Join us to welcome Cerpina and Stenslie as they introduce us to their
book and discuss the future cuisine of humanity. To sustain the
soon-to-be 9 billion global population we cannot count on Mother
Earth’s resources anymore. The project explores innovative and
speculative ideas about new foods in the field of arts, design, science
& technology, rethinking eating traditions and food taboos, and
proposing new recipes for survival in times of ecological catastrophes.

To match the topic of their talk, attendees will be presented with
“anthropocene snacks” and will be encouraged to discuss food
alternatives and new networks of solidarity to fight food deserts,
waste, and unsustainable consumption.

This is a Hybrid event: our guests will join us virtually on zoom.

Zane Cerpina is a multicultural and interdisciplinary female author,
curator, artist, and designer working with the complexity of
socio-political and environmental issues in contemporary society and in
the age of the Anthropocene. Cerpina earned her master’s degree in
design from AHO – The Oslo School of Architecture and Design and a
bachelor’s degree in Art and Technology from Aalborg University. She
resides in Oslo and is a project manager/curator at TEKS (Trondheim
Electronic Arts Centre). She is also a co-founder and editor of EE:
Experimental Emerging Art Journal. From 2015 to 2019, Cerpina was a
creative manager and editor at PNEK (Production Network for Electronic
Art, Norway).

Stahl Stenslie works as an artist, curator and researcher specializing
in experimental media art and interaction experiences. His aesthetic
focus is on art and artistic expressions that challenge ordinary ways of
perceiving the world. Through his practice he asks the questions we tend
to avoid – or where the answers lie in the shadows of existence.
Keywords of his practice are somaesthetics, unstable media,
transgression and numinousness. The technological focus in his works is
on the art of the recently possible – such as i) panhaptic
communication on Smartphones, ii) somatic and immersive soundspaces, and
iii) design of functional and lethal artguns, 3D printed in low-cost
plastic material.He has a PhD on Touch and Technologies from The School
of Architecture and Design, Oslo, Norway. Currently he heads the R&D
department at Arts for Young Audiences Norway.

Laura U. Marks works on media art and philosophy with an intercultural focus, and on small-footprint media. She programs experimental media for venues around the world. As Grant Strate University Professor, she teaches in the School for the Contemporary Arts at Simon Fraser University in Vancouver, Canada. Her upcoming book The Fold: From Your Body to the Cosmos will be published I March 2024 by Duke University Press. 

David Rokeby is an installation artist based in Toronto, Canada. He has been creating and exhibiting since 1982. For the first part of his career he focussed on interactive pieces that directly engage the human body, or that involve artificial perception systems. In the last decade, his practice has expanded to included video, kinetic and static sculpture. His work has been performed / exhibited in shows across Canada, the United States, Europe and Asia.

Awards include the first BAFTA (British Academy of Film and Television Arts) award for Interactive Art in 2000, a 2002 Governor General’s award in Visual and Media Arts and the Prix Ars Electronica Golden Nica for Interactive Art 2002. He was awarded the first Petro-Canada Award for Media Arts in 1988, the Prix Ars Electronica Award of Distinction for Interactive Art (Austria) in 1991 and 1997.

I haven’t been able to dig up any information about registration but it will be added here should I stumble across any in the next few weeks. I did, however, find more information about Marks’s work and a festival in Vancouver (Canada).

Fourth Annual Small File Media Festival (October 20 -21, 2023) and the Streaming Carbon Footprint

First, let’s flip back in time to a July 27, 2021 Simon Fraser University (SFU) news release (also published as a July 27, 2021 news item on phys.org) by Tessa Perkins Deneault,

When was the last time you watched a DVD? If you’re like most people, your DVD collection has been gathering dust as you stream movies and TV from a variety of on-demand services. But have you ever considered the impact of streaming video on the environment?

School for the Contemporary Arts professor Laura Marks and engineering professor Stephen Makonin, with engineering student Alejandro Rodriguez-Silva and media scholar Radek Przedpełski, worked together for over a year to investigate the carbon footprint of streaming media supported by a grant from the Social Sciences and Humanities Research Council of Canada.

“Stephen and Alejandro were there to give us a reality check and to increase our engineering literacy, and Radek and I brought the critical reading to it,” says Marks. “It was really a beautiful meeting of critical media studies and engineering.”

After combing through studies on Information and Communication Technologies (ICT) and making their own calculations, they confirmed that streaming media (including video on demand, YouTube, video embedded in social media and websites, video conferences, video calls and games) is responsible for more than one per cent of greenhouse gas emissions worldwide. And this number is only projected to rise as video conferencing and streaming proliferate.

“One per cent doesn’t sound like a lot, but it’s significant if you think that the airline industry is estimated to be 1.9 per cent,” says Marks. “ICT’s carbon footprint is growing fast, and I’m concerned that because we’re all turning our energy to other obvious carbon polluters, like fossil fuels, cars, the airline industry, people are not going to pay attention to this silent, invisible carbon polluter.”

One thing that Marks found surprising during their research is how politicized this topic is.

Their full report includes a section detailing the International Energy Association’s attack on French think tank The Shift Project after they published a report on streaming media’s carbon footprint in 2019. They found that some ICT engineers state that the carbon footprint of streaming is not a concern because data centres and networks are very efficient, while others say the fast-rising footprint is a serious problem that needs to be addressed. Their report includes comparisons of the divergent figures in engineering studies in order to get a better understanding of the scope of this problem.

The No. 1 thing Marks and Makonin recommend to reduce streaming’s carbon footprint is to ensure that our electricity comes from renewable sources. At an individual level, they offer a list of recommendations to reduce energy consumption and demand for new ICT infrastructure including: stream less, watch physical media including DVDs, decrease video resolution, use audio-only mode when possible, and keep your devices longer—since production of devices is very carbon-intensive.    

Promoting small files and low resolution, Marks founded the Small File Media Festival [link leads to 2023 programme], which will present its second annual program [2021] of 5-megabyte films Aug. 10 – 20. As the organizers say, movies don’t have to be big to be binge-worthy.

The Small File Media Festival returns for its fourth iteration! We are delighted to partner with The Cinematheque to present over sixty jewel-like works from across the globe. These movies are small in file size, but huge in impact: by embracing the aesthetics of compression and low resolution (glitchiness, noise, pixelation), they lay the groundwork for a new experimental film movement in the digital age. This year, six lovingly curated programs traverse brooding pixelated landscapes, textural paradises, and crystalline infinities.

Leaning Out of Windows (LOoW): An Art and Physics Collaboration (2023 book) in Vancouver (Canada)

Be careful not to fall, is a familiar stricture when applied to ‘leaning out of windows’ supplying a frisson of danger to the ‘lean’ but in German, ‘aus dem Fenster lehnen’ or ‘lean out of the window’, is an expression for interdisciplinarity. It’s a nice touch for a book about an art/physics collaboration where it can feel ‘dangerous’ to move so far out of your comfort zone. The book is described this way in its Vancouver (Canada) Public Library catalogue entry,

Art and physics collide in this expansive exploration of how knowledge can be translated across disciplinary communities to activate new aesthetic and scientific perspectives.

Leaning Out of Windows shares findings from a six-year collaboration by a group of artists and physicists exploring the connections and differences between the language they use [emphasis mine], the means by which they develop knowledge, how that knowledge is visualized, and, ultimately, how they seek to understand the universe. Physicists from TRIUMF, Canada’s particle physics accelerator, presented key concepts in the physics of Antimatter, Emergence, and In/visible Forces to artists convened by Emily Carr University of Art + Design; the participants then generated conversations, process drawings, diagrams, field notes, and works of art. The “wondrous back-and-forth” of this process allowed both scientists and artists to, as Koenig [Ingrid Koenig] and Cutler [Randy Lee Cutler] describe, “lean out of our respective fields of inquiry and inhabit the infinite spaces of not knowing.”

From this leaning into uncertainty comes a rich array of work towards furthering the shared project of artists and scientists in shaping cultural understandings of the universe: Otoniya J. Okot Bitek reflects on the invisible forces of power; Jess H. Brewer contemplates emergence, free will, and magic; Mimi Gellman looks at the resonances between Indigenous Knowledge and physics; Jeff Derksen finds Hegelian dialectics within the matter-antimatter process; Sanem Güvenç considers the possibilities of the void; Nirmal Raj ponders the universe’s “special moment of light and visibility” we happen to inhabit; Sadira Rodrigues eschews the artificiality of the lab for a “boring berm of dirt”; and Marina Roy metaphorically turns beams of stable and radioactive gold particles into art of pigments, oils, liquid plastic, and wood. Combined with additional essays, diagrams, and artworks, these texts and artworks live in the intersection of disparate fields that nonetheless share a deep curiosity of the world and our place within it, and a dedication to building and sharing knowledges.

Self-published, “Leaning Out of Windows: An Art and Physics Collaboration” and edited by Ingrid Koenig & Randy Lee Cutler (who also wrote many of the essays) was produced through an entity known as Figure 1 (located in Vancouver). It can be purchased for $45 CAD here on the Figure 1 website or $41.71 (CAD?) on Amazon. (Weirdly, if you look at the back outside cover you’ll see a price of $45 USD.)

Kind of a book

“Leaning” functions as three kinds of books in one package. First, it is documentation for a six year project funded by the Social Sciences and Humanities Research Council of Canada (SSHRC), second, a collection of essays, and, third, a catalogue for three inter-related exhibitions. (Aside: my focus is primarily on the text for an informal book review.)

Like an art exhibition catalogue, this book is printed in a large, awkward to hold format, with shiny (coated) pages. It makes reading the essays and documentation a little challenging but perfect for a picture book/coffee table book where the images are supposed to look good.

I particularly liked the maps for the various phases of the project and the images for phase 1 showing what happens when an image is passed from one artist to the next, without explanation, asking for a new image to be produced and passed on to yet another artist and so on. There is no discussion amongst the artists about the initial impetus (the first artist in the stream of four met with physicists at a science symposium to talk about antimatter).

Unexpectedly, the documentation proved to be a highlight for me. BTW, you can find out more about the Leaning Out of Windows (LOoW) project (e.g. participants, phases, and art/science resources) on its website.

Koenig should be congratulated for getting as much publicity for the book as possible, given the topic and that there are no celebrities involved. CBC gave it a mention (May 8, 2023) on its Books: Leaning Out of Windows webpage. It also got a mention by Dana Gee in a May 12, 2023 ‘Books brief‘ posting on the Vancouver Sun website.

Plus, there were a couple of articles in an art magazine highlighting the art/science project while it was in progress featuring the few images I was about to access online for this project.

A January 6, 2020 article in Canadian Art Magazine by Randy Lee Cutler and Ingrid Koenig introduces the project (Note: I’ll revisit the “metaphor and analogy” mention in this article and throughout the LOoW book later in this post),

The disciplines of art and physics share certain critical perspectives: both deal with how metaphor and analogy inform creative processes. Additionally, artists and physicists address issues of the imagination, creative thinking and communication, and how meaning is made through theoretical research and process-based investigations. There are also important differences in these perspectives. Art brings an appreciation for abstract or non-representational practices. Physics research addresses complex problems relevant to understanding the study of matter and motion through space and time. Physicists also contribute knowledge about how the universe behaves. Together, the achievements of art and physics allow the possibility of a much richer understanding of the nature of reality than each field can contribute individually.

There’s a January 13, 2020 article in Canadian Art Magazine by Perrin Grauer featuring Mimi Gellman, Note: A link has been removed,

Artwork by artist and ECU Associate Professor Mimi Gellman was selected to appear on the cover of the current issue of Canadian Art magazine.

The gleaming, otherworldly image graces the magazine’s issue on antimatter —a subject which “presents a mirror world of abstract phenomena: time reversals, mutual annihilation, cosmic rays, cloud chambers, an infinite sea of sub-atomic particles that parallels our ‘real’ world of matter,” according to the issue’s editors.

Mimi describes her work as approaching some of the affinities between the biological, the perceptual, the cultural and the astronomical.

“My drawings do not explore the exterior world we perceive but rather what I call the ‘architecture of consciousness’ which permits us to perceive it,” she says.

“Recalling astronomical diagrams and reflecting the mixture of hybrid cultural worldviews in my background, they reveal deep similarities between the dimension explored by sub-atomic physics and the implicit interiority of contemporary art.”

I’m sorry I never saw any announcements for the project exhibitions, all of which seemed to have taken place at the Emily Carr University of Art + Design. There were three concepts each explored in three exhibitions, with different artists each time, titled: Antimatter, Emergence, and In/visible Forces, respectively.

A bouquet or two and a few nitpicks

Randy Lee Cutler and Ingrid Koenig have a wonderful quote from Karen Barad, physicist and philosopher, in their essay titled, “Collaborative Research between Artists and Physicists,”

Barad introduces the concept of intra-action and the fluidity of materialization through our bodily entanglements—through intra-action our bodies remain entangled with those around us. “Not only subjects but also objects are permeated through and through with their entangled kin, the other is not just in one’s skin, but in one’s bones, in one’s belly in one’s heart, in one’s nucleus, in one’s past and future.This is a true for electrons as it is for brittlestars as it is for the differentially constituted human.” As Barad asks herself, “How do I know where my physics begins and ends?” … [p. 13]

To the left of the page is a black and white photograph of entangled cables captioned, “GRIFFIN (Gamma Ray Infrastructure for Fundamental Investigations of Nuclei- TRIUMF.” It’s a nice touch and points to the difficulty of ‘illustrating’ or producing visual art in response to physics ideas such as quantum entanglement, something Einstein called, ‘spooky action at a distance’. Quantum entanglement is the phenomenon that occurs when a group of particles are generated, interact, or share spatial proximity in a way such that the quantum state of each particle of the group cannot be described independently of the state of the others [[emphasis mine], including when the particles are separated by a large distance [emphasis mine]. The topic of quantum entanglement is at the heart of the disparity between classical and quantum physics: entanglement is a primary feature of quantum mechanics not present in classical mechanics.[1]

Some of the essays

One essay that stood out in LOoW, was “A Boring Berm of Dirt’ (pp. 141-7) by Sadira Rodrigues. She notes that dirt and soil are not the same; one is dead (dirt) and the other is living (soil) and that the berm has an important role at TRIUMF. If you want a more specific discussion of the difference between dirt and soil, see David Beaulieu’s February 23, 2023 essay (Soil vs. Dirt: What’s the Difference?) on The Spruce website.

Rodrigues’ essay (part of the Emergence concept) situates the work physically (word play alert: physics/physically) whereas all of the other work is based on ideas.

In “Boring Berm … ,” radioactivity is mentioned, a term which is largely taboo these days due its association with poisoning, bombs, and death. The eassy goes into fascinating detail about TRIUMF’s underground facility and how the facility deals with its nuclear waste and the role that the berm plays. (On a more fanciful note, the danger in the title of the book is given another dimension in this essay focused on nuclear topics.) Regardless, the essay was definitely an eye-opener.

Aside: The institution has been rebranded from: TRIUMF (Canada’s National Laboratory for Particle and Nuclear Physics) to: TRIUMF (Canada’s national particle accelerator centre). You can find a reference to the ‘nuclear’ name in my October 2, 2018 posting although the name was already changed, probably in the early to mid-2010s. There is no mention of the ‘nuclear’ name in TRIUMF’s Wikipedia entry, accessed August 22, 2023.

Gellman and language

Mimi Gellman’s essay, “Crossing No Divide: Mapping Affinities in Art and Science” evokes unity, as can be seen in the title. She’s one of the more ‘lyrical’ writers,

There is a place in our imagination where east or west, or large or small, or any other opposites cease to be productive contradictions. As an artist and educator, I have become interested in the non-binary and resonance between Indigenous Knowledge and physics, between art and science, and between traditional ways of considering cognition and thinking with the hand. [p. 33]

This is how Gellman is described for the January 13, 2020 article in Canadian Art Magazine, which is archived on the Emily Carr University of Art + Design (ECUAD) website,

Mimi Gellman is an Anishinaabe/Ashkenazi (Ojibway-Jewish Métis) visual artist and educator with a multi-streamed practice in architectural glass and conceptual installation. She is currently an Associate Professor in the Faculty of Culture + Community at Emily Carr University of Art + Design in Vancouver, Canada, and is completing her research praxis PhD in Cultural Studies at Queen’s University on the metaphysics of Indigenous mapping.

She highlights some interesting observations about language and thinking,

The Ojibwe language, Anishinaabemowin, like many Indigenous languages is verb-based in contrast with Western languages’ noun-based constructions and these have deep implications for the development of one’s worldview. …

I suspect anyone who speaks more than one language can testify to the observation that language affects one’s worldview. More academically, it’s called linguistic relativity or the Sapir-Whorf hypothesis. I find it hard to believe that it’s considered a controversial idea but here goes from the Linguistic relativity Wikipedia entry, Note: Links have been removed,

The idea of linguistic relativity, also known as the Sapir–Whorf hypothesis /səˌpɪər ˈhwɔːrf/ sə-PEER WHORF, the Whorf hypothesis, or Whorfianism, is a principle suggesting that the structure of a language influences its speakers’ worldview or cognition, and thus individuals’ languages determine or shape their perceptions of the world.[1]

The hypothesis has long been controversial, and many different, often contradictory variations have existed throughout its history.[2] The strong hypothesis of linguistic relativity, now referred to as linguistic determinism, says that language determines thought and that linguistic categories limit and restrict cognitive categories. This was held by some of the early linguists before World War II,[3] but it is generally agreed to be false by modern linguists.[4] Nevertheless, research has produced positive empirical evidence supporting a weaker version of linguistic relativity:[4][3] that a language’s structures influence and shape a speaker’s perceptions, without strictly limiting or obstructing them.

Gettng back to Gellman, language, linguistic relativity, worldviews, and, adding physics/science, she quotes James (Sa’ke’j) Youngblood Henderson “a research fellow at the Native Law Centre of Canada, University of Saskatchewan College of Law. He was born to the Bear Clan of the Chickasaw Nation and Cheyenne Tribe in Oklahoma in 1944 and is married to Marie Battiste, a Mi’kmaw educator. In 1974, he received a juris doctorate in law from Harvard Law School,”

[at a 1993 dialogue between Western and Indigenous scientists …]

[Youngblood Henderson] We don’t have one god. You need a noun-based language to have one god. We have forces. All forces are equal and you are just the amplifier of the forces. The way you conduct your life and the dignity you give to other things gives you access to other forces. Even trees are verbs instead of nouns. The Mi’kmaq named their trees for the sound the wind makes when it blows through the trees during the autumn about an hour after the sunset, when the wind usually comes from a certain direction. So one might be like a ‘shu-shu’ something and another more like a ‘tinka-tinka’ something. Although physics in the western world has been essentially the quest for the smallest noun (which used to be a-tom, ‘that which cannot be further divided’), as they were inside the atom things weren’t acting like nouns anymore. The physicists were intrigued with the possibilities inherent in a language that didn’t depend on nouns but could move right to verbs when the circumstances were appropriate.3

Derksen and his poem

Karl Marx, Friedrich Engels, Theodor W. Adorno, and Georg Wilhelm Friedrich Hegel were unexpected guest stars in Derksen’s essay, “From Two to Another: The Anti-Matter Series,” given that he is an award-winning poet. These days he has this on his profile page on the Department of English, Simon Fraser University website, “Dean and Associate Provost, Graduate and Postdoctoral Studies.”

From LOoW,

Karl Marx and Friedrich Engels are well known as materialists, having helped define a materialist view of history, of economics and of capitalism. And both Marx and Engels aimed to develop Marxism as a science rather than a model based on naturalizing capitalism and “man.” … [p. 89]

Derksen includes a diagram/poem, for which I can’t find a digitized copy, but here’s what he had to say about it,

My mode of looking at this [antimatter] is through poetic research —which itself does not aim to arrive at a synthesis but instead looks for relational moments. In this I also see a poetic language emerge from both discourses [artistic/scientific]—matter-antimatter thought and dialectical thinking. For my contribution to Leaning Out of Windows, I have tried to combine the scientific aspect of dialectical thinking with the poetic aspect of matter-antimatter thought and experimentation. To do this, I have taken the diagrammatic rendering of Carl Anderson’s experiment which resulted in his 1932 paper … as a model to relate the dialectical thinking at the heart of Marxism and matter-antimatter thought. …

Towards the end of his essay, Derksen notes that he’s working (on what I would call) a real poem. I sent an email to Derksen on August 21, 2023 asking,

  • Have you written the poem or is still in progress?
  • If you have written it, has it been published or is it being readied for publication? I would be happy to mention where.
  • If you do have it ready and would like to ‘soft launch’ the poem, could you send it to me for inclusion in the post?

No response at this time.

Flashback to Alan Storey

I think it was 2002 or 2003 when I first heard about an artist at TRIUMF, Alan Storey. The ‘residency’ was the product of a joint effort between the Canada Council for the Arts (Canada Council) and the Natural Sciences and Engineering Council of Canada (NSERC).

I spoke with Storey towards the end of his ;residency; and he was a little disappointed because nothing much had come of it. Nobody really seemed to know what to do with an artist at a nuclear facility and he didn’t really didn’t seem to know either. (Alan Storey’s work can be seen in the City of Vancouver’s collection of public art works here and on his website.)

My guess is that someone had a great idea but didn’t think past the ‘let’s give money to science institutions so they can host some artists who will magically produce wonderful things for us’ stage of thinking. While there is no longer a Canada Council/NSERC programme, it’s clear from LOoW (funded by the Social Sciences and Humanities Research Council of Canada [SSHRC]) that lessons have been learned.

Kudos to David Morissey who acted as an interface and convenor for the artists and to Nigel Smith (Director 2021 – present) and Jonathan Bagger (Director 2014 – 2020) for supporting the project from the TRIUMF side and to Ingrid Koenig and Randy Lee Cutler who organized and facilitated LOoW from the artists’ side.

Now, for the nits

“Co-thought” is mentioned a number of times. What is it? According to my searches, it has something to do with gestures. Here’s one of the few reference I could find for co-thought,

Co-thought and co-speech gestures are generated by the same action generation process by Mingyuan Chu and Sotaro Kita. Exp Psychol Learn Mem Cogn. 2016 Feb;42(2):257-70. doi: 10.1037/xlm0000168. Epub 2015 Aug 3.

Abstract

People spontaneously gesture when they speak (co-speech gestures) and when they solve problems silently (co-thought gestures) [emphasis mine]. In this study, we first explored the relationship between these 2 types of gestures and found that individuals who produced co-thought gestures more frequently also produced co-speech gestures more frequently (Experiments 1 and 2). This suggests that the 2 types of gestures are generated from the same process. We then investigated whether both types of gestures can be generated from the representational use of the action generation process that also generates purposeful actions that have a direct physical impact on the world, such as manipulating an object or locomotion (the action generation hypothesis). To this end, we examined the effect of object affordances on the production of both types of gestures (Experiments 3 and 4). We found that individuals produced co-thought and co-speech gestures more often when the stimulus objects afforded action (objects with a smooth surface) than when they did not (objects with a spiky surface). These results support the action generation hypothesis for representational gestures. However, our findings are incompatible with the hypothesis that co-speech representational gestures are solely generated from the speech production process (the speech production hypothesis).

It would have been nice if Koenig and Cutler had noted they were borrowing a word ot coining a word and explaining how it was being used in the LOoW context.

Fruit, passports, and fishing trips

The editors/writers use the words or variants, metaphor, poetry, and analogy with great abandon.

“Fruitful bridge” (top of page) and “fruitful match-ups” (bottom of page) on p. 18 seemed a bit excessive as did the “metaphorical passport” on p. 5.

I choked a bit over this on p. 19, “… these artist/scientist interactions can be seen as ‘procedural metaphors’ that enact a thought experiment … .” Procedural metaphor? It seems a bit of a stretch.

A last example and it’s a pair: “metaphorical fishing trips whereby artist and scientists received whatever they might reel in …” on p. 42 (emphases mine). Fishing trips are mentioned in a later essay too, one of the few times there’s some sort of follow through on an analogy.

Maybe someone who wasn’t involved with the project should have taken a look at the text before it was sent to the printer.

Using the words, poetry, metaphor, and analogy can be tricky and, I want to emphasize that in my opinion, those words were not often put to good use in this book.

Moving on, arts and sciences together have a longstanding history.

Poetry and physics

One of the giants of 19th century physics, James Clerk Maxwell was also known for his poetry. and some of the most evocative (poetic) text in the LOoW book can be found in the quotes from various physicists of the 20th century. The link between physicist and poetry is explicit in a September 17, 2018 posting (12 poignant poems (and one bizarre limerick) written by physicists about physics) by Colin Hunter for the Perimeter Institute for Theoretical Physics in Waterloo, Canada.

Going back further, there’s De rerum natura, a poem in six books, by Lucretius ((c. 99 BCE– c. 55 BCE). Amongst many other philosophical concerns (e.g., the nature of mind and soul, etc.), Lucretius also discussed atomism (“… a natural philosophy proposing that the physical universe is composed of fundamental indivisible components known as atoms; from the Atomism Wikipedia entry). So, poetry and physics have a long history.

Leaving aside Derksen’s diagram/poem, there’s a dearth of poetry in the book except for a suite of seven poems from TRIUMF physicist and professor at UBC, Jess Brewer following his “Emergence, Free Will and Magic” essay,

My thanks to Brewer for the poetry and magic and my apologies for any mistakes I’ve introduced into his piece. I was trying to be especially careful with the punctuation as that can make quite a difference to how a piece is read.

While Muriel Rukeyser is not a physicist at TRIUMF or, indeed, alive, one of her poems leads the essay “Leaning into Language or the Universe is Made of Stories,” by Randy Lee Cutler and Ingrid Koenig,

Before getting into the response that physicist, David Morrissey, had to the poem, here’s a little about the poet, from the Poetry Foundation’s Muriel Ruykeyser (1913-1980) webpage,

Muriel Rukeyser was a poet, playwright, biographer, children’s book author, and political activist. Indeed, for Rukeyser, these activities and forms of expression were linked. …

One of Rukeyser’s intentions behind writing biographies of nonliterary persons was to find a meeting place between science and poetry. [emphasis mine] In an analysis of Rukeyser’s The Life of Poetry, Virginia Terris argued that Rukeyser believed that in the West, poetry and science are wrongly considered to be in opposition to one another. Thus, writes Terris, “Rukeyser [set] forth her theoretical acceptance of science … [and pointed] out the many parallels between [poetry and science]—unity within themselves, symbolic language, selectivity, the use of the imagination in formulating concepts and in execution. [emphasis mine] Both, she believe[d], ultimately contribute to one another.”

Rokeyser’s poem raised a few questions. Is her poem a story? Or, is she using symbolic language, the poem, to poke fun at stories and atoms? Is she suggesting that atoms are really stories? I found the poem evocative especially with where it was placed in the book.

Morrissey takes a prosaic approach, from the essay “Leaning into Language or the Universe is Made of Stories,”

… [in response to Rukeyser’s claim about stories] Morrissey responded stating that “scientific theories are stories—but how we evaluate stories is important—they need to be true, but they do probe, and some are more popular than others, especially theories that we can’t measure.” He surprised us further when he said that wrong stories can also be useful—they may have elements in them that turn out to be useful for future research. … [pp. 205-6]

In general and throughout this project, it seems as if they (artists and physicists) tried but, for the most part, were never quite able to articulate in poetic, metaphoric, and analogical forms. They tended to fall back onto their preferred modes of scientific notations, prosaic language, and artworks.

Both sides of the knife blade cut

Everybody does it. Poets, academics, artists, scientists, etc. we all appropriate ideas and language, sometimes without understanding them very well. Take this for example, from the Canadian Broadcasting’s (CBC) Books “Elementary Particles” August 16, 2023 webpage,

Sneha Madhavan-Reese is a writer currently based in Ottawa. In 2015 she received Arc Poetry Magazine’s Diana Brebner Prize and was shortlisted for the Montreal International Poetry Prize. Her previous poetry collection is called Observing the Moon

As you can see, there’s no substantive mention of physics in this book description—it’s just a title. Puzzling since there’s this about the author on Asian Heritage Canada’s Sneha Madhavan-Reese webpage

Sneha Madhavan-Reese’s award winning poetry has been widely published in literary magazines in North America and Australia. She earned a bachelor’s degree in mechanical engineering from MIT in 2000, and a master’s degree in mechanical engineering from the University of Michigan in 2002. Madhavan-Reese currently lives in Ottawa, Ontario. [emphases mine]

It seems the mechanical engineer did not write up her book blurb because even though the poet’s scientific specialty is not physics as such, I’d expect a better description.

In the end, it seems art and science or poetry and science (in this case, physics) sells.

Alchemy, beauty, and Marx’s surprise connection to atomism

It was unexpected to see a TRIUMF physicist reference alchemy. The physicists haven’t turned lead into gold but they have changed one element into another. If memory holds it was one metallic atom being changed into another type of metallic atom. (Having had to return the book to the library, memory has serve.)

The few references to alchemy that I’ve stumbled across elsewhere in my readings of assorted science topics are derogatory, hence the surprise. Things may be changing; Princeton University Press published a November 7, 2018 posting by author William R. Newman about Newton and alchemy. First, here’s a bit about William Newman,

William R. Newman is Distinguished Professor and Ruth N. Halls Professor in the Department of History and Philosophy of Science and Medicine at Indiana University. His many books include Atoms and Alchemy: Chymistry and the Experimental Origins of the Scientific Revolution and Promethean Ambitions: Alchemy and the Quest to Perfect Nature. He lives in Bloomington, Indiana.

Now for Newman’s comments, from the November 7, 2018 posting,

People often say that Isaac Newton was not only a great physicist, but also an alchemist. This seems astonishing, given his huge role in the development of science. Is it true, and if so, what is the evidence for it?

WN: The astonishment that Newton was an alchemist stems mostly from the derisive opinion that many moderns hold of alchemy [emphasis mine]. How could the man who discovered the law of universal gravitation, who co-invented calculus, and who was the first to realize the compound nature of white light also engage in the seeming pseudo-science of alchemy? There are many ways to answer this question, but the first thing is to consider the evidence of Newton’s alchemical undertaking. We now know that at least a million words in Newton’s hand survive in which he addresses alchemical themes. Much of this material has been edited in the last decade, and is available on the Chymistry of Isaac Newton site at www.chymistry.org. Newton wrote synopses of alchemical texts, analyzed their content in the form of reading notes and commentaries, composed florilegia or anthologies made up of snippets from his sources, kept experimental laboratory notebooks that recorded his alchemical research over a period of decades, and even put together a succession of concordances called the Index chemicus in which he compared the sayings of different authors to one another. The extent of his dedication to alchemy was almost unprecedented. Newton was not just an alchemist, he was an alchemist’s alchemist.

Beauty

The ‘beauty’ essay by Ingrid Koenig was also a surprise. Beauty seems to be anathema to contemporary artists. I wrote this in an August 23, 2016 posting (Georgina Lohan, Bharti Kher, and Pablo Picasso: the beauty and the beastliness of art [in Vancouver]), “It seems when it comes to contemporary art, beauty is transgressive.”

Koenig describes it as irrelevant for contemporary artists and yet, beauty is an important attribute to physicists. Her thoughts on beauty in visual art and in physics were a welcome addition to the book.

Marx’s connection to atomism

This will take a minute.

De rerum natura, a six-volume poem by Lucretius (mentioned under the Poetry and physics subhead of this posting), helped to establish the concept of atomism. As it turns out, Lucretius got the idea from earlier thinkers, Epicurus and Democritus.

Karl Marx’s doctoral dissertation, which focused on Lucretius, Epicurus and more, suggests an interest in science that may have led to his desire to establish economics as a science. From Cambridge University Press’s “Approaches to Lucretius; Traditions and Innovations in Reading the De Rerum Natura,” Chapter 12 – A Tribute to a Hero: Marx’s Interpretation of Epicurus in his Dissertation,

Summary

This chapter turns to Karl Marx’s treatment of Epicureanism and Lucretius [emphasis mine] in his doctoral dissertation, and argues that the questions raised by Marx may be brought to bear on our own understanding of Epicurean philosophy, particularly in respect of a tension between determinism and individual self-consciousness in a universe governed by material causation. Following the contours of Marx’s dissertation [emphasis mine], the chapter focusses on three key topics: the difference between Democritus’ and Epicurus’ methods of philosophy; the swerve of the atom; and the so-called ‘meteors’, or heavenly bodies [emphasis mine]. Marx sought to develop Hegel’s understanding of Epicurus, in particular by elevating the principle of autonomous action to a first form of self-consciousness – a consideration largely mediated by Lucretius’ theorization of the atomic swerve and his poem’s overarching framework of liberating humans from the oppression of the gods.

It’s a little surprising Derksen doesn’t mention the connection in his essay.

Finally

It’s an interesting book if not an easy one. (By the way, I wish they’d included an index.) You can get a preview of some of the artwork in the January 6, 2020 article on the Canadian Art Magazine website.

I can’t rid myself of the feeling that LOoW (the book) is meant to function as a ‘proof of concept’ for someone wanting to start an art/science department or programme at the Emily Carr University of Art + Design, perhaps jointly with the University of British Columbia. It is highly unusual to see this sort of material in anything other than a research journal or as a final summary to the granting agency.

Should starting an art/science programme be the intention, I hope they are successful in getting such it together and, in the meantime, thank you to the physicists and artists for their work.

We should all ‘lean out of windows’ on occasion and, if it means, falling or encountering ‘dangerous, uncomfortable ideas’ then, that’s alright too.

The 2023 Canadian federal budget: science & technology of health, the clean economy, reconciliation, and more (1 of 2)

The Canadian federal government released its 2023 budget on Tuesday, March 28, 2023. There were no flashy science research announcements in the budget. Trudeau and his team like to trumpet science initiatives and grand plans (even if they’re reannouncing something from a previous budget) but like last year—this year—not so much.

Consequently, this posting about the annual federal budget should have been shorter than usual. What happened?

Partly, it’s the military spending (chapter 5 of the budget in part 2 of this 2023 budget post). For those who are unfamiliar with the link between military scientific research and their impact on the general population, there are a number of inventions and innovations directly due to military research, e.g., plastic surgery, television, and the internet. (You can check a November 6, 2018 essay for The Conversation by Robert Kirby, Professor of Clinical Education and Surgery at Keele University, for more about the impact of World War 1 and medical research, “World War I: the birth of plastic surgery and modern anaesthesia.”)

So, there’s a lot to be found by inference. Consequently, I found Chapter 3 to also be unexpectedly rich in science and technology efforts.

Throughout both parts of this 2023 Canadian federal budget post, you will find excerpts from individual chapters of the federal budget followed my commentary directly after. My general commentary is reserved for the end.

Sometimes, I have included an item because it piqued my interest. E.g., Canadian agriculture is dependent on Russian fertilizer!!! News to me and I imagine many others. BTW, this budget aims to wean us from this dependency.

Gold rush in them thar life sciences

2022 saw one government announcement concerning the strategy, from a March 3, 2022 Innovation, Science and Economic Development Canada news release, Note: Links have been removed,

Protecting the health and safety of Canadians and making sure we have the domestic capacity to respond to future health crises are top priorities of the Government of Canada. With the guidance of Canada’s Biomanufacturing and Life Sciences Strategy, the government is actively supporting the growth of a strong, competitive domestic life sciences sector, with cutting-edge biomanufacturing capabilities.

Today [March 3, 2022], the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, announced a $92 million investment in adMare BioInnovations to drive company innovation, scale-up and training activities in Canada’s life sciences sector. This investment will help translate commercially promising health research into innovative new therapies and will see Canadian anchor companies provide the training required and drive the growth of Canada’s life science companies.

The real action took place earlier this month (March 2023) just prior to the budget. Oddly, I can’t find any mention of these initiatives in the budget document. (Confession: I have not given the 2023 budget a close reading although I have been through the whole budget once and viewed individual chapters more closely a few times.)

This March 2, 2023 (?) Tri-agency Institutional Programs Secretariat news release kicked things off, Note 1: I found the date at the bottom of their webpage; Note 2: Links have been removed,

The Government of Canada’s main priority continues to be protecting the health and safety of Canadians. Throughout the pandemic, the quick and decisive actions taken by the government meant that Canada was able to scale up domestic biomanufacturing capacity, which had been in decline for over 40 years. Since then, the government is rebuilding a strong and competitive biomanufacturing and life sciences sector brick by brick. This includes strengthening the foundations of the life sciences ecosystem through the research and talent of Canada’s world-class postsecondary institutions and research hospitals, as well as fostering increased collaboration with innovative companies.

Today [March 2, 2023?], the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, and the Honourable Jean-Yves Duclos, Minister of Health, announced an investment of $10 million in support of the creation of five research hubs [emphasis mine]:

  • CBRF PRAIRIE Hub, led by the University of Alberta
  • Canada’s Immuno-Engineering and Biomanufacturing Hub, led by The University of British Columbia

This investment, made through Stage 1 of the integrated Canada Biomedical Research Fund (CBRF) and Biosciences Research Infrastructure Fund (BRIF) competition, will bolster research and talent development efforts led by the institutions, working in collaboration with their partners. The hubs combine the strengths of academia, industry and the public and not-for-profit sectors to jointly improve pandemic readiness and the overall health and well-being of Canadians.

The multidisciplinary research hubs will accelerate the research and development of next-generation vaccines and therapeutics and diagnostics, while supporting training and development to expand the pipeline of skilled talent. The hubs will also accelerate the translation of promising research into commercially viable products and processes. This investment helps to strengthen the resilience of Canada’s life sciences sector by supporting leading Canadian research in innovative technologies that keep us safe and boost our economy.

Today’s [March 2, 2023?] announcement also launched Stage 2 of the CBRF-BRIF competition. This is a national competition that includes $570 million in available funding for proposals, aimed at cutting-edge research, talent development and research infrastructure projects associated with the selected research hubs. By strengthening research and talent capacity and leveraging collaborations across the entire biomanufacturing ecosystem, Canada will be better prepared to face future pandemics, in order to protect Canadian’s health and safety. 

Then, the Innovation, Science and Economic Development Canada’s March 9, 2023 news release made this announcement, Note: Links have been removed,

Since March 2020, major achievements have been made to rebuild a vibrant domestic life sciences ecosystem to protect Canadians against future health threats. The growth of the sector is a top priority for the Government of Canada, and with over $1.8 billion committed to 33 projects to boost our domestic biomanufacturing, vaccine and therapeutics capacity, we are strengthening our resiliency for current health emergencies and our readiness for future ones.

The COVID-19 Vaccine Task Force played a critical role in guiding and supporting the Government of Canada’s COVID-19 vaccine response. Today [March 9, 2023], recognizing the importance of science-based decisions, the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, and the Honourable Jean-Yves Duclos, Minister of Health, are pleased to announce the creation of the Council of Expert Advisors (CEA). The 14 members of the CEA, who held their first official meeting earlier this week, will advise the Government of Canada on the long-term, sustainable growth of Canada’s biomanufacturing and life sciences sector, and on how to enhance our preparedness and capacity to protect the health and safety of Canadians.

The membership of the CEA comprises leaders with in-depth scientific, industrial, academic and public health expertise. The CEA co-chairs are Joanne Langley, Professor of Pediatrics and of Community Health and Epidemiology at the Dalhousie University Faculty of Medicine, and Division Head of Infectious Diseases at the IWK Health Centre; and Marco Marra, Professor in Medical Genetics at the University of British Columbia (UBC), UBC Canada Research Chair in Genome Science and distinguished scientist at the BC Cancer Foundation.

The CEA’s first meeting focused on the previous steps taken under Canada’s Biomanufacturing and Life Sciences Strategy and on its path forward. The creation of the CEA is an important milestone in the strategy, as it continues to evolve and adapt to new technologies and changing conditions in the marketplace and life sciences ecosystem. The CEA will also inform on investments that enhance capacity across Canada to support end-to-end production of critical vaccines, therapeutics and essential medical countermeasures, and to ensure that Canadians can reap the full economic benefits of the innovations developed, including well-paying jobs.

Canada’s biotech ecosystem is poised for a major boost with the federal government announcement today that B.C. will be home to Canada’s Immuno-Engineering and Biomanufacturing Hub (CIEBH).

The B.C.-based research and innovation hub, led by UBC, brings together a coalition of provincial, national and international partners to position Canada as a global epicentre for the development and manufacturing of next-generation immune-based therapeutics.

A primary goal of CIEBH is to establish a seamless drug development pipeline that will enable Canada to respond to future pandemics and other health challenges in fewer than 100 days.

This hub will build on the strengths of B.C.’s biotech and life sciences industry, and those of our national and global partners, to make Canada a world leader in the development of lifesaving medicines,” said Dr. Deborah Buszard, interim president and vice-chancellor of UBC. “It’s about creating a healthier future for all Canadians. Together with our outstanding alliance of partners, we will ensure Canada is prepared to respond rapidly to future health challenges with homegrown solutions.”

CIEBH is one of five new research hubs announced by the federal government that will work together to improve pandemic readiness and the overall health and well-being of Canadians. Federal funding of $570 million is available over the next four years to support project proposals associated with these hubs in order to advance Canada’s Biomanufacturing and Life Sciences Strategy.

More than 50 organizations representing the private, public, not-for-profit and academic sectors have come together to form the hub, creating a rich environment that will bolster biomedical innovation in Canada. Among these partners are leading B.C. biotech companies that played a key role in Canada’s COVID-19 pandemic response and are developing cutting-edge treatments for a range of human diseases.

CIEBH, led by UBC, will further align the critical mass of biomedical research strengths concentrated at B.C. academic institutions, including the B.C. Institute of Technology, Simon Fraser University and the University of Victoria, as well as the clinical expertise of B.C. research hospitals and health authorities. With linkages to key partners across Canada, including Dalhousie University, the University of Waterloo, and the Vaccine and Infectious Disease Organization, the hub will create a national network to address gaps in Canada’s drug development pipeline.

In recent decades, B.C. has emerged as a global leader in immuno-engineering, a field that is transforming how society treats disease by harnessing and modulating the immune system.

B.C. academic institutions and prominent Canadian companies like Precision NanoSystems, Acuitas Therapeutics and AbCellera have developed significant expertise in advanced immune-based therapeutics such as lipid nanoparticle- and mRNA-based vaccines, engineered antibodies, cell therapies and treatments for antimicrobial resistant infections. UBC professor Dr. Pieter Cullis, a member of CIEBH’s core scientific team, has been widely recognized for his pioneering work developing the lipid nanoparticle delivery technology that enables mRNA therapeutics such as the highly effective COVID-19 mRNA vaccines.

As noted previously, I’m a little puzzled that the federal government didn’t mention the investment in these hubs in their budget. They usually trumpet these kinds of initiatives.

On a related track, I’m even more puzzled that the province of British Columbia does not have its own life sciences research strategy in light of that sector’s success. Certainly it seems that Ontario, Quebec, Nova Scotia, and Prince Edward are all eager to get a piece of the action. Still, there is a Life Sciences in British Columbia: Sector Profile dated June 2020 and an undated (likely from some time between July 2017 to January 2020 when Bruce Ralston whose name is on the document was the relevant cabinet minister) British Columbia Technology and Innovation Policy Framework.

Chapter 3: A Made-In-Canada Plan: Affordable Energy, Good Jobs, and a Growing Clean Economy

3.2 A Growing, Clean Economy

More than US$100 trillion in private capital is projected to be spent between now and 2050 to build the global clean economy.

Canada is currently competing with the United States, the European Union, and countries around the world for our share of this investment. To secure our share of this global investment, we must capitalize on Canada’s competitive advantages, including our skilled and diverse workforce, and our abundance of critical resources that the world needs.

The federal government has taken significant action over the past seven years to support Canada’s net-zero economic future. To build on this progress and support the growth of Canada’s clean economy, Budget 2023 proposes a range of measures that will encourage businesses to invest in Canada and create good-paying jobs for Canadian workers.

This made-in-Canada plan follows the federal tiered structure to incent the development of Canada’s clean economy and provide additional support for projects that need it. This plan includes:

  • Clear and predictable investment tax credits to provide foundational support for clean technology manufacturing, clean hydrogen, zero-emission technologies, and carbon capture and storage;
  • The deployment of financial instruments through the Canada Growth Fund, such as contracts for difference, to absorb certain risks and encourage private sector investment in low-carbon projects, technologies, businesses, and supply chains; and,
  • Targeted clean technology and sector supports delivered by Innovation, Science and Economic Development Canada to support battery manufacturing and further advance the development, application, and manufacturing of clean technologies.

Canada’s Potential in Critical Minerals

As a global leader in mining, Canada is in a prime position to provide a stable resource base for critical minerals [emphasis mine] that are central to major global industries such as clean technology, auto manufacturing, health care, aerospace, and the digital economy. For nickel and copper alone, the known reserves in Canada are more than 10 million tonnes, with many other potential sources at the exploration stage.

The Buy North American provisions for critical minerals and electric vehicles in the U.S. Inflation Reduction Act will create opportunities for Canada. In particular, U.S. acceleration of clean technology manufacturing will require robust supply chains of critical minerals that Canada has in abundance. However, to fully unleash Canada’s potential in critical minerals, we need to ensure a framework is in place to accelerate private investment.

Budget 2022 committed $3.8 billion for Canada’s Critical Minerals Strategy to provide foundational support to Canada’s mining sector to take advantage of these new opportunities. The Strategy was published in December 2022.

On March 24, 2023, the government launched the Critical Minerals Infrastructure Fund [emphasis mine; I cannot find a government announcement/news release for this fund]—a new fund announced in Budget 2022 that will allocate $1.5 billion towards energy and transportation projects needed to unlock priority mineral deposits. The new fund will complement other clean energy and transportation supports, such as the Canada Infrastructure Bank and the National Trade Corridors Fund, as well as other federal programs that invest in critical minerals projects, such as the Strategic Innovation Fund.

The new Investment Tax Credit for Clean Technology Manufacturing proposed in Budget 2023 will also provide a significant incentive to boost private investment in Canadian critical minerals projects and create new opportunities and middle class jobs in communities across the country.

An Investment Tax Credit for Clean Technology Manufacturing

Supporting Canadian companies in the manufacturing and processing of clean technologies, and in the extraction and processing of critical minerals, will create good middle class jobs for Canadians, ensure our businesses remain competitive in major global industries, and support the supply chains of our allies around the world.

While the Clean Technology Investment Tax Credit, first announced in Budget 2022, will provide support to Canadian companies adopting clean technologies, the Clean Technology Manufacturing Investment Tax Credit will provide support to Canadian companies that are manufacturing or processing clean technologies and their precursors.

  • Budget 2023 proposes a refundable tax credit equal to 30 per cent of the cost of investments in new machinery and equipment used to manufacture or process key clean technologies, and extract, process, or recycle key critical minerals, including:
    • Extraction, processing, or recycling of critical minerals essential for clean technology supply chains, specifically: lithium, cobalt, nickel, graphite, copper, and rare earth elements;
    • Manufacturing of renewable or nuclear energy equipment;
    • Processing or recycling of nuclear fuels and heavy water; [emphases mine]
    • Manufacturing of grid-scale electrical energy storage equipment;
    • Manufacturing of zero-emission vehicles; and,
    • Manufacturing or processing of certain upstream components and materials for the above activities, such as cathode materials and batteries used in electric vehicles.

The investment tax credit is expected to cost $4.5 billion over five years, starting in 2023-24, and an additional $6.6 billion from 2028-29 to 2034-35. The credit would apply to property that is acquired and becomes available for use on or after January 1, 2024, and would no longer be in effect after 2034, subject to a phase-out starting in 2032.

3.4 Reliable Transportation and Resilient Infrastructure

Supporting Resilient Infrastructure Through Innovation

The Smart Cities Challenge [emphasis mine] was launched in 2017 to encourage cities to adopt new and innovative approaches to improve the quality of life for their residents. The first round of the Challenge resulted in $75 million in prizes across four winning applicants: Montreal, Quebec; Guelph, Ontario; communities of Nunavut; and Bridgewater, Nova Scotia.

New and innovative solutions are required to help communities reduce the risks and impacts posed by weather-related events and disasters triggered by climate change. To help address this issue, the government will be launching a new round of the Smart Cities Challenge later this year, which will focus on using connected technologies, data, and innovative approaches to improve climate resiliency.

3.5 Investing in Tomorrow’s Technology

With the best-educated workforce on earth, world-class academic and research institutions, and robust start-up ecosystems across the country, Canada’s economy is fast becoming a global technology leader – building on its strengths in areas like artificial intelligence. Canada is already home to some of the top markets for high-tech careers in North America, including the three fastest growing markets between 2016 and 2021: Vancouver, Toronto, and Quebec City.

However, more can be done to help the Canadian economy reach its full potential. Reversing a longstanding trend of underinvestment in research and development by Canadian business [emphasis mine] is essential our long-term economic growth.

Budget 2023 proposes new measures to encourage business innovation in Canada, as well as new investments in college research and the forestry industry that will help to build a stronger and more innovative Canadian economy.

Attracting High-Tech Investment to Canada

In recent months, Canada has attracted several new digital and high-tech projects that will support our innovative economy, including:

  • Nokia: a $340 million project that will strengthen Canada’s position as a leader in 5G and digital innovation;
  • Xanadu Quantum Technologies: a $178 million project that will support Canada’s leadership in quantum computing;
  • Sanctuary Cognitive Systems Corporation: a $121 million project that will boost Canada’s leadership in the global Artificial Intelligence market; and,
  • EXFO: a $77 million project to create a 5G Centre of Excellence that aims to develop one of the world’s first Artificial Intelligence-based automated network solutions.

Review of the Scientific Research and Experimental Development Tax Incentive Program

The Scientific Research and Experimental Development (SR&ED) tax incentive program continues to be a cornerstone of Canada’s innovation strategy by supporting research and development with the goal of encouraging Canadian businesses of all sizes to invest in innovation that drives economic growth.

In Budget 2022, the federal government announced its intention to review the SR&ED program to ensure it is providing adequate support and improving the development, retention, and commercialization of intellectual property, including the consideration of adopting a patent box regime. [emphasis mine] The Department of Finance will continue to engage with stakeholders on the next steps in the coming months.

Modernizing Canada’s Research Ecosystem

Canada’s research community and world-class researchers solve some of the world’s toughest problems, and Canada’s spending on higher education research and development, as a share of GDP, has exceeded all other G7 countries. 

Since 2016, the federal government has committed more than $16 billion of additional funding to support research and science across Canada. This includes:

  • Nearly $4 billion in Budget 2018 for Canada’s research system, including $2.4 billion for the Canada Foundation for Innovation and the granting councils—the Natural Sciences and Engineering Research Council of Canada, the Social Sciences and Humanities Research Council of Canada and the Canadian Institutes of Health Research; [emphases mine]
  • More than $500 million in Budget 2019 in total additional support to third-party research and science organizations, in addition to the creation of the Strategic Science Fund, which will announce successful recipients later this year;
  • $1.2 billion in Budget 2021 for Pan-Canadian Genomics and Artificial Intelligence Strategies, and a National Quantum Strategy;
  • $1 billion in Budget 2021 to the granting councils and the Canada Foundation for Innovation for life sciences researchers and infrastructure; and,
  • The January 2023 announcement of Canada’s intention to become a full member in the Square Kilometre Array Observatory, which will provide Canadian astronomers with access to its ground-breaking data. The government is providing up to $269.3 million to support this collaboration.

In order to maintain Canada’s research strength—and the knowledge, innovations, and talent it fosters—our systems to support science and research must evolve. The government has been consulting with stakeholders, including through the independent Advisory Panel on the Federal Research Support System, to seek advice from research leaders on how to further strengthen Canada’s research support system.

The government is carefully considering the Advisory Panel’s advice, with more detail to follow in the coming months on further efforts to modernize the system.

Using College Research to Help Businesses Grow

Canada’s colleges, CEGEPs, and polytechnic institutes use their facilities, equipment, and expertise to solve applied research problems every day. Students at these institutions are developing the skills they need to start good careers when they leave school, and by partnering with these institutions, businesses can access the talent and the tools they need to innovate and grow.

  • To help more Canadian businesses access the expertise and research and development facilities they need, Budget 2023 proposes to provide $108.6 million over three years, starting in 2023-24, to expand the College and Community Innovation Program, administered by the Natural Sciences and Engineering Research Council.

Supporting Canadian Leadership in Space

For decades, Canada’s participation in the International Space Station has helped to fuel important scientific advances, and showcased Canada’s ability to create leading-edge space technologies, such as Canadarm2. Canadian space technologies have inspired advances in other fields, such as the NeuroArm, the world’s first robot capable of operating inside an MRI, making previously impossible surgeries possible.

  • Budget 2023 proposes to provide $1.1 billion [emphasis mine] over 14 years, starting in 2023-24, on a cash basis, to the Canadian Space Agency [emphasis mine] to continue Canada’s participation in the International Space Station until 2030.

Looking forward, humanity is returning to the moon [emphasis mine]. Canada intends to join these efforts by contributing a robotic lunar utility vehicle to perform key activities in support of human lunar exploration. Canadian participation in the NASA-led Lunar Gateway station—a space station that will orbit the moon—also presents new opportunities for innovative advances in science and technology. Canada is providing Canadarm3 to the Lunar Gateway, and a Canadian astronaut will join Artemis II, the first crewed mission to the moon since 1972. In Budget 2023, the government is providing further support to assist these missions.

  • Budget 2023 proposes to provide $1.2 billion [emphasis mine] over 13 years, starting in 2024-25, to the Canadian Space Agency to develop and contribute a lunar utility vehicle to assist astronauts on the moon.
  • Budget 2023 proposes to provide $150 million [emphasis mine[ over five years, starting in 2023-24, to the Canadian Space Agency for the next phase of the Lunar Exploration Accelerator Program to support the Canada’s world-class space industry and help accelerate the development of new technologies.
  • Budget 2023 also proposes to provide $76.5 million [emphasis mine] over eight years, starting in 2023-24, on a cash basis, to the Canadian Space Agency in support of Canadian science on the Lunar Gateway station.

Investing in Canada’s Forest Economy

The forestry sector plays an important role in Canada’s natural resource economy [emphasis mine], and is a source of good careers in many rural communities across Canada, including Indigenous communities. As global demand for sustainable forest products grows, continued support for Canada’s forestry sector will help it innovate, grow, and support good middle class jobs for Canadians.

  • Budget 2023 proposes to provide $368.4 million over three years, starting in 2023-24, with $3.1 million in remaining amortization, to Natural Resources Canada to renew and update forest sector support, including for research and development, Indigenous and international leadership, and data. Of this amount, $30.1 million would be sourced from existing departmental resources.

Establishing the Dairy Innovation and Investment Fund

The dairy sector is facing a growing surplus of solids non-fat (SNF) [emphasis mine], a by-product of dairy processing. Limited processing capacity for SNF results in lost opportunities for dairy processors and farmers.

  • Budget 2023 proposes to provide $333 million over ten years, starting in 2023-24, for Agriculture and Agri-Food Canada to support investments in research and development of new products based on SNF, market development for these products, and processing capacity for SNF-based products more broadly.

Supporting Farmers for Diversifying Away from Russian Fertilizers

Russia’s illegal invasion of Ukraine has resulted in higher prices for nitrogen fertilizers, which has had a notable impact on Eastern Canadian farmers who rely heavily on imported fertilizer.

  • Budget 2023 proposes to provide $34.1 million over three years, starting in 2023-24, to Agriculture and Agri-Food Canada’s On-Farm Climate Action Fund to support adoption of nitrogen management practices by Eastern Canadian farmers, that will help optimize the use and reduce the need for fertilizer.

Providing Interest Relief for Agricultural Producers

Farm production costs have increased in Canada and around the world, including as a result Russia’s illegal invasion of Ukraine and global supply chain disruptions. It is important that Canada’s agricultural producers have access to the cash flow they need to cover these costs until they sell their products.

  • Budget 2023 proposes to provide $13 million in 2023-24 to Agriculture and Agri-Food Canada to increase the interest-free limit for loans under the Advance Payments Program from $250,000 to $350,000 for the 2023 program year.

Additionally, the government will consult with provincial and territorial counterparts to explore ways to extend help to small agricultural producers who demonstrate urgent financial need.

Maintaining Livestock Sector Exports with a Foot-and-Mouth Disease Vaccine Bank

Foot-and-Mouth Disease (FMD) is a highly transmissible illness that can affect cattle, pigs, and other cloven-hoofed animals. Recent outbreaks in Asia and Africa have increased the risk of global spread, and a FMD outbreak in Canada would cut off exports for all livestock sectors, with major economic implications. However, the impact of a potential outbreak would be significantly reduced with the early vaccination of livestock. 

  • Budget 2023 proposes to provide $57.5 million over five years, starting in 2023-24, with $5.6 million ongoing, to the Canadian Food Inspection Agency to establish a FMD vaccine bank for Canada, and to develop FMD response plans. The government will seek a cost-sharing arrangement with provinces and territories.

Canadian economic theory (the staples theory), mining, nuclear energy, quantum science, and more

Critical minerals are getting a lot of attention these days. (They were featured in the 2022 budget, see my April 19, 2022 posting, scroll down to the Mining subhead.) This year, US President Joe Biden, in his first visit to Canada as President, singled out critical minerals at the end of his 28 hour state visit (from a March 24, 2023 CBC news online article by Alexander Panetta; Note: Links have been removed),

There was a pot of gold at the end of President Joe Biden’s jaunt to Canada. It’s going to Canada’s mining sector.

The U.S. military will deliver funds this spring to critical minerals projects in both the U.S. and Canada. The goal is to accelerate the development of a critical minerals industry on this continent.

The context is the United States’ intensifying rivalry with China.

The U.S. is desperate to reduce its reliance on its adversary for materials needed to power electric vehicles, electronics and many other products, and has set aside hundreds of millions of dollars under a program called the Defence Production Act.

The Pentagon already has told Canadian companies they would be eligible to apply. It has said the cash would arrive as grants, not loans.

On Friday [March 24, 2023], before Biden left Ottawa, he promised they’ll get some.

The White House and the Prime Minister’s Office announced that companies from both countries will be eligible this spring for money from a $250 million US fund.

Which Canadian companies? The leaders didn’t say. Canadian officials have provided the U.S. with a list of at least 70 projects that could warrant U.S. funding.

“Our nations are blessed with incredible natural resources,” Biden told Canadian parliamentarians during his speech in the House of Commons.

Canada in particular has large quantities of critical minerals [emphasis mine] that are essential for our clean energy future, for the world’s clean energy future.

I don’t believe that Joe Biden has ever heard of the Canadian academic Harold Innis (neither have most Canadians) but Biden is echoing a rather well known theory, in some circles, about Canada’s economy (from the Harold Innis Wikipedia entry),

Harold Adams Innis FRSC (November 5, 1894 – November 9, 1952) was a Canadian professor of political economy at the University of Toronto and the author of seminal works on media, communication theory, and Canadian economic history. He helped develop the staples thesis, which holds that Canada’s culture, political history, and economy have been decisively influenced by the exploitation and export of a series of “staples” such as fur, fish, lumber, wheat, mined metals, and coal. The staple thesis dominated economic history in Canada from the 1930s to 1960s, and continues to be a fundamental part of the Canadian political economic tradition.[8] [all emphases mine]

The staples theory is referred to informally as “hewers of wood and drawers of water.”

Critical Minerals Infrastructure Fund

I cannot find an announcement for this fund (perhaps it’s a US government fund?) but there is a March 7, 2023 Natural Resources Canada news release, Note: A link has been removed,

Simply put, our future depends on critical minerals. The Government of Canada is committed to investing in this future, which is why the Canadian Critical Minerals Strategy — launched by the Honourable Jonathan Wilkinson, Minister of Natural Resources, in December 2022 — is backed by up to $3.8 billion in federal funding. [emphases mine] Today [March 7, 2023], Minister Wilkinson announced more details on the implementation of this Strategy. Over $344 million in funding is supporting the following five new programs and initiatives:

  • Critical Minerals Technology and Innovation Program – $144.4 million for the research, development, demonstration, commercialization and adoption of new technologies and processes that support sustainable growth in Canadian critical minerals value chains and associated innovation ecosystems. 
  • Critical Minerals Geoscience and Data Initiative – $79.2 million to enhance the quality and availability of data and digital technologies to support geoscience and mapping that will accelerate the efficient and effective development of Canadian critical minerals value chains, including by identifying critical minerals reserves and developing pathways for sustainable mineral development. 
  • Global Partnerships Program – $70 million to strengthen Canada’s global leadership role in enhancing critical minerals supply chain resiliency through international collaborations related to critical minerals. 
  • Northern Regulatory Initiative – $40 million to advance Canada’s northern and territorial critical minerals agenda by supporting regulatory dialogue, regional studies, land-use planning, impact assessments and Indigenous consultation.
  • Renewal of the Critical Minerals Centre of Excellence (CMCE) – $10.6 million so the CMCE can continue the ongoing development and implementation of the Canadian Critical Minerals Strategy.

Commentary from the mining community

Mariaan Webb wrote a March 29,2023 article about the budget and the response from the mining community for miningweekly.com, Note: Links have been removed,

The 2023 Budget, delivered by Finance Minister Chrystia Freeland on Tuesday, bolsters the ability of the Canadian mining sector to deliver for the country, recognising the industry’s central role in enabling the transition to a net-zero economy, says Mining Association of Canada (MAC) president and CEO Pierre Gratton.

“Without mining, there are no electric vehicles, no clean power from wind farms, solar panels or nuclear energy, [emphasis mine] and no transmission lines,” said Gratton.

What kind of nuclear energy?

There are two kinds of nuclear energy: fission and fusion. (Fission is the one where the atom is split and requires minerals. Fusion energy is how stars are formed. Much less polluting than fission energy, at this time it is not a commercially viable option nor is it close to being so.)

As far as I’m aware, fusion energy does not require any mined materials. So, Gratton appears to be referring to fission nuclear energy when he’s talking about the mining sector and critical minerals.

Smart Cities in Canada

I was happy to be updated on the Smart Cities Challenge. When I last wrote about it (a March 20, 2018 posting; scroll down to the “Smart Cities, the rest of the country, and Vancouver” subhead). I notice that the successful applicants are from Montreal, Quebec; Guelph, Ontario; communities of Nunavut; and Bridgewater, Nova Scotia. It’s about time northern communities got some attention. It’s hard not to notice that central Canada (i.e., Ontario and Quebec) again dominates.

I look forward to hearing more about the new, upcoming challenge.

The quantum crew

I first made note of what appears to be a fracture in the Canadian quantum community in a May 4, 2021 posting (scroll down to the National Quantum Strategy subhead) about the 2021 budget. I made note of it again in a July 26, 2022 posting (scroll down to the Canadian quantum scene subhead).

In my excerpts from the 3.5 Investing in Tomorrow’s Technology section of the 2023 budget, Xanadu Quantum Technologies, headquartered in Toronto, Ontario is singled out with three other companies (none of which are in the quantum computing field). Oddly, D-Wave Systems (located in British Columbia), which as far as I’m aware is the star of Canada’s quantum computing sector, has yet to be singled out in any budget I’ve seen yet. (I’m estimating I’ve reviewed about 10 budgets.)

Canadians in space

Shortly after the 2023 budget was presented, Canadian astronaut Jeremy Hansen was revealed as one of four astronauts to go on a mission to orbit the moon. From a Canadian Broadcasting (CBC) April 3, 2023 news online article by Nicole Mortillaro (Note: A link has been removed),

Jeremy Hansen is heading to the moon.

The 47-year old Canadian astronaut was announced today as one of four astronauts — along with Christina Koch, Victor Glover and Reid Wiseman — who will be part of NASA’s [US National Aeronautics and Space Administration] Artemis II mission.

Hansen was one of four active Canadian astronauts that included Jennifer Sidey-Gibbons, Joshua Kutryk and David Saint-Jacques vying for a seat on the Orion spacecraft set to orbit the moon.

Artemis II is the second step in NASA’s mission to return astronauts to the surface of the moon. 

The astronauts won’t be landing, but rather they will orbit for 10 days in the Orion spacecraft, testing key components to prepare for Artemis III that will place humans back on the moon some time in 2025 for the first time since 1972.

Canada gets a seat on Artemis II due to its contributions to Lunar Gateway, a space station that will orbit the moon. But Canada is also building a lunar rover provided by Canadensys Aerospace.

On Monday [April 3, 2023], Hansen noted there are two reasons a Canadian is going to the moon, adding that it “makes me smile when I say that.”

The first, he said, is American leadership, and the decision to curate an international team.

“The second reason is Canada’s can-do attitude,” he said proudly.

In addition to our ‘can-do attitude,” we’re also spending some big money, i.e., the Canadian government has proposed in its 2023 budget some $2.5B to various space and lunar efforts over the next several years.

Chapter 3 odds and sods

First seen in the 2022 budget, the patent box regime makes a second appearance in the 2023 budget where apparently ‘stakeholders will be engaged’ later this year. At least, they’re not rushing into this. (For the original announcement and an explanation of a patent box regime, see my April 19, 2022 budget review; scroll down to the Review of Tax Support to R&D and Intellectual Property subhead.)

I’m happy to see the Dairy Innovation and Investment Fund. I’m particularly happy to see a focus on finding uses for solids non-fat (SNF) by providing “$333 million over ten years, starting in 2023-24, … research and development of new products based on SNF [emphasis mine], market development for these products, and processing capacity for SNF-based products more broadly.”

This investment contrasts with the approach to cellulose nanocrystals (CNC) derived from wood (i.e., the forest economy), where the Canadian government invested heavily in research and even opened a production facility under the auspices of a company, CelluForce. It was a little problematic.

By 2013, the facility had a stockpile of CNC and nowhere to sell it. That’s right, no market for CNC as there had been no product development. (See my May 8, 2012 posting where that lack is mentioned, specifically there’s a quote from Tim Harper in an excerpted Globe and Mail article. My August 17, 2016 posting notes that the stockpile was diminishing. The CelluForce website makes no mention of it now in 2023.)

It’s good to see the government emphasis on research into developing products for SNFs especially after the CelluForce stockpile and in light of US President Joe Biden’s recent enthusiasm over our critical minerals.

Progress on Biodiversity

Montreal recently hosted the Fifteenth Conference of the Parties (COP15) to the United Nations Convention on Biological Diversity, which led to a new Post-2020 Global Biodiversity Framework. During COP15, Canada announced new funding for biodiversity and conservation measures at home and abroad that will support the implementation of the Global Biodiversity Framework, including $800 million to support Indigenous-led conservation within Canada through the innovative Project Finance for Permanence model.

Protecting Our Freshwater

Canada is home to 20 per cent of the world’s freshwater supply. Healthy lakes and rivers are essential to Canadians, communities, and businesses across the country. Recognizing the threat to freshwater caused by climate change and pollution, the federal government is moving forward to establish a new Canada Water Agency and make major investments in a strengthened Freshwater Action Plan.

  • Budget 2023 proposes to provide $650 million over ten years, starting in 2023-24, to support monitoring, assessment, and restoration work in the Great Lakes, Lake Winnipeg, Lake of the Woods, St. Lawrence River, Fraser River, Saint John River, Mackenzie River, and Lake Simcoe. Budget 2023 also proposes to provide $22.6 million over three years, starting in 2023-24, to support better coordination of efforts to protect freshwater across Canada.
  • Budget 2023 also proposes to provide $85.1 million over five years, starting in 2023-24, with $0.4 million in remaining amortization and $21 million ongoing thereafter to support the creation of the Canada Water Agency [emphasis mine], which will be headquartered in Winnipeg. By the end of 2023, the government will introduce legislation that will fully establish the Canada Water Agency as a standalone entity.

Cleaner and Healthier Ports

Canada’s ports are at the heart of our supply chains, delivering goods to Canadians and allowing our businesses to reach global markets. As rising shipping levels enable and create economic growth and good jobs, the federal government is taking action to protect Canada’s coastal ecosystems and communities.

  • Budget 2023 proposes to provide $165.4 million over seven years, starting in 2023-24, to Transport Canada to establish a Green Shipping Corridor Program to reduce the impact of marine shipping on surrounding communities and ecosystems. The program will help spur the launch of the next generation of clean ships, invest in shore power technology, and prioritize low-emission and low-noise vessels at ports.

Water, water everywhere

I wasn’t expecting to find mention of establishing a Canada Water Agency and details are sketchy other than, It will be in Winnipeg, Manitoba and there will be government funding. Fingers crossed that this agency will do some good work (whatever that might be). Personally, I’d like to see some action with regard to droughts.

In British Columbia (BC) where I live and which most of us think of as ‘water rich’, is suffering under conditions such that our rivers and lakes are at very low levels according to an April 6, 2023 article by Glenda Luymes for the Vancouver Sun (print version, p. A4),

On the North American WaterWatch map, which codes river flows using a series of coloured dots, high flows are represented in various shades of blue while low flows are represented in red hues. On Wednesday [April 5, 2023], most of BC was speckled red, brown and orange, with the majority of the province’s rivers flowing “much below normal.”

“It does not bode well for the fish populations,” said Marvin Rosenau, a fisheries and ecosystems instructor at BCIT [British Columbia Institute of Technology]. …

Rosenau said low water last fall [2022], when much of BC was in the grip of drought, decreased salmon habitat during spawning season. …

BC has already seen small early season wildfires, including one near Merritt last weekend [April 1/2, 2023]. …

Getting back to the Canada Water Agency, there’s this March 29, 2023 CBC news online article by Bartley Kives,

The 2023 federal budget calls for a new national water agency to be based in Winnipeg, provided Justin Trudeau’s Liberal government remains in power long enough to see it established [emphasis mine] in the Manitoba capital.

The budget announced on Tuesday [March 28, 2023] calls for the creation of the Canada Water Agency, a new federal entity with a headquarters in Winnipeg.

While the federal government is still determining precisely what the new agency will do, one Winnipeg-based environmental organization expects it to become a one-stop shop for water science, water quality assessment and water management [emphasis mine].

“This is something that we don’t actually have in this country at the moment,” said Matt McCandless, a vice-president for the non-profit International Institute for Sustainable Development.

Right now, municipalities, provinces and Indigenous authorities take different approaches to managing water quality, water science, flooding and droughts, said McCandless, adding a national water agency could provide more co-ordination.

For now, it’s unknown how many employees will be based at the Canada Water Agency’s Winnipeg headquarters. According to the budget, legislation to create the agency won’t be introduced until later this year [emphasis mine].

That means the Winnipeg headquarters likely won’t materialize before 2024, one year before the Trudeau minority government faces re-election, assuming it doesn’t lose the confidence of the House of Commons beforehand [emphasis mine].

Nonetheless, several Canadian cities and provinces were vying for the Canada Water Agency’s headquarters, including Manitoba.

The budget also calls for $65 million worth of annual spending on lake science and restoration, with an unstated fraction of that cash devoted to Lake Winnipeg.

McCandless calls the spending on water science an improvement over previous budgets.

Kives seems a tad jaundiced but you get that way (confession: I have too) when covering government spending promises.

Science: human contexts and cosmopolitanism

situating science: Science in Human Contexts was a seven-year project ending in 2014 and funded by the Social Sciences and Humanities Research Council of Canada (SSHRC). Here’s more from their Project Summary webpage,

Created in 2007 with the generous funding of the Social Sciences and Humanities Research Council of Canada Strategic Knowledge Cluster grant, Situating Science is a seven-year project promoting communication and collaboration among humanists and social scientists that are engaged in the study of science and technology.

You can find out more about Situating Science’s final days in my August 16, 2013 posting where I included a lot of information about one of their last events titled, “Science and Society 2013 Symposium; Emerging Agendas for Citizens and the Sciences.”

The “think-tank” will dovetail nicely with a special symposium in Ottawa on Science and Society Oct. 21-23. For this symposium, the Cluster is partnering with the Institute for Science, Society and Policy to bring together scholars from various disciplines, public servants and policy workers to discuss key issues at the intersection of science and society. [emphasis mine]  The discussions will be compiled in a document to be shared with stakeholders and the wider public.

The team will continue to seek support and partnerships for projects within the scope of its objectives. Among our top priorities are a partnership to explore sciences, technologies and their publics as well as new partnerships to build upon exchanges between scholars and institutions in India, Singapore and Canada.

The Situating Science folks did attempt to carry on the organization’s work by rebranding the organization to call it the Canadian Consortium for Situating Science and Technology (CCSST). It seems to have been a short-lived volunteer effort.

Meanwhile, the special symposium held in October 2013 appears to have been the springboard for another SSHRC funded multi-year initiative, this time focused on science collaborations between Canada, India, and Singapore, Cosmopolitanism and the Local in Science and Nature from 2014 – 2017. Despite their sunset year having been in 2017, their homepage boasts news about a 2020 Congress and their Twitter feed is still active. Harking back, here’s what the project was designed to do, from the About Us page,

Welcome to our three year project that will establish a research network on “Cosmopolitanism” in science. It closely examines the actual types of negotiations that go into the making of science and its culture within an increasingly globalized landscape. This partnership is both about “cosmopolitanism and the local” and is, at the same time, cosmopolitan and local.

Anyone who reads this blog with any frequency will know that I often comment on the fact that when organizations such as the Council of Canadian Academies bring in experts from other parts of the world, they are almost always from the US or Europe. So, I was delighted to discover the Cosmopolitanism project and featured it in a February 19, 2015 posting.

  1. Expose a hitherto largely Eurocentric scholarly community in Canada to widening international perspectives and methods,

Eco Art (also known as ecological art or environmental art)

I’m of two minds as to whether I should have tried to stuff this into the art/sci subsection in part 2. On balance, I decided that this merited its own section and that part 2 was already overstuffed.

Let’s start in Newfoundland and Labrador with Marlene Creates (pronounced Kreets), here’s more about her from her website’s bio webpage,

Marlene Creates (pronounced “Kreets”) is an environmental artist and poet who works with photography, video, scientific and vernacular knowledge, walking and collaborative site-specific performance in the six-acre patch of boreal forest in Portugal Cove, Newfoundland and Labrador, Canada, where she lives.

For almost 40 years her work has been an exploration of the relationship between human experience, memory, language and the land, and the impact they have on each other. …

Currently her work is focused on the six acres of boreal forest where she lives in a ‘relational aesthetic’ to the land. This oeuvre includes Water Flowing to the Sea Captured at the Speed of Light, Blast Hole Pond River, Newfoundland 2002–2003, and several ongoing projects:

Marlene Creates received a Governor General’s Award in Visual and Media Arts for “Lifetime Artistic Achievement” in 2019. …

An October 1, 2018 article by Yasmin Nurming-Por for Canadian Art magazine features 10 artists who focus on environmental and/or land art themes,

As part of her 2016 master’s thesis exhibition, Fredericton [New Brunswick] artist Gillian Dykeman presented the video Dispatches from the Feminist Utopian Future within a larger installation that imagined various canonical earthworks from the perspective of the future. It’s a project that addresses the inherent sense of timelessness in these massive interventions on the natural landscape from the perspective of contemporary land politics. … she proposes a kind of interaction with the invasive and often colonial gestures of modernist Land art, one that imagines a different future for these earthworks, where they are treated as alien in a landscape and as beacons from a feminist future.

Oddly, I did not expect Vancouver to have such an active eco arts focus. The City of Vancouver Parks Board maintains an Environmental Art webpage on its site listing a number of current and past projects.

I cannot find the date for when this Parks Board initiative started but I did find a document produced prior to a Spring 2006 Arts & Ecology think tank held in Vancouver under the auspices of the Canada Council for the Arts, the Canadian Commission for UNESCO, the Vancouver Foundation, and the Royal Society for the Encouragement of the Arts, Manufactures and Commerce (London UK).

In all likelihood, Vancouver Park Board’s Environmental Art webpage was produced after 2006.

I imagine the document and the think tank session helped to anchor any then current eco art projects and encouraged more projects.

The document (MAPPING THE TERRAIN OF CONTEMPORARY ECOART PRACTICE AND COLLABORATION) while almost 14 years old offers a fascinating overview of what was happening internationally and in Canada.

While its early days were in 2008, EartHand Gleaners (Vancouver-based) wasn’t formally founded as an arts non-for-profit organization until 2013. You can find out more about them and their projects here.

Eco Art has been around for decades according to the eco art think tank document but it does seemed to have gained momentum here in Canada over the last decade.

Pictured are developing phloem, cambial, and xylem cells (blue), and mature xylem cells (red), in the outermost portion of a jack pine tree. This research aims to identify the influences of climate on the cellular development of the species at its northern limit in Yellowknife, NT. The differences in these cell formations is what creates the annual tree ring boundary.

Science Exposed is a photography contest for scientists which has been run since 2016 (assuming the Past Winners archive is a good indicator for the programme’s starting year).

The 2020 competition recently closed but public voting should start soon. It’s nice to see that NSERC is now making efforts to engage members of the general public rather than focusing its efforts solely on children. The UK’s ASPIRES project seems to support the idea that adults need to be more fully engaged with STEM (science, technology, engineering, and mathematics) efforts as it found that children’s attitudes toward science are strongly influenced by their parents’ and relatives’ attitudes.(See my January 31, 2012 posting.)

Ingenious, the book and Ingenium, the science museums

To celebrate Canada’s 150th anniversary in 2017, then Governor General David Johnston and Tom Jenkins (Chair of the board for Open Text and former Chair of the federal committee overseeing the ‘Review of Federal Support to R&’D [see my October 21, 2011 posting about the resulting report]) wrote a boo about Canada’s inventors and inventions.

Johnston and Jenkins jaunted around the country launching their book (I have more about their June 1, 2017 Vancouver visit in a May 30, 2017 posting; scroll down about 60% of the way]).

The book’s full title, “Ingenious: How Canadian Innovators Made the World Smarter, Smaller, Kinder, Safer, Healthier, Wealthier and Happier ” outlines their thesis neatly.

Not all that long after the book was launched, there was a name change (thankfully) for the Canada Science and Technology Museums Corporation (CSTMC). It is now known as Ingenium (covered in my August 10, 2017 posting).

The reason that name change was such a relief (for those who don’t know) is that the corporation included three national science museums: Canada Aviation and Space Museum, Canada Agriculture and Food Museum, and (wait for it) Canada Science and Technology Museum. On the list of confusing names, this ranks very high for me. Again, I give thanks for the change from CSTMC to Ingenium, leaving the name for the museum alone.

2017 was also the year that the newly refurbished Canada Science and Technology Museum was reopened after more than three years (see my June 23, 2017 posting about the November 2017 reopening and my June 12, 2015 posting for more information about the situation that led to the closure).

A Saskatchewan lab, Convergence, Order of Canada, Year of Science, Animated Mathematics, a graphic novel, and new media

Saskatchewan

Dr. Brian Eames hosts an artist-in-residence, Jean-Sebastien (JS) Gauthier at the University of Saskatchewan’s College of Medicine Eames Lab. A February 16, 2018 posting here featured their first collaboration together. It covered evolutionary biology, the synchrotron (Canadian Light Source [CLS]) in Saskatoon, and the ‘ins and outs’ of a collaboration between a scientist an artist. Presumably the art-in-residence position indicates that first collaboration went very well.

In January 2020, Brian kindly gave me an update on their current projects. Jean-Sebastin successfully coded an interactive piece for an exhibit at the 2019 Nuit Blanche Saskatoon event using Connect (Xbox). More recently, he got a VR [virtual reality] helmet for an upcoming project or two.

After much clicking on the Nuit Blanche Saskatoon 2019 interactive map, I found this,

Our Glass is a work of interactive SciArt co-created by artist JS Gauthier and biologist Dr Brian F. Eames. It uses cutting-edge 3D microscopic images produced for artistic purposes at the Canadian Light Source, Canada’s only synchrotron facility. Our Glass engages viewers of all ages to peer within an hourglass showing how embryonic development compares among animals with whom we share a close genetic heritage.

Eames also mentioned they were hoping to hold an international SciArt Symposium at the University of Saskatchewan in 2021.

Convergence

Dr. Cristian Zaelzer-Perez, an instructor at Concordia University (Montreal; read this November 20, 2019 Concordia news release by Kelsey Rolfe for more about his work and awards), in 2016 founded the Convergence Initiative, a not-for-profit organization that encourages interdisciplinary neuroscience and art collaborations.

Cat Lau’s December 23, 2019 posting for the Science Borealis blog provides insight into Zaelzer-Perez’s relationship to science and art,

Cristian: I have had a relationship with art and science ever since I have had memory. As a child, I loved to do classifications, from grouping different flowers to collecting leaves by their shapes. At the same time, I really loved to draw them and for me, both things never looked different; they (art and science) have always worked together.

I started as a graphic designer, but the pursuit to learn about nature was never dead. At some point, I knew I wanted to go back to school to do research, to explore and learn new things. I started studying medical technologies, then molecular biology and then jumped into a PhD. At that point, my life as a graphic designer slipped down, because of the focus you have to give to the discipline. It seemed like every time I tried to dedicate myself to one thing, I would find myself doing the other thing a couple years later.

I came to Montreal to do my post-doc, but I had trouble publishing, which became problematic in getting a career. I was still loving what I was doing, but not seeing a future in that. Once again, art came back into my life and at the same time I saw that science was becoming really hard to understand and scientists were not doing much to bridge the gap.

Order of Canada and ‘The Science Lady’

For a writer of children’s science books, an appointment to the Order of Canada is a singular honour. I cannot recall a children’s science book writer previous to Shar Levine being appointed as a Member of the Order of Canada. Known as ‘The Science Lady‘, Levine was appointed in 2016. Here’s more from her Wikipedia entry, Note: Links have been removed,

Shar Levine (born 1953) is an award-winning, best selling Canadian children’s author, and designer.

Shar has written over 70 books and book/kits, primarily on hands-on science for children. For her work in Science literacy and Science promotion, Shar has been appointed to the 2016 Order of Canada. In 2015, she was recognized by the University of Alberta and received their Alumni Honour Award. Levine, and her co-author, Leslie Johnstone, were co-recipients of the Eve Savory Award for Science Communication from the BC Innovation Council (2006) and their book, Backyard Science, was a finalist for the Subaru Award, (hands on activity) from the American Association for the Advancement of Science, Science Books and Films (2005). The Ultimate Guide to Your Microscope was a finalist-2008 American Association for the Advancement of Science/Subaru Science Books and Films Prize Hands -On Science/Activity Books.

To get a sense of what an appointment to the Order of Canada means, here’s a description from the government of Canada website,

The Order of Canada is how our country honours people who make extraordinary contributions to the nation.

Since its creation in 1967—Canada’s centennial year—more than 7 000 people from all sectors of society have been invested into the Order. The contributions of these trailblazers are varied, yet they have all enriched the lives of others and made a difference to this country. Their grit and passion inspire us, teach us and show us the way forward. They exemplify the Order’s motto: DESIDERANTES MELIOREM PATRIAM (“They desire a better country”).

Year of Science in British Columbia

In the Fall of 2010, the British Columbia provincial government announced a Year of Science (coinciding with the school year) . Originally, it was supposed to be a provincial government-wide initiative but the idea percolated through any number of processes and emerged as a year dedicated to science education for youth (according to the idea’s originator, Moira Stilwell who was then a Member of the Legislative Assembly [MLA]’ I spoke with her sometime in 2010 or 2011).

As the ‘year’ drew to a close, there was a finale ($1.1M in funding), which was featured here in a July 6, 2011 posting.

The larger portion of the money ($1M) was awarded to Science World while $100,000 ($0.1 M) was given to the Pacific Institute of Mathematical Sciences To my knowledge there have been no followup announcements about how the money was used.

Animation and mathematics

In Toronto, mathematician Dr. Karan Singh enjoyed a flurry of interest due to his association with animator Chris Landreth and their Academy Award (Oscar) Winning 2004 animated film, Ryan. They have continued to work together as members of the Dynamic Graphics Project (DGP) Lab at the University of Toronto. Theirs is not the only Oscar winning work to emerge from one or more of the members of the lab. Jos Stam, DGP graduate and adjunct professor won his third in 2019.

A graphic novel and medical promise

An academic at Simon Fraser University since 2015, Coleman Nye worked with three other women to produce a graphic novel about medical dilemmas in a genre described as’ ethno-fiction’.

Lissa: A Story about Medical Promise, Friendship, and Revolution (2017) by Sherine Hamdy and Coleman Nye, two anthropologists and Art by Sarula Bao and Caroline Brewer, two artists.

Here’s a description of the book from the University of Toronto Press website,

I don’t know if this could be described as a movement yet but it’s certainly an interesting minor development. Two new media centres have hosted, in the last four years, art/sci projects and/or workshops. It’s unexpected given this definition from the Wikipedia entry for New Media (Note: Links have been removed),

New media are forms of media that are computational and rely on computers for redistribution. Some examples of new media are computer animations, computer games, human-computer interfaces, interactive computer installations, websites, and virtual worlds.[1][2]

In Manitoba, the Video Pool Media Arts Centre hosted a February 2016 workshop Biology as a New Art Medium: Workshop with Marta De Menezes. De Menezes, an artist from Portugal, gave workshops and talks in both Winnipeg (Manitoba) and Toronto (Ontario). Here’s a description for the one in Winnipeg,

This workshop aims to explore the multiple possibilities of artistic approaches that can be developed in relation to Art and Microbiology in a DIY situation. A special emphasis will be placed on the development of collaborative art and microbiology projects where the artist has to learn some biological research skills in order to create the artwork. The course will consist of a series of intense experimental sessions that will give raise to discussions on the artistic, aesthetic and ethical issues raised by the art and the science involved. Handling these materials and organisms will provoke a reflection on the theoretical issues involved and the course will provide background information on the current diversity of artistic discourses centred on biological sciences, as well a forum for debate.

VIVO Media Arts Centre in Vancouver hosted the Invasive Systems in 2019. From the exhibition page,

Picture this – a world where AI invades human creativity, bacteria invade our brains, and invisible technological signals penetrate all natural environments. Where invasive species from plants to humans transform spaces where they don’t belong, technology infiltrates every aspect of our daily lives, and the waste of human inventions ravages our natural environments.

This weekend festival includes an art-science exhibition [emphasis mine], a hands-on workshop (Sat, separate registration required), and guided discussions and tours by the curator (Sat/Sun). It will showcase collaborative works by three artist/scientist pairs, and independent works by six artists. Opening reception will be on Friday, November 8 starting at 7pm; curator’s remarks and performance by Edzi’u at 7:30pm and 9pm. 

New Westminster’s (British Columbia) New Media Gallery recently hosted an exhibition, ‘winds‘ from June 20 – September 29, 2019 that could be described as an art/sci exhibition,

Landscape and weather have long shared an intimate connection with the arts.  Each of the works here is a landscape: captured, interpreted and presented through a range of technologies. The four artists in this exhibition have taken, as their material process, the movement of wind through physical space & time. They explore how our perception and understanding of landscape can be interpreted through technology. 

These works have been created by what might be understood as a sort of scientific method or process that involves collecting data, acute observation, controlled experiments and the incorporation of measurements and technologies that control or collect motion, pressure, sound, pattern and the like. …

Council of Canadian Academies, Publishing, and Open Access

Established in 2005, the Council of Canadian Academies (CCA) (Wikipedia entry) is tasked by various departments and agencies to answer their queries about science issues that could affect the populace and/or the government. In 2014, the CCA published a report titled, Science Culture: Where Canada Stands. It was in response to the Canada Science and Technology Museums Corporation (now called Ingenium), Industry Canada, and Natural Resources Canada and their joint request that the CCA conduct an in-depth, independent assessment to investigate the state of Canada’s science culture.

I gave a pretty extensive analysis of the report, which I delivered in four parts: Part 1, Part 2 (a), Part 2 (b), and Part 3. In brief, the term ‘science culture’ seems to be specifically, i.e., it’s not used elsewhere in the world (that we know of), Canadian. We have lots to be proud of. I was a little disappointed by the lack of culture (arts) producers on the expert panel and, as usual, I bemoaned the fact that the international community included as reviewers, members of the panel, and as points for comparison were drawn from the usual suspects (US, UK, or somewhere in northern Europe).

Science publishing in Canada took a bit of a turn in 2010, when the country’s largest science publisher, NRC (National Research Council) Research Publisher was cut loose from the government and spun out into the private, *not-for-profit publisher*, Canadian Science Publishing (CSP). From the CSP Wikipedia entry,

FACETS is Canada’s first open access multidisciplinary science journal, aiming to advance science by publishing research that the multi-faceted global community of research. FACETS is the official journal of the Royal Society of Canada’s Academy of Science.

Anthropocene Coasts aims to understand and predict the effects of human activity, including climate change, on coastal regions.

In addition, Canadian Science Publishing strives to make their content accessible through the CSP blog that includes plain language summaries of featured research. The open-access journal FACETS similarly publishes plain language summaries.

The 2016 blog posting is no longer accessible. Oddly for a contest of this type, I can’t find an image archive for previous contests. Regardless, a 2020 competition has been announced for Summer 2020. There are some details on the VISUALIZING SCIENCE 2020 webpage but some are missing, e.g., no opening date, no deadline. They are encouraging you to sign up for notices.

Back to open access, in a January 22, 2016 posting I featured news about Montreal Neuro (Montreal Neurological Institute [MNI] in Québec, Canada) and its then new policy giving researchers world wide access to its research and made a pledge that it would not seek patents for its work.

Fish, Newfoundland & Labrador, and Prince Edward Island

AquAdvantage’s genetically modified salmon was approved for consumption in Canada according to my May 20, 2016 posting. The salmon are produced/farmed by a US company (AquaBounty) but the the work of genetically modifying Atlantic salmon with genetic material from the Chinook (a Pacific ocean salmon) was mostly undertaken at Memorial University in Newfoundland & Labrador.

The process by which work done in Newfoundland & Labrador becomes the property of a US company is one that’s well known here in Canada. The preliminary work and technology is developed here and then purchased by a US company, which files patents, markets, and profits from it. Interestingly, the fish farms for the AquAdvantage salmon are mostly (two out of three) located on Prince Edward Island.

Intriguingly, 4.5 tonnes of the modified fish were sold for consumption in Canada without consumers being informed (see my Sept. 13, 2017 posting, scroll down about 45% of the way).

It’s not all sunshine and roses where science culture in Canada is concerned. Incidents where Canadians are not informed let alone consulted about major changes in the food supply and other areas are not unusual. Too many times, scientists, politicians, and government policy experts want to spread news about science without any response from the recipients who are in effect viewed as a ‘tabula rasa’ or a blank page.

Tying it all up

This series has been my best attempt to document in some fashion or another the extraordinary range of science culture in Canada from roughly 2010-19. Thank you! This series represents a huge amount of work and effort to develop science culture in Canada and I am deeply thankful that people give so much to this effort.

I have inevitably missed people and organizations and events. For that I am very sorry. (There is an addendum to the series as it’s been hard to stop but I don’t expect to add anything or anyone more.)

I want to mention but can’t expand upon,the Pan-Canadian Artificial Intelligence Strategy, which was established in the 2017 federal budget (see a March 31, 2017 posting about the Vector Institute and Canada’s artificial intelligence sector).

Science Borealis, the Canadian science blog aggregator, owes its existence to Canadian Science Publishing for the support (programming and financial) needed to establish itself and, I believe, that support is still ongoing. I think thanks are also due to Jenny Ryan who was working for CSP and championed the initiative. Jenny now works for Canadian Blood Services. Interestingly, that agency added a new programme, a ‘Lay Science Writing Competition’ in 2018. It’s offered n partnership with two other groups, the Centre for Blood Research at the University of British Columbia and Science Borealis

While the Royal Astronomical Society of Canada does not fit into my time frame as it lists as its founding date December 1, 1868 (18 months after confederation), the organization did celebrate its 150th anniversary in 2018.

Vancouver’s Electric Company often produces theatrical experiences that cover science topics such as the one featured in my June 7, 2013 posting, You are very star—an immersive transmedia experience.

Let’s Talk Science (Wikipedia entry) has been heavily involved with offering STEM (science, technology, engineering, and mathematics) programming both as part of curricular and extra-curricular across Canada since 1993.

This organization predates confederation having been founded in 1849 by Sir Sandford Fleming and Kivas Tully in Toronto. for surveyors, civil engineers, and architects. It is the Royal Canadian Institute of Science (Wikipedia entry)_. With almost no interruption, they have been delivering a regular series of lectures on the University of Toronto campus since 1913.

The Perimeter Institute for Theoretical Physics is a more recent beast. In 1999 Mike Lazirides, founder of Research In Motion (now known as Blackberry Limited), acted as both founder and major benefactor for this institute in Waterloo, Ontario. They offer a substantive and imaginative outreach programmes such as Arts and Culture: “Event Horizons is a series of unique and extraordinary events that aim to stimulate and enthral. It is a showcase of innovative work of the highest international standard, an emotional, intellectual, and creative experience. And perhaps most importantly, it is a social space, where ideas collide and curious minds meet.”

While gene-editing hasn’t seemed to be top-of-mind for anyone other than those in the art/sci community that may change. My April 26, 2019 posting focused on what appears to be a campaign to reverse Canada’s criminal ban on human gene-editing of inheritable cells (germline). With less potential for controversy, there is a discussion about somatic gene therapies and engineered cell therapies. A report from the Council of Canadian is due in the Fall of 2020. (The therapies being discussed do not involve germline editing.)

French language science media and podcasting

Agence Science-Presse is unique as it is the only press agency in Canada devoted to science news. Founded in 1978, it has been active in print, radio, television, online blogs, and podcasts (Baladodiffusion). You can find their Twitter feed here.

I recently stumbled across ‘un balados’ (podcast), titled, 20%. Started in January 2019 by the magazine, Québec Science, the podcast is devoted to women in science and technology. 20%, the podcast’s name, is the statistic representing the number of women in those fields. “Dans les domaines de la science et de la technologie, les femmes ne forment que 20% de la main-d’oeuvre.” (from the podcast webpage) The podcast is a co-production between “Québec Science [founded in 1962] et l’Acfas [formerly, l’Association Canadienne-Française pour l’Avancement des Sciences, now, Association francophone pour le savoir], en collaboration avec la Commission canadienne pour l’UNESCO, L’Oréal Canada et la radio Choq.ca.” (also from the podcast webpage)

Does it mean anything?

There have been many developments since I started writing this series in late December 2019. In January 2020, Iran shot down one of its own planes. That error killed some 176 people , many of them (136 Canadians and students) bound for Canada. The number of people who were involved in the sciences, technology, and medicine was striking.

It was a shocking loss and will reverberate for quite some time. There is a memorial posting here (January 13, 2020), which includes links to another memorial posting and an essay.

As I write this we are dealing with a pandemic, COVID-19, which has us all practicing physical and social distancing. Congregations of large numbers are expressly forbidden. All of this is being done in a bid to lessen the passage of the virus, SARS-CoV-2 which causes COVID-19.

In the short term at least, it seems that much of what I’ve described in these five parts (and the addendum) will undergo significant changes or simply fade away.

As for the long term, with this last 10 years having hosted the most lively science culture scene I can ever recall, I’m hopeful that science culture in Canada will do more than survive but thrive.
