Council of Canadian Academies (CCA) Appoints Expert Panel on International Science and Technology Partnerships

Now the Council of Canadian Academies (CCA) has announced its expert panel for the “International Science and Technology Partnership Opportunities” project, I offer my usual guess analysis of the connections between the members of the panle.

This project first was mentioned in my March 2, 2022 posting, scroll down to the “Council of Canadian Academies launches four projects” subhead. One comment before launching into the expert panel, the word innovation, which you’ll see in the announcement, is almost always code for commercialization, business and/or entrepreneurship.

A May 9, 2022 CCA news release (received via email) announced the members of expert panel,

Canada has numerous opportunities to pursue beneficial international partnerships focused on science, technology, and innovation (STI), but finite resources to support them. At the request of Global Affairs Canada, the Council of Canadian Academies (CCA) has formed an Expert Panel to examine best practices and identify key elements of a rigorous, data-enabled approach to selecting international STI partnership opportunities. Monica Gattinger, Director of the Institute for Science, Society and Policy at the University of Ottawa, will serve as Chair of the Expert Panel.

“International STI partnerships can be crucial to advancing Canada’s interests, from economic growth to public health, sustainability, and security,” said Dr. Gattinger. “I look forward to leading this important assessment and working with panel members to develop clear, comprehensive and coherent approaches for evaluating partnership opportunities.”

As Chair, Dr. Gattinger will lead a multidisciplinary group with expertise in science diplomacy, global security, economics and trade, international research collaboration, and program evaluation. The Panel will answer the following question:

In a post-COVID world, how can Canadian public, private and academic organizations evaluate and prioritize STI partnership opportunities with foreign countries to achieve key national objectives, using indicators supported by objective data where possible?

Given the discussion of pronouns and identification, I note that the panel of 11 experts includes six names commonly associated with women and five names commonly associated with men, which suggests some of the gender imbalance (male/female) I’ve noticed in the past is not present in the makeup of this panel.

There are three ‘international’ members and all are from the US. Based on past panels, international members tend to be from the US or the UK or, occasionally, from Australia or Europe.

Geographically, we have extraordinarily high representation (Monica Gattinger, David Perry, Meredith Lilly, Paul Dufour, and Karen Croteau) from people who are linked to Ottawa, Ontario, either educated or working at the University of Ottawa or Carleton University. (Thank goodness; it’s not as if the nation’s capital dominates almost every discussion about Canada. Ottawa, represent!)

As usual, there is no Canadian representing the North. This seems a bit odd given the very high international interest in the Arctic regions.

In addition to Montréal and the ever important Québec connection, Jennifer M. Welsh could be said to connect another prairie province while adding a little more international flair to this panel (from her McGill University profile page,

Professor Jennifer M. Welsh is the Canada 150 Research Chair in Global Governance and Security at McGill University (Montreal, Canada). She was previously Professor and Chair in International Relations at the European University Institute (Florence, Italy) [emphasis mine] and Professor in International Relations at the University of Oxford, [emphasis mine] where she co-founded the Oxford Institute for Ethics, Law and Armed Conflict. From 2013-2016, she served as the Special Adviser to the UN Secretary General, Ban Ki-moon, on the Responsibility to Protect.

David Audretsch and Caroline S. Wagner of Indiana University and Ohio State University, respectively, are a little unusual. Most of the time, US members are from the East Coast or the West Coast not from one of the Midwest states.

One last comment about Paul Arthur Berkman, his profile page on the Harvard University website reveals unexpected polar connections,

Paul wintered in Antarctica [emphasis mine] when he was twenty-two, SCUBA diving throughout the year under the ice, and then taught a course on science into policy as a Visiting Professor at the University of California Los Angeles the following year, visiting all seven continents before the age of thirty.

Hidden diversity

While the panel is somewhat Ottawa-centric with a strong bias towards the US and Europe, there are some encouraging signs.

Beck’s experience in Asia and Berkman’s in the polar regions is good to see. Dufour has written the Canada chapter in two (2015 and 2021) UNESCO Science Reports and offers an excellent overview of the Canadian situation within a global context in the 2021 edition (I haven’t had the time to view the 2015 report).

Economist Audretsch and FinTech entrepreneur Van de Plassche, offer academic and practical perspectives for ‘innovation’ while Perry and Welsh both offer badly needed (Canada has been especially poor in this area; see below) security perspectives.

The rest of the panel offers what you’d expect, extensive science policy experience. I hope Gattinger’s experience with arts/cultural policy will enhance this project.

This CCA project comes at a time when Canada is looking at establishing closer links to the European Union’s science programmes as per my May 11, 2022 posting: Canada’s exploratory talks about joining the European Union’s science funding programme (Horizon Europe).

This project also comes at about the same time the Canadian federal government announced in its 2022 federal budget (covered in my April 19, 2022 posting, scroll down about 25% of the way; you’ll recognize the subhead) a new Canadian investment and Innovation Agency.

Notes on security

Canada has stumbled more than once in this area.The current war waged by Russia in Ukraine offers one of the latest examples of how state actors can wage damage not just in the obvious physical sense but also with cyberattacks. The US suffered a notable attack in May 2021 which forced the shutdown of a major gas pipeline (May 9, 2021 NBC news report).

As for Canada, there is a July 9, 2014 Canadian Broadcasting Corporation news report about a cyberattack on the National Research Council (NRC),

A “highly sophisticated Chinese state-sponsored actor” recently managed to hack into the computer systems at Canada’s National Research Council, according to Canada’s chief information officer, Corinne Charette.

For its part, the NRC says in a statement released Tuesday morning that it is now attempting to rebuild its computer infrastructure and this could take as much a year.

The NRC works with private businesses to advance and develop technological innovations through science and research.

This is not the first time the Canadian government has fallen victim to a cyberattack that seems to have originated in China — but it is the first time the Canadian government has unequivocally blamed China for the attack.

In September 2021 an announcement was made about a new security alliance where Canada was not included (from my September 17, 2021 posting),

Wednesday, September 15, 2021 an announcement of a new alliance in the Indo-Pacific region, the Three Eyes (Australia, UK, and US or AUKUS) was made.

Interestingly all three are part of the Five Eyes intelligence alliance comprised of Australia, Canada, New Zealand, UK, and US. Hmmm … Canada and New Zealand both border the Pacific and last I heard, the UK is still in Europe.

I mention other security breaches such as the Cameron Ortis situation and the Winnipeg-based National Microbiology Lab (NML), the only level 4 lab in Canada in the September 17, 2021 posting under the ‘What is public safety?’ subheading.

It seems like there might be some federal movement on the issues assuming funding for “Securing Canada’s Research from Foreign Threats” in the 2022 federal budget actually appears. It’s in my April 19, 2022 posting about 45% of the way down under the subheading Research security.

Celebrating science and some nano Haiku too

There’s a special pre-conference for people involved in science events and festivals  just prior to the 2011 AAAS (American Association for the Advancement of Science) annual meeting. The special pre-conference meeting is the 2011 International Public Science Events Conference (IPSEC) from Feb. 16-17, 2011. Both the IPSEC and AAAS conferences are taking place in Washington, DC.

I got my December issue of the NISE Net (Nanoscale Informal Science Education Network) newsletter a few weeks so the information isn’t quite as timely as it could but here we go,

There’s a NISE Net Content Map available. Now, I was expecting something along the lines of a map with visual representations of data that I would click on for a text description. This map is a text document with (from the newsletter),

key ideas for our educational experiences, including programs, exhibits, and media experiences for informal science education settings. It presents key content knowledge for engaging the public in learning about nanoscale science, engineering, and technology. The document was created by the network’s content steering group, with input from many people throughout the network, as well as a group of external advisors and reviewers.

2011 is the International Year of Chemistry (IYC)! You can find out more about that here. They provide a world map that features local representatives. Naturally, I looked for the Canadian ones. Grassroots science organizing in the UK

There’s a lot of concern about impending cuts for funding science in the UK as signaled by Vince Cable’s (UK Secretary of State – Department for Business Innovation & Skills Sept, 8, 2010 speech), excerpted from Cable’s speech Science, Research and Innovation on the Dept. for Business Innovation & Skills webpage,

Over the next few weeks and months, major decisions will be made on Government spending priorities as part of a wider move to stabilise the country’s finances and rebalance the economy. They will help to define what we value as a nation and the direction in which we want to head. Investing in science and research is a critical part of that. I cannot prejudge the outcome but I know that my colleagues, including at the Treasury, value the contribution of UK science.

I have been arguing for years my concern over the way the British economy was distorted. Money borrowed for property speculation rather than productive investment and innovation. Too many top performing graduates heading straight for high finance rather than science and engineering.

It was clear to me and my colleagues that the British economy was becoming increasingly unbalanced in the short term, as the mountain of household debt built up. We were also unprepared for a long-term future where we need to earn our living in the world through high-tech, high-skills and innovation.

There is a school of thought which says that Government commitment to science and technology is measured by how much money we spend. Money is important both for the quality and quantity. But it is an input, not an output, measure. The question I have to address is can we achieve more with less?

In deciding priorities, there is a limit to how much I can dictate the course of events. Nor do I wish to. Research priorities and technical priorities are set at arms length from Government, and through peer review. That is right. Yet the Government spends £6bn a year supporting science and research and it is right that I should speak about strategic priorities.

I feel I should start by registering a personal interest when it comes to science. I’m one of few MPs to have at least started a science degree – well, it began as natural science and ended up as economics.

My constituency, Twickenham, is one of the major centres of scientific enquiry. It contains the National Physical Laboratory, a world-leading centre; the Laboratory of the Government Chemist; and a wide variety of companies involved in science, research and innovation.

I recently discovered one accidentally as a result of a parking dispute with local residents: FT Technologies which is one of two major companies in the world making wind monitoring and airflow measurement applications, much of its production being exported to China.

And one of my constituents is inventor Trevor Bayliss, best known for inventing the wind-up radio. He constantly reminds me of the parlous status and minimal support given to inventors whose ideas so often fail to find commercial application in the UK but are used overseas.

I would add that my youngest son, Hugo, is a very theoretical quantum physicist – based in Singapore.

You could say that a little knowledge is a dangerous thing. But I am familiar with the language of science and the sorts of difficulties faced by scientists, researchers and inventors.

My preference is to ration research funding by excellence and back research teams of international quality – and screen out mediocrity – regardless of where they are and what they do.

Its is worth noting in the last RAE 54 per cent of submitted work was defined as world class and that is the area where funding should be concentrated.

Even a rationing of this kind presents problems. How do we allow room for new, unknown but bright people? How do we reduce, not increase, the time spent on applying for funding in a more competitive market?

There is a separate but critically important question of how we maximise the contribution of Government supported research to wealth creation.

I support, of course, top class “blue skies” research, but there is no justification for taxpayers money being used to support research which is neither commercially useful nor theoretically outstanding. [emphasis mine]

As I said earlier, it would be wrong to measure this in monetary terms alone. [emphasis mine] There are wider questions, regarding the UK’s openness as a society and its attractiveness as a destination for the brightest scientists, researchers and engineers from all over the world.

The Hauser review suggested a sensible approach – establishing a network of Technology and Innovation Centres, based on international models such as the Fraunhofer Institutes in Germany. Both science minister David Willetts and I agree that it is a good way forward, and I am looking closely at the recommendations in the review and the value of investing in these in the context of the Spending Review.

But we should not simply be copying overseas models. The key point is that what works are business driven high technology clusters with academic links. [emphasis mine] We already have several: such as the Research Council campus at Harwell, and others such as Cambridge and potentially St Pancras – and we are working at how to develop this model further.

Despite Cable’s protests  to the contrary and his attempts to ally himself with the scientific community, the focus here is on the bottom line and how science should be made to contribute.  The reference to ‘blue skies research’ is notable as a way of diminishing it while simultaneously claiming its importance. Plus, it’s not just any ‘blue skies’ research, it must be ‘top class’. Unfortunately history, including science history, is littered with stories about theoretical work that was so far ahead of its time that it was dismissed by contemporaries.

I do understand that the UK’s economy is seriously troubled at this time, hard decisions will have to be made, and that scientists will not be happy with any cuts so I can appreciate why Cable has tried to present himself as ‘almost’ a scientist and mention his ‘support’ of blue skies research. He had to know that no matter how he phrased things there’d be some sort of response from the UK’s scientific community, From Jennifer Rohn’s guest post for The Lay Scientist (Guardian Blog),

When you deal with science on a daily basis, it is difficult to take its fruits for granted. Science gives most people the luxury to forget, at least for a while, that the world can be a brutal and dangerous place. On a planet fraught with dwindling resources, burgeoning population, emerging disease and uncertain climate, we abandon science at our peril.

It is with this backdrop that a new chapter in my life began: Science Is Vital, a grassroots campaign to support UK research. I’d like to tell you that I thought long and hard about it, but the truth is that it was an almost instantaneous reaction: I read Vince Cable’s now infamous speech signalling crippling cuts to science funding, dashed off an angry blog post, and proposed marching in the streets on Twitter all in the space of about 15 minutes.

Science is vital. And it’s not just scientists who think so: our petition, which has more than ten thousand contributors and rising, has been signed by a wonderfully diverse array of people, from artists, social workers and builders to ministers, legal secretaries, and fire fighters, even a self-professed “house hubby”. Our campaign, in partnership with the Campaign for Science and Engineering, has been endorsed by groups such as the British Heart Foundation, the Wellcome Trust, Cancer Research UK and many scientific societies.

If you agree, please sign our petition, write to your MP , consider joining us on our Parliamentary Lobby on Tuesday 12 October, and above all, come to our rally this Saturday 9 October in central London – we’re expecting thousands.

Think of it: scientists and their supporters, massing in the streets! We’d like as many people as possible visibly displaying their pride in science, whether it is by wearing their white coat, T-shirts with their favorite scientific image or wielding scientific objects and placards.

As a Canadian, I’m fascinated that the scientific community in the UK is organizing a public rally. When Canada’s Conservative government effectively cut scientific funding in a budget a few years ago, the Canadian science community responded  months later with a letter carrying 2000 signatures. A blog evolved from that letter, Don’t leave Canada behind which is now run by Rob Annan. I believe that was the sum total of the public grassroots organizing in the face of a perceived crisis.

I realize that Canadian geography and population density do not lend themselves to centrally located or even regionally located public rallies. Distance and population numbers are always a problem.Although, I have to admit that I sometimes think that we use these problems as excuses for doing very little at all.

I hope that the folks in the UK are able to find a means of meaningful dialogue in the face of some very difficult circumstances. As for the Canadian scientific community, I imagine they are watching and waiting as they ponder future moves by the Canadian government (after all, there is a 2011 budget to look forward to).

National Science and Technology Week and funding support to join ISTP trade mission to China

I was a bit surprised to find out that Canada is having a National Science and Technology Week, Oct. 17 – 26, 2008. I guess calling it a ‘week’ seemed like a better idea that ’10 days’. Plus, they don’t appear to have an advertising budget as there was no publicity in daily or community newspapers where I’d ordinarily expect to find out about such an event. Luckily I’m on the GenomeBC mailing list and they have a special event for this week (part of the Genome Canada International Conference also being held this week) that’s called: “The Genetic Test Results are in … now what?” It’s going to be held in Vancouver at Telus Science World, 1455 Quebec St. on Weds., Oct. 22, 2008 from 7:30 to 9:30. Speakers are Dr. Elaine Mardis, Washington University at St. Louis; Dr. Darren Platt, human genemoics scientist and former senior director of research at 23 & Me; and Dr. Wylie Burke, University of Washington (Seattle). It’s free but you do have to pre-register (and last year’s event held during this week was packed so you might want to consider doing that). For more information and pre-registration, go here.

International Science and Partnership Canada (ISTP Canada) has funding for SME businesses who want to participate in a trade mission to Nanjing (Jiangsu), China  for the First International Technology Transfer and Commercialization Conference to be held Nov. 6 – 8, 2008. ISTP Canada will provide 50% of the cost of an economy class fare and their counterparts in China will take care of all other expenses for the duration of the conference in China. It’s a not-for-profit organization which somehow acts as an intermediary for collaborative economic efforts with India, China, and Brazil.  Short story: they have announced their 2008 Canada-China Call for Proposals for R&D Collaborations. It’s open to all Science & Technology projects but they are especially interested in: Agriculture Foods and Bio-products; Energy; Environment; and Health & Life Sciences/Biotechnology. The whole approach is oriented to commercial applications and economic benefits. Their website mentions Brazil as the 3rd country of interest (initiatives of some type are slated for 2008/2009). Weirdly, there’s an Israeli flag at the top of the website pages, beside the China and India flags. There’s nothing on the home page or the About page or the Partners page that explains the presence of the Israeli flag. Intriguing, non?
