’s public interest science. Perhaps the time has come to create a well-resourced Parliamentary Science Officer (PSO), charged with providing independent analysis to Parliament on the state of Canada’s public interest science. Such an office would also provide an objective analysis of the current state of scientific understanding on a range of policy and legislative issues and, perhaps most importantly, synthesize and evaluate the scientific evidence relevant to policy or management alternatives. This oversight function would serve to expose instances where scientific evidence has been misrepresented or ignored, and highlight where there is simply little scientific evidence on which to draw. Does Canada need such an institution? Yes, desperately.”

While many sectors of the Canadian scientific community are distressed at the government’s approach to science, in particular, environmental science, there are some sectors that are content. I’d suggest the Canadian physics community, for one, is quite happy.
Finally getting to the the second item noted in the headline, David Bruggeman’s Nov. 28, 2014 post concerns a change for a parliamentary officer position already in place, the Chief Public Health Officer (CPHO), Note: Links have been removed,
This commentary in The Toronto Star notes a plan by the Canadian government to change the status of the country’s Chief Public Health Officer (CPHO). Part of the current omnibus budget legislation before the Canadian Parliament, the Officer would no longer be the chief executive of the Public Health Agency (PHA), but simply an officer. A President would be appointed to run the PHA. Presumably this would mean that the President would become the public health face of the agency and the government, with the CPHO holding a strictly advisory role.
A Nov. 12, 2014 article by Kelly Grant in the Globe and Mail describes the proposed new roles for the CPHO and the PHA president,
The proposed changes, which are tucked into Ottawa’s most recent omnibus budget bill, would make the top doctor an “officer” who would keep providing scientific advice to the health minister but who would no longer be deputy head of the agency.
That role would now be carried out by a president, a new post that Prime Minister Stephen Harper has already recommended be filled by Krista Outhwaite, the civil servant who led the agency while the government left the chief public health officer job vacant for 16 months.
Health Minister Rona Ambrose says the idea for the new structure came from the agency itself and that it “makes a lot of common sense” to permanently relieve the busy top doctor, Gregory Taylor, of the burden of overseeing 2,500 employees and a $615-million budget.
The change would leave him to concentrate on the rest of the job’s original mandate, namely providing public-health advice to the government, delivering health messages to Canadians and co-ordinating with provinces and international health bodies, as he has done recently in preparing the country for potential cases of Ebola.
“He will focus primarily on communicating and engaging in public-health issues,” Ms. Ambrose said.
Interestingly, Dr. Taylor, the current CPHO incumbent, did not offer any quotes for this article and was not able to be interviewed on the matter although he does seem amenable to this new structure. It would appear the change has already occurred in practice; the proposed legislation will merely legitimize it (from Grant’s article),
He [Taylor] became the acting chief public health officer after David Butler-Jones, the first person to hold the job, suffered a stroke in May, 2012 and formally stepped down in June of 2013. Ms. Outhwaite, who is not a medical doctor, was temporarily made deputy head of the agency in May 2012, a post she has held since.
Dr. Taylor, meanwhile, was officially elevated to the role of chief public health officer on Sept. 24 . Under the existing legislation, that job is still designated as the agency deputy head. In an interview with The Globe and Mail that day [Sept. 24, 2014], he said the stopgap approach of running the agency in co-operation with Ms. Outhwaite had been working very well.
According to Grant’s article, Taylor has acquitted himself well as a national spokesperson on public health issues concerning Canadians. However, this is a rather disturbing omission with regard to Ebola and the processing of visa applications from three countries hard hit by the disease in West Africa,
… Since his [Dr. Gregory Taylor’s] appointment, he has appeared alongside Ms. Ambrose [Health Minister Rona Ambrose] at several news conferences on Ebola, taking questions and offering calm and common-sense advice about the virus.
The exception to that has been the government’s controversial decision to stop processing visa applications from the three West African countries hardest hit by Ebola, a move that the World Health Organization says is not supported by the science and runs afoul of International Health Regulations.
Dr. Taylor has not spoken publicly on the matter and the Public Health Agency of Canada has referred all questions about the policy to Citizenship and Immigration Canada, which oversees visa rules.
Questions as to whether Dr. Taylor had privately provided advice to the government on this matter were left unanswered.
It seems odd that Canada’s Chief Public Health Officer has no comment about visa applications from three West African countries not being processed due to the Ebola outbreak when this decision is contrary to scientific evidence and international regulations. What is a CPHO for if not to offer advice and commentary based on scientific evidence?

Scientists are becoming increasingly concerned about the Canadian government’s attitude towards science. They are concerned about declining federal investment in public interest science; a shift away from federal funding of basic research to business-oriented research; policies that restrict the communication of scientific information among government scientists and to the public; and – despite assurances to the contrary from federal ministers – an increasingly cavalier attitude towards science-informed decision-making. Are these symptoms of an ongoing erosion of basic democratic principles? What are some possible therapeutic and preventative interventions?
