Reactions to Canada’s 2015 election Liberal majority and speculations about science and the new cabinet

The euphoria is dying down and, on balance, there was surprisingly little, the tone being more one of optimism laced with caution on the occasion of the Conservative’s defeat at the hands of the Liberal party in the Oct. 19, 2015 Canadian federal election.

Of course the big question for me and other Canadian science bloggers is:

What about science in the wake of the 2015 Liberal majority government in Canada?

I’ve gathered bits and pieces from various published opinions on the topic. First, there’s Brian Owen, a freelance writer in St. Stephen, New Brunswick (there’s more about him in my Aug. 18, 2015 posting about the upcoming Canadian Science Policy Conference to be held Nov. 25 -27, 2015 in Ottawa [Canada’s capital]) in an Oct. 20, 2015 opinion piece for ScienceInsider,

Many Canadian scientists are celebrating the result of yesterday’s federal election, which saw Stephen Harper’s Conservative government defeated after nearly 10 years in power.

The center-left Liberal Party under Justin Trudeau won an unexpected majority government, taking 184 of the 338 seats in the House of Commons. The Conservatives will form the opposition with 99 seats, while the left-leaning New Democratic Party (NDP) fell to third place with just 44 seats.

“Many scientists will be pleased with the outcome,” says Jim Woodgett, director of research at the Lunenfeld-Tanenbaum Research Institute at Mount Sinai Hospital in Toronto. “The Liberal party has a strong record in supporting science.” [emphasis mine]

I don’t think the Liberal record is that great. If I understand it rightly, the first muzzle placed on government scientists was applied by a then Liberal government to Health Canada. That’s right the Conservatives got the idea from the Liberals and it’s not the only one they got from that source. Omnibus bills were also pioneered by the Liberal government.

However, hope still springs in mine and others’ bosoms as can be seen in an Oct. 21, 2015 essay in the Guardian (UK newspaper) by Michael Halpern of the Center for Science and Democracy at the US-based Union of Concerned Scientists  (Note: Links have been removed),

There was a palpable outpouring of relief from Canadian scientists as the Liberal Party won a majority on Monday night [Oct. 19, 2015], bringing to an end nine years of escalating hostility by the Harper government towards its own research base. Drastic cuts to funding and constraints on scientific freedom have significantly damaged Canadian research and its capacity to develop science-based public health and environmental policies.

Eight hundred scientists from thirty-two countries wrote an open letter urging the prime minster to ease restrictions on scientists and data. In October 2014, a Ryerson University professor wrote in Science magazine that the election presented an “opportunity to reboot the federal government’s controversial approach to science policy and research.”

All of this advocacy worked. Science became a major campaign issue during the election. There were all-party debates on science policy and extensive media coverage. The Green, Liberal and NDP platforms included significant commitments to restore science to its rightful place in society and public policy.

“We’ll reverse the $40 million cut that Harper made to our federal ocean science and monitoring programs,” said Liberal leader Justin Trudeau at a September campaign stop. “The war on science ends with the liberal government.” In tweet after tweet after tweet, opposition candidates argued that they were best positioned to defend scientific integrity.

Now that it’s been elected with a healthy majority, the Liberal Party says it will make data openly available, unmuzzle scientists, bring back the long form census, appoint a chief science officer, and make the agency Statistics Canada fully independent.

In the United States, many celebrated the end of the Bush administration in 2008, thinking that its restrictions on science would evaporate the moment that the Obama administration took office. It wasn’t true. There has been significant progress in protecting scientists from political influence. But the public has still lacked access to scientific information on multiple environmental and public health issues.

So who will keep watch over the new government, as it’s forced to choose among its many priorities? Canadian unions, scientists, policy experts and activists need to continue to push for real change. It’s up to those who care most about science and democracy to keep Trudeau on his toes.

Returning to Owen’s article, there are more pledges from the new Liberal government,

… Trudeau has also said his party will embrace “evidence based policy” and “data-driven decision-making,”  do more to address climate change, protect endangered species, and review the environmental impact of major energy and development projects.

Woodgett welcomes those pledges, but warns that they would not address the larger issue of what he sees as the government’s neglect of basic research funding. “I hope we will see less short-term thinking and much greater support for discovery research going forward,” he says. “We are at serious risk of a lost generation of scientists and it’s critical that younger researchers are given a clear indication that Canada is open to their ideas and needs.”

Science advocates plan to watch the new government closely to ensure it lives up to its promises. “Great to see Harper gone, but another majority is an awfully big blank cheque,” wrote Michael Rennie, a freshwater ecologist at Lakehead University in Thunder Bay, on Twitter.

David Bruggeman in a cautionary Oct. 22, 2015 posting (on his Pasco Phronesis blog) sums things up in this title: Will New Canadian Government Be The Change Its Scientists Can Believe In? (Note: Links have been removed),

… Only one of the four party representatives at the recent science and technology debate managed to win a seat in the upcoming Parliament.  MP Marc Garneau will remain in Parliament, and his experience in the Canadian Space Agency means he may be able to better manage the changes sought in official government (as opposed to Parliamentary) policy.

The Conservatives will now shift to being the Official Opposition (the largest party not in power).  However, the current cabinet minister responsible for science and technology, and at least two of his predecessors, lost their seats.  The party that was the Official Opposition, the New Democratic Party (NDP), lost several seats, returning to the third largest party in Parliament.  (However, they appear to be a more natural ally for the Liberals than the Conservatives) MP Kennedy Stewart, who has championed the establishment of a Parliamentary Science Officer, barely retained his seat.  He will likely remain as the NDP science critic.

… While the policies on media access to government scientists are part of this trend, they may not be the first priority for Trudeau and his cabinet.  It may turn out to be something similar to the transition from the Bush to the Obama Administrations.  Changes to policies concerning so-called political interference with science were promised, but have not gotten the thorough commitment from the Obama Administration that some would have liked and/or expected.

As David notes. we lost significant critical voices when those Conservative MPs failed to get re-elected.

In a post-election Oct. 24, 2015 posting, Sarah Boon offers a call to action on her Watershed Moments blog (Note: Links have been removed),

I think it’s important to realize, however, that the work doesn’t end here.

Canadian scientists found their voice in the run up to the election, but they’d better not lose it now.

In a pre-election editorial on the Science Borealis Blog, Pascal Lapointe suggested that – after the election – the organizations that worked so hard to make science an election issue should join forces and keep pushing the government to keep science as a top priority. These groups include Evidence for Democracy, the Science Integrity Project, Get Science Right, Our Right to Know, the Professional Institute of the Public Service of Canada, and more.

Finally, there’s an Oct. 20, 2015 posting by Canadians Julia Whidden and Rachel Skubel on the Southern Fried Science blog explaining the Canadian election to American colleagues in what begins in a facey style which, thankfully and quickly, switches to informative and opinionated (Note: They have nothing good to say about the Conservatives and science),

We present a few major issues related to marine science and conservation that Harper either dragged down or destroyed, and the complementary response by our new PM Trudeau from his platform. …

Based on the Liberals party’s platform, and their statements throughout the last year, here’s a taste of the contrasts between old and new:

There is a bit of misinformation in the Southern Fried Science posting,

The National Research Council (NRC) is Canada’s equivalent of America’s National Science Foundation (NSF).

The closest analogue to the US National Science Foundation is Canada’s Tri-Council Agencies comprised of the Natural Sciences and Engineering Research Council (NSERC), the Social Sciences and Humanities Research Council (SSHRC), and the Canadian Institutes of Health Research (CIHR).

Next step: appointing a cabinet

Oddly, I haven’t found anyone speculating as to what will happen to science when Justin Trudeau announces his cabinet. He has already stated that his cabinet will be significantly smaller than Stephen Harper’s cabinet of 39 ministers. Numbers for the new cabinet range from 25 to 28 to 30. The largest proposed Trudeau cabinet (30) is almost 25% less than the previous one. Clearly, some ministries will have to go or be combined with other ones.

I’m guessing that Science, which is considered a junior ministry, will be rolled into another ministry, possibly Industry, to be renamed, Industry and Science. Or, by appointing a Chief Science Advisor, Trudeau trumpets the new importance of science with this special status and disburses the Science Ministry responsibilities amongst a variety of ministries.

In any event, I look forward to finding out later this week (Nov. 2 – 6, 2015) whether either or neither of my predictions comes true.

ETA Nov. 5, 2015: I found one more piece for this roundup, an Oct. 22, 2015 article by Helen Carmichael for Chemistry World published by the UK’s Royal Society of Chemistry (Note: Links have been removed),

There will likely be a shift in the Canadian government’s target research areas towards areas such as green energy and away from fossil fuels, observers say. In addition, they expect that the Trudeau government will be more hands off when it comes to the science that it funds – giving money to the granting councils and trusting them to disburse those funds via peer review. …

The way that science is funded – the politicisation of science – will be less of an issue for the next while,’ says John Brennan, a chemistry and chemical biology professor at McMaster University in Ontario, Canada, who directs the school’s Biointerfaces Institute.

Trudeau and his Liberal party have promised to appoint a chief science officer similar to the national science adviser position that the Harper government eliminated in 2008. Canada’s new chief science officer would report to the prime minister and ensure that government science is available to the public, that all the country’s scientists are able to speak freely about their work and that scientific analyses are considered when the Canadian government develops policy. The Trudeau government has also said that it will create a central online portal for government-funded scientific research to enable greater public access.

The Liberals offer quite a different vision for the Canadian economy than the Conservatives, planning to run short-term budget deficits to increase government spending on public infrastructure, and to return the country to a balanced budget in 2019–20. The party has committed to C$25 million (£12 million) in funding for National Parks and reversing budget cuts to government ocean science and monitoring programmes.

In addition to proposing initiatives to increase business investment in research and development, the Liberals want a tax credit, and will invest C$200 million annually to support innovation in the forestry, fisheries, mining, energy and agriculture sectors. Public science is particularly important in Canada, where the private sector funds a much lower proportion of research than most industrialised nations.

Provincial governments own Canada’s natural resources, with fossil fuel production largely in Alberta and Saskatchewan. Energy production is a major part of the Canadian economy. Trudeau has committed to set up a C$2 billion fund to help the country transition to a low carbon economy, but meanwhile he is not expected to withdraw support for the proposed Alberta to Texas Keystone XL oil pipeline.

Incoming president and chief executive of the Chemistry Industry Association of Canada (CIAC), Bob Masterson, recently told Chemistry World that rapid policy decisions by Canadian governments and retailers, without sufficient consultation with industry, are not advantageous or based on sound science. He described missed opportunities for the Canadian chemical industry to engage with regulators, coupled with a lack of coordination between various tiers of Canada’s national and regional regulations. On key issues, such as Canada’s Chemical Management Plan, global trade and maintaining competitive corporate tax rates, Masterson says the CIAC believes the liberal positions represent continuity rather than change from the previous government.

Carmichael’s offers a good overview and is the only one of *three* (the others* being from David Bruggeman *and Michael Halpern*) analyses  I’ve found, that are being written by people who are not navel gazing.

Of Canadian 2015 election science debates and science weeks

You’d think science and technology might rate a mention in a debate focused on the economy but according to all accounts, that wasn’t the case last night in a Sept. 17, 2015 Canadian federal election debate featuring three party leaders, Justin Trudeau of the Liberal Party, Thomas Mulcair of the New Democratic Party (NDP), and Stephen Harper, Prime Minister and leader of the Conservative Party. BTW, Elizabeth May, leader of the Green Party, was not invited but managed to participate by tweeting video responses to the debate questions. For one of the more amusing and, in its way, insightful commentaries on the debate, there’s a Sept. 17, 2015 blog posting on CBC [Canadian Broadcasting Corporation] News titled: ‘Old stock Canadians,’ egg timer, creepy set top debate’s odd moments; Moderator David Walmsley’s Irish accent and a ringing bell get reaction on social media.

As for science and the 2015 Canadian federal election, Science Borealis has compiled an informal resource list in a Sept. 18, 2015 posting and while I’ve excerpted the resources where you can find suggested questions for candidates, there’s much more to be found there,

 

 

Interestingly, the journal Nature has published a Sept. 17, 2015 article (h/t @CBC Quirks) by Nicola Jones featuring the Canadian election and science concerns and the impact science concerns have had on opposition party platforms (Note: Links have been removed),

Canadians will head to the polls on 19 October [2015], in a federal election that many scientists hope will mark a turning point after years of declining research budgets and allegations of government censorship.

In an unprecedented move, the Professional Institute of the Public Service of Canada — a union in Ottawa that represents more than 57,000 government scientists and other professionals — is campaigning in a federal race. “Here’s how we do things in the Harper government,” declares one of the union’s radio advertisements. “We muzzle scientists, we cut research and we ignore anyone who doesn’t tell us what we want to hear.”

Science advocates see little chance that their issues will be aired during a 17 September [2015] debate in Calgary that will pit Harper against NDP [New Democratic Party] leader Thomas Mulcair and Liberal leader Justin Trudeau. But concerns about the state of Canadian science have nevertheless influenced party platforms.

The middle-left Liberal Party has made scientific integrity part of its election campaign, proposing the creation of a central public portal to disseminate government-funded research. The party seeks to appoint a chief science officer to ensure the free flow of information.

Similarly, the NDP has called for a parliamentary science officer, a position that would be independent of the majority party or coalition leading the government.

Adding to the concern about the practice of science in Canada is the delayed release of a biennial report from the government’s Science, Technology and Innovation Council (STIC). Paul Wells in a June 26, 2015 article for Maclean’s Magazine discusses the situation (Note: Links have been removed),

It is distressing when organizations with no partisan role play the sort of games partisans want. The latest example is the advisory board that the Harper government created to tell it how Canada is doing in science.

I have written about the Science, Technology and Innovation Council every two years since it produced its first major report, in May 2009. STIC, as it’s known, is not some fringe group of pinko malcontents trying to stir up trouble and turn the people against their right and proper governing party. It was conceived by the Harper government (in 2007), appointed by the Harper government (in bits ever since), and it consists, in part, of senior officials who work with the Harper government every day. …

This group gives the feds the best advice they can get about how Canada is faring against other countries in its science, research and technology efforts. Its reports have been increasingly discouraging.

Perhaps you wonder: What’s the situation now? Keep wondering. Every previous STIC biennial report was released in the spring. This winter, I met a STIC member, who told me the next report would come out in May 2015 and that it would continue most of the declining trend lines established by the first three reports. I wrote to the STIC to ascertain the status of the latest report. Here’s the answer I received:

“Thank you for your interest. STIC’s next State of the Nation report will be released later in the Fall. We will be happy to inform you of the precise date and release details when they have been confirmed.”

There is no reason this year’s report was not released in the spring, as every previous report was. None except the approach of a federal election.

Getting back to a national science debate, I have written about a proposed debate to be held on the CBC Quirks and Quarks radio programme here in a Sept. 3, 2015 posting which also features a local upcoming (on Weds., Sept. 23, 2015) election science and technology debate amongst  federal candidates in Victoria, BC. I cannot find anything more current about the proposed national science debate other than the CBC radio producer’s claim that it would occur in early October. Earlier today (Sept. 18, 2015) I checked their Twitter feed (https://twitter.com/CBCQuirks) and their website (http://www.cbc.ca/radio/quirks). I wonder what’s taking so long for an announcement. In the space of a few hours, I managed to get Ted Hsu and Lynne Quarmby, science shadow ministers for the Liberal and Green parties, respectively, to express interest in participating.

Well, whether or not there is a 2015 national science debate, I find the level of interest, in contrast to the 2011 election, exciting and affirming.

In the midst of all this election and science discussion, there are some big Canadian science events on the horizon. First and technically speaking not on the horizon, there’s Beakerhead (a smashup of art, science, and engineering) in Calgary, Alberta which runs from Sept. 16 – 20, 2015. Here are a few of the exhibits and installations you can find should you get to Calgary in time (from a Sept. 16, 2015 Beakerhead news release),

The five days of Beakerhead officially get rolling today with the world’s largest pop-up gallery, called a String (Theory) of Incredible Encounters, with a circumference of five kilometres around downtown Calgary.

The series of public art installations is an exploration in creativity at the crossroads of art, science and engineering, and can be seen by touring Calgary’s neighbourhoods, from Inglewood to East Village to Victoria Park, 17th Ave and Kensington. The home base or hub for Beakerhead this year is at Station B (the Beakerhead moniker for installations at Fort Calgary).

Station B is home to two other massive firsts – a 30-foot high version of the arcade claw game, and a 6,400 square foot sandbox – all designed to inspire human ingenuity.

Beakerhead 2015 event will erupt on the streets and venues of Calgary from September 16 to 20, and includes more than 160 collaborators and 60 public events, ranging from theatre where the audience is dining as part of the show to installations where you walk through a human nose. More than 25,000 students will be engaged in Beakerhead through field trips, classroom visits and ingenuity challenges.

Just as Beakerhead ends, Canada’s 2015 Science Literacy Week opens Sept. 21 – 27, 2015. Here’s more about the week from a Sept. 18, 2015 article by Natalie Samson for University Affairs,

On Nov. 12 last year [2014], the European Space Agency landed a robot on a comet. It was a remarkable moment in the history of space exploration and scientific inquiry. The feat amounted to “trying to throw a dart and hit a fly 10 miles away,” said Jesse Hildebrand, a science educator and communicator. “The math and the physics behind that is mindboggling.”

Imagine Mr. Hildebrand’s disappointment then, as national news programs that night spent about half as much time reporting on the comet landing as they did covering Barack Obama’s gum-chewing faux pas in China. For Mr. Hildebrand, the incident perfectly illustrates why he founded Science Literacy Week, a Canada-wide public education campaign celebrating all things scientific.

From Sept. 21 to 27 [2015], several universities, libraries and museums will highlight the value of science in our contemporary world by hosting events and exhibits on topics ranging from the lifecycle of a honeybee to the science behind Hollywood films like Jurassic World and Contact.

Mr. Hildebrand began developing the campaign last year, shortly after graduating from the University of Toronto with a bachelor’s degree in ecology and evolutionary biology. He approached the U of T Libraries for support and “it really snowballed from there,” the 23-year-old said.

Though Mr. Hildebrand said Science Literacy Week wasn’t inspired by public criticism against the federal government’s approach to scientific research and communication, he admitted that it makes the campaign seem that much more important. “I’ve always wanted to shout from the rooftops how cool science is. This is my way of shouting from the rooftops,” he said.

In the lead-up to Science Literacy Week, museum scientists with the Alliance of Natural History Museums of Canada have been posting videos of what they do and why it’s important under the hashtag #canadalovesscience. The end of the campaign will coincide with a lunar eclipse and will see several universities and observatories hosting stargazing parties.

While it’s still a month away, there is Canada’s upcoming 2015 National Science and Technology Week, which will run from Oct. 16 – 25. To date, they do not have any events listed for this year’s week but they do invite you to submit your planned event for inclusion in their 2015 event map and list of events.

Canadian scientists in a national protest on May 19, 2015 and some thoughts on a more nuanced discussion about ‘science muzzles’

For anyone unfamiliar with Canada’s science muzzle, government scientists are not allowed to speak directly to the media and all requests must be handled by the communications department in the ministry. For one of the odder consequences of that policy, there’s my Sept. 16, 2010 posting about a scientist who wasn’t allowed to talk to media about his research on a 13,000 year old flood that took place in the Canadian North. Adding insult to injury, his international colleagues were giving out all kinds of interviews.

Here’s a more recent incident (h/t Speaking Up For Canadian Science, May 20, 2015) recounted in a May 19, 2015 news item by  Nicole Mortillaro for CTV (Canadian television) news online ,

“Unlike Canadian scientists, I don’t have to ask permission to talk to you.”

That was one of the first things National Oceanic and Atmospheric Administration (NOAA) scientist Pieter Tans said when I called to reach him for comment about rising carbon dioxide levels reaching historic levels.

The topic itself was controversial: climate change is a hot-button topic for many. But getting in touch with NOAA was easy. In total, there were five email exchanges, all providing information about the topic and the arrangement of the interview.

Compare that to trying to get response from a Canadian federal department.

While I’ve had many frustrating dealings with various federal agencies, my most recent experience came as I was working on a story about ways Canadians could protect themselves as severe weather season approached. I wanted to mention the new federal national emergency warning system, Alert Ready. I reached out to Environment Canada for more information.

You’d think the federal government would want to let Canadians know about a new national emergency warning system and they do, in their fashion. For the whole story, there’s Mortillaro’s piece (which has an embedded video and more) but for the fast version, Mortillaro contacted the communications people a day before her Friday deadline asking for a spokesperson. The communications team missed the deadline although they did find a spokesperson who would be available on the Monday. Strangely or not, he proved to be hesitant to talk about the new system.

Getting back to the science muzzle protest of 2015 and the muzzle itself, there’s a May 17, 2015 article by Ivan Semeniuk for the Globe and Mail providing more detail about the muzzle and the then upcoming protest organized by the Professional Institute of the Public Service of Canada (PIPSC) currently in contract negotiations with the federal government. (Echoing what I said in my Dec. 4, 2014 posting about the contract negotiations, the union is bargaining for the right to present science information which is unprecedented in Canada (and, I suspect, internationally). Back to Semeniuk’s article,

With contract negotiations set to resume this week, there will also be a series of demonstrations for the Ottawa area on Tuesday to focus attention on the issue.

If successful, the effort could mark a precedent-setting turn in what the government’s critics portray as a struggle between intellectual independence and political prerogative.

“Our science members said to us: What’s more important than anything else is our ability to do our jobs as professionals,” said Peter Bleyer, an adviser with the Professional Institute of the Public Service of Canada, whose membership includes some 15,000 scientists and engineers.

Government scientists have always been vulnerable to those who hold the reins of power, but tensions have grown under the Conservatives. After the Tories enacted a wave of research program and facility cancellations in 2012, stories began to emerge of researchers who were blocked from responding to media requests about their work.

The onerous communications protocols apply even for stories about scientific advancements that are likely to reflect positively on the federal government. Last month [April 2015], after it was announced that Canada would become a partner in the Thirty Meter Telescope, The Globe and Mail had to appeal to the Prime Minister’s Office to facilitate an interview with the National Research Council astronomer leading the development of the telescope’s sophisticated adaptive-optics system.

Federal Information Commissioner Suzanne Legault is currently conducting an investigation into complaints that scientists have been muzzled by the Conservative government.

As Semeniuk notes at the end of his article in a quote from the US-based Union of Concerned Scientists’ representative, the problem is not new and not unique to Canada. For a ‘not unique’ example, the UK government seems to be interested in taking a similar approach to ‘muzzling’ scientists, according to an April 1, 2015 post by Glyn Moody for Techdirt (Note: Links have been removed),

Techdirt has been following for a while Canada’s moves to stop scientists from speaking out about areas where the facts of the situation don’t sit well with the Canadian government’s dogma-based policies. Sadly, it looks like the UK is taking the same route. It concerns a new code for the country’s civil servants, which will also apply to thousands of publicly-funded scientists. As the Guardian reports:

Under the new code, scientists and engineers employed at government expense must get ministerial approval before they can talk to the media about any of their research, whether it involves GM crops, flu vaccines, the impact of pesticides on bees, or the famously obscure Higgs boson.

The fear — quite naturally — is that ministers could take days before replying to requests, by which time news outlets will probably have lost interest. As a result of this change, science organizations have sent a letter to the UK government, expressing their “deep concern” about the code. …

As for ‘not new’, there’s always a tension between employer and employee about what constitutes free speech. Does an employee get fired for making gross, sexist comments in their free time at a soccer game? The answer in Ontario, Canada is yes according to a May 14, 2015 article by Samantha Leal for Marie Claire magazine. Presumably there will be a law suit and we will find out if the firing is legally acceptable. Or more cynically, this may prove to be a public relations ploy designed to spin the story in the employer’s favour while the employee takes some time off and returns unobtrusively at a later date.

I have a couple of final comments about free speech and employers’ and employees’ rights and responsibilities.First, up until the muzzles were applied, the Canadian government and its scientists seemed to have had a kind of unspoken agreement as to what constituted fair discussion of scientific research in the media. I vaguely recall a few kerfuffles over the years but nothing major. (If someone can recall an incident where a scientist working for the Canadian government seriously embarrassed it, please let me know in the comments.)  So, this relatively new enthusiasm for choking off  media coverage of Canadian science research seems misplaced at best. Unfortunately, it has exacerbated standard tensions about what employees can and can’t say to new heights. Attempting to entrench the right to share science research in a bureaucratic process (a union contract) seems weirdly similar to the Harper government’s approach, which like the union’s proposition added a bureaucratic layer.

As for my second thought, I’m wondering how many people who cheered that soccer fan’s firing for making comments (albeit sexist comments) in his free time are protesting for free speech for Canadian government scientists.

It comes down to* matters of principle. Which ones do we want to follow and when do we apply them? Do principles apply only for those people and ideas we find acceptable?

I just wish there was a little more nuance brought to the ‘science muzzle in Canada’ discussion so we might veer away from heightened adversarial relationships between the government and its scientists.

Canada’s federal scientists bargain for the right to present scientific results without government interference

I believe this latest bargaining round (h/t Dec. 3, 2014 news item on phys.org) between the Canadian federal government (Treasury Board) and the Professional Institute of the Public Service of Canada (PIPSC; a multi-disciplinary professional union representing 60,000 members employed by the Canadian federal government) is extraordinary. To my knowledge, no other union in this country has ever bargained for the right to present information without political interference or, more briefly, integrity. (Should you know otherwise, please let me know.)

Kathryn May in a Dec. 2, 2014 article for the Ottawa Citizen seems to have broken the news,

The Professional Institute of the Public Service of Canada, which represents more than 15,000 scientists, researchers and engineers, is tabling a negotiating position for managing science in the “public interest” with a list of demands for Treasury Board negotiators that dramatically push the boundaries of traditional collective bargaining in the public service.

The 7,000 members of PIPSC’s large applied science and patent examination group are the first at the table with Treasury Board this week, followed by 2,300 members of the research group next week.

A document obtained by the Citizen shows the union is looking for changes to deal with the ongoing spending cuts in science and “interference” in the integrity of scientific work.

The integrity policies will ensure science is done in the public interest; information and data is shared; scientists can collaborate, seek peer review and be protected from political meddling, “intimidation,” “coercion” or pressure to alter data.

It’s hard to tell how much of this is political grandstanding but it should be noted that there has been international notice of the situation in Canada (from the news article),

About a month ago [late October or early November 2014], hundreds of scientists from around the world signed an open letter appealing to Prime Minister Stephen Harper to end the “burdensome restrictions” Canada’s scientists face in talking about their work and collaborating with international colleagues.

The letter, signed by 800 scientists from 32 countries, was drafted by the Union of Concerned Scientists, which represents U.S. scientists.

May’s article goes on to note,

The union has extensively surveyed federal scientists in recent years and issued two major reports that found scientists don’t feel they can freely speak and that spending cuts are affecting Canadians’ health, safety and environment.

A quarter of scientists surveyed said they have been asked to exclude or alter information. That request, whether explicit or implicit, came from the department, ministers’ offices or the Prime Minister’s Office. At the same time, nearly three-quarters of scientists believe policy is being compromised by political interference.

Specifically, PIPSC wants a scientific integrity policy for Treasury Board and the 40 science-based departments and agencies. The union would be consulted in the drafting and the final policy would be part of the collective agreements and made public.

The policy would touch on a range of issues and existing policies, but the key proposal is the “right to speak.” The union wants a clause guaranteeing scientists the right to express their personal views while making clear they don’t speak for government.

The other big demand is professional development, allowing scientists to attend meetings, conferences and courses to maintain their professional standards.

A Dec. 3, 2014 PIPSC news release provides more details about specific negotiating points,

The proposal being tabled would see enforceable policies negotiated that, among other things, ensure:

  • federal scientists have the right to speak;
  • reinvestment in research programs;
  • adequate national and international collaboration among scientists;
  • preservation of government science knowledge and libraries, and;
  • a guaranteed role in informing evidence-based public policy.

“It’s sad, frankly, that it’s come to this,” added Daviau [Debi Daviau, PIPSC president]. “But negotiating provisions in our collective agreements seems to be the only way to get this government’s attention and adopt meaningful, enforceable scientific integrity standards. At least this way our members would have the chance to grieve violations of standards they argue are essential to maintaining adequate public science services.”

The negotiating point (4th bullet) about libraries seems to have arisen from a specific cost-cutting exercise involving the Dept. of Fisheries and Oceans libraries mentioned in my Jan. 30,  2014 posting. (The disbursement of some priceless volumes along with standard texts appeared to have been done with all the grace and thoughtfulness one would expect from a mindless mob.)

On a related note, I attended a four-day international congress in August 2014 and was surprised by the lack of Canadian scientists at this meeting. Perhaps this is not an area (alternatives to animal testing) where we have invested much research money but it was surprising and somehow shocking that so few Canadian scientists were giving presentations; there was one scientific presentation from a group at the University of British Columbia.

The issues around scientific integrity are complex and I’m not comfortable with the notion of including the principles in a union contract. My experience is that unions can be just as repressive and reductive as any government agency. That said, I think the practice of scientific integrity in Canada needs to be addressed in some fashion and if the only means we have is a union contract then, so be it.

It may be a few weeks before I get back to the topic of scientific integrity and the right to speak as I’m still catching up from all that teaching but I hope to have a more thoughtful and complex piece on these issues written before the year’s end.

ETA Dec. 4, 2014 1245 hours (PDT), coincidentally or not the Canadian federal government announced today * a $1.5 billlion fund (over 10 years) for research (from a Dec. 4, 2014 University of British Columbia [UBC) news release),

The University of British Columbia [UBC] welcomes today’s announcement of the $1.5-billion Canada First Research Excellence Fund (CFREF), designed to significantly enhance the capabilities and competitiveness of Canada’s post-secondary institutions, says President Arvind Gupta.

“Thanks to this investment by the Government of Canada, our universities have an extraordinary opportunity to foster globally significant research on issues that have the capacity to change people’s lives and shape our future,” said Gupta. “Excellence in research makes our reputation, and enables us to attract the best faculty, students and staff from around the world.”

UBC will be among Canada’s top universities competing for up to tens of millions of dollars annually in CFREF funding over the course of the 10-year program. These new funds could support UBC’s emerging research and innovation strategy, designed to put students at the cutting edge of knowledge, providing access to the latest discoveries and revelations, noted Gupta.

UBC is internationally recognized for research excellence in such areas as: Quantum materials; translational genomics and precision oncology; economics; neurosciences; biodiversity; bio-economics; and microbial diversity, among others.

The U15 Group of Canadian Research Universities applauds the official launch of the Canada First Research Excellence Fund (CFREF). Prime Minister Stephen Harper launched the Fund today, accompanied by Ed Holder, minister of state for science and technology, at an event attended by representatives from the post-secondary education sector and industry.

“Since its announcement in Budget 2014, The U15 has been looking forward to the official launch of CFREF as a significant commitment by Canada to support globally competitive research excellence,” said Dr. Feridun Hamdullahpur, chair of The U15 and president and vice-chancellor of the University of Waterloo. “This Fund will allow successful institutions to better compete on the international stage in established areas of research strength as well as new and emerging areas that will support Canada’s scientific standing and long-term economic advantage.”

Update on proposal for a science watchdog in Canada and a change for the Chief Public Health Officer

“Round and round it goes, where it stops nobody knows.” I always think of roulette wheels when I hear that one but now I’m going to be thinking about the mysterious ways of the internet.

David Bruggeman in a Nov. 26, 2014 posting on his Pasco Phronesis blog writes about a bill before the Canadian Parliament to create a position for a Parliamentary Science Officer. Interestingly, he got the information from FrogHeart Daily. It’s a paper I created a few years ago and had forgotten until now. So, I guess thanks  to David and to me (?). In any event I had written about this proposed position (months after the fact) in July 30, 2014 post regarding science policy and advice in Canada and in New Zealand.

Getting back to David’s Nov. 26, 2014 posting (Note: A link has been removed),

The bill, introduced in December of last year [2013], would establish a Parliamentary Science Officer.  As outlined in the bill, the position would be an independent officer of Parliament, meaning the person would be appointed with the approval of Parliament, and serve a term of seven years.  The position would appear to be on par with the Information Commissioner of Canada and other appointed positions.  (MP [Kennedy] Stewart [NDP] has referred to the Parliamentary Budget Officer, likely because that position is more advisory than the Information Commissioner.)

Here’s Kennedy Stewart’s Nov. 21, 2013 news release regarding his proposed Parliamentary Science Officer bill,

Bill C-558: Parliamentary Science Officer

“This bill represents the strongest effort yet to protect the pursuit and use of scientific research in the federal government. It goes beyond what we had in the past and charts a bold vision for where we need to go,” said MP Kennedy Stewart (Burnaby-Douglas), an Associate Professor on leave from Simon Fraser University’s School of Public Policy. “After years of muzzling, mismanagement, and misuse of science by the Conservative government, this new office will promote real transparency and ensure decisions made in Ottawa are based on the best available scientific evidence.”

Modeled on the current Parliamentary Budget Officer, the UK’s Parliamentary Office of Science & Technology, and the White House Office of Science & Technology Policy, the Parliamentary Science Officer would be established as an independent agent of Parliament. It would have a legislated mandate to:

Assess the state of scientific evidence relevant to any proposal or bill before Parliament;
Answer requests from Committees and individual Members for unbiased scientific information;

Conduct independent analysis of federal science and technology policy;
Raise awareness of scientific issues across government and among Canadians;
Encourage coordination between departments and agencies conducting scientific research.

“Beginning with the closure of the National Science Advisor to the Prime Minister, the Conservatives have used every tool at their disposal to prevent, limit, and restrict Canadian scientists from sharing their research with policy-makers and the public,” said MP Laurin Liu (Rivière-des-Mille-Îles), Deputy Critic for Science and Technology. “Being independent from the government and responsible for serving the needs of the legislature, a Parliamentary Science Officer would revitalize scientific integrity in Ottawa.”

I’m not sure chiding the Conservative government is necessarily the best way to go about establishing this new position and, as noted in the 2013 news release and elsewhere, this government axed the National Science Advisor position when they first came to power with a minority in the House of Commons. At this juncture, it seems unlikely that the government which has a healthy majority in the House of Commons will vote to create a Parliamentary Science Officer position.

Nonetheless, Kennedy Stewart has issued a Nov. 26, 2014 news release about Bill C-558,

Important members of the scientific community are endorsing the NDP’s proposal to create an independent science watchdog with responsibility to curb the muzzling of public scientists and provide Parliament with sound information and expert advice on scientific issues.

“Science in Canada is at a crossroads. After years of government scientists being muzzled by the Conservatives, this new office will promote real transparency and ensure decisions made in Ottawa are based on the best available scientific evidence,” said NDP Science & Technology Critic Kennedy Stewart (Burnaby-Douglas).

The Parliamentary Science Officer Act, Bill C-558, introduced by Dr. Stewart will be a first practical step to mend the relationship between scientists and politicians, and will give public science a more robust voice in the federal government.

“For too long we have heard that scientific evidence is ignored by policy-makers and that federal scientists are being unduly prevented from sharing their research with Canadians. I’m proud that the scientific community is rallying behind the NDP’s proposal for a Parliamentary Science Officer,” said Dr. Stewart, an Associate Professor on-leave from Simon Fraser University’s School of Public Policy.

While many sectors of the Canadian scientific community are distressed at the government’s approach to science, in particular, environmental science, there are some sectors that are content. I’d suggest the Canadian physics community, for one,  is quite happy.

Finally getting to the the second item noted in the headline, David Bruggeman’s Nov. 28, 2014 post concerns a change for a parliamentary officer position already in place, the Chief Public Health Officer (CPHO), Note: Links have been removed,

This commentary in The Toronto Star notes a plan by the Canadian government to change the status of the country’s Chief Public Health Officer (CPHO).  Part of the current omnibus budget legislation before the Canadian Parliament, the Officer would no longer be the chief executive of the Public Health Agency (PHA), but simply an officer.  A President would be appointed to run the PHA.  Presumably this would mean that the President would become the public health face of the agency and the government, with the CPHO holding a strictly advisory role.

A Nov. 12, 2014 article by Kelly Grant in the Globe and Mail describes the proposed new roles for the CPHO and the PHA president,

The proposed changes, which are tucked into Ottawa’s most recent omnibus budget bill, would make the top doctor an “officer” who would keep providing scientific advice to the health minister but who would no longer be deputy head of the agency.

That role would now be carried out by a president, a new post that Prime Minister Stephen Harper has already recommended be filled by Krista Outhwaite, the civil servant who led the agency while the government left the chief public health officer job vacant for 16 months.

Health Minister Rona Ambrose says the idea for the new structure came from the agency itself and that it “makes a lot of common sense” to permanently relieve the busy top doctor, Gregory Taylor, of the burden of overseeing 2,500 employees and a $615-million budget.

The change would leave him to concentrate on the rest of the job’s original mandate, namely providing public-health advice to the government, delivering health messages to Canadians and co-ordinating with provinces and international health bodies, as he has done recently in preparing the country for potential cases of Ebola.

“He will focus primarily on communicating and engaging in public-health issues,” Ms. Ambrose said.

Interestingly, Dr. Taylor, the current CPHO incumbent, did not offer any quotes for this article and was not able to be interviewed on the matter although he does seem amenable to this new structure. It would appear the change has already occurred in practice; the proposed legislation will merely legitimize it (from Grant’s article),

He [Taylor] became the acting chief public health officer after David Butler-Jones, the first person to hold the job, suffered a stroke in May, 2012 and formally stepped down in June of 2013. Ms. Outhwaite, who is not a medical doctor, was temporarily made deputy head of the agency in May 2012, a post she has held since.

Dr. Taylor, meanwhile, was officially elevated to the role of chief public health officer on Sept. 24 [2014]. Under the existing legislation, that job is still designated as the agency deputy head. In an interview with The Globe and Mail that day [Sept. 24, 2014], he said the stopgap approach of running the agency in co-operation with Ms. Outhwaite had been working very well.

According to Grant’s article, Taylor has acquitted himself well as a national spokesperson on public health issues concerning Canadians. However, this is a rather disturbing omission with regard to Ebola and the processing of visa applications from three countries hard hit by the disease in West Africa,

… Since his [Dr. Gregory Taylor’s] appointment, he has appeared alongside Ms. Ambrose [Health Minister Rona Ambrose] at several news conferences on Ebola, taking questions and offering calm and common-sense advice about the virus.

The exception to that has been the government’s controversial decision to stop processing visa applications from the three West African countries hardest hit by Ebola, a move that the World Health Organization says is not supported by the science and runs afoul of International Health Regulations.

Dr. Taylor has not spoken publicly on the matter and the Public Health Agency of Canada has referred all questions about the policy to Citizenship and Immigration Canada, which oversees visa rules.

Questions as to whether Dr. Taylor had privately provided advice to the government on this matter were left unanswered.

It seems odd that Canada’s Chief Public Health Officer has no comment about visa applications from three West African countries not being processed due to the Ebola outbreak when this decision is contrary to scientific evidence and international regulations. What is a CPHO for if not to offer advice and commentary based on scientific evidence?

Science and Society 2013 opens with a bang: a sponsor releases results of science muzzle survey on opening day (while S&S 2013 offers live streaming of some events)

Today (Oct. 21, 2013) during opening day of the Science and Society 2013 symposium (most recently mentioned in my Oct. 8, 2013 posting), one of the symposium sponsors, the Professional Institute of the Public Service of Canada (PIPSC) has released a survey of thousands of Canadian federal scientists answering questions about government science communication policy or the ‘government muzzle’ as it’s sometimes called (from the Oct. 21, 2013 Canadian Broadcasting Corporation [CBC] news item),

Hundreds of federal scientists responding to a survey said they had been asked to exclude or alter information for non-scientific reasons and thousands said they had been prevented from speaking to the media. [emphasis mine]

The Professional Institute of the Public Service of Canada (PIPSC), which commissioned the survey from Environics Research “to gauge the scale and impact of ‘muzzling’ and political interference among federal scientists,” released the results Monday at a news conference.

The union sent invitations to 15,398 federal scientists in June, asking them to participate in the survey. More than 4,000 took part. [emphasis mine]

PIPSC represents 60,000 public servants across the country, including 20,000 scientists, in federal departments and agencies, including scientists involved in food and consumer product safety and environmental monitoring.

Weirdly, the news item announces hundreds of scientists responded to follow up later stating that a number exceeding 4000 took part.

The Oct. 21, 2013 PIPSC news release about the survey which is included in a report (The Big Chill) can be found on the Live-PR website,

The survey, the findings of which are included in a new report titled The Big Chill, is the first extensive effort to gauge the scale and impact of “muzzling” and political interference among federal scientists since the Harper government introduced communications policies requiring them to seek approval before being interviewed by journalists. Information Commissioner Suzanne Legault is currently conducting her own investigation of the policies, which have been widely criticized for silencing scientists, suppressing information critical or contradictory of government policy, and delaying timely, vital information to the media and public.

In particular, the survey also found that nearly one-quarter (24%) of respondents had been directly asked to exclude or alter information for non-scientific reasons and that over one-third (37%) had been prevented in the past five years from responding to questions from the public and media.

In addition, the survey found that nearly three out of every four federal scientists (74%) believe the sharing of scientific findings has become too restricted in the past five years and that nearly the same number (71%) believe political interference has compromised Canada’s ability to develop policy, law and programs based on scientific evidence. According to the survey, nearly half (48%) are aware of actual cases in which their department or agency suppressed information, leading to incomplete, inaccurate, or misleading impressions by the public, industry and/or other government officials.

“Federal scientists are facing a climate of fear,” says PIPSC president Gary Corbett, “- a chill brought on by government policies that serve no one’s interests, least of all those of the Canadian public. The safety of our food, air, water, of hundreds of consumer and industrial products, and our environment depends on the ability of federal scientists to provide complete, unbiased, timely and accurate information to Canadians. Current policies must change to ensure these objectives are met.”

Situating Science and the future

The end is in sight (2014) for Canada’s Situating Science; Science in Human Contexts network or rather,  the organization’s funding from the Social Sciences and Humanities Research Council (SSHRC) will be exhausted sometime soon. According to their Fall 2013 newsletter, they are making plans for the future,

I. SUSTAINING THE NETWORK AND ACTIVITIES BEYOND 2014
While this year is the last for the Situating Science SSHRC Strategic Knowledge Cluster, it is an opportunity to celebrate and build upon our successes. As part of our plans, we will follow up on last year’s “think-tank” and management meetings to set out concrete plans for sustaining the network and activities of Cluster scholars beyond its 7 years. A number of Cluster partners and stakeholders will meet during a second “think-tank” to discuss best strategies for moving forward.

The “think-tank” will dovetail nicely with a special symposium in Ottawa on Science and Society Oct. 21-23. For this symposium, the Cluster is partnering with the Institute for Science, Society and Policy to bring together scholars from various disciplines, public servants and policy workers to discuss key issues at the intersection of science and society. [emphasis mine]  The discussions will be compiled in a document to be shared with stakeholders and the wider public.

The team will continue to seek support and partnerships for projects within the scope of its objectives. Among our top priorities are a partnership to explore sciences, technologies and their publics as well as new partnerships to build upon exchanges between scholars and institutions in India, Singapore and Canada.

There’s not much information about the Science & Society symposium (mentioned in the excerpt from the newsletter)  being held Oct. 21-23, 2013 in Ottawa other than this, from the About page (the text seems as if it was lifted out of a grant proposal),

What?

The Mission of the symposium is to create an open forum, in the Nation’s capital, to understand and address the key issues at the interface of science, technology, society and policy. The event will display the importance of connecting disparate themes and will bring together groups not usually in contact to discuss subjects of common interest and brainstorm solutions to common challenges. It will demonstrate that collaboration among academics, students, policy makers, stakeholders and the public at large can lead to new insights, new perspectives, and a deeper understanding of the social implications of science and technology.  It will also make the discussion of science more prominent in the national dialogue.

The symposium will be a major event in Ottawa during National Science and Technology Week. It is a collaboration between the Situating Science Strategic Knowledge Cluster and Institute for Science, Society and Policy (ISSP).

Fostering dialogue between scholars, students, public servants and the general public will not only shed new light on the common challenges and opportunities facing these groups but will also point the way towards novel solutions and courses of action.

The uniqueness of the symposium consists in its aim to provide recommendations on how to envision and improve the science-society interface.  As part of their involvement in the event, all speakers and participants will be asked to address the following question:

How can we understand and improve the interplay between science and society, and improve science policies for the future?

On the basis of the debate and answers, a results document will be created in which the potentially diverging views of different groups will be analyzed and distributed among media and key decision makers.

Science and Society 2013 aims to connect different communities and uncover common goals, competing concerns and the possibility of joint strategies. It will involve and reach out to practitioners from various sectors, academics of diverse disciplines and an increasingly interested public.  At its broadest level it will explore the relationships between public policy, scientific research and the study of science itself – including but limited to how these inform one another.

The symposium will have an academic component during much of the day; and a public component designed for a truly broad audience and potentially involving additional collaborators.

How?

The proposed Session Themes include:
Science and Democracy; Value-Laden Science; International Lessons in Science Policy; Citizen Science; Technology and Media; Responsible Innovation and the Future of Technology; Art, Science and Technology; Open Science; Government Science; Education and the Culture of Science; and Innovation and Society.

The event will produce the following outcomes:

  • New media and political interest, in particular with respect to key issues (e.g. muzzling scientists, evidence-based decision making, the importance of public science);
  • A results document, published by the ISSP, summarizing key insights regarding science and society for distribution among media and key decision makers;
  • New thinking and debate among scholars, policymakers, scientists, students and the public;
  • New networks;
  • Dissemination of conference content in print and/or www formats and/or video/podcast/live streaming;
  • Student training and engagement.

Why?

Science and technology shape our world. They present great promise but they are also the source of much controversy and social anxiety. Like never before, there is a need for broad and informed discussion of science and technology and their place in our society.

Yet the communities that engage in, benefit from, and seek to understand science and technology are often disconnected.  Their shared interests are often misunderstood, and their common goals overlooked.  This disconnect not only impoverishes our grasp of science and technology and their social implications but can also have negative consequences for the public good, particularly at a time when Canadian science faces such profound challenges.

Who?

The partners and co-organizers of the event are the Situating Science SSHRC Strategic Knowledge Cluster and the University of Ottawa Institute for Science, Society and Policy.

Each partner has a proven track record of organizing events on science and society.
Situating Science, through the various conferences, symposium and public events it has supported across Canada with its many partners from different disciplines and sectors, has explored the social and cultural significance of science and technology.  And the ISSP has held and supported several events in Ottawa dealing with cutting-edge technologies and their social and political implications.

Both partners have brought diverse groups together before.  Each has its own networks, resources and strengths that align with select themes and audiences of the symposium.  The successful combination of these capacities will make Science and Society 2013 a multi-sectorial, multi-disciplinary event that addresses issues of concern to all Canadians.

Planning for a national lecture series for late winter/early spring is underway. The focus of this series will be on the timely issue of science and evidence. The Cluster is also in the process of planning a special Cluster Summer Institute for next summer.

I have some news about the University of British Columbia and a Science and Technology Studies event for Fall 2013. Bruno Latour will be in Vancouver giving both lectures and seminars. War and Peace in an Age of Ecological Conflict

Dr. Bruno Latour is professor at Sciences Po Paris. Trained in philosophy, he has been instrumental in the development of an anthropology of science and technology. This field has had a direct impact on the philosophy of ecology and on an alternative definition of modernity. He has taught for many years in North American universities. Most of his books have been published with Harvard University Press. The most recently published is An Inquiry into Modes of Existence ‐ An Anthropology of the Moderns. Bruno Latour gave the six Gifford Lectures on Natural Religion for 2013, under the title Facing Gaia, Six Lectures on the Political Theology of Nature, and was awarded the prestigious Holberg Prize for 2013 http://www.holbergprisen.no/en.

While politics has always been linked to geography, the Earth itself has largely been seen as playing a backstage role, the mere window-dressing for human intention and interest. With the advent of the epoch known as the ‘Anthropocene’, the Earth is no longer in the background, but very much in the foreground, in constant rivalry with human intentionality. In the meantime, human action has taken on a dimension that matches that of nature itself, and consequently the definition of geo‐politics has been transformed. Appeals to nature, therefore, do not seem to have the same pacifying and unifying effect that they did in earlier ecological movements. By drawing on anthropological and philosophical literature, this lecture will discuss this new geopolitical framework and show how the extension of politics into nature must modify our views on war and peace in the future.

A sciences and humanities in Canada spring update from Situating Science

For anyone unfamiliar with the Situating Science ‘cluster’ which brings together the sciences and the humanities in Canada, here’s a self-description from the Spring 2012 newsletter,

Created in 2007 with the generous funding of the Social Sciences and Humanities Research Council of Canada Strategic Knowledge Cluster grant, Situating Science is a seven-year project promoting communication and collaboration among humanists and social scientists that are engaged in the study of science and technology. We operate on a hub and spoke model of six nodes spread across the country and explore a set of four interrelated themes. These are: “Science and its Publics”; “Historical Epistemology and Ontology” (including philosophy of science); “Material Culture and Scientific/ Technological Practices”; and “Geography and Sites of Knowing”.

WORKSHOPS

The University of British Columbia will host “Translating Early Modern Science” while the University of Calgary will host “Where is the Laboratory Now?: ‘Representation’, ‘Intervention’ and ‘Realism’ in 19th and 20th Century Biomedical Sciences”.

CONFERENCES

York University will host the Cluster conference on the theme of Material Culture and Scientific / Technological Practices in the summer of 2013. Details will be available in coming months on our website.  

A conference on the theme of “Scientific Communication and its Publics” is being planned in Ottawa for the fall of 2013. The event, co-organized with the Institute of Science, Society and Policy at the University of Ottawa (ISSP) and the Professional Institute of the Public Service of Canada (PIPSC) will provide a unique opportunity and platform on which to follow up Cluster activities over the years.  Details will be available in coming months on our website.

I imagine Evelyn Fox Keller’s impending visit is causing great excitement. She is a professor emerita in MIT ‘s (Massachusetts Institute of Technology) Science, Technology, and Society Program and considered a groundbreaking academic. From her webpage on the MIT website,

Professor of the History and Philosophy of Science, Emerita (STS)

Evelyn Fox Keller received her B.A. from Brandeis University (Physics, 1957) and her Ph.D. from Harvard University (Physics, 1963). She came to MIT from the University of California, Berkeley, where she was Professor in the Departments of Rhetoric, History, and Women’s Studies (1988-1992). Professor Keller has taught at Northeastern University, S.U.N.Y. at Purchase, and New York University. She has been awarded numerous academic and professional honors, including most recently the Blaise Pascal Research Chair by the Préfecture de la Région D’Ile-de-France for 2005–07, which she spent in Paris, and elected membership in the American Philosophical Society and the American Academy of Arts and Science. In addition, Professor Keller serves on the editorial boards of various journals including the Journal of the History of Biology and Biology and Philosophy.

Keller’s research focuses on the history and philosophy of modern biology and on gender and science. She is the author of several books, including A Feeling for the Organism: The Life and Work of Barbara McClintock (1983), Reflections on Gender and Science (1985), The Century of the Gene (2000), and Making Sense of Life: Explaining Biological Development with Models, Metaphors and Machines(2002). Her most recent book, The Mirage of a Space Between Nature and Nurture, is now in press.

Electrochromic windows and censorship/communication deficiencies

It was an unexpected response to a series of follow-up questions about electrochromic windows at the University of British Columbia’s (UBC) Centre for Interactive Research on Sustainability (CIRS) that has* given me the excuse to discuss censorship and science in Canada.

I’ll start with the windows. I participated in a pre-AAAS (American Association for the Advancement of Science) 2012 annual meeting event in February held by the University of British Columbia. The event was a tour of UBC’s relatively new (opened Nov. 2011) CIRS facility. It was very popular and there were at least 40 of us present.Here’s a little more information from the CIRS About page,

CIRS activities have a regional focus and a global reach. Located on the UBC campus in Vancouver, British Columbia, CIRS is a hub of excellence around green design and building operations practices. We bring thought leaders from UBC and our region together to create and test solutions that work at home, and then share our experiences and knowledge with the public and professionals from across our province and around the world. [emphasis mine] A typical day at CIRS generates many interesting conversations and ideas.

Documenting our activities and communicating our lessons and successes are priorities at CIRS.

We use this website as our primary communication vehicle, showcasing the building design and construction process and the exciting research underway at CIRS. Through this website we aim to build a community of professional and interested people who can connect, share ideas and further accelerate sustainability. [emphasis mine]

We also connect with individuals face-to-face as much as possible through symposiums, workshops, building tours and other events held in the interactive spaces at CIRS.

During the course of the tour there was some discussion about community-building, outreach, etc. and we were informed that the facility is testing a couple of electrochromic windows, amongst other things. Later, I did ask for more information about the electrochromic windows at CIRS and was promptly rewarded with this from Ann L. Campbell,

My colleague Brian Lin passed along your question regarding the electrochromic windows at UBC. Here is the response I received from Alberto Cayuela, the Associate Director of CIRS. He kindly answered my question (what are these windows?) as well as your question regarding their use at CIRS:

We have a limited number of electrochromic windows in the building (fourth floor southwest corner). We are planning to do some research on them in partnership with BC Hydro. Essentially this technology enables the glass to darken or light when a low-voltage electric current is applied to the glass. There are energy benefits associated with blocking or letting heat through windows depending on the time of the year and desired outcome.

The answer excited my curiosity since I’ve written about ‘smart’ windows a number of times, most recently in a Sept. 16, 2011 posting about Boris Lamontagne’s work at the Canada National Research Council and in a Sept. 7, 2011 posting about WANDA, the nanocrystal robot and its role in one of the US Dept. of Energy’s projects with electrochromic windows so I sent back more questions.

After waiting two weeks for a reply, I resent the questions and got a response this morning,

Dear Maryse,

I’m sorry that we are not going to be able to help you with your questions right now. There is no other information available beyond what I sent previously and what is in the online CIRS Technical Manual (and I know that is not much).

They aren’t able to answer these questions, eh? From my Feb. 21 and March 6, 2012 email request:

Perhaps you could direct me to someone who could answer more specific questions about these windows for publication in my blog. It’s a topic I’ve mentioned on a number of occasions and am hugely excited to hear about this research. Here are the questions:

Who is answering these questions? (Perhaps include a brief bio.?)

Are these windows both electrochromic & photochromic?

Where did you get these windows from and what specific technology do they demonstrate? Could you describe that technology in more detail? e.g. Switch Materials, a local company offers electrochromic and photochromic films for windows or Boris Lamontagne at the NRC has a project with glass that includes curling electrodes, etc.

Exactly how big are these electrochromic windows and what percentage of the windows in the CIRS are electrochromic?

What kind of research are you doing with regard to these windows? Are you measuring their effectiveness, their aesthetic impact, the quality of light and its impact on wellbeing, etc.?

How many pilot programmes for electrochromic/photochromic windows are there in BC? (Is the one at CIRS the only one?)

Is BC Hydro hoping to encourage consumer use of these windows? Are they hoping this is the wave of the future?

I’m not sure why they weren’t willing answer at least a few of these questions, which seem relatively unexceptional, or even supply a reason of some kind for the failure to share information. It seems odd given their mandate which emphasizes outreach and communication.

I did look at the technical manual for the building and Campbell quite correctly noted that it doesn’t provide answers to my questions. I checked the information on lighting and searched for the terms ‘windows’ and ‘electrochromic windows’ in the building manual (the search function does not seem to be working).

The response from Campbell is a pretty standard bureaucratic response (I must give her credit for being significantly more polite than many others). The problem starts with the organization’s stated mandate of  ‘sharing’. I am assuming the intentions are good but the execution is a problem as it often is with mandates that include words such as  ‘sharing’, ‘interactivity’, ‘openness’, and/or ‘community building’, etc. in situations where that is not always possible.

There is another issue: a communications manager is acting as an interface or gatekeeper to the scientists. Note:  I’m not familiar with UBC or CIRS policies regarding direct contact with scientists. Campbell may have been acting as an interface or gatekeeper as a consequence of my initial request which was made to Brian Lin of UBC’s Public Affairs group, although the result seems roughly the same whether Campbell’s role as gatekeeper was intentional or accidental. It should be noted that she never explicitly denied access to a scientist and even if I did get access, there is no guarantee I would have received any answers (scientists aren’t always willing to talk). Still, could Campbell’s response be described as censorship? Before I try to answer that question, I’m going to touch on another situation.

Over the last few years the Canadian government has intentionally instituted a new strategy of insisting a communications professional act as an interface to government scientists. This ‘new’ practice has become a sore point for Canadian journalists who have described it as ‘muzzling scientists’. I certainly haven’t been happy about this added hurdle to getting questions answered as I noted most recently in my Jan. 24, 2012 posting but I’m still considering whether the practice could be described as censorship or not.

The AAAS 2012 annual meeting in Vancouver hosted an event about the ‘science muzzle’ and it was SRO (standing room only). I didn’t attend largely because it had a certain fevered quality I associate with mobs but it has stimulated a fair degree of discussion. Here’s a description of the session from the Professional Institute of the Public Service of Canada webpage titled Unmuzzling Government Scientists,

 Across Canada, journalists are being denied access to publicly funded scientists and the research community is frustrated with the way government scientists are being muzzled. Some observe that it is part of a trend that has seen the Canadian government tighten control over how and when federal scientists interact with the media. As a result, media inquiries are delayed, and scientists are less present in coverage of research in Canada.

In 2008, Environment Canada ordered its scientists to refer all media queries to Ottawa, where communications officers and strategists would decide if the scientist could respond and help craft “approved media lines”.

Stories written for the CBC, Postmedia news, the journal Nature and others have then revealed how these communication restrictions had spread to other government departments.

And the situation is somewhat similar in the United States. A recent article in the Columbia Journalism Review details how restrictive practices established by George W. Bush’s administration still hold under the current government.

This panel will be an occasion to better understand the friction between the media and the governments.

Are the tightened communication strategies symptomatic of a worldwide trend in public and private sectors? Are they justified?

How do obstructions in communications with scientists compromise science research progression and undermine democracy? And in the end, what can be done to improve the situation? 

The February 17, 2012 posting on the Scientific Canadian blog provides some insight into these ‘obstructions’ (I have removed some links),

 I’ve had my own experiences with the phenomenon. Last spring, I interviewed Environment Canada scientist David Tarasick about how cold stratospheric temperatures led to more ozone depletion than usual in 2011. Although he was quite willing to talk to me, government policy required my questions to be submitted in advance by e-mail, and his written responses vetted by Environment Canada’s media relations department; I never did speak to him in person, and couldn’t ask any follow-up questions. More importantly, the whole process took about two weeks. If I had been writing for a daily publication instead of a monthly, the delay would have been unacceptably long. By contrast, his co-author on the paper, the University of Toronto’s Kaley Walker, was able to talk to me on the phone within 24 hours. But I was lucky; a few months later Postmedia News was prevented from speaking with Tarasick altogether.

Even though Environment Canada communication professionals eventually refused access to Tarasick, does that action constitute censorship? According to David Bruggeman’s Mar. 3, 2012 posting on his Pasco Phronesis blog, the answer is no,

 I am not trying to defend the Canadian government.  There is plenty to disagree with about their policies of limiting the dissemination of government conducted research results.  But because they allow this research to be published, the problem is one of transparency, and not of censorship. It doesn’t help those seeking to change the policies to call the bad behavior something it isn’t.  Utilize Canadian open records and open government laws (whatever might be the equivalent of the Freedom of Information Act) to fight for the information.

It might be helpful to know this about David Bruggeman, from Pasco Phronesis blog About page,

I do agree with David’s call for clarity but I’m inclined to consider the ‘muzzle’ as a type of de facto censorship. While the research is published, as David notes, it is usually written in language that renders it inaccessible to virtually anyone who’s not an expert in that field. Reporters and other science communicators such as bloggers often act as translators of highly specialized and, at times, obscure research for a variety of audiences.

Direct access to the scientist or expert researcher allows the reporter/communicator to clarify and better understand the materials as they translate it for other audiences, particularly non expert audiences. Without direct access, the act of translation becomes highly difficult if not impossible. As a direct consequence, you have de facto censorship from every audience other than expert audiences.

Here’s the definition of censorship I found at Wikipedia,

 Censorship is the suppression of speech or other public communication which may be considered objectionable, harmful, sensitive, or inconvenient to the general body of people as determined by a government, media outlet, or other controlling body.

Given that definition and getting back to Campbell and her response to my electrochromic window questions, then it could be described as censorship if she’s withholding information (again, she did not refuse access to scientists [she contacted Alberto Cayuela for the first response], which differentiates this from the Environment Canada example). It is possible, although not likely, that the CIRS team does not have the information I requested in my follow up questions.

While I don’t like being on the receiving end, I do believe there are some situations where censorship is indicated. I’m not convinced that’s the case with the electrochromic windows at the CIRS but I am willing to entertain the possibility.

Canadian federal scientists (or their union) have launched a media campaign and website

These are interesting times. A union representing scientists employed by the Canadian federal government has launched a campaign and website promoting science. From the CBC October 18, 2010 news item,

A union representing federal scientists has launched a campaign targeting what it calls the government’s “worrying trend away from evidence-based policy-making.”

“If the science isn’t supported … then you’re going to find that decisions are going to be made more at the political level,” Gary Corbett, president of the Professional Institute of the Public Service of Canada, said Monday as the union launched a website called publicscience.ca.

The site aims to highlight science done for the public good — much of it taxpayer-funded and carried out by government scientists — and to “mobilize” scientists and the public to pressure politicians to support it. It features interviews with federal scientists about their work, along with interviews with science policy experts.

The other goal of the campaign is to create a more positive public image of federal scientists by highlighting their work, Corbett said.

He said what the public hears about civil servants these days is mainly criticism of their pensions and salaries.

The union represents 59,000 federal and provincial public servants, including 23,000 involved in scientific research, testing advice and other “knowledge products.”

As of 3 p.m. ET, Natural Resources Canada said it was preparing a response to the union’s news release.

I find this quite interesting not just for the science aspect but for what it says about how the union is positioning itself, i.e., as a voice speaking out for its members’ contributions to society rather than a voice stridently demanding more money and benefits.

As for the response promised from Natural Resources Canada on this union initiative, I’m waiting with some anticipation, given the recent kerfuffle over seeming attempts to muzzle scientists in that ministry as per my Sept. 16, 2010 posting).

The timing for this union initiative seems quite auspicious, or well-timed, given that this is Canada’s National Science and Technology Week (Oct. 15-24, 2010) and the Canadian Science Policy Conference is on from Oct. 20-22, 2010 in Montréal, Québec.
