The 2024 Canadian federal budget: some thoughts on science & technology, military, and cybersecurity spending

The 2024 Canadian federal budget – Fairness for Every Generation (or if you want to see the front page, Budget 2024 – Fairness for Every Generation and then go to Go View the Budget for the table of contents) was announced in April 2024. So, I’m very late with this posting.

There weren’t too many highlights in the 2024 budget as far as I was concerned. Overall, it was a bread and butter budget concerned with housing, jobs, business, and prices along with the government’s perennial focus on climate change and the future for young people and Indigenous peoples. There was nothing particularly special about the funds allocated for research and, as for defence spending in the 2024 budget, that was and is nominally interesting.

“Boosting Research, Innovation, and Productivity” was found in Chapter Four: Economic Growth for Every Generation.

4.1 Boosting Research, Innovation, and Productivity

For anyone who’s not familiar with ‘innovation’ as a buzzword, it’s code for ‘business’. From 4.1 of the budget,

Key Ongoing Actions

  • Supporting scientific discovery, developing Canadian research talent, and attracting top researchers from around the planet to make Canada their home base for their important work with more than $16 billion committed since 2016.
  • Supporting critical emerging sectors, through initiatives like the Pan-Canadian Artificial Intelligence Strategy, [emphases mine] the National Quantum Strategy, the Pan-Canadian Genomics Strategy, and the Biomanufacturing and Life Sciences Strategy.
  • Nearly $2 billion to fuel Canada’s Global Innovation Clusters to grow these innovation ecosystems, promote commercialization, support intellectual property creation and retention, and scale Canadian businesses.
  • Investing $3.5 billion in the Sustainable Canadian Agricultural Partnership to strengthen the innovation, competitiveness, and resiliency of the agriculture and agri-food sector.
  • Flowing up to $333 million over the next decade to support dairy sector investments in research, product and market development, and processing capacity for solids non-fat, thus increasing its competitiveness and productivity.

The only ’emerging’ sector singled out for new funding was the Pan-Canadian Artificial Intelligence Strategy and that is almost all ‘innovation’, from 4.1 of the budget,

Strengthening Canada’s AI Advantage

Canada’s artificial intelligence (AI) ecosystem is among the best in the world. Since 2017, the government has invested over $2 billion towards AI in Canada. Fuelled by those investments, Canada is globally recognized for strong AI talent, research, and its AI sector.

Today, Canada’s AI sector is ranked first in the world for growth of women in AI, and first in the G7 for year-over-year growth of AI talent. Every year since 2019, Canada has published the most AI-related papers, per capita, in the G7. Our AI firms are filing patents at three times the average rate in the G7, and they are attracting nearly a third of all venture capital in Canada. In 2022-23, there were over 140,000 actively engaged AI professionals in Canada, an increase of 29 per cent compared to the previous year. These are just a few of Canada’s competitive advantages in AI and we are aiming even higher.

To secure Canada’s AI advantage, the government has already:

  • Established the first national AI strategy in the world through the Pan-Canadian Artificial Intelligence Strategy;
  • Supported access to advanced computing capacity, including through the recent signing of a letter of intent with NVIDIA and a Memorandum of Understanding with the U.K. government; and,
  • Scaled-up Canadian AI firms through the Strategic Innovation Fund and Global Innovation Clusters program.

AI is a transformative economic opportunity for Canada and the government is committed to doing more to support our world-class research community, launch Canadian AI businesses, and help them scale-up to meet the demands of the global economy. The processing capacity required by AI is accelerating a global push for the latest technology, for the latest computing infrastructure.

Currently, most compute capacity is located in other countries. Challenges accessing compute power slows down AI research and innovation, and also exposes Canadian firms to a reliance on privately-owned computing, outside of Canada. This comes with dependencies and security risks. And, it is a barrier holding back our AI firms and researchers.

We need to break those barriers to stay competitive in the global AI race and ensure workers benefit from the higher wages of AI transformations; we must secure Canada’s AI advantage. We also need to ensure workers who fear their jobs may be negatively impacted by AI have the tools and skills training needed in a changing economy.

To secure Canada’s AI advantage Budget 2024 announces a monumental increase in targeted AI support of $2.4 billion, including:

  • $2 billion over five years, starting in 2024-25, to launch a new AI Compute Access Fund and Canadian AI Sovereign Compute Strategy, to help Canadian researchers, start-ups, and scale-up businesses access the computational power they need to compete and help catalyze the development of Canadian-owned and located AI infrastructure. 
  • $200 million over five years, starting in 2024-25, to boost AI start-ups to bring new technologies to market, and accelerate AI adoption in critical sectors, such as agriculture, clean technology, health care, and manufacturing. This support will be delivered through Canada’s Regional Development Agencies.
  • $100 million over five years, starting in 2024-25, for the National Research Council’s AI Assist Program to help Canadian small- and medium-sized businesses and innovators build and deploy new AI solutions, potentially in coordination with major firms, to increase productivity across the country.
  • $50 million over four years, starting in 2025-26, to support workers who may be impacted by AI, such as creative industries. This support will be delivered through the Sectoral Workforce Solutions Program, which will provide new skills training for workers in potentially disrupted sectors and communities.

The government will engage with industry partners and research institutes to swiftly implement AI investment initiatives, fostering collaboration and innovation across sectors for accelerated technological advancement.

Before moving to the part of budget that focuses on safe and responsible use of AI, I’ve got some information about the legislative situation and an omnibus bill C-27 which covers AI, from my October 10, 2024 posting,

The omnibus bill, C-27, which includes Artificial Intelligence and Data Act (AIDA) had passed its second reading in the House of Commons at the time of the posting. Since May 2023, the bill has been the subject of the House of Commons Standing Committee on Industry and Technology according to the Parliament of Canada’s LEGISinfo’s C-27 , 44th Parliament, 1st session Monday, November 22, 2021, to present: An Act to enact the Consumer Privacy Protection Act, the Personal Information and Data Protection Tribunal Act and the Artificial Intelligence and Data Act and to make consequential and related amendments to other Acts webpage.

Safe and Responsible Use of AI

AI has tremendous economic potential, but as with all technology, it presents important considerations to ensure its safe development and implementation. Canada is a global leader in responsible AI and is supporting an AI ecosystem that promotes responsible use of technology. From development through to implementation and beyond, the government is taking action to protect Canadians from the potentially harmful impacts of AI.

The government is committed to guiding AI innovation in a positive direction, and to encouraging the responsible adoption of AI technologies by Canadians and Canadian businesses. To bolster efforts to ensure the responsible use of AI:

  • Budget 2024 proposes to provide $50 million over five years, starting in 2024-25, to create an AI Safety Institute of Canada to ensure the safe development and deployment of AI. The AI Safety Institute will help Canada better understand and protect against the risks of advanced and generative AI systems. The government will engage with stakeholders and international partners with competitive AI policies to inform the final design and stand-up of the AI Safety Institute.
  • Budget 2024 also proposes to provide $5.1 million in 2025-26 to equip the AI and Data Commissioner Office with the necessary resources to begin enforcing the proposed Artificial Intelligence and Data Act.
  • Budget 2024 proposes $3.5 million over two years, starting in 2024-25, to advance Canada’s leadership role with the Global Partnership on Artificial Intelligence, securing Canada’s leadership on the global stage when it comes to advancing the responsible development, governance, and use of AI technologies internationally.

Using AI to Keep Canadians Safe

AI has shown incredible potential to toughen up security systems, including screening protocols for air cargo. Since 2012, Transport Canada has been testing innovative approaches to ensure that air cargo coming into Canada is safe, protecting against terrorist attacks. This included launching a pilot project to screen 10 to 15 per cent of air cargo bound for Canada and developing an artificial intelligence system for air cargo screening.

  • Budget 2024 proposes to provide $6.7 million over five years, starting in 2024-25, to Transport Canada to establish the Pre-Load Air Cargo Targeting Program to screen 100 per cent of air cargo bound for Canada. This program, powered by cutting-edge artificial intelligence, will increase security and efficiency, and align Canada’s air security regime with those of its international partners.

There was a small section which updates some information about intellectual property retention (patent box retention) but otherwise is concerned with industrial R&B (a perennial Canadian weakness), from 4.1 of the budget,

Boosting R&D and Intellectual Property Retention

Research and development (R&D) is a key driver of productivity and growth. Made-in-Canada innovations meaningfully increase our gross domestic product (GDP) per capita, create good-paying jobs, and secure Canada’s position as a world-leading advanced economy.

To modernize and improve the Scientific Research and Experimental Development (SR&ED) tax incentives, the federal government launched consultations on January 31, 2024, to explore cost-neutral ways to enhance the program to better support innovative businesses and drive economic growth. In these consultations, which closed on April 15, 2024, the government asked Canadian researchers and innovators for ways to better deliver SR&ED support to small- and medium-sized Canadian businesses and enable the next generation of innovators to scale-up, create jobs, and grow the economy.

  • Budget 2024 announces the government is launching a second phase of consultations on more specific policy parameters, to hear further views from businesses and industry on specific and technical reforms. This includes exploring how Canadian public companies could be made eligible for the enhanced credit. Further details on the consultation process will be released shortly on the Department of Finance Canada website.
  • Budget 2024 proposes to provide $600 million over four years, starting in 2025-26, with $150 million per year ongoing for future enhancements to the SR&ED program. The second phase of consultations will inform how this funding could be targeted to boost research and innovation.

On January 31, 2024, the government also launched consultations on creating a patent box regime to encourage the development and retention of intellectual property in Canada. The patent box consultation closed on April 15, 2024. Submissions received through this process, which are still under review, will help inform future government decisions with respect to a patent box regime.

Nice to get an update on what’s happening with the patent box regime.

The Tri-Council consisting of the Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Research Council of Canada (NSERC), and the Social Sciences and Humanities Research Council of Canada (SSHRC) don’t often get mentioned in the federal budget but they did this year, from 4.1 of the budget,

Enhancing Research Support

Since 2016, the federal government has committed more than $16 billion in research, including funding for the federal granting councils—the Natural Sciences and Engineering Research Council (NSERC), the Canadian Institutes of Health Research (CIHR), and the Social Sciences and Humanities Research Council (SSHRC).

This research support enables groundbreaking discoveries in areas such as climate change, health emergencies, artificial intelligence, and psychological health. This plays a critical role in solving the world’s greatest challenges, those that will have impacts for generations.

Canada’s granting councils already do excellent work within their areas of expertise, but more needs to be done to maximize their effect. The improvements we are making today, following extensive consultations including with the Advisory Panel on the Federal Research Support System, will strengthen and modernize Canada’s federal research support.

  • To increase core research grant funding and support Canadian researchers, Budget 2024 proposes to provide $1.8 billion over five years, starting in 2024-25, with $748.3 million per year ongoing to SSHRC, NSERC, and CIHR.
  • To provide better coordination across the federally funded research ecosystem, Budget 2024 announces the government will create a new capstone research funding organization. The granting councils will continue to exist within this new organization, and continue supporting excellence in investigator-driven research, including linkages with the Health portfolio. This new organization and structure will also help to advance internationally collaborative, multi-disciplinary, and mission-driven research. The government is delivering on the Advisory Panel’s observation that more coordination is needed to maximize the impact of federal research support across Canada’s research ecosystem.
  • To help guide research priorities moving forward, Budget 2024 also announces the government will create an advisory Council on Science and Innovation. This Council will be made up of leaders from the academic, industry, and not-for-profit sectors, and be responsible for a national science and innovation strategy to guide priority setting and increase the impact of these significant federal investments.
  • Budget 2024 also proposes to provide a further $26.9 million over five years, starting in 2024-25, with $26.6 million in remaining amortization and $6.6 million ongoing, to the granting councils to establish an improved and harmonized grant management system.

The government will also work with other key players in the research funding system—the provinces, territories, and Canadian industry—to ensure stronger alignment, and greater co-funding to address important challenges, notably Canada’s relatively low level of business R&D investment.

More details on these important modernization efforts will be announced in the 2024 Fall Economic Statement.

World-Leading Research Infrastructure

Modern, high-quality research facilities and infrastructure are essential for breakthroughs in Canadian research and science. These laboratories and research centres are where medical and other scientific breakthroughs are born, helping to solve real-world problems and create the economic opportunities of the future. World-leading research facilities will attract and train the next generation of scientific talent. That’s why, since 2015, the federal government has made unprecedented investments in science and technology, at an average of $13.6 billion per year, compared to the average from 2009-10 to 2015-16 of just $10.8 billion per year. But we can’t stop here.

To advance the next generation of cutting-edge research, Budget 2024 proposes major research and science infrastructure investments, including:

  • $399.8 million over five years, starting in 2025-26, to support TRIUMF, Canada’s sub-atomic physics research laboratory, located on the University of British Columbia’s Vancouver campus. This investment will upgrade infrastructure at the world’s largest cyclotron particle accelerator, positioning TRIUMF, and the partnering Canadian research universities, at the forefront of physics research and enabling new medical breakthroughs and treatments, from drug development to cancer therapy.
  • $176 million over five years, starting in 2025‑26, to CANARIE, a national not-for-profit organization that manages Canada’s ultra high-speed network to connect researchers, educators, and innovators, including through eduroam. With network speeds hundreds of times faster, and more secure, than conventional home and office networks, this investment will ensure this critical infrastructure can connect researchers across Canada’s world-leading post-secondary institutions.
  • $83.5 million over three years, starting in 2026-27 to extend support to Canadian Light Source in Saskatoon. Funding will continue the important work at the only facility of its kind in Canada. A synchrotron light source allows scientists and researchers to examine the microscopic nature of matter. This specialized infrastructure contributes to breakthroughs in areas ranging from climate-resistant crop development to green mining processes.
  • $45.5 million over five years, starting in 2024-25, to support the Arthur B. McDonald Canadian Astroparticle Physics Research Institute, a network of universities and institutes that coordinate astroparticle physics expertise. Headquartered at Queen’s University in Kingston, Ontario, the institute builds on the legacy of Dr. McDonald’s 2015 Nobel Prize for his work on neutrino physics. These expert engineers, technicians, and scientists design, construct, and operate the experiments conducted in Canada’s underground and underwater research infrastructure, where research into dark matter and other mysterious particles thrives. This supports innovation in areas like clean technology and medical imaging, and educates and inspires the next wave of Canadian talent.
  • $30 million over three years, starting in 2024-25, to support the completion of the University of Saskatchewan’s Centre for Pandemic Research at the Vaccine and Infectious Disease Organization in Saskatoon. This investment will enable the study of high-risk pathogens to support vaccine and therapeutic development, a key pillar in Canada’s Biomanufacturing and Life Sciences Strategy. Of this amount, $3 million would be sourced from the existing resources of Prairies Economic Development Canada.

These new investments build on existing federal research support:

  • The Strategic Science Fund, which announced the results of its first competition in December 2023, providing support to 24 third-party science and research organizations starting in 2024-25;
  • Canada recently concluded negotiations to be an associate member of Horizon Europe, which would enable Canadians to access a broader range of research opportunities under the European program starting this year; and,
  • The steady increase in federal funding for extramural and intramural science and technology by the government which was 44 per cent higher in 2023 relative to 2015.

Advancing Space Research and Exploration

Canada is a leader in cutting-edge innovation and technologies for space research and exploration. Our astronauts make great contributions to international space exploration missions. The government is investing in Canada’s space research and exploration activities.

  • Budget 2024 proposes to provide $8.6 million in 2024-25 to the Canadian Space Agency for the Lunar Exploration Accelerator Program to support Canada’s world-class space industry and help accelerate the development of new technologies. This initiative empowers Canada to leverage space to solve everyday challenges, such as enhancing remote health care services and improving access to healthy food in remote communities, while also supporting Canada’s human space flight program.
  • Budget 2024 announces the establishment of a new whole-of-government approach to space exploration, technology development, and research. The new National Space Council will enable the level of collaboration required to secure Canada’s future as a leader in the global space race, addressing cross-cutting issues that span commercial, civil, and defence domains. This will also enable the government to leverage Canada’s space industrial base with its world-class capabilities, workforce, and track record of innovation and delivery.

I found two responses to the budget from two science organizations and the responses fall into the moderately pleased category. Here’s an April 17, 2024 news release from Evidence for Democracy (E4D), Note: Links have been removed,

As a leading advocate for evidence-informed decision-making and the advancement of science policy in Canada, Evidence for Democracy (E4D) welcomes the budget’s emphasis on scientific research and innovation. Since its inception, E4D has been at the forefront of advocating for policies that support robust scientific research and its integration into public policy. To support this work, we have compiled a budget analysis for the science and research sector here for more context on Budget 2024. 

“Budget 2024 provides an encouraging investment into next generation researchers and research support systems,” says Sarah Laframboise, Executive Director of E4D, “By prioritizing investments in research talent, infrastructure, and innovation, the government is laying the foundation for a future driven by science and evidence.”

The budget’s initiatives to enhance graduate student scholarships and postdoctoral fellowships reflect a commitment to nurturing Canada’s research talent, a cornerstone of E4D’s advocacy efforts through its role on the Coalition for Canadian Research. E4D is encouraged by this investment in next generation researchers and core research grants, who form the bedrock of scientific discovery and drive innovation across sectors. Additionally, the formation of a new capstone research funding organization and Advisory Council on Science and Innovation are signs of a strategic vision that values Canadian science and research.

While Budget 2024 represents a significant step forward for science and research in Canada, E4D recognizes that challenges and opportunities lie ahead. 

“We note that funding for research in Budget 2024 is heavily back-loaded, with larger funding values coming into effect in a few years time,” adds Laframboise, “Given that this also includes significant structural and policy changes, this leaves some concern over the execution and roll-out of these investments in practice.”

As the details of the budget initiatives unfold, E4D remains committed to monitoring developments, advocating for evidence-based policies, and engaging with stakeholders to ensure that science continues to thrive as a driver of progress and prosperity in Canada.

Dear colleagues,

On April 16, 2024, the Government of Canada released Budget 2024 – Fairness for Every Generation – a Budget that proposes a historic level of investment in research and innovation. Most notably for CIHR, NSERC, and SSHRC, this included $1.8 billion in core research grant funding over five years (starting in 2024-25, with $748.3 million per year ongoing). This proposed investment recognizes the vital role played by research in improving the lives of Canadians. We are thrilled by the news of this funding and will share more details about how and when these funds will be distributed as the Budget process unfolds.

Budget 2024 also proposes $825 million over five years (starting in 2024-25, with $199.8 million per year ongoing) to increase the annual value of master’s and doctoral student scholarships to $27,000 and $40,000, respectively, and post-doctoral fellowships to $70,000. This will also increase the number of research scholarships and fellowships provided, building to approximately 1,720 more graduate students or fellows benefiting each year. To make it easier for students and fellows to access support, the enhanced suite of scholarships and fellowship programs will be streamlined into one talent program. These proposals are the direct result of a coordinated effort to recognize the importance of students in the research ecosystem.

The Budget proposes other significant investments in health research, including providing:

  • a further $26.9 million over five years (starting in 2024-25, with $26.6 million in remaining amortization and $6.6 million ongoing) to the granting councils to establish an improved and harmonized grant management system.
  • $10 million in 2024-2025 for CIHR to support an endowment to increase prize values awarded by the Gairdner Foundation for excellence in health research.
  • $80 million over five years for Health Canada to support the Brain Canada Foundation in its advancement of brain research.
  • $30 million over three years (starting in 2024-25) to support Indigenous participation in research, with $10 million each for First Nation, Métis, and Inuit partners.
  • $2 billion over five years (starting in 2024-25) to launch a new AI Compute Access Fund and Canadian AI Sovereign Compute Strategy, to help Canadian researchers, start-ups, and scale-up businesses access the computational power they need to compete and help catalyze the development of Canadian-owned and located AI infrastructure.
  • As well, to help guide research priorities moving forward, Budget 2024 announces that the government will create an Advisory Council on Science and Innovation. This Council will be comprised of leaders from the academic, industry, and not-for-profit sectors, and will be responsible for a national science and innovation strategy to guide priority setting and increase the impact of these significant federal investments.

In addition to these historic investments, Budget 2024 includes a proposal to create a “new capstone research funding organization” that will provide improved coordination across the federally funded research ecosystem. This proposal stems directly from the recommendations of the Advisory Panel on the Federal Research Support System, and recognizes the need for more strategic coordination in the federal research system. The Budget notes that the granting councils will each continue to exist within this new organization, and continue supporting excellence in investigator-driven research, including linkages with the Health portfolio. While the governance implications of this new organization are not known at this time, the CIHR Institutes will remain in place as an integral part of CIHR. As stated in the Budget, the timing and details with respect to the creation of this organization still need to be determined, but it did indicate that more details will be announced in the 2024 Fall Economic Statement.

As well, CIHR will be working closely with the Natural Sciences and Engineering Research Council, Social Sciences and Humanities Research Council, Health Canada, and Innovation, Science and Economic Development Canada in the coming months to implement various Budget measures related to research. In the meantime, CIHR will continue its business as usual.

These announcements and investments are significant and unprecedented and will create exciting opportunities for the Tri-Agencies and other partners across the federal research ecosystem to contribute to the health, social, and economic needs and priorities of Canadians. They will also ensure that Canada remains a world leader in science. This is positive and welcome news for the CIHR community. We look forward to embarking on this new journey with Canada’s health research community.

Stronger National Defence

As the world becomes increasingly unstable, as climate change increases the severity and frequency of natural disasters, and as the risk of conflict grows, Canada is asking more of our military. Whether it is deploying to Latvia as part of Operation REASSURANCE, or Nova Scotia as part of Operation LENTUS, those who serve in the Canadian Armed Forces have answered the call whenever they are needed, to keep Canadians safe.

On April 8 [2024], in response to the rapidly changing security environment, the government announced an update to its defence policy: Our North, Strong and Free. In this updated policy, the government laid out its vision for Canada’s national defence, which will ensure the safety of Canadians, our allies, and our partners by equipping our soldiers with the cutting-edge tools and advanced capabilities they need to keep Canadians safe in a changing world.

  • Budget 2024 proposes foundational investments of $8.1 billion over five years, starting in 2024-25, and $73.0 billion over 20 years to the Department of National Defence (DND), the Communications Security Establishment (CSE), and Global Affairs Canada (GAC) to ensure Canada is ready to respond to global threats and to protect the well-being of Canadian Armed Forces members. Canada’s defence spending-to-GDP ratio is expected to reach 1.76 per cent by 2029-30.  These include:
    • $549.4 million over four years, starting in 2025-26, with $267.8 billion in future years, for DND to replace Canada’s worldwide satellite communications equipment; for new tactical helicopters, long-range missile capabilities for the Army, and airborne early warning aircraft; and for other investments to defend Canada’s sovereignty;
    • $1.9 billion over five years, starting in 2024-25, with $8.2 billion in future years, for DND to extend the useful life of the Halifax-class frigates and extend the service contract of the auxiliary oiler replenishment vessel, while Canada awaits delivery of next generation naval vessels;
    • $1.4 billion over five years, starting in 2024-25, with $8.2 billion in future years, for DND to replenish its supplies of military equipment;
    • $1.8 billion over five years, starting in 2024-25, with $7.7 billion in future years, for DND to build a strategic reserve of ammunition and scale up the production of made-in-Canada artillery ammunition. Private sector beneficiaries are expected to contribute to infrastructure and retooling costs;
    • $941.9 million over four years, starting in 2025-26, with $16.2 billion in future years, for DND to ensure that military infrastructure can support modern equipment and operations;
    • $917.4 million over five years, starting in 2024-25, with $10.9 billion in future years and $145.8 million per year ongoing, for CSE and GAC to enhance their intelligence and cyber operations programs to protect Canada’s economic security and respond to evolving national security threats;
    • $281.3 million over five years, starting in 2024-25, with $216 million in future years, for DND for a new electronic health record platform for military health care;
    • $6.9 million over four years, starting in 2025-26, with $1.4 billion in future years, for DND to build up to 1,400 new homes and renovate an additional 2,500 existing units for Canadian Armed Forces personnel on bases across Canada (see Chapter 1);
    • $100 million over five years, starting in 2024-25, to DND for child care services for Canadian Armed Forces personnel and their families (see Chapter 2);
    • $149.9 million over four years, starting in 2025-26, with $1.8 billion in future years, for DND to increase the number of civilian specialists in priority areas; and,
    • $52.5 million over five years, starting in 2024-25, with $54.8 million in future years, to DND to support start-up firms developing dual-use technologies critical to our defence via the NATO Innovation Fund.

To support Our North, Strong and Free, $156.7 million over three years, starting in 2026-27, and $537.7 million in future years would be allocated from funding previously committed to Canada’s 2017 Defence Policy, Strong, Secure, Engaged.

  • Budget 2024 also proposes additional measures to strengthen Canada’s national defence:
    • $1.2 billion over 20 years, starting in 2024-25, to support the ongoing procurement of critical capabilities, military equipment, and infrastructure through DND’s Capital Investment Fund; and,
    • $66.5 million over five years, starting in 2024-25, with $7.4 billion in future years to DND for the Future Aircrew Training program to develop the next generation of Royal Canadian Air Force personnel. Of this amount, $66.5 million over five years, starting in 2024-25, would be sourced from existing DND resources.
  • Budget 2024 also announces reforms to Canadian defence policy and its review processes:
    • Committing Canada to undertake a Defence Policy Review every four years, as part of a cohesive review of the National Security Strategy; and,
    • Undertaking a review of Canada’s defence procurement system.

With this proposed funding, since 2022, the government has committed more than $125 billion over 20 years in incremental funding to strengthen national defence and help keep Canadians and our democracy safe in an increasingly unpredictable world—today and for generations. Since 2015, this adds up to over $175 billion in incremental funding for national defence.

Enhancing CSIS Intelligence Capabilities

As an advanced economy and an open and free democracy, Canada continues to be targeted by hostile actors, which threaten our democratic institutions, diaspora communities, and economic prosperity. The Canadian Security Intelligence Service (CSIS) protects Canadians from threats, such as violent extremism and foreign interference, through its intelligence operations in Canada and around the world.

To equip CSIS to combat emerging global threats and keep pace with technological developments, further investments in intelligence capabilities and infrastructure are needed. These will ensure CSIS can continue to protect Canadians.

  • Budget 2024 proposes to provide $655.7 million over eight years, starting in 2024-25, with $191.1 million in remaining amortization, and $114.7 million ongoing to the Canadian Security Intelligence Service to enhance its intelligence capabilities, and its presence in Toronto.

Maintaining a Robust Arctic Presence

The Canadian Arctic is warming four times faster than the world average, as a result of climate change. It is also where we share a border with today’s most hostile nuclear power—Russia. The shared imperatives of researching climate change where its impacts are most severe, and maintaining an ongoing presence in the Arctic enable Canada to advance this important scientific work and assert our sovereignty.

Maintaining a robust research presence supports Canada’s Arctic sovereignty. Scientific and research operations in the Arctic advance our understanding of how climate change is affecting people, the economy, and the environment in the region. This is an important competitive advantage, as economic competition increases in the region. 

To support research operations in Canada’s North, Budget 2024 proposes:

  • $46.9 million over five years starting in 2024-25, with $8.5 million in remaining amortization and $11.1 million ongoing, to Natural Resources Canada to renew the Polar Continental Shelf Program to continue supporting northern research logistics, such as lodging and flights for scientists; and,
  • $3.5 million in 2024-25 to Polar Knowledge Canada to support its activities, including the operation of the Canadian High Arctic Research Station.

Protecting Canadians from Financial Crimes

Financial crimes are serious threats to public safety, national security, and Canada’s financial system. They can range from terrorist financing, corruption, and the evasion of sanctions, to money laundering, fraud, and tax evasion. These crimes have real world implications, often enabling other criminal behaviour. Financial crime also undermines the fairness and transparency that are so essential to our economy.

Since 2017, the government has undertaken significant work to crack down on financial crime:

  • Investing close to $320 million since 2019 to strengthen compliance, financial intelligence, information sharing, and investigative capacity to support money laundering investigations;
  • Creating new Integrated Money Laundering Investigative Teams in British Columbia, Alberta, Ontario, and Quebec, which convene experts to advance investigations into money laundering, supported by dedicated forensic accounting experts;
  • Launching a publicly accessible beneficial ownership registry for federal corporations on January 22, 2024. The government continues to call upon provinces and territories to advance a pan-Canadian approach to beneficial ownership transparency;
  • Modernizing Canada’s anti-money laundering and anti-terrorist financing framework to adapt to emerging technologies; vulnerable sectors; and growing risks such as sanctions evasion; and,
  • Establishing public-private partnerships with the financial sector, that are improving the detection and disruption of profit-oriented crimes, including human trafficking, online child sexual exploitation, and fentanyl trafficking.

Budget 2024 takes further action to protect Canadians from financial crimes.

Anti-Money Laundering and Anti-Terrorist Financing

Criminal and terrorist organizations continually look for new ways to perpetrate illicit activities. Canada needs a robust legal framework that keeps pace with evolving financial crimes threats.

To combat money laundering, terrorist financing, and sanctions evasion, Budget 2024 announces:

  • The government intends to introduce legislative amendments to the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA), the Criminal Code the Income Tax Act, and the Excise Tax Act.
    • Proposed amendments to the PCMLTFA would:
      • Enhance the ability of reporting entities under the PCMLTFA to share information with each other to detect and deter money laundering, terrorist financing, and sanctions evasion, while maintaining privacy protections for personal information, including an oversight role for the Office of the Privacy Commissioner under regulations;
      • Permit the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) to disclose financial intelligence to provincial and territorial civil forfeiture offices to support efforts to seize property linked to unlawful activity; and, Immigration, Refugees and Citizenship Canada to strengthen the integrity of Canada’s citizenship process;
      • Enable anti-money laundering and anti-terrorist financing regulatory obligations to cover factoring companies, cheque cashing businesses, and leasing and finance companies to close a loophole and level the playing field across businesses providing financial services;
      • Allow FINTRAC to publicize more information around violations of obligations under the PCMLTFA when issuing administrative monetary penalties to strengthen transparency and compliance; and,
      • Make technical amendments to close loopholes and correct inconsistencies.
    • Proposed amendments to the Criminal Code would:
      • Allow courts to issue an order to require a financial institution to keep an account open to assist in the investigation of a suspected criminal offence; and,
      • Allow courts to issue a repeating production order to authorize law enforcement to obtain ongoing, specified information on activity in an account or multiple accounts connected to a person of interest in a criminal investigation.
    • Proposed amendments to the Income Tax Act and Excise Tax Act would:
      • Ensure Canada Revenue Agency officials who carry out criminal investigations are authorized to seek general warrants through court applications, thereby modernizing and simplifying evidence gathering processes and helping to fight tax evasion and other financial crimes.

Canada Financial Crimes Agency

As announced in Budget 2023, the Canada Financial Crimes Agency (CFCA) will become Canada’s lead enforcement agency against financial crime. It will bring together expertise necessary to increase money laundering charges, prosecutions, and convictions, and the seizure of criminal assets.

  • Budget 2024 proposes to provide $1.7 million over two years, starting in 2024-25, to the Department of Finance to finalize the design and legal framework for the CFCA.

Fighting Trade-Based Fraud and Money Laundering

  • Trade-based financial crime is one of the most pervasive means of laundering money; it’s estimated that this is how hundreds of millions of dollars are laundered each year. To strengthen efforts to fight trade fraud and money laundering, the 2023Fall Economic Statement announced enhancements to the Canada Border Services Agency’s authorities under the PCMLTFA to combat trade-based financial crime and the intent to create a Trade Transparency Unit.
  • Budget 2024 builds on this work by proposing to provide $29.9 million over five years, starting in 2024-25, with $5.1 million in remaining amortization and $4.2 million ongoing, for the Canada Border Services Agency to support the implementation of its new authorities under the PCMLTFA to combat financial crime and strengthen efforts to combat international financial crime with our allies.

Supporting Veterans’ Well-Being

After their service and their sacrifice, veterans of the Canadian Armed Forces deserve our full support. Veterans’ organizations are often best placed to understand the needs of veterans and to develop programming that improves their quality of life. In 2018, the federal government launched the Veteran and Family Well-Being Fund, which provides funding to public, private, and academic organizations, to advance research projects and innovative approaches to deliver services to veterans and their families.

  • Budget 2024 proposes to provide an additional $6 million over three years, starting in 2024-25, to Veterans Affairs Canada for the Veteran and Family Well-Being Fund. A portion of the funding will focus on projects for Indigenous, women, and 2SLGBTQI+ veterans.

Telemedicine Services for Veterans and Their Families

After serving in the Canadian Armed Forces, many veterans who previously received their health care from the Forces need to find a family doctor in the provincial system, which makes their transition to civilian life more stressful, especially if they need health care for service-related injuries.

To ensure veterans and their families have access to the care they deserve after their service to Canada:

  • Budget 2024 proposes to provide $9.3 million over five years, starting in 2024-25, to Veterans Affairs Canada to extend and expand the Veteran Family Telemedicine Service pilot for another three years. This initiative will provide up to two years of telemedicine services to recent veterans and their families.

I didn’t expect anything on economic matters, from Chapter 7: Protecting Canadians and Defending Democracy,

7.2 Economic Security for Canada and Our Allies

The system of rules and institutions that were established in the wake of the Second World War unleashed an era of prosperity unprecedented in human history. This era generated a massive expansion of global trade, and lifted hundreds of millions of people out of poverty. As a trading nation with privileged access to more than two-thirds of the global economy, Canada has benefitted enormously from the stability and certainty that this system provided.

Supply chain disruptions and rising protectionism threaten this Canadian advantage that has been enjoyed for generations. Canada is taking action to make sure we preserve the rules-based international order. We are strengthening our trade relationships and making sure they reflect our values. We are ensuring our economy is resilient and secure, protecting Canadians and Canada from economic pressure from authoritarian regimes, and defending Canada’s economic interests.

Budget 2024 makes investments to ensure the opportunities and prosperity of trade, enjoyed by generations of Canadians, continue to be there for every generation.

Key Ongoing Actions

  • Launching in 2017 Strong, Secure, Engaged, to maintain the Canadian Armed Forces as an agile, multi-purpose, combat-ready force, ensuring Canada is strong domestically, an active partner in North America, and engaged internationally.
  • Upholding Canada’s 15 free trade agreements with 51 countries. Canada is the only G7 country with comprehensive trade and investment agreements with all other G7 members.
  • Implementing the modernized Canada-Ukraine Free Trade Agreement and the United Kingdom’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.
  • Establishing a new Canada-Taiwan foreign investment promotion and protection arrangement in December 2023.
  • Launching Canada’s Indo-Pacific Strategy in November 2022, committing almost $2.3 billion to strengthen Canada’s role as a strong partner in the region. The strategy included:
    • $492.9 million over five years to reinforce Canada’s Indo-Pacific naval presence and increase Canadian Armed Forces participation in regional military exercises.
    • $227.8 million over five years to increase Canada’s work with partners in the region on national security, cyber security, and responses to crime, terrorism, and threats from weapons proliferation.
    • Canada is negotiating free trade agreements with Indonesia and the Association of Southeast Asian Nations to provide additional trade and investment opportunities in the Indo-Pacific region.
  • To further reinforce Canada’s role as a trusted supply chain partner, and its commitment to cooperate with like-minded partners in meeting emerging global challenges, including the economic resilience of the world’s democracies, Canada undertook the following actions:
    • Joined with the U.S. in the Energy Transformation Task Force to accelerate cooperation on critical clean energy opportunities and to strengthen integrated Canada-U.S. supply chains, which as announced in Chapter 4, has been extended for another year.
    • Canada signed a new agreement in May 2023 with South Korea for cooperation on critical mineral supply chains, clean energy transition, and energy security.
    • Canada endorsed the Joint Declaration Against Trade-Related Economic Coercion and Non-Market Policies and Practices with Australia, Japan, New Zealand, the U.K., and the U.S. in June 2023.

Protecting Canadian Businesses from Unfair Foreign Competition

Canadian companies and workers are able to do business around the world, selling their goods and expertise, because the government has delivered free trade agreements that cover 61 per cent of the world’s GDP and 1.5 billion consumers. This means Canadians can do business in Japan and Malaysia with the CPTPP; in Europe with CETA; in the United States and Mexico with the new NAFTA; and in Ukraine with a modernized CUFTA. These agreements mean good jobs and good salaries for people across the country.

However, this is only true when Canadian workers and businesses are competing on an even playing field, and countries respect agreed trade rules.

That is why the government has taken steps to ensure that Canada’s trade remedy and import monitoring systems have the tools needed to defend Canadian workers and businesses from unfair practices of foreign competitors. For instance, earlier this year, Canada introduced a system to track the countries steel imports are initially melted and poured in, to increase supply chain transparency and support effective enforcement of Canada’s trade laws.

  • Budget 2024 proposes to provide $10.5 million over three years, starting in 2024-25, for the Canada Border Services Agency to create a dedicated Market Watch Unit to monitor and update trade remedy measures annually, to protect Canadian workers and businesses from unfair trade practices, and ensure greater transparency and market predictability.

Ensuring Reciprocal Treatment for Canadian Businesses Abroad

Canada is taking action to protect Canadian businesses and workers from additional global economic and trade challenges. These challenges include protectionist and non-market policies and practices implemented by our trading partners. When Canada opens its markets to goods and services from other countries, we expect those countries to equally grant Canadian businesses the access that we provide their companies.

As detailed in the Policy Statement on Ensuring Reciprocal Treatment for Canadian Businesses Abroad, published alongside the 2023 Fall Economic Statement, Canada will consider reciprocity as a key design element for new policies going forward. This approach builds on Canada’s commitment to implement reciprocal procurement policies, including for infrastructure and sub-national infrastructure spending, in the near term. A reciprocal lens will also be applied to a range of new measures including, but not limited to, investment tax incentives, grants and contributions, technical barriers to trade, sanitary and phytosanitary measures, investment restrictions, and intellectual property requirements.

In pursuing reciprocity, Canada will continue working with its allies to introduce incentives for businesses to reorient supply chains to trusted, reliable partners, and will ensure that any new measures do not unnecessarily harm trading partners who do not discriminate against Canadian goods and suppliers.  

Protecting Critical Supply Chains

Recent events around the world, from the pandemic to Russia’s full-scale invasion of Ukraine, have exposed strategic vulnerabilities in critical supply chains, to which Canada and countries around the world are responding by derisking, or friendshoring, their supply chains. Canada is actively working with its allies to strengthen shared supply chains and deepen our economic ties with trusted partners, including in the context of accelerating the transition to a net-zero economy.

Ongoing efforts to build our critical supply chains through democracies like our own represent a significant economic opportunity for Canadian businesses and workers, and the government will continue to design domestic policies and programs with friendshoring as a top-of-mind objective.

To reinforce Canada’s role as a trusted supply chain partner for our allies, Budget 2023 took action to mobilize private investment and grow Canada’s economy towards net-zero. These investments are growing Canada’s economic capacity in industries across the economy, while simultaneously reducing Canada’s emissions and strengthening our essential trading relationships.

Eradicating Forced Labour from Canadian Supply Chains

Canada is gravely concerned by the ongoing human rights violations against Uyghurs and Muslim minorities in China, as well as by the use of forced labour around the world. 

  • Budget 2024 reaffirms the federal government’s commitment to introduce legislation in 2024 to eradicate forced labour from Canadian supply chains and to strengthen the import ban on goods produced with forced labour. The government will also work to ensure existing legislation fits within the overall framework to safeguard our supply chains.

This will build on funding committed in the 2023 Fall Economic Statement that, starting January 1, 2024, supports the requirement for annual reporting from public and private entities to demonstrate measures they have taken to prevent and reduce the risk that forced labour is used in their supply chains.

Before moving on to an interesting analysis of the defence portion of the 2024 budget by someone else, here’s a link to the national defence policy, Our North, Strong and Free: A Renewed Vision for Canada’s Defence, which was released on April 8, 2024 just days before the April 16, 2024 release date for this latest federal budget.

It seems there was a shift in policy during the nine-day interval. From Murray Brewster’s April 16, 2024 article for the Canadian Broadcasting Corporation’s (CBC) news online website, Note: Links have been removed,

The new federal budget promises good things will happen at the Department of National Defence … next year, and hopefully in the years after.

The new fiscal plan, presented Tuesday by Finance Minister Chrystia Freeland, marks a subtle but significant shift from what was proposed in last week’s long-awaited defence policy [emphasis mine], which committed to spending an additional $8.1 billion on defence.

The funding envelope in the budget earmarks the same amount but includes not only the defence department but proposed spending on both the Communications Security Establishment — the country’s electronic spy agency — and Global Affairs Canada. [emphases mine]

While the overall defence budget is expected to increase marginally in the current fiscal year to $33.8 billion, defence experts told CBC News that when the internal cost-cutting exercise ordered by the Liberal government and the new defence policy are factored in, the military can expect roughly $635 million less this year [emphasis mine] than was anticipated before spending restraint kicked in.

Freeland’s fiscal plan projects a 30 per cent increase in defence spending in the next fiscal year, bringing it to $44.2 billion.

This is how I understand what Brewster is saying:

  • 2024/25 defence budget as listed is $33.8B
  • Not all of this money is going directly to defence (the Communications Security Establishment and Global Affairs Canada will be partaking)
  • the defence department has been ordered to cut costs
  • so, there will be $635M less than defence might have expected
  • in 2025/26 defence spending will be increased to $44.2 billion, whatever that means

That’s quite the dance and Brewster’s April 16, 2024 article points out at least one more weakness,

Sahir Khan, the executive vice-president of the University of Ottawa’s Institute of Fiscal Studies and Democracy, said he would love to see the specifics.

“That’s one of the difficulties, I think, with this government is we have seen a lot of aspiration, but not always the perspiration,” said Khan, a former deputy parliamentary budget officer. “What is the plan to achieve the results?”

The politically charged promise to increase Canada’s defence spending to 1.76 per cent of the gross domestic product by the end of the decade could be left in doubt when the spending plans are laid alongside the budget’s economic projections during that time frame.

Generally, the better the economy does, the more the defence budget would have to be increased to meet the target.

“It’s really unclear how we actually get to 1.76 per cent of GDP, if you take the figures that are presented which outline how spending is going to increase,” said Dave Perry, a defence expert and president of the Canadian Global Affairs Institute.

“You can’t put that against the nominal GDP projection provided in the budget” and then add in other government departments, such as Veterans Affairs Canada, “and get anywhere close” to the GDP projection in the defence policy, he said.

About five weeks after the budget was released, Prime Minister Justin Trudeau received a letter, from a May 23, 2024 article by Alexander Panetta for CBC News online,

Nearly one-quarter of the members of the United States Senate have sent an unusually critical letter to Prime Minister Justin Trudeau expressing dismay over Canada’s level of defence spending.

They pressed Trudeau to come to this summer’s NATO summit with a plan to fulfil Canada’s commitment to reach the alliance’s longstanding spending target.

The letter from 23 members of the U.S. Senate, from both parties, represents a dramatic and public escalation of pressure from Washington over a longstanding bilateral irritant.

That written critique [letter] comes just days after Defence Minister Bill Blair completed what he referred to as a productive trip to Washington to promote Canada’s new military strategy.

“We are concerned and profoundly disappointed,” says the letter, referring to the spending levels in the strategy Blair came to promote.

The pressure is continuing at this year’s Halifax [Nova Scotia, Canada] International Security Forum held from November. 22 – 24, 2024 as can be seen in Sean Boynton’s November 24, 2024 article (includes embedded video) for Global News

A bipartisan pair of U.S. senators say they expect Canada and the U.S. to work collaboratively on shared issues of defence and the border, but suggested Ottawa’s policies on military spending need to change to speed up progress.

Speaking to Mercedes Stephenson from the Halifax International Security Forum in an interview that aired Sunday on The West Block, Republican Sen. James Risch of Idaho and Democratic Sen. Jeanne Shaheen of New Hampshire downplayed concerns that incoming president-elect Donald Trump will penalize Canada on things like trade if it doesn’t step up on defence spending.

As far as I’m concerned, this budget offers some moderate gains from a science and technology perspective and with regard to military spending, it seems a little lacklustre overall and with regard to military research, that might be called nonexistent.

Canada, quantum technology, and a public relations campaign?

Stephanie Simmons’ October 31, 2022 essay on quantum technology and Canada for The Conversation (h/t Nov.1.22 news item on phys.org) was a bit startling—not due to the content—but for the chosen communications vehicle. It’s the kind of piece i expect to find in the Globe and Mail or the National Post not The Conversation, which aspires to present in depth, accessible academic research and informed news stories (or so I thought). (See The Conversation (website) Wikipedia entry for more.)

Simmons (who is an academic) seems to have ‘written’ a run-of-the-mill public relations piece (with a good and accessible description of quantum encryption and its future importance) about Canada and quantum technology aimed at influencing government policy makers while using some magic words (Note: Links have been removed),

Canada is a world leader in developing quantum technologies and is well-positioned to secure its place in the emerging quantum industry.

Quantum technologies are new and emerging technologies based on the unique properties of quantum mechanics — the science that deals with the physical properties of nature on an atomic and subatomic level.

In the future, we’ll see quantum technology transforming computing, communications, cryptography and much more. They will be incredibly powerful, offering capabilities that reach beyond today’s technologies.

The potential impact of these technologies on the Canadian economy [emphasis mine] will be transformative: the National Research Council of Canada has identified quantum technology as a $142 billion opportunity that could employ 229,000 Canadians by 2040 [emphasis mine].

Canada could gain far-reaching economic and social benefits from the rapidly developing quantum industry, but it must act now to secure them — before someone else [emphasis mine] delivers the first large-scale quantum computer, which will likely be sooner than expected.

This is standard stuff, any professional business writer, after a little research, could have pulled the article together. But, it’s Stephanie Simmons whose academic titles (Associate Professor, SFU and Tier 2 Canada Research Chair in Silicon Quantum Technologies, Simon Fraser University) and position as founder and Chief Quantum Officer of Photonic, Inc. give her comments added weight. (For an academic, this is an unusual writing style [perhaps Simmons had some help?] and it better belongs in the newspapers I’ve previously cited.)

Simmons, having stoked a little anxiety with “it [Canada] must act now to secure them [economic and social benefits] — before someone else delivers the first large-scale quantum computer, which will likely be sooner than expected,” gets to her main points, from the October 31, 2022 essay,

To maintain its leadership, Canada needs to move beyond research and development and accelerate a quantum ecosystem that includes a strong talent pipeline, businesses supported by supply chains and governments and industry involvement. There are a few things Canada can do to drive this leadership:

Continue to fund quantum research: … The Canadian government has invested more than $1 billion since 2005 in quantum research and will likely announce a national quantum strategy soon [emphasis mine]. Canada must continue funding quantum research or risk losing its talent base and current competitive advantage. [Note: Canada has announced a national quantum strategy in both the 2021 and 2022 federal budgets See more under the ‘Don’t we already have a national quantum strategy? subhead]

Build our talent pipeline with more open immigration: …

Be our own best customers: Canadian companies are leading the way, but they need support [emphasis mine; by support, does she mean money?]. Quantum Industry Canada boasts of more than 30 member companies. Vancouver is home to the pioneering D-Wave and Photonic Inc., …

As noted in a previous post (July 26, 2022 titled “Quantum Mechanics & Gravity conference [August 15 – 19, 2022] launches Vancouver (Canada)-based Quantum Gravity Institute and more”), all of this enthusiasm tends to come down to money, as in, ‘We will make money which will somehow benefit you but, first, we need more money from you’. As for the exhortation to loosen up immigration, that sounds like an attempt to exacerbate ‘brain drain’, i.e., lure people from other countries to settle in Canada. As a country whose brains were drained in the 1960s, 70s, etc., it should be noted those drives were deeply resented here and I expect that we will become objects of resentment should we resort to the same tactics although I thought we already had.

Same anxieties, same solution

Simmons concludes with a cautionary tale, from the October 31, 2022 essay, Note: Links have been removed,

Canada has an opportunity to break out of its pattern of inventing transformative technology, but not reaping the rewards. This is what happened with the invention of the transistor.

The first transistor patent was actually filed in Canada by Canadian-Hungarian physicist Julius Edgar Lilienfeld, 20 years before the Bell Labs demonstration. Canada was also one of the places where Alexander Graham Bell worked to develop and patent the telephone.

Despite this, the transistor was commercialized in the U.S. and led to the country’s US$63 billion semiconductor industry. Bell commercialized the telephone through The Bell Telephone Company, which eventually became AT&T.

Canada is poised to make even greater contributions to quantum technology. Much existing technology has been invented here in Canada — including quantum cryptography, which was co-invented by University of Montreal professor Gilles Brassard. Instead of repeating its past mistakes, Canada should act now to secure the success of the quantum technology industry.

I bought into this narrative too. It’s compelling and generally accepted (in short, it’s a part of Canadian culture) but somebody who’s smarter about business and economics than I am pointed out that Canada has a good standard of living and has had that standard for many years despite decades of worry over our ‘inability’ to commercialize our discoveries. Following on that thought, what’s so bad about our situation? Are we behind because we don’t have a huge semiconductor industry? I don’t know but perhaps we need to question this narrative a little more closely. Where some people see loss, others might see agility, inventiveness, and the ability to keep capitalizing on early stage technology, over and over again.

What I haven’t yet seen discussed as a problem is a Canadian culture that encourages technology entrepreneurs to create startups with the intention of selling them to a big US (or other country) corporation. I’m most familiar with the situation in the province of British Columbia where a 2003 British Columbia Techmap (developed by the accounting firm PriceWaterhouseCoopers [PWC]) provides a genealogy which stretched from the 1890s to 2003. The number of technology companies acquired by foreign corporations is astonishing. Our technology has been bought—over and over, since the 1890s.

(I believe there were three editions of the British Columbia Techmap: 1997, 2003 and 2012. PWC seems to have discontinued publication and the 2012 online edition is no longer available. For the curious, there’s a June 15, 2012 announcement, which provides a little information about and interesting facts from the 2012 digital edition.)

This ‘startup and sell’ story holds true at the national level as well. We have some large technology companies but none of them compare to these: Huawei (China), Ali Baba (China), Intel (US), Apple (US), Siemens (Germany), Sanofi (France; technically a pharmaceutical but heavily invested in technology), etc.

So, is this “… inventing transformative technology, but not reaping the rewards …” really a problem when Canadians live well? If so, we need to change our entrepreneurial and business culture.

Don’t we already have a national quantum strategy?

It’s a little puzzling to see Simmons appear to be arguing for a national quantum strategy given this (from my July 26, 2022 posting),

A National Quantum Strategy was first announced in the 2021 Canadian federal budget and reannounced in the 2022 federal budget (see my April 19, 2022 posting for a few more budget details).. Or, you may find this National Quantum Strategy Consultations: What We Heard Report more informative. There’s also a webpage for general information about the National Quantum Strategy.

As evidence of action, the Natural Science and Engineering Research Council of Canada (NSERC) announced new grant programmes made possible by the National Quantum Strategy in a March 15, 2022 news release,

Quantum science and innovation are giving rise to promising advances in communications, computing, materials, sensing, health care, navigation and other key areas. The Government of Canada is committed to helping shape the future of quantum technology by supporting Canada’s quantum sector and establishing leadership in this emerging and transformative domain.

Today [March 15, 2022], the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, is announcing an investment of $137.9 million through the Natural Sciences and Engineering Research Council of Canada’s (NSERC) Collaborative Research and Training Experience (CREATE) grants and Alliance grants. These grants are an important next step in advancing the National Quantum Strategy and will reinforce Canada’s research strengths in quantum science while also helping to develop a talent pipeline to support the growth of a strong quantum community.

it gets even more puzzling when you know that Simmons is part of a Canadian Council of Academies (CCA) expert panel (announced in May 2022) to produce a report on Quantum Technologies,

Budget 2021 included a National Quantum Strategy [emphasis mine] to amplify Canada’s strength in quantum research, grow quantum-ready technologies, and solidify Canada’s global leadership in this area. A comprehensive exploration of the capabilities and potential vulnerabilities of these technologies will help to inform their future deployment across the society and the economy.

This assessment will examine the impacts, opportunities, and challenges quantum technologies present for industry, governments, and people in Canada. [emphases mine]

The Sponsor:

National Research Council Canada and Innovation, Science and Economic Development Canada [emphasis mine]

It’s possible someone else wrote the essay, someone who doesn’t know about the strategy or Simmons’ involvement in a CCA report on how to address the issues highlighted in her October 31, 2022 essay. It’s also possible that Simmons is trying to emphasize the need for a commercialization strategy for quantum technologies.

Given that the Council of Canadian Academies (CCA) was asked to produce what looks like a comprehensive national strategy including commercialization, I prefer the second possibility.

*ETA December 29, 2022 1020 hours PT: On a purely speculative note, I just noticed involvement from a US PR agency in this project, from my “Bank of Canada and Multiverse Computing model complex networks & cryptocurrencies with quantum computing” July 25, 2022 posting,

As for the company that produced the news release, HKA Marketing Communications, based in Southern California, they claim this “Specialists in Quantum Tech PR: #1 agency in this space” on their homepage.

Simmons is on the CCA’s Quantum Technologies’ expert panel along with Eric Santor, Advisor to the Governor, Bank of Canada. HKA’s involvement would certainly explain why the writer didn’t know there’s already a National Quantum Strategy and not know about Simmons’ membership in the expert panel. As I noted, this is pure speculation; I have no proof.*

At any rate, there may be another problem, our national quantum dilemma may be due to difficulties within the Canadian quantum community.

A fractious Canadian quantum community

I commented on the competitiveness within the quantum technologies community in my May 4, 2021 posting about the federal 2021 budget, “While the folks in the quantum world are more obviously competitive … ,” i.e., they are strikingly public in comparison to the genomic and artificial intelligence communities. Scroll down to the ‘National Quantum Strategy’ subhead in the May 4, 2021 posting for an example.

It can also be seen in my July 26, 2022 posting about the Vancouver (Canada) launch of the Quantum Gravity Institute where I noted the lack of Canadian physicists (not one from the CCA expert panel, the Perimeter Institute, or TRIUMF; Canada’s particle accelerator centre, or the Institute for Quantum Computing at the University of Waterloo) in the speaker list and the prominent role wealthy men who’ve taken up quantum science as a hobby played in its founding. BTW, it seems two Canadian physicists (in addition to Philip Stamp; all from the University of British Columbia) were added to the speaker list and D-Wave Systems was added to the institute’s/conference’s webpage sponsorship list (scroll down about 70% of the way) after I posted.

Hopefully the quantum science/research community will pull together, in public, at least.

Who is the audience?

Getting back to Simmons’ piece on The Conversation, her essay, especially one that appears to be part of a public relations campaign, can appeal to more than one audience. The trick, as all (script, news, business, public relations, science, etc.) writers will tell you, is to write for one audience. As counter-intuitive as that trick may seem, it works.

Canadian policy makers should already know that the federal government has announced a national quantum strategy in two different budgets. Additionally, affected scientists should already know about the national strategy, such as it is. Clearly, children are not the intended audience. Perhaps it’s intended for a business audience but the specific business case is quite weak and, as I’ve noted here and elsewhere, the ‘failure’ to take advantage of early developments is a well worn science business trope which ignores a Canadian business model focused on developing emerging technology then, selling it.

This leaves a ‘general’ audience as the only one left and that audience doesn’t tend to read The Conversation website. Here’s the description of the publisher from its Wikipedia entry, Note: Links have been removed,

The Conversation is a network of not-for-profit media outlets publishing news stories and research reports online, with accompanying expert opinion and analysis.[1][2] Articles are written by academics and researchers [emphasis mine]under a free Creative Commons license, allowing reuse without modification.[3][2] Its model has been described as explanatory journalism.[4][5][6] [emphasis mine] Except in “exceptional circumstances”, it only publishes articles by “academics employed by, or otherwise formally connected to, accredited institutions, including universities and accredited research bodies”.[7]: 8 

Simmons’ piece is not so much explanatory as it is a plea for a policy on a website that newspapers use for free, pre-edited, and proofed content.

I imagine the hope was that a Canadian national newspaper such as the Globe & Mail and/or the National Post would republish it. That hope was realized when the National Post and, unexpectedly, a local paper, the Winnipeg Free Press, both republished it on November 1, 2022.

To sum up, it’s not clear to me what the goal for this piece was. Government policy makers don’t need it, the business case is not sufficiently supported, children are not going to care, and affected scientists are already aware of the situation. (Scientists who will be not affected by a national quantum policy will have their own agendas.) As for a member of the general audience, am I supposed to do something … other than care, that is?

The meaning of a banana

It is an odd piece which may or may not be part of a larger public relations campaign.

As a standalone piece, it reiterates the age old message regarding Canadian technology (“we don’t do a good job of commercializing our technology) to no great avail. As part of a strategy, it seems to be a misfire since we already have a national quantum strategy and Simmons is working on an expert panel that should be delivering the kind of policy she’s requesting.

In the end, all that can be said for certain is that Stephanie Simmons’ October 31, 2022 essay on quantum technology and Canada was published in The Conversation then republished elsewhere.

As Freud may or may not have said, “Sometimes a banana is just a banana.”

and more.

While each theory has led to countless scientific breakthroughs, in many
cases, they are incompatible and seemingly contradictory. Discovering a
unifying connection between these two fundamental theories, the elusive
Theory of Quantum Gravity, could provide the world with a deeper
understanding of time, gravity and matter and how to potentially control
them. It could also lead to new technologies that would affect most
aspects of daily life, including how we communicate, grow food, deliver
health care, transport people and goods, and produce energy.

“Discovering the Theory of Quantum Gravity could lead to the
possibility of time travel, new quantum devices, or even massive new
energy resources that produce clean energy and help us address climate
change,” said Philip Stamp, Professor, Department of Physics and

The new Quantum Gravity Institute and the conference were founded by the
Quantum Gravity Society, which was created in 2022 by a group of
Canadian technology, business and community leaders, and leading
physicists. Among its goals are to advance the science of physics and
facilitate research on the Theory of Quantum Gravity through initiatives
such as the conference and assembling the world’s leading archive of
scientific papers and lectures associated with the attempts to reconcile
these two theories over the past century.

Attending the Quantum Gravity Conference in Vancouver (August 15-19 [2022])
will be two dozen of the world’s top physicists, including Nobel
Laureates Kip Thorne, Jim Peebles and Sir Roger Penrose, as well as

Given that Kip Thorne won his 2017 Nobel Prize in Physics (with Rainer Weiss and Barry Barish) for work on gravitational waves, it’s surprising there’s no mention of this in the publicity for a conference on quantum gravity. Finding gravitational waves in 2016 was a very big deal (see Josh Fischman’s and Steve Mirsky’s February 11, 2016 interview with Kip Thorne for Scientific American).

Some thoughts on this conference and the Canadian quantum scene

This conference has a fascinating collection of players. Even I recognized some of the names, e.g., Penrose, Rees, Thorne.

The academics were to be expected and every presenter is an academic, often with their own Wikipedia page. Weirdly, there’s no one from the Perimeter Institute Institute for Theoretical Physics or TRIUMF (a national physics laboratory and centre for particle acceleration) or from anywhere else in Canada, which may be due to their academic specialty rather than an attempt to freeze out Canadian physicists. In any event, the conference academics are largely from the US (a lot of them from CalTech and Stanford) and from the UK.

The business people are a bit of a surprise. The BC Business Council and the Greater Vancouver Board of Trade? Frank Giustra who first made his money with gold mines, then with Lionsgate Entertainment, and who continues to make a great deal of money with his equity investment company, Fiore Group? Terry Hui, Chief Executive Office of Concord Pacific, a real estate development company? VanEdge Capital, an early stage venture capital fund? A winery? Missing from this list is D-Wave Systems, Canada’s quantum calling card and local company. While their area of expertise is quantum computing, I’d still expect to see them present as sponsors. *ETA December 6, 2022: I just looked at the conference page again and D-Wave is now listed as a sponsor.*

The academics? These people are not cheap dates (flights, speaker’s fees, a room at the Bayshore, meals). This is a very expensive conference and $129 for lunch and a daypass is likely a heavily subsidized ticket.

Another surprise? No government money/sponsorship. I don’t recall seeing another academic conference held in Canada without any government participation.

Budget 2021 committed $360 million to build the foundation for a National Quantum Strategy, enabling the Government of Canada to build on previous investments in the sector to advance the emerging field of quantum technologies. The quantum sector is key to fuelling Canada’s economy, long-term resilience and growth, especially as technologies mature and more sectors harness quantum capabilities.

Development of quantum technologies offers job opportunities in research and science, software and hardware engineering and development, manufacturing, technical support, sales and marketing, business operations and other fields.

The Government of Canada also invested more than $1 billion in quantum research and science from 2009 to 2020—mainly through competitive granting agency programs, including Natural Sciences and Engineering Research Council of Canada programs and the Canada First Research Excellence Fund—to help establish Canada as a global leader in quantum science.

In addition, the government has invested in bringing new quantum technologies to market, including investments through Canada’s regional development agencies, the Strategic Innovation Fund and the National Research Council of Canada’s Industrial Research Assistance Program.

Bank of Canada, cryptocurrency, and quantum computing

My July 25, 2022 posting features a special project, Note: All emphases are mine,

Multiverse Computing, a global leader in quantum computing solutions for the financial industry and beyond with offices in Toronto and Spain, today announced it has completed a proof-of-concept project with the Bank of Canada through which the parties used quantum computing to simulate the adoption of cryptocurrency as a method of payment by non-financial firms.

“We are proud to be a trusted partner of the first G7 central bank to explore modelling of complex networks and cryptocurrencies through the use of quantum computing,” said Sam Mugel, CTO [Chief Technical Officer] at Multiverse Computing. “The results of the simulation are very intriguing and insightful as stakeholders consider further research in the domain. Thanks to the algorithm we developed together with our partners at the Bank of Canada, we have been able to model a complex system reliably and accurately given the current state of quantum computing capabilities.”

Multiverse Computing conducted its innovative work related to applying quantum computing for modelling complex economic interactions in a research project with the Bank of Canada. The project explored quantum computing technology as a way to simulate complex economic behaviour that is otherwise very difficult to simulate using traditional computational techniques.

By implementing this solution using D-Wave’s annealing quantum computer, the simulation was able to tackle financial networks as large as 8-10 players, with up to 2^90 possible network configurations. Note that classical computing approaches cannot solve large networks of practical relevance as a 15-player network requires as many resources as there are atoms in the universe.

Quantum Technologies and the Council of Canadian Academies (CCA)

In a May 26, 2022 blog posting the CCA announced its Expert Panel on Quantum Technologies (they will be issuing a Quantum Technologies report),

The emergence of quantum technologies will impact all sectors of the Canadian economy, presenting significant opportunities but also risks. At the request of the National Research Council of Canada (NRC) and Innovation, Science and Economic Development Canada (ISED), the Council of Canadian Academies (CCA) has formed an Expert Panel to examine the impacts, opportunities, and challenges quantum technologies present for Canadian industry, governments, and Canadians. Raymond Laflamme, O.C., FRSC, Canada Research Chair in Quantum Information and Professor in the Department of Physics and Astronomy at the University of Waterloo, will serve as Chair of the Expert Panel.

“Quantum technologies have the potential to transform computing, sensing, communications, healthcare, navigation and many other areas,” said Dr. Laflamme. “But a close examination of the risks and vulnerabilities of these technologies is critical, and I look forward to undertaking this crucial work with the panel.”

As Chair, Dr. Laflamme will lead a multidisciplinary group with expertise in quantum technologies, economics, innovation, ethics, and legal and regulatory frameworks. The Panel will answer the following question:

Does it mean anything?

Since I only skim the top layer of information (disparagingly described as ‘high level’ by the technology types I used to work with), all I can say is there’s a remarkable level of interest from various groups who are self-organizing. (The interest is international as well. I found the International Society for Quantum Gravity [ISQG], which had its first meeting in 2021.)

I don’t know what the purpose is other than it seems the Canadian focus seems to be on money. The board of trade and business council have no interest in primary research and the federal government’s national quantum strategy is part of Innovation, Science and Economic Development (ISED) Canada’s mandate. You’ll notice ‘science’ is sandwiched between ‘innovation’, which is often code for business, and economic development.

The Bank of Canada’s monetary interests are quite obvious.

The Perimeter Institute mentioned earlier was founded by Mike Lazaridis (from his Wikipedia entry) Note: Links have been removed,

… a Canadian businessman [emphasis mine], investor in quantum computing technologies, and founder of BlackBerry, which created and manufactured the BlackBerry wireless handheld device. With an estimated net worth of US$800 million (as of June 2011), Lazaridis was ranked by Forbes as the 17th wealthiest Canadian and 651st in the world.[4]

In 2000, Lazaridis founded and donated more than $170 million to the Perimeter Institute for Theoretical Physics.[11][12] He and his wife Ophelia founded and donated more than $100 million to the Institute for Quantum Computing at the University of Waterloo in 2002.[8]

That Institute for Quantum Computing? There’s an interesting connection. Raymond Laflamme, the chair for the CCA expert panel, was its director for a number of years and he’s closely affiliated with the Perimeter Institute. (I’m not suggesting anything nefarious or dodgy. It’s a small community in Canada and relationships tend to be tightly interlaced.) I’m surprised he’s not part of the quantum mechanics and gravity conference but that could have something to do with scheduling.

As Stephen Hawking’s PhD student, he first became famous for convincing Hawking that time does not reverse in a contracting universe, along with Don Page. Hawking told the story of how this happened in his famous book A Brief History of Time in the chapter The Arrow of Time.[3] Later on Laflamme made a name for himself in quantum computing and quantum information theory, which is what he is famous for today.

Getting back to the Quantum Mechanics & Gravity: Marrying Theory & Experiment, the public day looks pretty interesting and when is the next time you’ll have a chance to hobnob with all those Nobel Laureates?

Canada’s 2021 budget and science

As more than one observer has noted, this April 19, 2021 budget is the first in two years. Predictably, there has been some distress over the copious amounts of money being spent to stimulate/restart the economy whether it needs it or not. Some have described this as a pre-election budget. Overall, there seems to be more satisfaction than criticism.

Maybe a little prescient?

After mentioning some of the government’s issues with money (Phoenix Payroll System debacle and WE Charity scandal) in my April 13, 2021 posting about the then upcoming Canadian Science Policy Centre’s post-budget symposium, I had these comments (which surprise even me),

None of this has anything to do with science funding (as far as I know) but it does set the stage for questions about how science funding is determined and who will be getting it. There are already systems in place for science funding through various agencies but the federal budget often sets special priorities such as the 2017 Pan-Canadian Artificial Intelligence Strategy [emphasis added April 29, 2021] with its attendant $125M. As well,Prime Minister Justin Trudeau likes to use science as a means of enhancing his appeal. [emphasis mine] See my March 16, 2018 posting for a sample of this, scroll down to the “Sunny ways: a discussion between Justin Trudeau and Bill Nye” subhead.

Budget 2021 introduced two new strategies, the first ones since the 2017 budget: the Pan-Canadian Genomics Strategy and the National Quantum Strategy. As for whether this ploy will help enhance Trudeau’s appeal, that seems doubtful given his current plight (see an April 27, 2021 CBC online news item “PM says his office didn’t know Vance allegations were about sexual misconduct” for a description of some of Trudeau’s latest political scandal).

Science in the 2021 budget (a few highlights)

For anyone who wants to take a look at the 2021 Canadian Federal Budget, Chapters Four and Five (in Part Two) seems to contain the bulk of the science funding announcements. Here are the highlights, given my perspective, from Chapter Four (Note: I don’t chime in again until the “A full list …. subhead):

4.6 Investing in World-leading Research and Innovation

A plan for a long-term recovery must look to challenges and opportunities that lie ahead in the years and decades to come. It must be led by a growth strategy that builds on the unique competitive advantages of the Canadian economy, and make sure that Canada is well-positioned to meet the demands of the next century. This work begins with innovation.

To drive growth and create good, well-paying jobs, entrepreneurs and businesses need to be able to translate Canada’s world-class leadership in research into innovative products and services for Canadians, and for the world.

These investments will help cement Canada’s position as a world leader in research and innovation, building a global brand that will attract talent and capital for years to come.

Supporting Innovation and Industrial Transformation

Since its launch in 2017, the Strategic Innovation Fund has been helping businesses invest, grow, and innovate in Canada. Through its efforts to help businesses make the investments they need to succeed, the fund is well-placed to support growth and the creation of good jobs across the Canadian economy—both now and in the future.

  • Budget 2021 proposes to provide the Strategic Innovation Fund with an incremental $7.2 billion over seven years on a cash basis, starting in 2021-22, and $511.4 million ongoing. This funding will be directed as follows:
  • $2.2 billion over seven years, and $511.4 million ongoing to support innovative projects across the economy—including in the life sciences, automotive, aerospace, and agriculture sectors.
  • $5 billion over seven years to increase funding for the Strategic Innovation Fund’s Net Zero Accelerator, as detailed in Chapter 5. Through the Net Zero Accelerator the fund would scale up its support for projects that will help decarbonize heavy industry, support clean technologies and help meaningfully accelerate domestic greenhouse gas emissions reductions by 2030.

The funding proposed in Budget 2021 will build on the Strategic Innovation Fund’s existing resources, including the $3 billion over five years announced in December 2020 for the Net Zero Accelerator. With this additional support, the Strategic Innovation Fund will target investments in important areas of future growth over the coming years to advance multiple strategic objectives for the Canadian economy:

  • $1.75 billion in support over seven years would be targeted toward aerospace in recognition of the longer-lasting impacts to this sector following COVID-19. This is in addition to the $250 million Aerospace Regional Recovery Initiative, outlined in section 4.2, providing a combined support of $2 billion to help this innovative sector recover and grow out of the crisis.
  • $1 billion of support over seven years would be targeted toward growing Canada’s life sciences and bio-manufacturing sector, restoring capabilities that have been lost and supporting the innovative Canadian firms and jobs in this sector. This is an important component of Canada’s plan to build domestic resilience and improve long-term pandemic preparedness proposed in Chapter 1, providing a combined $2.2 billion over seven years.
  • $8 billion over seven years for the Net Zero Accelerator to support projects that will help reduce Canada’s greenhouse gas emissions by expediting decarbonization projects, scaling-up clean technology, and accelerating Canada’s industrial transformation. More details are in Chapter 5.

Renewing the Pan-Canadian Artificial Intelligence Strategy

Artificial intelligence is one of the greatest technological transformations of our age. Canada has communities of research, homegrown talent, and a diverse ecosystem of start-ups and scale-ups. But these Canadian innovators need investment in order to ensure our economy takes advantage of the enormous growth opportunities ahead in this sector. By leveraging our position of strength, we can also ensure that Canadian values are embedded across widely used, global platforms.

  • Budget 2021 proposes to provide up to $443.8 million over ten years, starting in 2021-22, in support of the Pan-Canadian Artificial Intelligence Strategy, including:
  • $185 million over five years, starting in 2021-22, to support the commercialization of artificial intelligence innovations and research in Canada.
  • $162.2 million over ten years, starting in 2021-22, to help retain and attract top academic talent across Canada—including in Alberta, British Columbia, Ontario, and Quebec. This programming will be delivered by the Canadian Institute for Advanced Research.
  • $48 million over five years, starting in 2021-22, for the Canadian Institute for Advanced Research to renew and enhance its research, training, and knowledge mobilization programs.
  • $40 million over five years, starting in 2022-23, to provide dedicated computing capacity for researchers at the national artificial intelligence institutes in Edmonton, Toronto, and Montréal.
  • $8.6 million over five years, starting in 2021-22, to advance the development and adoption of standards related to artificial intelligence.

Launching a National Quantum Strategy

Quantum technology is at the very leading edge of science and innovation today, with enormous potential for commercialization. This emerging field will transform how we develop and design everything from life-saving drugs to next generation batteries, and Canadian scientists and entrepreneurs are well-positioned to take advantage of these opportunities. But they need investments to be competitive in this fast growing global market.

  • Budget 2021 proposes to provide $360 million over seven years, starting in 2021-22, to launch a National Quantum Strategy. The strategy will amplify Canada’s significant strength in quantum research; grow our quantum-ready technologies, companies, and talent; and solidify Canada’s global leadership in this area. This funding will also establish a secretariat at the Department of Innovation, Science and Economic Development to coordinate this work.

The government will provide further details on the rollout of the strategy in the coming months.

Revitalizing the Canadian Photonics Fabrication Centre

Canada is a world leader in photonics, the technology of generating and harnessing the power of light. This is the science behind fibre optics, advanced semi-conductors, and other cutting-edge technologies, and there is a strong history of Canadian companies bringing this expertise to the world. The National Research Council’s Canadian Photonics Fabrication Centre supplies photonics research, testing, prototyping, and pilot-scale manufacturing services to academics and large, small and medium-sized photonics businesses in Canada. But its aging facility puts this critical research and development at risk.

  • Budget 2021 proposes to provide $90 million over five years on a cash basis, starting in 2021-22, to the National Research Council to retool and modernize the Canadian Photonics Fabrication Centre. This would allow the centre to continue helping Canadian researchers and companies grow and support highly skilled jobs.

Launching a Pan-Canadian Genomics Strategy

Genomics research is developing cutting-edge therapeutics and is helping Canada track and fight COVID-19. Canada was an early mover in advancing genomics science and is now a global leader in the field. A national approach to support genomics research can lead to breakthroughs that have real world applications. There is an opportunity to improve Canadians’ health and well-being while also creating good jobs and economic growth. Leveraging and commercializing this advantage will give Canadian companies, researchers, and workers a competitive edge in this growing field.

  • Budget 2021 proposes to provide $400 million over six years, starting in 2021-22, in support of a Pan-Canadian Genomics Strategy. This funding would provide $136.7 million over five years, starting in 2022-23, for mission-driven programming delivered by Genome Canada to kick-start the new Strategy and complement the government’s existing genomics research and innovation programming.

Further investments to grow Canada’s strengths in genomics under the Strategy will be announced in the future.

Conducting Clinical Trials

Canadian scientists are among the best in the world at conducting high-quality clinical trials. Clinical trials lead to the development of new scientifically proven treatments and cures, and improved health outcomes for Canadians. They also create good jobs in the health research sector, including the pharmaceutical sector, and support the creation of new companies, drugs, medical devices, and other health products.

  • Budget 2021 proposes to provide $250 million over three years, starting in 2021-22, to the Canadian Institutes of Health Research to implement a new Clinical Trials Fund.

Supporting the Innovation Superclusters Initiative

Since it was launched in 2017, the Innovation Superclusters Initiative has helped Canada build successful innovation ecosystems in important areas of the economy. Drawing on the strength and breadth of their networks, the superclusters were able to quickly pivot their operations and played an important role in Canada’s COVID-19 response. For example, the Digital Technology Supercluster allocated resources to projects that used digital technologies and artificial intelligence to help facilitate faster, more accurate diagnosis, treatment, and care of COVID-19 patients.

To help ensure those superclusters that made emergency investments to support Canada’s COVID-19 response and others can continue supporting innovative Canadian projects:

  • Budget 2021 proposes to provide $60 million over two years, starting in 2021-22, to the Innovation Superclusters Initiative.

Promoting Canadian Intellectual Property

As the most highly educated country in the OECD, Canada is full of innovative and entrepreneurial people with great ideas. Those ideas are valuable intellectual property that are the seeds of huge growth opportunities. Building on the National Intellectual Property Strategy announced in Budget 2018, the government proposes to further support Canadian innovators, start-ups, and technology-intensive businesses. Budget 2021 proposes:

  • $90 million, over two years, starting in 2022-23, to create ElevateIP, a program to help accelerators and incubators provide start-ups with access to expert intellectual property services.
  • $75 million over three years, starting in 2021-22, for the National Research Council’s Industrial Research Assistance Program to provide high-growth client firms with access to expert intellectual property services.

These direct investments would be complemented by a Strategic Intellectual Property Program Review that will be launched. It is intended as a broad assessment of intellectual property provisions in Canada’s innovation and science programming, from basic research to near-commercial projects. This work will make sure Canada and Canadians fully benefit from innovations and intellectual property.

Capitalizing on Space-based Earth Observation

Earth observation satellites support critical services that Canadians rely on. They provide reliable weather forecasts, support military and transport logistics, help us monitor and fight climate change, and support innovation across sectors, including energy and agriculture. They also create high-quality jobs in Canada and the government will continue to explore opportunities to support Canadian capacity, innovation, and jobs in this sector. To maintain Canada’s capacity to collect and use important data from these satellites, Budget 2021 proposes to provide:

  • $80.2 million over eleven years, starting in 2021-22, with $14.9 million in remaining amortization and $6.2 million per year ongoing, to Natural Resources Canada and Environment and Climate Change Canada to replace and expand critical but aging ground-based infrastructure to receive satellite data.
  • $9.9 million over two years, starting in 2021-22, to the Canadian Space Agency to plan for the next generation of Earth observation satellites.

Science and Technology Collaboration with Israeli Firms

Collaborating with global innovation leaders allows Canadian companies to leverage expertise to create new products and services, support good jobs, and reach new export markets.

  • Budget 2021 proposes to provide additional funding of $10 million over five years, starting in 2021-2022, and $2 million per year ongoing, to expand opportunities for Canadian SMEs to engage in research and development partnerships with Israeli SMEs as part of the Canadian International Innovation Program. This will be sourced from existing Global Affairs Canada resources. The government also intends to implement an enhanced delivery model for this program, including possible legislation.

4.7 Supporting a Digital Economy

More and more of our lives are happening online—from socializing, to our jobs, to commerce. Recognizing the fundamental shifts underway in our society, the government introduced a new Digital Charter in 2020 that seeks to better protect the privacy, security, and personal data of Canadians, building trust and confidence in the digital economy.

To make sure that Canadian businesses can keep pace with this digital transformation and that they are part of this growth, Budget 2021 includes measures to ensure businesses and workers in every region of the country have access to fast, reliable internet. It also has measures to make sure that the digital economy is fair and well reported on.

A digital economy that serves and protects Canadians and Canadian businesses is vital for long-term growth.

Accelerating Broadband for Everyone

The COVID-19 pandemic has shifted much of our lives online and transformed how we live, work, learn, and do business. This makes it more important than ever that Canadians, including Canadian small businesses in every corner of this country, have access to fast and reliable high-speed internet. Canadians and Canadian businesses in many rural and remote communities who still do not have access to high-speed internet face a barrier to equal participation in the economy. Building on the $6.2 billion the federal government and federal agencies have made available for universal broadband since 2015:

  • Budget 2021 proposes to provide an additional $1 billion over six years, starting in 2021-22, to the Universal Broadband Fund to support a more rapid rollout of broadband projects in collaboration with provinces and territories and other partners. This would mean thousands more Canadians and small businesses will have faster, more reliable internet connections.

In total, including proposed Budget 2021 funding, $2.75 billion will be made available through the Universal Broadband Fund to support Canadians in rural and remote communities. Recently, the Universal Broadband Fund provided funding to ensure Quebec could launch Operation High Speed, connecting nearly 150,000 Quebecers to high-speed internet. These continuing investments will help Canada accelerate work to reach its goal of 98 per cent of the country having high-speed broadband by 2026 and 100 per cent by 2030.

Establishing a New Data Commissioner

Digital and data-driven technologies open up new markets for products and services that allow innovative Canadians to create new business opportunities—and high-value jobs. But as the digital and data economy grows, Canadians must be able to trust that their data are protected and being used responsibly.

  • Budget 2021 proposes to provide $17.6 million over five years, starting in 2021-22, and $3.4 million per year ongoing, to create a Data Commissioner. The Data Commissioner would inform government and business approaches to data-driven issues to help protect people’s personal data and to encourage innovation in the digital marketplace.
  • Budget 2021 also proposes to provide $8.4 million over five years, starting in 2021-22, and $2.3 million ongoing, to the Standards Council of Canada to continue its work to advance industry-wide data governance standards.

Previously, we saw a landmark budget for science in 2018, which made historic investments in fundamental research totaling more than $1.7 billion. This was followed by additional commitments in 2019 that included expanded support for research trainees and access to post-secondary education. While no federal budget was tabled in 2020, there have been ongoing investments in Canadian science throughout the pandemic.

Budget 2021 attempts to balance the pressing challenges of the pandemic with a long-term view towards recovery and growth. We are pleased to see strategic investments across the Canadian science ecosystem, including targeted research funding in artificial intelligence, quantum technologies, and bioinnovation. There is also a focus on climate action, which outlines a $17.6 billion investment towards green recovery and conservation. There are also noteworthy investments in research and development partnerships, and data capacity. Beyond research, Budget 2021 includes investments in childcare, mental health, Indigenous communities, post-secondary education, and support for gender-based and Black-led initiatives.

We note that this budget does not include significant increases to the federal granting agencies, or legislation to safeguard the Office of the Chief Science Advisor.

Is it magic or how does the federal budget get developed?

I believe most of the priorities are set by power players behind the scenes. We glimpsed some of the dynamics courtesy of the WE Charity scandal 2020/21 and the SNC-Lavalin scandal in 2019.

Access to special meetings and encounters are not likely to be given to any member of the ‘great unwashed’ but we do get to see the briefs that are submitted in anticipation of a new budget. These briefs and meetings with witnesses are available on the Parliament of Canada website (Standing Committee on Finance (FINA) webpage for pre-budget consultations.

For the 2021 federal budget, there are 792 briefs and transcripts of meeting with 52 witnesses. Whoever designed the page decided to make looking at more than one or two briefs onerous. Just click on a brief that interests you and try to get back to the list.

National Quantum Strategy

There is a search function but ‘quantum’ finds only Xanadu Quantum Technologies (more about their brief in a minute) and not D-Wave Systems, which is arguably a more important player in the field. Regardless, both companies presented briefs although the one from Xanadu was of the most interest as it seems to be recommending a national strategy without actually using the term (from the Xanadu Quantum Technologies budget 2021 brief),

Recommendation 1: Quantum Advisory Board

The world is at the beginning of the second Quantum Revolution, which will result in the development and deployment of revolutionary quantum technologies, based upon the scientific discoveries of the past century. Major economies of the world, including the USA, China, Japan, EU, UK and South Korea, have all identified quantum technologies as strategically important, and have adopted national strategies or frameworks. Many of them have dedicated billions of dollars of funding to quantum technology R&D and commercialization. We urge the government to create a Quantum Advisory Board or Task Force, to ensure a coherent national strategy which involves all areas of government:research, education, industry, trade, digital government, transportation, health, defence,etc.

Recommendation 2: Continue Supporting Existing Research Centres

Canada has a long history of nurturing world-class academic research in quantum science at our universities. The CFREF [Canada First Research Excellence Fund {CFREF}] program was a welcome catalyst which solidified the international stature of the quantum research programs at UBC [University of British Columbia], Waterloo [University of Waterloo; Ontario] and Sherbrooke [University of Sherbrooke; Québec]. Many of our highly qualified team members have graduated from these programs and other Canadian universities. We urge the government to continue funding these research centers past the expiration of the CFREF program, to ensure the scientific critical mass is not dissipated, and the highly sought-after talent is not pulled away to other centers around the world.

Recommendation 3: National Quantum Computing Access Centre

Our Canadian competitor, D-Wave Systems, was started in Canada nearly 20 years ago,and has yet to make significant sales or build a strong user base within Canada. At Xanadu we also find that the most ready customers for our computers are researchers in the USA,rather than in Canada, despite the strong interest from many individual professors we speak with at a number of Canadian universities. We urge the government to create a National Quantum Computing Access Centre, through Compute Canada or another similar national organization, which can centralize and coordinate the provision of quantum computing access for the Canadian academic research community. Without access to these new machines, Canadian researchers will lose their ability to innovate new algorithms and applications of this groundbreaking technology. It will be impossible to train the future workforce of quantum programmers, without access to the machines like those of D-Wave and Xanadu.

Recommendation 4: National Quantum Technology Roundtable

Traditional, resource-based Canadian industries are not historically known for the ir innovative adoption of new technology, and the government has created many programs to encourage digitalization of manufacturing and resource industries, and also newer,cleaner technology adoption in the energy and other heavy industries. Quantum technologies in computing, communications and sensing have the potential to make exponential improvements in many industries, including: chemicals, materials, logistics,transportation, electricity grids, transit systems, wireless networks, financial portfolio analysis and optimization, remote sensing, exploration, border security, and improved communication security. We urge the government to convene national roundtable discussions, perhaps led by the NRC, to bring together the Canadian researchers and companies developing these new technologies, along with the traditional industries and government bodies of Canada who stand to benefit from adopting them, for mutual education and information sharing, roadmapping, benchmarking and strategic planning.

Recommendation 5: New Quantum Computing Institute in Toronto

The University of Toronto is the leading research institution in Canada, and one of the top research universities in the world. Many world-class scientists in quantum physics,chemistry, computer science, and electrical engineering are currently part of the Centre for Quantum Information and Quantum Control (CQIQC) at the university [University of Toronto]. British Columbia has recently announced the creation of a new institute dedicated to the study of Quantum Algorithms, and we encourage the government to build upon the existing strengths of the quantum research programs at the CQIQC, through the funding of a new,world-class research institute, focussed on quantum computing. Such an institute will leverage not only the existing quantum expertise, but also the world-class artificial intelligence and machine learning research communities in the city. The tech industry in Toronto is also the fastest growing in North America, hiring more than San Francisco or Boston. We request the government fund the establishment of a new quantum computing institute built on Toronto’s 3 pillars of quantum research, artificial intelligence, and a thriving tech industry, to create a center of excellence with global impact.

Recommendation 6: Dedicated BDC [Business Development Bank of Canada] Quantum Venture Fund

Although there is no major international firm developing and selling quantum-based technology from Canada, a number of the world’s most promising start-ups are based here. Xanadu and our peer firms are now actively shaping our business models; refining our products and services; undertaking research and development; and developing networks of customers.To date, Canadian firms like Xanadu have been successful at raising risk capital from primarily domestic funds like BDC, OMERS, Georgian Partners and Real Ventures,without having to leave the country. In order to ensure a strong “Quantum Startup”ecosystem in Canada, we request that the BDC be mandated to establish a specialist quantum technology venture capital fund. Such a fund will help ensure the ongoing creation of a whole cluster of Canadian startups in all areas of Quantum Technology, and help to keep the technologies and talent coming from our research universities within the country.

Christian Weedbrook, Xanadu Chief Executive Officer, has taken the time to dismiss his chief competitor and managed to ignore the University of Calgary in his Canadian quantum future. (See my September 21, 2016 posting “Teleporting photons in Calgary (Canada) is a step towards a quantum internet,” where that team set a record for distance.)

The D-Wave Systems budget 2021 brief does have some overlapping interests but is largely standalone and more focused on business initiatives and on the US. Both briefs mention the Quantum Algorithms Institute (QAI), which is being established at Simon Fraser University (SFU) with an investment from the government of British Columbia (see this Oct. 2, 2019 SFU press release).

Where Weedbrook is passionately Canadian and signed the Xanadu brief himself, the D-Wave brief is impersonal and anonymous.

Pan-Canadian Genomics Strategy

The Genome Canada brief doesn’t mention a pan-Canadian strategy,

List of Recommendations:

•Recommendation 1: That the government invest in mission-driven research —with line-of-sight to application —to mobilize genomics to drive Canada’s recovery in key sectors.

•Recommendation 2: That the government invest in a national genomics data strategy to drive data generation, analysis, standards, tools, access and usage to derive maximum value and impact from Canada’s genomics data assets.

•Recommendation 3: That the government invest in training of the next generation of genomics researchers, innovators and entrepreneurs to support the development of a genomics-enabled Canadian bioeconomy.

•Recommendation 4: That the government invest in long-term and predictable research and research infrastructure through the federal granting agencies and the Canada Foundation forInnovation to ensure a strong and vibrant knowledge base for recovery.

It’s not an exciting start but if you continue you’ll find a well written and compelling brief.

A happy April 19, 2021 GenomeCanada news release provides an overview of how this affects the Canadian life sciences research effort,

“The federal government announced $400 million for a new Pan-Canadian Genomics Strategy, including $136.7 million for Genome Canada to kickstart the Strategy, with further investments to be announced in the future. The budget recognized the key role genomics plays in developing cutting-edge therapeutics and in helping Canada track and fight COVID-19. It recognizes that Canada is a global leader in the field and that genomics can improve Canadians’ health and wellbeing while also creating good jobs and economic growth. Leveraging and commercializing this advantage will give Canadian companies, researchers, and workers a competitive edge in this growing field.

… Today’s announcement included excellent news for Canada’s long-term sustainable economic growth in biomanufacturing and the life sciences, with a total of $2.2 billion over seven years going toward growing life sciences, building up Canada’s talent pipeline and research systems, and supporting life sciences organizations.
 
Genome Canada welcomes other investments that will strengthen Canada’s research, innovation and talent ecosystem and drive economic growth in sectors of the future, including:

  • $500 million over four years, starting in 2021-22, for the Canada Foundation for Innovation to support the bio-science capital and infrastructure needs of post-secondary institutions and research hospitals;
  • $250 million over four years, starting in 2021-22, for the federal research granting councils to create a new tri-council biomedical research fund;
  • $250 million over three years, starting in 2021-22, to the Canadian Institutes of Health Research to implement a new Clinical Trials Fund;
  • $92 million over four years, starting in 2021-22, for adMare to support company creation, scale up, and training activities in the life sciences sector;
  • $59.2 million over three years, starting in 2021-22, for the Vaccine and Infectious Disease Organization to support the development of its vaccine candidates and expand its facility in Saskatoon;
  • $45 million over three years, starting in 2022-23, to the Stem Cell Network to support stem cell and regenerative medicine research; and
  • $708 million over five years, starting in 2021-22, to Mitacs to create at least 85,000 work-integrated learning placements that provide on-the-job learning and provide businesses with support to develop talent and grow.

The visionary support announced in Budget 2021 puts Canada on competitive footing with other G7 nations that have made major investments in research and innovation to drive high-value growth sectors, while placing bio-innovation at the heart of their COVID-19 recoveries. Genome Canada looks forward to leading the new Pan-Canadian Genomics Strategy and to working with Innovation, Science and Economic Development Canada and other partners on the strategic investments announced today.

The funding announced today will be instrumental in driving Genome Canada’s mission to be Canada’s genomics platform for future pandemic preparedness, its capacity for biomanufacturing, and its bio-economy overall.”

Canadian business innovation, science, and innovation—oxymoron?

Navdeep Bains was Canada’s Minister of Innovation, Science and Industry (2015-January 12, 2021) and he had a few things to say as he stepped away (from an April 16, 2021 article by Kevin Carmichael for PostMedia on the SaltWire; Atlantic Canada website),

Navdeep Bains earlier this spring [2021] spoke to me about his tenure as industry minister, which inevitably led to questions about Canada’s eroding competitiveness. He said that he thought he’d done a pretty good job of creating the conditions for a more innovative economy. But the corporate elite? Not so much.

“The ball is back in business’s court,” Bains said. “Frankly, if businesses don’t do this, I think in the long run they will struggle. They have to start changing their behaviour significantly.”

How’s that for a parting shot?

Bains wasn’t the first Canadian policy-maker to get frustrated by Corporate Canada’s aversion to risky bets on research and cutting-edge technology [emphasis mine]. But it’s been a long time since anyone in Ottawa tried to coax them to keep up with the times by dangling big sacks of cash in their faces. All they had to do was demonstrate some ambition and be willing to complement the federal government’s contribution with an investment of their own.

“He [Bains] was a great cheerleader,” said Mike Wessinger, chief executive of PointClickCare Technologies Inc., a Mississauga-based developer of software that helps long-term care homes manage data. “He would always proactively reach out. It was great that he cared.”

It’s easy to dismiss the importance of cheerleading. Canada’s digitally native companies were struggling to be taken seriously in Ottawa a decade ago. Former prime minister Stephen Harper pitched in with the Obama administration to save General Motors Co. and Chrysler Group LLC in 2009, but he let Nortel Networks Corp. fail. The technology industry needed a champion, and it found one in Bains.

Bains argued that his programs [legacy assessment] deserve more time. Industrial policy was still derided when he took over the industry department. It’s now mainstream. For now, that’s his legacy. It’s up to his former colleagues to write the final chapter.

I haven’t seen any OECD (Organization for Economic Cooperation and Development) figures recently but Canada’s industrial R&D (research development) has been on a downward slide for several years compared to many ‘developed’ countries.

A few final comments

I am intrigued by the inclusion of science and technology collaboration with Israeli firms (through the Canadian International Innovation Program) in the 2021 budget. It’s the only country to be specifically identified in this budget’s science funding announcements.

In fact, I can’t recall seeing any other budget of the last 10 years or so with mention of a specific country as a focus for Canadian science and technology collaboration. Perhaps Israeli companies are especially focused on industrial R&D and risk taking and they hope some of that will rub off on Canadians?

For anyone who might be curious as to the name difference between the new Pan-Canadian Genomic Strategy and the National Quantum Strategy, it may be due to the maturity (age) associated with the research field and its business efforts.

GenomeCanada (a Canadian government-funded not-for-profit agency founded in 2000) and its regional centres are the outcome of some national strategizing in the 1990s, from the GenomeCanada 20th anniversary webpage,

In the 1990s, the Human Genome Project captivates the world. But Canada doesn’t have a coordinated national approach. A group of determined Canadian scientists convinces the federal government to make a bold investment in genomics to ensure Canada doesn’t miss out on the benefits of this breakthrough science. Genome Canada is established on February 8, 2000.

While the folks in the quantum world are more obviously competitive (if the two briefs are indicative), there is the Quantum Industry Canada consortium, which was announced on October 6, 2020 on the Cision website,

Industry Association will accelerate the commercialization of Canada’s quantum sector – a $142.4B opportunity for Canadians.

TORONTO, Oct. 6, 2020 /CNW/ – A consortium of Canada’s leading quantum technology companies announced today that they are launching Quantum Industry Canada (QIC), an industry association with a mission to ensure that Canadian quantum innovation and talent is translated into Canadian business success and economic prosperity.

The twenty-four founding members represent Canada’s most commercial-ready quantum technologies, covering applications in quantum computing, quantum sensing, quantum communications, and quantum-safe cryptography.

It’s quite possible this National Quantum Strategy will result in a national not-for-profit agency and, eventually, a pan-Canadian strategy of its own. My impression is that competition in the life sciences research and business concerns is just as intense as in the quantum research and business concerns; the difference (as suggested earlier) lies in the maturity of, as well as, cultural differences between the communities.

The inclusion of a section on intellectual property in the budget could seem peculiar. I would have thought that years ago before I learned that governments measure and compare with other government the success of their science and technology efforts by the number of patents that have been filed. There are other measures but intellectual property is very important, as far as governments are concerned.
