In June 2019, Google’s Sidewalk Labs released a long-awaited development proposal for a Toronto waterfront community, and in doing so created the largest ever smart city experiment in the world. For some, Sidewalk Labs’ proposal promises the key elements of a sustainable and inclusive city. For others, the proposal illustrates the dangers of letting a private corporation invade further into our private lives.

Lauriault’s work on open data, big data, open smart cities, is international, transdisciplinary and multi-sectoral. She is one of the founders of critical data studies and of open data in Canada and founded Open Smart Cities with OpenNorth a data and technology governance approach shaping how Canadian cities roll out their ‘smart’ programs. Her scholarship is critical and engaged, and as a data and technological citizen, she works with the makers, governors and stakeholders of these data, processes and infrastructures, not only to better understand them but also to ensure that these do not cause harm and more so that they are governed in an ethical, accountable and transparent way so as to balance economic development, social progress and environmental responsibility.

Marc René de Cotret joined the City of Ottawa’s Innovative Client Services Department as the Director of Service Transformation in April 2017.
He leads the Service Transformation team, which is responsible for delivering the City’s strategic planning process, smart city strategy, digital and innovation initiatives, open data program, and organizational effectiveness efforts to cultivate a culture of innovation and client-centric service delivery.
Prior to joining the City, Marc was an Associate Partner with the Digital Operations practice of IBM’s Global Business Services. He has extensive consulting experience in strategy, business operations, and transformation. He has worked for large-scale clients in numerous sectors including all levels of government, public safety, health care, construction and engineering, defense, pulp & paper, industrial shipbuilding, nuclear regulatory, and taxation.
Marc has a master’s degree in Business Administration from the University of Ottawa.
The ‘smart city’ initiatives continue to fascinate. During the summer, Toronto’s efforts were described in a June 24, 2019 article by Katharine Schwab for Fast Company (Note: Links have been removed),
Today, Google sister company Sidewalk Labs released a draft of its master plan to transform 12 acres on the Toronto waterfront into a smart city. The document details the neighborhood’s buildings, street design, transportation, and digital infrastructure—as well as how the company plans to construct it.
When a leaked copy of the plan popped up online earlier this year, we learned that Sidewalk Labs plans to build the entire development, called Quayside, out of mass timber. But today’s release of the official plan reveals the key to doing so: Sidewalk proposes investing $80 million to build a timber factory and supply chain that would support its fully timber neighborhood. The company says the factory, which would be focused on manufacturing prefabricated building pieces that could then be assembled into fully modular buildings on site, could reduce building time by 35% compared to more traditional building methods.
“We would fund the creation of [a factory] somewhere in the greater Toronto area that we think could play a role in catalyzing a new industry around mass timber,” says Sidewalk Labs CEO and chairman Dan Doctoroff.
However, the funding of the factory is dependent on Sidewalk Labs being able to expand its development plan to the entire riverfront district. .. [emphasis mine].
Here’s where I think it gets very interesting,
Sidewalk proposes sourcing spruce and fir trees from the forests in Ontario, Quebec, and British Columbia. While Canada has 40% of the world’s sustainable forests, Sidewalk claims, the country has few factories that can turn these trees into the building material. That’s why the company proposes starting a factory to process two kinds of mass timber: Cross-laminated timber (CLT) and glulam beams. The latter is meant specifically to bear the weight of the 30-story buildings Sidewalk hopes to build. While Sidewalk says that 84% of the larger district would be handed over for development by local companies, the plan requires that these companies uphold the same sustainability standards when it comes to performance
Sidewalk says companies wouldn’t be required to build with CLT and glulam, but since the company’s reason for building the mass timber factory is that there aren’t many existing manufacturers to meet the needs for a full-scale development, the company’s plan might ultimately push any third-party developers toward using its [Google] factory to source materials. … [emphasis mine]
If I understand this rightly, Google wants to expand its plan to Toronto’s entire waterfront to make building a factory to produce the type of wood products Google wants to use in its Quayside development financially feasible (profitable). And somehow, local developers will not be forced to build the sames kinds of structures although Google will be managing the entire waterfront development. Hmmm.
Let’s take a look at one of Google’s other ‘city ventures’.
First, Alphabet is the name of Google’s parent company and it was Alphabet that offered the city of Louisville an opportunity for cheap, abundant internet service known as Google Fiber. From a May 6, 2019 article by Alex Correa for the The Edge (Note: Links have been removed),
In 2015, Alphabet chose several cities in Kentucky to host its Google Fiber project. Google Fiber is a service providing broadband internet and IPTV directly to a number of locations, and the initiative in Kentucky … . The tech giant dug up city streets to bury fibre optic cables of their own, touting a new technique that would only require the cables to be a few inches beneath the surface. However, after two years of delays and negotiations after the announcement, Google abandoned the project in Louisville, Kentucky.
Like an unwanted pest in a garden, sign of Google’s presence can be seen and felt in the city streets. Metro Councilman Brandon Coan criticized the state of the city’s infrastructure, pointing out that strands of errant, tar-like sealant, used to cover up the cables, are “everywhere.” Speaking outside of a Louisville coffee shop that ran Google Fiber lines before the departure, he said, “I’m confident that Google and the city are going to negotiate a deal… to restore the roads to as good a condition as they were when they got here. Frankly, I think they owe us more than that.”
Google’s disappearance did more than just damage roads [emphasis mine] in Louisville. Plans for promising projects were abandoned, including transformative economic development that could have provided the population with new jobs and vastly different career opportunities than what was available. Add to that the fact that media coverage of the aborted initiative cast Louisville as the site of a failed experiment, creating an impression of the city as an embarrassment. (Google has since announced plans to reimburse the city $3.84 million over 20 months to help repair the damage to the city’s streets and infrastructure.)
A February 22, 2019 article on CBC (Canadian Broadcasting Corporation) Radio news online offers images of the damaged roadways and a particle transcript of a Day 6 radio show hosted by Brent Bambury,
Google’s Sidewalk Labs is facing increased pushback to its proposal to build a futuristic neighbourhood in Toronto, after leaked documents revealed the company’s plans are more ambitious than the public had realized.
One particular proposal — which would see Sidewalk Labs taking a cut of property taxes in exchange for building a light rail transit line along Toronto’s waterfront — is especially controversial.
The company has developed an impressive list of promises for its proposed neighbourhood, including mobile pre-built buildings and office towers that tailor themselves to occupants’ behaviour.
But Louisville, Kentucky-based business reporter Chris Otts says that when Google companies come to town, it doesn’t always end well.
What was the promise Google Fiber made to Louisville back in 2015?
Well, it was just to be included as one of their Fiber cities, which was a pretty serious deal for Louisville at the time. A big coup for the mayor, and his administration had been working for years to get Google to consider adding Louisville to that list.
So if the city was eager, what sorts of accommodations were made for Google to entice them to come to Louisville?
Basically, the city did everything it could from a streamlining red tape perspective to get Google here … in terms of, you know, awarding them a franchise, and allowing them to be in the rights of way with this innovative technique they had for burying their cables here. And then also, they [the city] passed a policy, which, to be sure, they say is just good policy regardless of Google’s support for it. But it had to do with how new Internet companies like Google can access utility poles to install their networks.
And Louisville ended up spending hundreds of thousands of dollars to defend that new policy in court in lawsuits by AT&T and by the traditional cable company here.
When Google Fiber starts doing business, they’re offering cheaper high speed Internet access, and they start burying these cables in the ground.
When did things start to go sideways for this project?
I don’t know if I would say ‘almost immediately,’ but certainly the problems were evident fairly quickly.
So they started their work in 2017. If you picture it, [in] the streets you can see on either side there are these seams. They look like little strings … near the end of the streets on both sides. And there are cuts in the street where they buried the cable and they topped it off with this sealant
And fairly early on — within months, I would say, of them doing that — you could see the sealant popping out. The conduit in there [was] visible or exposed. And so it was fairly evident that there were problems with it pretty quickly
Was this the first time that they had used this system and the sealant that you’re describing?
It was the first time, according to them, that they had used such shallow trenches in the streets.
So these are as shallow as two inches below the pavement surface that they’d bury these cables. It’s the ultra-shallow version of this technique.
And what explanation did Google Fiber offer for their decision to leave Louisville?
That it was basically a business decision; that they were trying this construction method to see if it was sustainable and they just had too many problems with it.
And as they said directly in their … written statement about this, they decided that instead of doing things right and starting over, which they would have to do essentially to keep providing service in Louisville, that it was the better business decision for them to just pick up and leave.
Toronto’s Sidewalk Labs isn’t Google Fiber — but they’re both owned by Google’s parent company, Alphabet.
If Louisville could give Toronto a piece of advice about welcoming a Google infrastructure project to town, what do you think that advice would be?
The biggest lesson from this is that one day they can be next to you at the press conference saying what a great city you are and how happy they are to … provide new service in your market, and then the next day, with almost no notice, they can say, “You know what? This doesn’t make sense for us anymore. And by the way, see ya. Thanks for having us. Sorry it didn’t work out.”
The factory is also key to another of Sidewalk’s promises: Jobs. According to Sidewalk, the factory itself would create 2,500 jobs [emphasis mine] along the entire supply chain over a 20-year period. But even if the Canadian government approves Sidewalk’s plan and commits to building out the entire waterfront district to take advantage of the mass timber factory’s economies of scale, there are other regulatory hurdles to overcome. Right now, the building code in Toronto doesn’t allow for timber buildings over six stories tall. All of Sidewalk’s proposed buildings are over six stories, and many of them go up to 30 stories. Doctoroff said he was optimistic that the company will be able to get regulations changed if the city decides to adopt the plan. There are several examples of timber buildings that are already under construction, with a planned skyscraper in Japan that will be 70 stories.
Sidewalk’s proposal is the result of 18 months of planning, which involved getting feedback from community members and prototyping elements like a building raincoat that the company hopes to include in the final development. It has come under fire from privacy advocates in particular, and the Canadian government is currently facing a lawsuit from a civil liberties group over its decision to allow a corporation to propose public privacy governance standards.
Now that the company has released the plan, it will be up to the Canadian government to decide whether to move forward. And the mass timber factory, in particular, will be dependent on the government adopting Sidewalk’s plan wholesale, far beyond the Quayside development—a reminder that Sidewalk is a corporation that’s here to make money, dangling investment dollars in front of the government to incentivize it to embrace Sidewalk as the developer for the entire area.
A few thoughts
Those folks in Louisville made a lot of accommodations for Google only to have the company abandon them. They will get some money in compensation, finally, but it doesn’t make up for the lost jobs and the national, if not international, loss of face.
… Together with local partners, Sidewalk proposes to invest up to $80 million in a mass timber factory in Ontario to jumpstart this emerging industry.
So, Alphabet/Google/Sidewalk has proposed up to an $80M investment—with local partners. I wonder how much this factory is supposed to cost and what kinds of accommodations Alphabet/Google/Sidewalk will demand. Possibilities include policy changes, changes in municipal bylaws, and government money. In other words, Canadian taxpayers could end up footing part of the bill and/or local developers could be required to cover and outsize percentage of the costs for the factory as they jockey for the opportunity to develop part of Toronto’s waterfront.
Other than Louisville, what’s the company’s track record with regard to its partnerships with cities and municipalities? I Haven’t found any success stories in my admittedly brief search. Unusually, the company doesn’t seem to be promoting any of its successful city partnerships.
While my focus has been on the company’s failure with Louisville and the possible dangers inherent to Toronto in a partnership with this company, it shouldn’t be forgotten that all of this development is in the name of a ‘smart’ city and that means data-driven. My March 28, 2018 posting features some of the issues with the technology, 5G, that will be needed to make cities ‘smart’. There’s also my March 20, 2018 posting (scroll down about 30% of the way) which looks at ‘smart’ cities in Canada with a special emphasis on Vancouver.
Waterfront Toronto’s Digital Strategy Advisory Panel (DSAP) submitted a report to Google in August 2019 which was subsequently published as of September 10, 2019. To sum it up, the panel was not impressed with Google’s June 2019 draft master plan. From a September 11, 2019 news item on the Guardian (Note: Links have been removed),
A controversial smart city development in Canada has hit another roadblock after an oversight panel called key aspects of the proposal “irrelevant”, “unnecessary” and “frustratingly abstract” in a new report.
The project on Toronto’s waterfront, dubbed Quayside, is a partnership between the city and Google’s sister company Sidewalk Labs. It promises “raincoats” for buildings, autonomous vehicles and cutting-edge wood-frame towers, but has faced numerous criticisms in recent months.
A September 11, 2019 article by Ian Bick of Canadian Press published on the CBC (Canadian Broadcasting Corporation) website offers more detail,
Preliminary commentary from Waterfront Toronto’s digital strategy advisory panel (DSAP) released Tuesday said the plan from Google’s sister company Sidewalk is “frustratingly abstract” and that some of the innovations proposed were “irrelevant or unnecessary.”
“The document is somewhat unwieldy and repetitive, spreads discussions of topics across multiple volumes, and is overly focused on the ‘what’ rather than the ‘how,’ ” said the report on the panel’s comments.
Some on the 15-member panel, an arm’s-length body that gives expert advice to Waterfront Toronto, have also found the scope of the proposal to be unclear or “concerning.”
The report says that some members also felt the official Sidewalk plan did not appear to put the citizen at the centre of the design process for digital innovations, and raised issues with the way Sidewalk has proposed to manage data that is generated from the neighbourhood.
The panel’s early report is not official commentary from Waterfront Toronto, the multi-government body that is overseeing the Quayside development, but is meant to indicate areas that needs improvement.
The panel, chaired by University of Ottawa law professor Michael Geist, includes executives, professors, and other experts on technology, privacy, and innovation.
Sidewalk Labs spokeswoman Keerthana Rang said the company appreciates the feedback and already intends to release more details in October on the digital innovations it hopes to implement at Quayside.
I recently published [March 20, 2018] a piece on ‘smart cities’ both an art/science event in Toronto and a Canadian government initiative without mentioning the necessity of new technology to support all of the grand plans. On that note, it seems the Canadian federal government and two provincial (Québec and Ontario) governments are prepared to invest in one of the necessary ‘new’ technologies, 5G wireless. The Canadian Broadcasting Corporation’s (CBC) Shawn Benjamin reports about Canada’s 5G plans in suitably breathless (even in text only) tones of excitement in a March 19, 2018 article,
The federal, Ontario and Quebec governments say they will spend $200 million to help fund research into 5G wireless technology, the next-generation networks with download speeds 100 times faster than current ones can handle.
The so-called “5G corridor,” known as ENCQOR, will see tech companies such as Ericsson, Ciena Canada, Thales Canada, IBM and CGI kick in another $200 million to develop facilities to get the project up and running.
The idea is to set up a network of linked research facilities and laboratories that these companies — and as many as 1,000 more across Canada — will be able to use to test products and services that run on 5G networks.
Benjamin’s description of 5G is focused on what it will make possible in the future,
If you think things are moving too fast, buckle up, because a new 5G cellular network is just around the corner and it promises to transform our lives by connecting nearly everything to a new, much faster, reliable wireless network.
The first networks won’t be operational for at least a few years, but technology and telecom companies around the world are already planning to spend billions to make sure they aren’t left behind, says Lawrence Surtees, a communications analyst with the research firm IDC.
The new 5G is no tentative baby step toward the future. Rather, as Surtees puts it, “the move from 4G to 5G is a quantum leap.”
In a downtown Toronto soundstage, Alan Smithson recently demonstrated a few virtual reality and augmented reality projects that his company MetaVRse is working on.
The potential for VR and AR technology is endless, he said, in large part for its potential to help hurdle some of the walls we are already seeing with current networks.
Virtual Reality technology on the market today is continually increasing things like frame rates and screen resolutions in a constant quest to make their devices even more lifelike.
… They [current 4G networks] can’t handle the load. But 5G can do so easily, Smithson said, so much so that the current era of bulky augmented reality headsets could be replaced buy a pair of normal looking glasses.
In a 5G world, those internet-connected glasses will automatically recognize everyone you meet, and possibly be able to overlay their name in your field of vision, along with a link to their online profile. …
Benjamin also mentions ‘smart cities’,
In a University of Toronto laboratory, Professor Alberto Leon-Garcia researches connected vehicles and smart power grids. “My passion right now is enabling smart cities — making smart cities a reality — and that means having much more immediate and detailed sense of the environment,” he said.
Faster 5G networks will assist his projects in many ways, by giving planners more, instant data on things like traffic patterns, energy consumption, variou carbon footprints and much more.
Leon-Garcia points to a brightly lit map of Toronto [image embedded in Benjamin’s article] in his office, and explains that every dot of light represents a sensor transmitting real time data.
Currently, the network is hooked up to things like city buses, traffic cameras and the city-owned fleet of shared bicycles. He currently has thousands of data points feeding him info on his map, but in a 5G world, the network will support about a million sensors per square kilometre.
Very exciting but where is all this data going? What computers will be processing the information? Where are these sensors located? Benjamin does not venture into those waters nor does The Economist in a February 13, 2018 article about 5G, the Olympic Games in Pyeonchang, South Korea, but the magazine does note another barrier to 5G implementation,
“FASTER, higher, stronger,” goes the Olympic motto. So it is only appropriate that the next generation of wireless technology, “5G” for short, should get its first showcase at the Winter Olympics under way in Pyeongchang, South Korea. Once fully developed, it is supposed to offer download speeds of at least 20 gigabits per second (4G manages about half that at best) and response times (“latency”) of below 1 millisecond. So the new networks will be able to transfer a high-resolution movie in two seconds and respond to requests in less than a hundredth of the time it takes to blink an eye. But 5G is not just about faster and swifter wireless connections.
The technology is meant to enable all sorts of new services. One such would offer virtual- or augmented-reality experiences. At the Olympics, for example, many contestants are being followed by 360-degree video cameras. At special venues sports fans can don virtual-reality goggles to put themselves right into the action. But 5G is also supposed to become the connective tissue for the internet of things, to link anything from smartphones to wireless sensors and industrial robots to self-driving cars. This will be made possible by a technique called “network slicing”, which allows operators quickly to create bespoke networks that give each set of devices exactly the connectivity they need.
Despite its versatility, it is not clear how quickly 5G will take off. The biggest brake will be economic. [emphasis mine] When the GSMA, an industry group, last year asked 750 telecoms bosses about the most salient impediment to delivering 5G, more than half cited the lack of a clear business case. People may want more bandwidth, but they are not willing to pay for it—an attitude even the lure of the fanciest virtual-reality applications may not change. …
That may not be the only brake, Dexter Johnson in a March 19, 2018 posting on his Nanoclast blog (on the IEEE [Institute of Electrical and Electronics Engineers] website), covers some of the others (Note: Links have been removed),
Graphene has been heralded as a “wonder material” for well over a decade now, and 5G has been marketed as the next big thing for at least the past five years. Analysts have suggested that 5G could be the golden ticket to virtual reality and artificial intelligence, and promised that graphene could improve technologies within electronics and optoelectronics.
But proponents of both graphene and 5G have also been accused of stirring up hype. There now seems to be a rising sense within industry circles that these glowing technological prospects will not come anytime soon.
At Mobile World Congress (MWC) in Barcelona last month [February 2018], some misgivings for these long promised technologies may have been put to rest, though, thanks in large part to each other.
In a meeting at MWC with Jari Kinaret, a professor at Chalmers University in Sweden and director of the Graphene Flagship, I took a guided tour around the Pavilion to see some of the technologies poised to have an impact on the development of 5G.
Being invited back to the MWC for three years is a pretty clear indication of how important graphene is to those who are trying to raise the fortunes of 5G. But just how important became more obvious to me in an interview with Frank Koppens, the leader of the quantum nano-optoelectronic group at Institute of Photonic Sciences (ICFO) just outside of Barcelona, last year.
He said: “5G cannot just scale. Some new technology is needed. And that’s why we have several companies in the Graphene Flagship that are putting a lot of pressure on us to address this issue.”
In a collaboration led by CNIT—a consortium of Italian universities and national laboratories focused on communication technologies—researchers from AMO GmbH, Ericsson, Nokia Bell Labs, and Imec have developed graphene-based photodetectors and modulators capable of receiving and transmitting optical data faster than ever before.
The aim of all this speed for transmitting data is to support the ultrafast data streams with extreme bandwidth that will be part of 5G. In fact, at another section during MWC, Ericsson was presenting the switching of a 100 Gigabits per second (Gbps) channel based on the technology.
“The fact that Ericsson is demonstrating another version of this technology demonstrates that from Ericsson’s point of view, this is no longer just research” said Kinaret.
It’s no mystery why the big mobile companies are jumping on this technology. Not only does it provide high-speed data transmission, but it also does it 10 times more efficiently than silicon or doped silicon devices, and will eventually do it more cheaply than those devices, according to Vito Sorianello, senior researcher at CNIT.
Interestingly, Ericsson is one of the tech companies mentioned with regard to Canada’s 5G project, ENCQOR and Sweden’s Chalmers University, as Dexter Johnson notes, is the lead institution for the Graphene Flagship.. One other fact to note, Canada’s resources include graphite mines with ‘premium’ flakes for producing graphene. Canada’s graphite mines are located (as far as I know) in only two Canadian provinces, Ontario and Québec, which also happen to be pitching money into ENCQOR. As for the questions I posed about processing power, etc. It seems the South Koreans have found answers of some kind but it’s hard to evaluate as I haven’t found any additional information about 5G and its implementation in South Korea. If anyone has answers, please feel free to leave them in the ‘comments’. Thank you.

It’s led me on quite the chase as I’ve delved into a reference to Smart City projects taking place across the country and the results follow after this bit about the event.

Following the panel discussion, the audience is invited to view the art exhibition ‘smARTcities; exploring the digital frontier.’ Works commissioned by Vaughan specifically for the exhibition, including the SmartCity Map and SmartHospital Map will be shown as well as other Art/Science-themed works. Many of these ‘maps’ were made by Ron in collaboration with mathematicians, scientists, and medical researchers, some of who will be in attendance. Further examples of Ron’s art can be found HERE
This event can be reached by taking the subway up the #1 west line to the new Vaughan Metropolitan Centre terminal station. Take the #20 bus to the Vaughan Mills transfer loop; transfer there to the #4/A which will take you to the stop right at City Hall. Free parking is available for those coming by car. Car-pooling and ride-sharing is encouraged. The facility is fully accessible.
Smart Cities, the rest of the country, and Vancouver
Much to my surprise, I covered the ‘Smart Cities’ story in its early (but not earliest) days (and before it was Smart Cities) in two posts: January 30, 2015 and January 27,2016 about the National Research Council of Canada (NRC) and its cities and technology public engagement exercises.
Canada’s National Research Council (NRC) has identified Cities of the Future as a game-changing technology and economic opportunity. Following a national dialogue, an Executive Summit was held in Toronto on March 31, 2016, resulting in an important summary report that will become the seed for Canadian R&D strategy in this sector.
The conclusion so far is that the opportunity for Canada is to muster leadership in the following three areas (in order):
Better Infrastructure and Infrastructure Management
North America is one of the most urbanised regions in the world (82 % living in urban areas in 2014).
With growing urbanisation, sustainable development challenges will be increasingly concentrated in cities, requiring technology solutions.
Smart cities are data-driven, relying on broadband and telecommunications, sensors, social media, data collection and integration, automation, analytics and visualization to provide real-time situational analysis.
Most infrastructure will be “smart” by 2030 and transportation systems will be intelligent, adaptive and connected.
Renewable energy, energy storage, power quality and load measurement will contribute to smart grid solutions that are integrated with transportation.
“Green”, sustainable and high-performing construction and infrastructure materials are in demand.
High energy use: Transportation accounts for roughly 23% of Canada’s total greenhouse gas emissions, followed closely by the energy consumption of buildings, which accounts for 12% of Canada’s greenhouse gas emissions (Canada’s United Nations Framework Convention on Climate Change report).
Traffic congestion in Canadian cities is increasing, contributing to loss of productivity, increased stress for citizens as well as air and noise pollution.
Canadian cities are susceptible to extreme weather and events related to climate change (e.g., floods, storms).
Changing demographics: aging population (need for accessible transportation options, housing, medical and recreational services) and diverse (immigrant) populations.
Financial and jurisdictional issues: the inability of municipalities (who have primary responsibility) to finance R&D or large-scale solutions without other government assistance.
Opportunities being examined
Test bed for smart city technology in order to quantify and demonstrate the benefits of smart cities.
Multiple partnering opportunities (e.g. municipalities, other government organizations, industry associations, universities, social sciences, urban planning).
The integrated city
Efficient transportation: integration of personal mobility and freight movement as key city and inter-city infrastructure.
Efficient and integrated transportation systems linked to city infrastructure.
Planning urban environments for mobility while repurposing redundant infrastructures (converting parking to the food-water-energy nexus) as population shifts away from personal transportation.
Sustainable urban bio-cycling.
System approach to the development of the technology platforms required to address the nexus.
Computer vision and image understanding
Adaptive robots; future robotic platforms for part manufacturing
Understanding human emotions from language
Next generation information extraction using deep learning
Artificial intelligence to optimize talent management for human resources
Predictive equipment maintenance
Artificial intelligence for optimizing energy storage and distribution
Understanding and tracking of hazardous chemical elements
Process and design optimization
Printed electronics for Internet of Things
Inks and materials
Large area, flexible, stretchable, printed electronics components

If you’re curious about the government’s plan with regard to implementation, this NRC webpage provides some fascinating insight into their hopes if not the reality. (I have mentioned artificial intelligence and the federal government before in a March 16, 2018 posting about the federal budget and science; scroll down approximately 50% of the way to the subsection titled, Budget 2018: Who’s watching over us? and scan for Michael Karlin’s name.)
As for the current situation, there’s a Smart Cities Challenge taking place. Both Toronto and Vancouver have webpages dedicated to their response to the challenge. (You may want to check your own city’s website to find if it’s participating.)I have a preference for the Toronto page as they immediately state that they’re participating in this challenge and they provide an explanation for what they want from you. Vancouver’s page is by comparison a bit confusing with two videos being immediately presented to the reader and from there too many graphics competing for your attention. They do, however, offer something valuable, links to explanations for smart cities and for the challenge.
The Smart Cities Challenge is a pan-Canadian competition open to communities of all sizes, including municipalities, regional governments and Indigenous communities (First Nations, Métis and Inuit). The Challenge encourages communities to adopt a smart cities approach to improve the lives of their residents through innovation, data and connected technology.
One prize of up to $50 million open to all communities, regardless of population;
Two prizes of up to $10 million open to all communities with populations under 500,000 people; and
One prize of up to $5 million open to all communities with populations under 30,000 people.
Infrastructure Canada is engaging Indigenous leaders, communities and organizations to finalize the design of a competition specific to Indigenous communities that will reflect their unique realities and issues. Indigenous communities are also eligible to compete for all the prizes in the current competition.
The Challenge will be an open and transparent process. Communities that submit proposals will also post them online, so that residents and stakeholders can see them. An independent Jury will be appointed to select finalists and winners.
Applications are due by April 24, 2018. Communities interested in participating should visit the Impact Canada Challenge Platform for the applicant guide and more information.
It’s not clear to me if she’s leading Vancouver’s effort to win the Smart Cities Challenge but Jessie Adcock’s (City of Vancouver Chief Digital Officer) Twitter feed certainly features information on the topic and, I suspect, if you’re looking for the most up-to-date information on Vancovuer’s participation, you’re more likely to find it on her feed than on the City of Vancouver’s Smart Cities Challenge webpage.
The US government has made a Request for Information (RFI) on the topic of artificial intelligence (AI) according to David Bruggeman’s June 28, 2016 posting on his Pasco Phronesis blog (Note: Links have been removed),
Yesterday [June 27, 2016] the Federal Register published a Request for Information (RFI) from the Office of Science and Technology Policy (OSTP). The RFI is part of the ongoing White House Initiative on the Future of Artificial Intelligence, which includes an ongoing series of workshops (the latest was today in Pittsburgh, and another is scheduled for July 7 in New York City). The OSTP is asking for comments between now and July 22.
You can watch the videos of the two workshops which have already taken place by following the links above. The June 28th 2016 workshop is taking place from 9 am to 4:30 pm EST, which means those of us in other timezones can watch it on YouTube nearly in its entirety.
Getting back to the White House blog posting, here’s what else they have planned,
The Federal Government also is working to leverage AI for public good and toward a more effective government. A new National Science and Technology Council (NSTC) Subcommittee on Machine Learning and Artificial Intelligence will meet for the first time next week. This group will monitor state-of-the-art advances and technology milestones in artificial intelligence and machine learning within the Federal Government, in the private sector, and internationally; and help coordinate Federal activity in this space.
Broadly, between now and the end of the Administration, the NSTC group will work to increase the use of AI and machine learning to improve the delivery of government services. Such efforts may include empowering Federal departments and agencies to run pilot projects evaluating new AI-driven approaches and government investment in research on how to use AI to make government services more effective. Applications in AI to areas of government that are not traditionally technology-focused are especially significant; there is tremendous potential in AI-driven improvements to programs and delivery of services that help make everyday life better for Americans in areas related to urban systems and smart cities, mental and physical health, social welfare, criminal justice, the environment, and much more.
We look forward to engaging with the public about how best to harness the opportunities brought by artificial intelligence. …
If you’re interested in responding to the RFI, it’s the supplementary information (scroll down about 50% of the way) on the Federal Register’s RFI on Artificial Intelligence that I found provided the most insight,
OSTP is particularly interested in responses related to the following topics: (1) The legal and governance implications of AI; (2) the use of AI for public good; (3) the safety and control issues for AI; (4) the social and economic implications of AI; (5) the most pressing, fundamental questions in AI research, common to most or all scientific fields; (6) the most important research gaps in AI that must be addressed to advance this field and benefit the public; (7) the scientific and technical training that will be needed to take advantage of harnessing the potential of AI technology, and the challenges faced by institutions of higher education in retaining faculty and responding to explosive growth in student enrollment in AI-related courses and courses of study; (8) the specific steps that could be taken by the federal government, research institutes, universities, and philanthropies to encourage multi-disciplinary AI research; (9) specific training data sets that can accelerate the development of AI and its application; (10) the role that “market shaping” approaches such as incentive prizes and Advanced Market Commitments can play in accelerating the development of applications of AI to address societal needs, such as accelerated training for low and moderate income workers (see https://www.usaid.gov/cii/market-shaping-primer); and (11) any additional information related to AI research or policymaking, not requested above, that you believe OSTP should consider.
For a Canadian, the seventh and eighth points provide an interesting contrast of governmental responsibilities. The Canadian federal government has little to no direct authority over education.
