2012 Canadian Science Policy Conference and thinking big about Canadian science culture and policy

The 2012 Canadian Science Policy Conference is coming up in Calgary, Alberta on Nov. 5-7, 2012. and FrogHeart will be there moderating the Thinking Big: Science Culture and Policy in Canada panel. More about that in a minute but first, here’s the announcement, which I received at about  12:30 pm PDT, Oct. 1, 2012 (so this is pretty fresh off the email) :

The Canadian conference has a major fan in David Bruggeman of the Pasco Phronesis blog as per his Aug. 28, 2012 posting titled ‘Where Canada Might Lead The World – The Fourth Canadian Science Policy Conference‘,

Later this year the fourth Canadian Science Policy Conference (CSPC) will take place in Alberta, Calgary.  I attended the first conference in 2009, when it was held in Toronto.  I found it quite valuable, and not being Canadian, I think that says something.  In the three years since the first conference, the number of presenters and panels has grown consistently, and I think the conference provides an important convening function for the nation’s researchers and practitioners interested in science policy.

I wish we had something like it in the United States. …

As for the Thinking big panel, here’s the description,

Science culture is more than encouraging kids to become scientists to insure our economic future; more than having people visit a science museum or centre and having fun; more than reading an interesting article in a newspaper or magazine about the latest whizbang breakthrough; more than educating people so they become scientifically literate and encourage ‘good’ science policies; it is a comprehensive approach to community- and society-building.

We live in a grand (in English, magnificent and en francais, big) country, the 2nd largest in the world and it behooves us all to be engaged in developing a vibrant science culture which includes

  • artists (performing and visual),
  • writers,
  • scientists,
  • children,
  • seniors,
  • games developers,
  • doctors,
  • business people,
  • elected officials,
  • philosophers,
  • government bureaucrats,
  • educators,
  • social scientists,
  • and others

as we grapple with 21st century scientific and technical developments.

As scientists work on prosthetic neurons for repair in people with Parkinsons and other neurological diseases, techniques for tissue engineering, self-cleaning windows, exponentially increased tracking capabilities for devices and goods tagged with RFID devices, engineered bacteria that produce petroleum and other products (US Defense Advanced Research Projects Living Foundries project), and more, Canadians will be challenged to understand and adapt to a future that can be only dimly imagined.

Composed of provocative thinkers from the worlds of science writing, science education, art/science work, and scientific endeavour, during this panel discussion they will offer their ideas and visions for a Canadian science culture and invite you to share yours. In addition to answering questions, each panelist will prepare their own question for audience members to answer.

The panelists are:

Marie-Claire Shanahan

Marie-Claire Shanahan is a professor of science education and science communication at the University of Alberta. She is interested in how and why students make decisions to pursue their interests science, in high schools, post-secondary education and informal science education. She also conducts research on interactions between readers and writers in online science communications.

Stephen Strauss

Stephen Strauss, Canadian Science Writers’ Association president, has been writing about science for 30 years. After receiving a B.A. (history) from the University of Colorado, he worked as an English teacher, a social worker, an editor before joining the Globe and Mail in 1979. He began writing about science there.

Since leaving the newspaper in 2004 he has written for the CBC.ca, Nature, New Scientist, The Canadian Medical Association Journal as well as authored books and book chapters. He has written for organizations such as the Canada Foundation for Innovation and the Government of Ontario and has won numerous awards.

Amber Didow

Amber Didow is the Executive Director for the Canadian Association of Science Centres. She has over 20 years experience in the non-profit sector and advancing informal education. She has worked within the Science Centre field for many years including the Saskatchewan Science Centre and Science World British Columbia.  Amber’s background includes new business development; educational outreach; programming with at-risk youth; creating community based science events; melding science with art and overseeing the creation and development of both permanent and travelling exhibitions. Amber has a strong passion for community development within the sector.

Maryse de la Giroday (moderator)

Maryse de la Giroday currently runs one of the largest and longest running Canadian science blogs (frogheart.ca) where she writes commentary on  nanotechnology, science policy, science communication, society, and the arts. With a BA in Communication (Simon Fraser University, Canada) and an MA in Creative Writing and New Media (De Montfort University, UK), she combines education and training in the social sciences and humanities with her commitment as an informed member of the science public. An independent scholar, she has presented at international conferences on topics of nanotechnology, storytelling, and memristors.

Dr. Moira Stilwell, MLA

Dr. Moira Stilwell was appointed Minister of Social Development  for the province of British Columbia in September 2012. Elected MLA for Vancouver-Langara in the 2009 provincial general election. She previously served as Parliamentary Secretary for Industry, Research and Innovation to the Minister of Jobs, Tourism and Innovation and Parliamentary Secretary to the Minister of Health with a focus on Health Innovation. She also served as Vice Chair of the Cabinet Committee on Jobs and Economic Growth. In her first cabinet appointment, she served as Minister of Advanced Education and Labour Market Development from June 2009 to October 2010.

Prior to her political career, Stilwell graduated from the University of Calgary Medical School. She received further training in nuclear medicine at the University of British Columbia and in radiology at the University of Toronto after that. She served for several years as the Head of Nuclear Medicine at St. Paul’s Hospital, Vancouver, Surrey Memorial Hospital, and Abbotsford Regional Hospital and Cancer Clinic but left all those positions in 2009 to run for public office.

The driving force behind the province’s Year of Science in BC (2010-11) initiative for schools, Stilwell has a passionate interest and commitment to integrating science awareness and culture in government, education, and society.

Rob Annan

Rob is the Director of Policy, Research and Evaluation at Mitacs, a leading Canadian not-for-profit that supports innovation through skills development, research, and collaboration between students, researchers, and industry. Mitacs supports research across sciences, humanities and social sciences and understands that innovation often occurs at the intersection of science and culture. Mitacs’ approach to innovation is reflected in our outreach activities, most notably Math Out Loud – a theatre musical designed to inspire Canadian students to understand and appreciate the mathematics that surround them. Inspired by Laval University’s renowned Professor of Mathematics Jean-Marie De Koninck and produced by Academy Award winner Dale Hartleben, Math Out Loud explores the relationships between math and culture as an effective outreach tool.

Prior to joining Mitacs, Rob worked as a consultant to universities, researchers and non-profit agencies for strategic planning and policy, and was active as a blogger on science policy issues in Canada. Rob embodies the intersection of arts and science, with a PhD in Biochemistry from McGill University, a BSc in Biology from UVic and a BA in English from Queen’s University.

Canada’s National Research Council wins in national science reshuffle while fumbling with employee relations

Hats off to Nassif Ghoussoub at his Piece of Mind blog for the latest information on the institutional science scene and the government’s response to last year’s (2011) Jenkins report (Review of Federal Support to R&D, aka, Innovation Canada: A Call to Action).

Nassif’s Sept. 11, 2012 posting highlights an unusually high number of recent announcements about federal funding for R&D (research and development). From the posting,

As always, politicians were crowding the Monday morning issue of the Hill Times newspaper. But today’s was different from any other day. No less than four politicians were either making “major” statements about federal plans for funding R&D, or taking the time to write about it. One wonders why we are witnessing this unusual surge of science-related interest in Ottawa’s political discourse.

Nassif makes some very provocative comments (Note: I have removed some links),

Gary Goodyear, the minister responsible for science and technology, seemed to be announcing that the National Research Council (NRC) has already won the battle of who is going to lead the federal effort of coordinating research partnerships with the industrial sector. “The NRC will be ‘transformed’ to respond to private sector demand”. How did they convince the PMO? Where are the universities? The Tri-Council [funding agencies: Social Sciences and Humanities Research Council {SSHRC}; Natural Sciences and Engineering Research Council {NSERC}; and Canadian Institutes of Health Research {CIHR}]? And so much for the recommendations of the Jenkins panel, which in spite of the carefully chosen words, go quite far in the direction of suggesting the dismantlement of this venerable institution. Yet, the NRC is emerging as the ultimate winner in this sweepstakes of federal funding for industrial R&D. We can now kiss goodbye the “Industrial Research and Innovation Council” (IRIC), as recommended by the Jenkins panel and as vigorously defended by UT [University of Toronto] President, David Naylor.

I didn’t view the panel’s recommendations regarding the NRC in quite the same way in my Oct. 21, 2011 posting (which features my review of the Jenkins report). I start by commenting on the recommendation for ‘a single innovation voice’ in government and then mention the NRC,

This one seems like one of those recommendations that are impossible to implement,

  • ·Establish a clear federal voice for innovation and work with the provinces to improve coordination.
  • Currently, there is a lack of government-wide clarity when it comes to innovation. Responsibility is spread across a number of cabinet portfolios. The Prime Minister should assign responsibility for innovation to a single minister, supported by a whole-of-government Innovation Advisory Committee, evolved from the current Science Technology and Innovation Council (STIC), composed of external stakeholders, who would then work with the provincial and territorial governments to initiate a collaborative dialogue to improve coordination and impact.

I base my comment about the last recommendation on my experience with the gnashing of teeth I’ve observed when someone is going to lose an area of responsibility that is associated with power and other good things. Who do you imagine will want to give up innovation and what will they want in return?  Another question which springs to mind is this one: How are they going to develop a single voice for discussion of innovation across several federal bureaucracies with thousands of people and miles between them when even a small office of 20 people experiences difficulty doing this (again, this is based on my personal experience).

As for the suggested changes to the NRC? Well, those should provide some fodder for lively discussion. I’m sure the other items will provide conversational fodder too but it seems to me that the two I’ve highlighted in these comments are likely to be the among the most contentious.

For anyone who doesn’t recall the NRC recommendation offhand (from my Oct. 21, 2011 posting),

However, there are some major recommendations being made, notably this one about the National Research Council (from the Review of Federal Support to R&D home page),

  • Transform the institutes of the National Research Council [NRC] into a series of large-scale, collaborative centres involving business, universities and the provinces.
  • The NRC was created during World War I to kick-start Canada’s research capacity. It has a long and storied history of discoveries and innovation, including numerous commercial spin-offs. While the NRC continues to do good work, research and commercialization activity in Canada has grown immensely.  In this new context, the NRC can play a unique role, linking its large-scale, long-term research activity with the academic and business communities. The panel recommends evolving NRC institutes, consistent with the current strategic direction, into not-for-profit centres run with stakeholders, and incorporating its public policy research into other departments.

My current interpretation (based on the information in Nassif’s posting) of  the status of the NRC recommendation is that the government has conflated a couple of recommendations and instead of creating an Industrial Research and Innovation Council (IRIC; continued after), here’s the IRIC recommendation (from my Oct. 21,2011 posting),

The panel also suggests cutting down on the number of funding agencies and creating a portal or ‘concierge’ to help businesses find the right funding solution for their needs,

  • The creation of an Industrial Research and Innovation Council (IRIC) to deliver the federal government’s business innovation programs.
    • There are currently more than 60 programs across 17 different government departments. The creation of an arm’s-length funding and delivery agency – the Industrial Research and Innovation Council – would begin to streamline the process as the development of a common application portal and service to help businesses find the right programs for their needs (a “concierge”).

Back to where I was going, instead of creating an IRIC the federal government is shifting at least part of that proposed mandate over to the NRC. As for establishing “a clear federal voice,” I suspect that too is becoming part of the NRC’s mandate.

I find it interesting to note that the NRC’s president (John McDougall) is from Alberta. Any guesses as to which province is home to the riding Canada’s Prime Minister represents as a member of Parliament?

This looks like  some very astute political manuevering on McDougall’s part. Oddly, he doesn’t seem to be as good at understanding employee relations. Mia Rabson’s July 5, 2012 article for the Winnipeg Free Press highlights a remarkably block-headed attempt at recognition,

Have a doughnut on your way out the door. That is the message several dozen employees of the National Research Council took away June 29 as the president of the agency issued gift cards for a coffee and a doughnut to all employees, including 65 who are being laid off this month.

“Thank you for the contribution you have made in helping NRC successfully work through our massive transformation,” read the letter from NRC president John McDougall. “To celebrate our success in gaining government support, here is a token of appreciation: have a coffee and a doughnut on me.”

A $3 gift card to Tim Hortons accompanied each letter to more than 4,000 NRC employees. It cost taxpayers more than $12,000.

It appears the ineptitude extends from the president’s office to the media relations office,

Charles Drouin, chief media relations officer for the NRC, said the letters and gift cards were a way to say thank you to employees for their work during a difficult year at the agency. He said not all employees were scheduled to leave on June 29.

“It just coincided. We wanted to try and include everyone. The president thought the note would be a good way to thank our employees.”

He added not all employees reacted badly to the gift. The president received one official complaint, said Drouin. [emphasis mine]

In the public relations business it’s generally believed that  one letter/official complaint = 100. Just because most people won’t write a letter doesn’t mean they didn’t ‘react badly’. One would expect the chief media relations officer to know that, especially since the rest of us do.

Canada-Japan Nanotechnology Workshop at the University of Waterloo

Today (Nov. 21, 2011) and tomorrow (Nov. 22), the Waterloo Institute for Nanotechnology (WIN) at the University of Waterloo is hosting a nanotechnology workshop celebrating the 25th anniversary of the Canada-Japan Agreement on Cooperation in Science and Technology. The Honourable Gary Goodyear Minister of State (Science and Technology) gave the opening remarks (from the Nov. 21, 2011 news release on the Industry Canada website),

“There are tremendous opportunities for international researchers and businesses to come to Canada and invest in research and development,” said Minister of State Goodyear. “This conference allows us to showcase opportunities in nanotechnology and promote stronger linkages with Canadian researchers and innovators. The relationship we are building will benefit the Canadian and Japanese economies.”

The conference drew a number of high-profile delegates, including His Excellency Kaoru Ishikawa, Ambassador of Japan to Canada and Mr. Yasuyoshi Kakita, Director of the Generic Research and Research Platform Division of Japan’s Ministry of Education, Culture, Sports, Science and Technology.

WIN’s workshop webpage offers more details about the Canada-Japan relationship and our mutual interest in nanotechnology,

Nanotechnology is identified in both countries as a priority area by the Expert Advisory Group (EAG) on Canada-Japan S&T Cooperation. Four major nanotechnology collaborations were recently identified by the Embassies of Japan and Canada for their on-going execution of annual workshops, proven mobility and exchange programs, research funding and number of projects initiated. Scientists including Canadian Research Chairs in the field of nanotechnology, government representatives and administrators from leading universities and nanotechnology organizations will be on hand to discuss the future of nanotechnology and recommend paths ahead.

By coming together we will help define a nanotechnology road map for Canada and Japan cooperation that will identify future areas for research funding, commercialization and trade for our respective Governments and Embassies. [emphasis mine]

I’m not sure how they’re going to be able to define a nanotechnology road map for cooperation with Japan when there isn’t any kind of nanotechnology roadmap for Canada. You can check that out for yourself here.

UK’s David Willetts discusses the importance of science writing

I’m impressed that the UK’s Minister for Universities and Science is busy talking and writing about the importance of science writing. Here’s an excerpt from Willetts’ Oct. 27, 2011 posting on the Guardian science blogs website,

Meeting the finalists of the Medical Research Council’s [MRC] Max Perutz Science Writing Award recently, I was reminded of the important role of science writing. The ability of science and evidence to transcend tribal loyalties – meeting John Rawls’s test of public reason – make them vital elements of rational discourse in a modern society.

The MRC’s prize and others like the Wellcome Trust’s science writing prize demonstrate that research funders agree. Science writing is all about making information and evidence available and accessible.

Historically, we have relied on a small number of journalists and editors to decide what is important, what is true. Now we have a much greater choice. Each of us is able to choose only the sources we want to hear from. If that means people with whom we already agree, do we risk losing the important function that traditional media have played in challenging our views or preconceptions?

People will differentiate between the many voices, in part on the basis of whom they consider authoritative, who is easy to find and who has been recommended by peers. Both authority and presence can be imparted to an author by the name of the host under whose banner the article is published, a job title, or an excellent track record. That is as true online as anywhere else and, of course, trust is earned slowly and lost quickly.

Independent scientists are consistently rated as well trusted sources of information. But will that hold true throughout a crisis if the major source of reporting is from within a community under scrutiny? Is merely checking copy a threat to “the sort of science journalism that everyone claims they want to see”?

With the trend for more and more online, self-generated material, organisations do have much more control over some of the information available about them. But how is this material produced and by whom? How does a research institute manage its messages if all of its researchers are potential mouthpieces? And what is the interaction between different types of coverage? Is a tweet or blog written for peers, the public, journalists, or all of the above?

I wonder if Gary Goodyear, Canada’s Minister of State (Science and Technology) could be persuaded to post here as a guest? I suspect not.

In any event, David Willetts has spoken previously on the importance of science writing at May 24, 2011 event. From the article by George Wigmore for the Association of British Science Writers on the events page,

Speaking at City University on Tuesday (24 May), David Willetts, Minister for Universities and Science, talked about the importance of science writing and public engagement.

Describing science journalists as “custodians of empiricism”, and science writers as “more GPs than hospital consultants”. The minister also described parallels between the jobs of science journalist and politician. He went on to describe the pressures that science journalists are under, including “the sheer pressure of time” and the tension “between the scientists doing the primary research, and the newsroom with its demands for a useable story with a vivid headline.”

Touching on a range of issues, including balance and open-access, Willetts stressed the government’s contributions to science writing and engagement. In particular, he mentioned libel reform, transparency, and financial support for institutions such as Science Media Centre.

“Science writing matters,” said Willetts. “It’s about making information and evidence available and accessible. It’s crucial in the public discourse.”

In his posting on the Guardian Science blogs website, Willetts mentions a government initiative, the Online Media Group for Science (from their About page),

Over the next few months we’ll be posing a series of case studies on this site for discussion. They will explore how different people and organisations use online media as they communicate science to a range of audiences. The case studies are intended to be honest and interesting examples of how people and organisations have used online media; what has or hasn’t worked and why. We’re really grateful to the contributors for writing them so honestly.

We’re not intending to create a comprehensive list of what’s out there but the case studies will draw on the experiences of journalists, press officers, science communicators and many others. Rather than defining these familiar roles in an online context, or providing hard and fast rules about how you should use online media, we hope discussions here will help you think about the tools that exist and how they can be used to achieve your aims – whatever they are.

So please take part in the discussion, nominate someone else who you’d like to hear from, share stuff with colleagues or even submit your own case study!

I spotted four case studies from Research Councils UK (RCUK), Guardian News and Media, Wellcome Trust, and Ideas Lab, respectively.  Here’s a paragraph from each,

Research Councils UK:

The website has origins in another age, when it was OK to use it as one big electronic document store.  Even this, if done well, would perhaps have been fine, but now it is so huge that it is just unwieldy.

Guardian News and Media:

What *don’t* we use? We publish things to our website using a homegrown CMS, which also includes our blogging platform. But we use a variety of other sites and services, too. Twitter is an important way for staff to engage with (and contribute to) communities of interest – we have about 50 official accounts (like  @guardiannews, @guardianfilm etc) and well over 500 individual staff members with Twitter accounts. We also use Flickr to publish photos by staff photographers and engage with photography-loving communities, and have a number of fan pages on Facebook. You can also find us at guardian.tumblr.com, where we curate interesting snippets from the day’s news.

Wellcome Trust:

I can’t comment on how much we spend, but we have a communications team of about 40 people that encompasses Editorial, Media Office, Web, Design and Marketing. Together we produce our print and online communications. We have to support the infrastructure to run our websites but beyond this our channels, such as the blog, are run on free services and the main resource is employee time.

Ideas Lab:

We don’t have a written strategy for their [website, Twitter, Facebook, podcasting, & online video) use, but we do work to some unwritten rules:

  • Lo- to-no budget for online (excluding staff time).
  • Having a limited amount of publicly available information. Our online materials are there to encourage communication with us on the phone or face to face.
  • Keeping podcasts and tweets frequent and regular.
  • Keeping all communication very targeted – having a fixed maximum length for podcasts, and no off-topic/general Tweets.
  • Sharing content with third party sites where possible – letting others post our video and podcasts on their sites if they would like to.
  • Cross-promoting everything (such as having our Twitter name on our email signatures).
  • Keeping at it – even if something isn’t fantastic, just doing it regularly and building up a catalogue can pay off. It’s sometimes about quantity as well as quality.

One of these days I’ll have to go back for a longer look.

Canadian R & D funding review and intellectual property as the Coalition for Action on Innovation in Canada

Rob Annan at the Don’t leave Canada behind blog has issued kudos along with some measured comments about the government’s Oct. 14, 2010 announcement of an expert panel to discuss ideas for greater Canadian business innovation and to review Canada’s research and development (R&D) funding for business,

“Through this panel, our government is taking action to improve its support for innovation and to ensure that investments are effective for Canadian businesses and workers,” said Minister of State Goodyear. “We are committed to helping Canadian businesses acquire the tools they need to grow and create new jobs; this panel will help achieve that goal.”

“Canadian business spends less per capita on research and development, innovation and commercialization than most other industrialized countries, despite the Government of Canada investing more than $7 billion annually to encourage business R&D,” said Minister Blackburn [Jean-Pierre Blackburn, Minister of Veteran Affairs and Minister of State Agriculture (Quebec)]. “This review will help provide recommendations on how the government can bolster Canadian businesses, create jobs and bring new ideas into the market place for the benefit of all Canadians.”

The panel will conduct a comprehensive review of all existing federal support for business R&D to see how this support could be enhanced to make sure federal investments are effective and delivering maximum results for Canadians.

The Research and Development Review Expert Panel is composed of six eminent Canadians chosen for their experience in business, academia and government as well as their knowledge of R&D and innovation practices and policies.

The panel’s chair, Thomas Jenkins, is Executive Chairman and Chief Strategy Officer of Open Text. The other panel members are Dr. Bev Dahlby of the University of Alberta, Dr. Arvind Gupta of the University of British Columbia, Mrs. Monique F. Leroux of the Desjardins Group, Dr. David Naylor of the University of Toronto and Mrs. Nobina Robinson of Polytechnics Canada.

I’m not familiar with anyone on the panel although I have heard of Open Text and the Desjardins Group.

Rob notes, a type of research which has been excluded from the review, in his Oct. 15, 2010 posting,

So, basic research funding through the tricouncil will be untouched by the review. Which is good, since that isn’t where the problems in our innovation pipeline are to be found (there may well be all sorts of problems with basic research funding, but that’s a task for another panel…). It’s in effective knowledge transfer and business R&D where the problems seem to lie. [emphases mine]

As per Don’t leave Canada behind, a group of business people headed up by John Manley and Paul Lucas, Coalition for Action on Innovation in Canada, announced on October 14, 2010 (the same day as the expert panel was announced) a plan with recommendations to achieve the same goals. (You can download the plan from here.) From Rob’s posting,

A coalition of Canadian business leaders and high-profile academic administrators is working to frame the discussion. The blue-chip membership released a set of recommendations yesterday (the timing not coincidental) for how it wants the government to act. My sense is that their plan includes too much of “more of the same” recommendations – expanding SRED, expanding tax credits for innovation investment – rather than any really innovative ideas.

Like Rob, I too took a very quick look at the plan. I agree that there’s a lot of the ‘same old, same old’ recommendations and what popped out for me was the insistence on this,

Adopt the world’s strongest intellectual property regime.

A robust climate for innovation is only possible if Canada’s regulatory processes encourage the development and launch of innovative products and if our laws ensure that inventors and those who invest in their ideas can fairly reap the rewards of their work. Canada should aim for a reputation as the best place in the world in which to research, develop and bring to market new products and processes. To achieve that goal, it is imperative that Canada seize current opportunities to improve its protection of intellectual property and thereby create a more attractive environment for investment in innovation. Beyond legal and regulatory changes, businesses need consistent, timely and relevant treatment of intellectual property developed at post-secondary institutions. IP policies at institutions and granting agencies, including those dealing with disclosure and licensing, must facilitate collaborative research and encourage innovation. The business and academic sectors should launch a national dialogue aimed at creating a clear and consistent framework for IP agreements between individual companies and institutions.

The word ‘strongest’ in these contexts tends to be a synonym for control by whichever interest holds the patent. Heavy (strong?) control over IP (intellectual property) will mean less innovation and competition. Take for example India and its anti-retroviral drugs (my posting of Oct. 1, 2010 featuring an excerpt from Jenara Nerenberg’s article on the Fast Company website),

… The massive, low-cost ARV [anti-retrovirus] production industry in India has been made possible by the country’s patent laws. “Indian laws did not grant patents on a product, but only on a process to make it, which helped its drug firms to make cheaper versions and improved formulations using alternative methods,” SciDev.net reports.

But not everyone in the world sees those laissez faire patent laws as a good thing. India is in ongoing discussions with the World Trade Organization and the EU, but there is fear that increased patent requirements may dismantle the country’s thriving ARV production industry.

Note the difference between ‘strong’ and ‘laissez faire’ and the results in India. National convo on science, technology, and engineering

There’s a new science outreach ‘kid on the block’. Canada’s Honorable Minister of State for Science and Technology, Gary Goodyear, announced plans for an online HUB for science and technology in Canada. From the news release via the Canadian Science Policy Centre website,

The Honourable Gary Goodyear, Minister of State (Science and Technology) announced today plans for the Canada Science and Technology Museums Corporation to build an online HUB for the Pan-Canadian science, technology and engineering community. [emphasis mine]

“Canada is, and will remain, among the best countries in the world for scientists and researchers to pursue their discoveries while we strengthen our capacity to make their innovations available to the market here at home and around the world,” said Minister of State Goodyear. “Our government supports science and technology to improve the quality of life of Canadians, create jobs and strengthen the economy.”

The vision is for the HUB (www.connexscience.ca) to serve as an open collaborative space for everyone involved or interested in science, engineering and technology, as well as their historical and broader dimensions. The HUB will greatly contribute to the promotion of a science and technology culture in Canada.

The Museums Corporation wants the hub to be “owned” by a broad cross section of the Canadian science, technology and engineering community, and to create the digital conditions that will support the HUB in becoming a living, thriving online community.

“All Canadians have a role to play in helping shape Canada’s science, technology and engineering future,” said Denise Amyot, President and CEO of the Canada Science and Technology Museums Corporation. “We invite people to share this with their friends and colleagues. All perspectives, suggestions, ideas and submissions will be important inputs in the creation of the HUB.”

The idea for this online forum stems from a cross-Canada consultation held by the Canada Science and Technology Museums Corporation in 2009 to seek national partners and information on local initiatives, as well as ways for the Museums Corporation to enhance its outreach across the country. Many expressed the interest having a place where they could come together to collaborate.

The announcement was made from the Canadian Science Policy Conference in Montreal during National Science and Technology Week. NSTW is a celebration of the significance of Canada’s science and technology heritage, the importance of science and technology in today’s world, and Canada’s ongoing role as a world leader in innovation.

I’m a little puzzled as it seems to me that they have moved passed the planning and have built an online HUB; there just aren’t many people on it yet. (Quite understandbly given that it’s still early days.)

On balance, I’m happy to say after all of my criticisms about science outreach that this seems like an encouraging move and I hope it leads to a more vibrant national conversation about science and technology. You can go to Canada’s Museum of Science and Technology online HUB, called Connex Science, here to find a welcome video from Denise Amyot, the museum’s President and Chief Executive Officer and to participate in forums.

I see in the museum’s latest newsletter that Connex Science isn’t their only science outreach initiative, they also have an agreement with the National Film Board (from the newsletter),

The National Film Board of Canada and the Canada Science and Technology Museums Corporation have announced the beginning of a four-year partnership during which both institutions will share their respective expertise in order to create a closer working relationship between the world of audiovisual production and that of sciences and technology.

According to this news release,

Many collaborations are planned, the first of which will begin this weekend at the Canada Science and Technology Museum. The exhibition Echoes in the Ice: History, Mystery and Frozen Corpses [mentioned here in an Oct.7, 2010 posting) will include the screening of the documentary Passage by John Walker on Saturday, October 16 and Sunday, October 17 at 1 p.m. Winner of numerous awards including Best Film at the Reel to Reel International Film Festival for Youth, Grand Prize for Best Television Production at the Banff World Television Awards, Best Director and Best Cinematography at the Atlantic Film Festival, the film tells the story of John Rae, a Victorian‐era Scottish explorer who discovers the tragic fate of Sir John Franklin and his 128 crew members who perished in the Arctic ice, overcome by insanity and cannibalism, while attempting to find the Northwest Passage. The story quickly became tainted with scandal when John Rae tried to make it public.

Based on my attendance at last year’s Canadian Science Policy Conference, an effort like this could well fill a need for more communication within science and science policy circles across the country. A very large country with a comparatively small population, networking is not going to be as easy as it might be in the United States, where people who would benefit from hearing what others are doing in science and science policy stand a better chance of going to the same meetings or otherwise being in the same place.

That said, an online collaborative space is a fair amount of work. Otherwise you just have yet another discussion board (or, heaven forbid, a group blog).

Participatory science; wearable batteries; radio interview with Andrew Maynard; shadow science ministers in Canada’s political parties

Ordinary people (nonscientists like me) have a long tradition of participating in scientific research in areas such as astronomy and ornithology (bird watching). A local example is the eagle count which takes place at Brackendale every year. (Aside: The 2010 count has already taken place but it’s still possible to attend festival events which are now part of the Brackendale eagle count experience.)

Someone whose science interests may be more esoteric can have trouble finding opportunities to pursue their interests. Thanks to the Science Cheerleader there is a new online resource to help you find a project. From the Science Cheerleader blog,

For an abrupt change of pace: Yes, you could be wearing your batteries at some point in the future. Scientists at Stanford University (CA) have found a way to easily and inexpensively turn cotton or polyester fibres into batteries or, as they call it, wearable energy textiles or e-textiles. From the news item on BBC News,

“Wearable electronics represent a developing new class of materials… which allow for many applications and designs previously impossible with traditional electronics technologies,” the authors [of the study published in ACS Nano Letters] wrote.

A number of research efforts in recent years have shown the possibility of electronics that can be built on flexible and even transparent surfaces – leading to the often-touted “roll-up display”.

However, the integration of electronics into textiles has presented different challenges, in particular developing approaches that work with ordinary fabrics.

Now, Yi Cui and his team at Stanford University in the US has shown that their “ink” made of carbon nanotubes – cylinders of carbon just billionths of a metre across – can serve as a dye that can simply and cheaply turn a t-shirt into an “e-shirt”.

I’ve taken a look at the research paper which, as these things go, is pretty readable. Bravo to the American Chemical Society (ACS) for not placing the material behind a paywall. The article, Stretchable, Porous and Conductive Energy Textiles,  published in the ACS journal Nano Letters is here.

I had the pleasure of listening to a radio interview on Whyy Radio conducted by Marty Moss-Coane where she interviewed Dr. Andrew Maynard, Chief Science Advisor for the Project on Emerging Nanotechnolgies. The interview (approximately 50 mins.)  titled, The Science and Safety of Nanotechnology, is available for listening here. Moss-Coane was well-prepared, asked good questions, and had listeners call in with their own questions. Dr. Andrew Maynard was, as always, very likable and interesting.

After my recent posting on science policy in Canada and the four major political parties, I thought I’d check out the various shadow science ministers or critics. Here’s what I found,

Gary Goodyear, Conservative, Minister of State (Science and Technology)

Jim Maloway, NDP, Science and Technology [portfolio]

Frances Coates, Green Party, shadow minister Science and Technology

Marc Garneau, Liberal Party, Industry, Science and Technology critic

I have looked at all their websites and Garneau seems the most interested in science and technology issues. Given that he’s a former astronaut and is an engineer, one might expect that he would have a major interest in the subject. He’s written a paper on the subject (thanks to the folks at The Black Hole for finding it). If you go here and either read or scroll to the bottom, you will find a link to his paper. He also has a poll on his website, What is the importance of science and technology to create the jobs for tomorrow? You can go here to answer the question. As for the others, Goodyear lists a series of announcements in news releases as accomplishments which makes identifying his actual accomplishments difficult. Jim Maloway does not mention science on his website and Frances Coates posted a few times on her blog in 2008 but made no mention of science.

Ununbium and ‘The Elements’ and an update of science policy doings in Canada and UK

A new element, ununbium, is being added to the periodic table. There’s more about it here on Nanowerk News. Seeing the media release this morning reminded me of Tom Lehrer’s song, ‘The Elements‘ so I searched and found an animated version of the song here. Just scroll down and pick your connection type (dial-up or broadband).

On the science policy front, there was an announcement that a UK parliamentary  Science and Technology Committee has been approved/reinstated last week on the BBC News (online)

The committee will be made up of the same members as the existing Innovation, Universities, Skills, and Science Committee (IUSS).

Some MPs recently raised concerns that government science policy would be marginalised in the new Department for Business, Innovation and Skills (BIS).

I commented on the new department and reporting structure on my blog here earlier this month. This comes at a time when Canada’s Minister of State for Science and Technology, Gary Goodyear, seems to be fading out of the picture. You can read Rob Annan’s post about it here on ‘Don’t leave Canada behind’. As Rob points out, this comes on the heels of the SSHRC (Social Sciences and Humantities Research Council) situation regarding their approved funding for a joint Queen’s University and York University conference titled, ‘Israel/Palestine Mapping Models of Statehood and Paths to Peace‘. Goodyear apparently requested that in addition to the peer-review the proposal had already received before being approved that it be subjected to a second peer-review after the fact. I got a comment from Andrew Maynard where he clarified a statement he made in his screencast and a few things about the Twitter science visuals that he offered in some of his latest postings. Thanks Andrew.

Yeah, that “classic” sort of crept into the screencast – by the time I had made ten botched attempts to record it, I guess the bubble charts were beginning to look a little old!

To be honest, I’m not sure how widespread they are. I used them here because it’s a convenient way to summarize data covering a large span – because the plotted area is related to the data being visualized, it is easier to compare very large with very small numbers.

In this way, I think the display offers some intuitive insight into what might be relevant. But I’m not convinced it provides much of an analytical insight. Which is one reason why it’s useful to have access to multiple visualizations I suspect. And probably more importantly, why I prefer to allow access to the root data.

Friday, June 26, 2009, I got an update and other comments from Victor Jones (consultant and former chair of Nanotech BC) about Environment Canada’s plan to have Canadian businesses report on the nanomaterials they use in their products.

interesting summary on nanomaterials and yes the Canadian plan is working its way through the bureacracy. Similar issues of definitions and classifications make the effort far from simple. If ever there was a case of the devil in the small details – nano materials has it. Be good to your nano and more money for science in Canada

The nano safety wiki project developed by the International Council on Nanotechnology (ICON) is now open (beta version) and is called the Good Nano Guide.

This is a project that Nanotech BC has been involved with and was mentioned in my interview (Part 2) with Victor Jones (former Nanotech BC chair).  From the announcement in Nanowerk News,

The GoodNanoGuide is a practical tool for people who handle nanomaterials as well as an online repository of safety protocols. It has been developed by experts from the worlds of nanotechnology, occupational safety and business and is governed by an implementation committee from North America and Europe. All GoodNanoGuide content is freely available via the Internet. Visitors may add their comments by becoming “Community Members,” and experts may contribute and edit protocols by becoming “Expert Providers.”

Gary Goodyear, Minister of State (Science and Technology) announced funds to help science graduates develop skills that will help them to transition out of the classroom. Money will be disbursed through the Natural Sciences and Engineering Research Council CREATE programme. From the announcement on Nanowerk News,

Projects consist of initiatives led by teams of excellent Canadian university researchers who see the value in helping students acquire personal and professional skills that are not part of their normal academic training. Students will have the opportunity to enhance their ability to work productively in a research environment that has become increasingly multi-disciplinary. Important areas of training include commercialization, communication and project management. While the primary focus is on natural sciences and engineering, training may also include interdisciplinary projects across the natural sciences and engineering and the social sciences and health domains. [emphasis mine]

It sounds like a good idea but I’m not sure how an academic researcher is going to be able to teach a graduate student to commercialize projects. It takes me back to my comments about government bureaucrats making decisions about commercial applications for science research. From where will they be drawing their experience?
