Opening Night: Kind Electricity
The summit opened not with a minister or a CEO but with Shani Gwin, founder of Pipikwan Pêhtâkwan, presenting Wasgun, an Indigenous-led AI tool built to do something I’ve never heard an AI tool described as doing: protect Indigenous people online while educating everyone else about how to talk and work with them appropriately.

Here’s what wâsikan kisewâtisiwin does: it functions as a browser plugin and document assistant that identifies misinformation, bias, and racism directed at Indigenous people. For Indigenous users, it blurs harmful content so you can safely browse the internet without reading terrible things about yourself or your family.
For everyone else, it’s what Shani calls “a really good intern,” underlining problems in your writing, suggesting corrections, pointing you back to community when the answer isn’t something AI should be providing.
The name came through ceremony. Elder Theresa Strawberry, who didn’t know what the company did at the time, gave them a name that translates to “kind electricity” or “kind energy.” The teaching: traditionally, thunder was a loving sound for Indigenous people. It meant rain was coming. Sustenance. Cleansing. But newcomers to these lands get scared of the thunder. “We have to teach them not to be scared,” Elder Theresa said. “It’s a loving sound. It’s a loving energy.”

Shani took that and ran: “A lot of people are scared of AI and it can be a kind tool, a kind and loving tool if we build it with those values and that intention and we take our time.”
Wasgun partnered with Amii (Alberta’s national AI institute) and here’s the part that stuck with me: Amii’s team, including CEO Cam Linke, has come to ceremony with Wasgun’s elders. Not a photo op. Not a one-time land acknowledgment. They go regularly to make sure they’re on the right track, that theyhave approval to keep going. I’ve seen a lot of “Indigenous partnerships” in tech. This is the first one I’ve encountered where the AI institute shows up for ceremony.

Then Shani went somewhere I didn’t expect. She started talking about matriarchal AI.
“They’re saying this is becoming sentient and it’s blackmailing people,” she said. “I thought, okay, it’s a patriarchal, hierarchical white tool. What would we need to combat that? An anti-AI. One that’s gonna whack that other AI at the back of the head and say, settle down.”
If you ask OpenAI for an organizational chart, you get a pyramid. Wasgun might give you a flower. Pipikwan Pêhtâkwan’s actual org model, where each person is their own flower, connected but autonomous, with leadership that exists to make sure everyone else succeeds. Matriarchal AI would provide different knowledge systems as equals, not rank colonial knowledge as the default right answer.
“What if we moved slow like a sloth,” Shani said, “and we thought of seven generations forward and backward? What if we made our decisions based on impact? Let’s not move fast and break the earth.”
And then, the line that I think defines this entire summit: “Success is not an individual endeavor. There’s room for everyone.”
At BC + AI, we opened our first community event with a Squamish ceremony. We have Carol Anne Hilton (CEO of the Indigenomics Institute) on our board with full governance authority. We believe in ceremony-grounded, relationship-first development. Hearing Shani articulate the same values, from a completely different nation and a completely different project, at a federal summit, that felt like confirmation that this approach isn’t niche. It’s the future.
Where the Summit Actually Happens
If you’ve been to enough conferences, you know: the real summit happens at breakfast. The panels are for the record. The meals are for the relationships.
I showed up to the Vista dining room in what I’m calling the Canada tuxedo, full denim, because if you’re meeting with Canada’s culture leaders, you commit to the bit, and sat down at a table with three YouTube creators and a guy from Alberta who makes Excel tutorials.
That’s not a joke. Jamie Keet runs Teacher’s Tech, a YouTube channel with 1.1 million subscribers. His big break? A Microsoft Excel tutorial. Then COVID hit and everyone in the world suddenly needed to learn how to make a Zoom call, and Jamie became everyone’s unofficial IT support. Ten years of consistency, one or two videos a week, twins at home, and now he’s at a national AI summit alongside the head of the Canada Media Fund and a federal minister.

Who’s in the Room (and Who Isn’t)
Here’s what I can tell you about the 233 people at this summit: it’s a mix of old guard and new voices, and the tension between them is the most interesting thing happening.
On one side: the Canada Media Fund, SOCAN, ACTRA, the Writers Guild, Access Copyright, the Canadian Media Producers Association, the institutional infrastructure of Canadian culture. These organizations control funding, negotiate rights, lobby government, and set the terms for how cultural workers get paid. They’ve been doing it for decades, and AI is the biggest disruption they’ve ever faced.
On the other: YouTube creators, AI startups, digital media companies, tech educators, independent artists. People who built careers outside the traditional system and are now being invited to help figure out what comes next.
In between: the federal government. Minister Evan Solomon (AI and Digital Innovation), Minister Marc Miller (Canadian Identity and Culture), and a cast of deputy ministers, directors general, and policy advisors who will write the actual rules.
BC sent eight organizations. We identified 24 BC connections in the attendee list before we arrived, everyone from Philippe Pasquier at SFU’s Metacreation Lab to Catherine Winder at Wind Sun Sky Entertainment to Prem Gill at Creative BC to Loc Dao at DigiBC. That’s not accidental. We did our homework.

What’s missing: any BC provincial government representation. Alberta’s here. Quebec’s here. Ontario’s here. PEI sent someone. But BC, a province with 645 respondents to the federal AI Task Force consultation, second only to Ontario, didn’t send anyone from Victoria. That gap is worth noting.
And one specific person worth naming: David Myles, MP for Fredericton-Oromocto. Two-time Juno Award winner. Music artist turned politician. Entertainment background with applicable context for this conversation. I had him on my target list before I arrived, and when someone at breakfast identified him across the dining room, I knew I’d picked the right table.

The BC Bench
I want to talk about some of the BC people, projects and orgs here…. because these are the people doing the work, and a summit like this is where their work gets seen at the national level.
Philippe Pasquier is a professor at SFU’s School for Interactive Arts and Technology and the director of the Metacreation Lab for Creative AI. He’s been doing AI art research since 2008, before most people in this room knew what a neural network was.

Anthonia Ogundele runs Ethos Lab on Main Street in Vancouver, a Black and Indigenous youth center doing real creative work with real tech and real youth. This isn’t an afterschool homework club. Her team shipped a sleep-tracking mobile game built by 16-year-olds. She’s running an AI Experimentation Club where kids aged 14 to 24 learn what AI is, how it works, and when not to use it.

Jesse McKee is Head of Digital Strategy at 221A, which operates 140,000 square feet of cultural space across nine properties in Vancouver. Jesse’s a friend and collaborator. He’s building a Web3 and AI hub that could become a permanent cultural infrastructure for the kind of work this summit is talking about. 221A isn’t waiting for federal funding to start. They’re doing it. When I think about what a creative AI ecosystem actually needs: physical space, institutional support, community programming, Jesse and 221A are already providing it.
Loc Dao is Executive Director of DigiBC, the industry association for BC’s creative technology sector. That’s 250-plus companies in games, animation, VFX, and virtual production. Every major studio and hundreds of indie shops. Loc isn’t here to talk about AI in the abstract. The people he represents are already building with it, shipping products, hiring around it. When this summit talks about BUILD, Loc knows exactly which companies are ready to move and what they need from Ottawa to do it.
Four people. Four completely different approaches to AI and culture. A researcher proving consent-based training works. A community leader putting AI tools in the hands of Black and Indigenous youth. A cultural infrastructure builder creating permanent space for this work. And the head of an industry association whose members are already shipping AI products. All from BC.
But this isn’t only a BC story. Some of the most important people at this summit are from Eastern Canada.
Ana Serrano, President and Vice Chancellor of OCAD University, is on the BUILD panel. Ana and I have been collaborating on the Democracy Exchange Conference, working on their AI programming together. She’s already sent several OCADU staff through our AI Upgrade for Creative Professionals program. That’s not a summit handshake. That’s a working relationship, and it predates this gathering.
Sarah Spring, ED [executive director] of Canadian Journalism Collective, former Executive Director of the Documentary Organization of Canada, co-founder of Parabola Films. Sarah and I first met in Banff twenty years ago, before AI, before YouTube, before any of this. She represents the best of Canadian cultural infrastructure. Doubled DOC’s membership to 1,500. Put a 50% IBPOC [sic] board mandate in place.

What We’re Watching For
The summit is organized around three pillars: BUILD (research partnerships), EMPOWER (training and adoption), and PROTECT (policy tools to manage risks). These map roughly to the same tension I keep seeing in federal AI strategy: how do you protect existing cultural workers from AI disruption while also empowering new creators and building the next generation of tools?
I’ll be honest about what I’m worried about. When I said at breakfast that “Solomon wants to champion the champion, they want to put their money behind scale, there’s very little interest in innovation at the grassroots level,” I meant it. That’s the pattern. Federal strategy picks winners, funds the established players, and hopes innovation trickles down. The Task Force evidence backs this up: 645 BC respondents, zero recognition in the final reports.
But this summit has an opening. Shani Gwin’s presentation wasn’t a grassroots afterthought, it was the keynote. YouTube creators aren’t in a breakout room, they’re at the main table. The question is whether that inclusiveness survives contact with the policy-making process, or whether the final recommendations default to protecting incumbents.

The AI, Democracy & Digital Rights Forum is a half-day forum convened under the European Union Hub in Ontario initiative and organized by the Canadian Science Policy Centre (CSPC), in partnership with The Dais, OCAD University, and others.
Taking place on April 16, 2026, at the Université de l’Ontario français in Toronto, the Forum will bring together policymakers, researchers, industry leaders, civil-society organizations, and international partners to explore the intersection of artificial intelligence, democracy, and digital rights.
The event marks an exciting new chapter in the EU’s presence in Ontario. It offers a unique platform for exchanging Canadian and European perspectives in the context of the EU–Canada Digital Partnership Council. China, Canada, and the AI Action summit in February 2025

A former Chinese official poked fun at a major international AI safety report led by “AI Godfather” professor Yoshua Bengio and co-authored by 96 global experts – in front of him.
Fu Ying, former vice minister of foreign affairs and once China’s UK ambassador, is now an academic at Tsinghua University in Beijing.
The pair were speaking at a panel discussion ahead of a two-day global AI summit starting in Paris on Monday [February 10, 2025].
The aim of the summit is to unite world leaders, tech executives, and academics to examine AI’s impact on society, governance, and the environment.
Fu Ying began by thanking Canada’s Prof Bengio for the “very, very long” document, adding that the Chinese translation stretched to around 400 pages and she hadn’t finished reading it.
She also had a dig at the title of the AI Safety Institute – of which Prof Bengio is a member.
China now has its own equivalent; but they decided to call it The AI Development and Safety Network, she said, because there are lots of institutes already but this wording emphasised the importance of collaboration.
The AI Action Summit is welcoming guests from 80 countries, with OpenAI chief executive Sam Altman, Microsoft president Brad Smith and Google chief executive Sundar Pichai among the big names in US tech attending.
Elon Musk is not on the guest list but it is currently unknown whether he will decide to join them. [As of February 13, 2025, Mr. Musk did not attend the summit, which ended February 11, 2025.]
A key focus is regulating AI in an increasingly fractured world. The summit comes weeks after a seismic industry shift as China’s DeepSeek unveiled a powerful, low-cost AI model, challenging US dominance.
The pair’s heated exchanges were a symbol of global political jostling in the powerful AI arms race, but Fu Ying also expressed regret about the negative impact of current hostilities between the US and China on the progress of AI safety.

She gave a carefully-crafted glimpse behind the curtain of China’s AI scene, describing an “explosive period” of innovation since the country first published its AI development plan in 2017, five years before ChatGPT became a viral sensation in the west.
She added that “when the pace [of development] is rapid, risky stuff occurs” but did not elaborate on what might have taken place.
“The Chinese move faster [than the west] but it’s full of problems,” she said.
Fu Ying argued that building AI tools on foundations which are open source, meaning everyone can see how they work and therefore contribute to improving them, was the most effective way to make sure the tech did not cause harm.
Most of the US tech giants do not share the tech which drives their products.
Open source offers humans “better opportunities to detect and solve problems”, she said, adding that “the lack of transparency among the giants makes people nervous”.
But Prof Bengio disagreed.
His view was that open source also left the tech wide open for criminals to misuse.
He did however concede that “from a safety point of view”, it was easier to spot issues with the viral Chinese AI assistant DeepSeek, which was built using open source architecture, than ChatGPT, whose code has not been shared by its creator OpenAI.

In a Policy Forum, Yue Zhu and colleagues provide an overview of China’s emerging regulation for artificial intelligence (AI) technologies and its potential contributions to global AI governance. Open-source AI systems from China are rapidly expanding worldwide, even as the country’s regulatory framework remains in flux. In general, AI governance suffers from fragmented approaches, a lack of clarity, and difficulty reconciling innovation with risk management, making global coordination especially hard in the face of rising controversy. Although no official AI law has yet been enacted, experts in China have drafted two influential proposals – the Model AI Law and the AI Law (Scholar’s Proposal) – which serve as key references for ongoing policy discussions. As the nation’s lawmakers prepare to draft a consolidated AI law, Zhu et al. note that the decisions will shape not only China’s innovation, but also global collaboration on AI safety, openness, and risk mitigation. Here, the authors discuss China’s emerging AI regulation as structured around 6 pillars, which, combined, stress exemptive laws, efficient adjudication, and experimentalist requirements, while safeguarding against extreme risks. This framework seeks to balance responsible oversight with pragmatic openness, allowing developers to innovate for the long term and collaborate across the global research community. According to Zhu et al., despite the need for greater clarity, harmonization, and simplification, China’s evolving model is poised to shape future legislation and contribute meaningfully to global AI governance by promoting both safety and innovation at a time when international cooperation on extreme risks is urgently needed.

Canada and its Minister of AI and Digital Innovation
Evan Solomon (born April 20, 1968)[citation needed] is a Canadian politician and broadcaster who has been the minister of artificial intelligence and digital innovation since May 2025. A member of the Liberal Party, Solomon was elected as the member of Parliament (MP) for Toronto Centre in the April 2025 election.
He was the host of The Evan Solomon Show on Toronto-area talk radio station CFRB,[2] and a writer for Maclean’s magazine. Had you asked me what background one needs to be a ‘Minister of Artificial Intelligence and Digital Innovation’, media would not have been my first thought. That said, sometimes people can surprise you.
Solomon appears to be an enthusiast if a June 10, 2025 article by Anja Karadeglija for The Canadian Press is to be believed,
Canada’s new minister of artificial intelligence said Tuesday [June 10, 2025] he’ll put less emphasis on AI regulation and more on finding ways to harness the technology’s economic benefits [emphases mine].
In his first speech since becoming Canada’s first-ever AI minister, Evan Solomon said Canada will move away from “over-indexing on warnings and regulation” to make sure the economy benefits from AI.
His regulatory focus will be on data protection and privacy, he told the audience at an event in Ottawa Tuesday morning organized by the think tank Canada 2020.
Solomon said regulation isn’t about finding “a saddle to throw on the bucking bronco called AI innovation. That’s hard. But it is to make sure that the horse doesn’t kick people in the face. And we need to protect people’s data and their privacy.”
The previous government introduced a privacy and AI regulation bill that targeted high-impact AI systems. It did not become law before the election was called.
That bill is “not gone, but we have to re-examine in this new environment where we’re going to be on that,” Solomon said.
He said constraints on AI have not worked at the international level.
“It’s really hard. There’s lots of leakages,” he said. “The United States and China have no desire to buy into any constraint or regulation.”
That doesn’t mean regulation won’t exist, he said, but it will have to be assembled in steps.

Solomon’s comments follow a global shift among governments to focus on AI adoption and away from AI safety and governance.
The first global summit focusing on AI safety was held in 2023 as experts warned of the technology’s dangers — including the risk that it could pose an existential threat to humanity. At a global meeting in Korea last year, countries agreed to launch a network of publicly backed safety institutes.
But the mood had shifted by the time this year’s AI Action Summit began in Paris. …

Solomon outlined several priorities for his ministry — scaling up Canada’s AI industry, driving adoption and ensuring Canadians have trust in and sovereignty over the technology.
He said that includes supporting Canadian AI companies like Cohere, which “means using government as essentially an industrial policy to champion our champions.”
The federal government is putting together a task force to guide its next steps on artificial intelligence, and Artificial Intelligence Minister Evan Solomon is promising an update to the government’s AI strategy.
Solomon told the All In artificial intelligence conference in Montreal on Wednesday [September 24, 2025] that the “refreshed” strategy will be tabled later this year, “almost two years ahead of schedule.”

“We need to update and move quickly,” he said in a keynote speech at the start of the conference.
The task force will include about 20 representatives from industry, academia and civil society. The government says it won’t reveal the membership until later this week.
Solomon said task force members are being asked to consult with their networks, suggest “bold, practical” ideas and report back to him in November [2025].
The group will look at various topics related to AI, including research, adoption, commercialization, investment, infrastructure, skills, and safety and security. The government is also planning to solicit input from the public. [emphasis mine]
Canada was the first country to launch a national AI strategy [the Pan-Canadian AI Strategy announced in 2016], which the government updated in 2022. The strategy focuses on commercialization, the development and adoption of AI standards, talent and research.
Solomon also teased a “major quantum initiative” coming in October [2025?] to ensure both quantum computing talent and intellectual property stay in the country.
Solomon called digital sovereignty “the most pressing policy and democratic issue of our time” and stressed the importance of Canada having its own “digital economy that someone else can’t decide to turn off.”
Solomon said the federal government’s recent focus on major projects extends to artificial intelligence. He compared current conversations on Canada’s AI framework to the way earlier generations spoke about a national railroad or highway.

He said his government will address concerns about AI by focusing on privacy reform and modernizing Canada’s 25-year-old privacy law.
“We’re going to include protections for consumers who are concerned about things like deep fakes and protection for children, because that’s a big, big issue. And we’re going to set clear standards for the use of data so innovators have clarity to unlock investment,” Solomon said.

The government is consulting with the public? Experience suggests that when all the major decisions will have been made; the public consultation comments will mined so officials can make some minor, unimportant tweaks.

He teased its formation at the ALL IN conference earlier this week [September 24, 2025], saying the team would include “innovative thinkers from across the country.”

If you have the time, Riehl ‘s September 26, 2025 article offers more depth than may be apparent in the excerpts I’ve chosen.
It’s been a while since I’ve seen Arvind Gupta’s name. I’m glad to see he’s part of this Task Force (Research and Talent). The man was treated quite shamefully at the University of British Columbia. (For the curious, this August 18, 2015 article by Ken MacQueen for Maclean’s Magazine presents a somewhat sanitized [in my opinion] review of the situation.)
One final comment, the experts on the virtual panel and members of Solomon’s Task Force are largely from Ontario and Québec. There is minor representation from others parts of the country but it is minor.

Canada just spun up a 30-day sprint to shape its next AI strategy. Minister Evan Solomon assembled 26 experts (mostly industry and academia) to advise on research, adoption, commercialization, safety, skills, and infrastructure.
On paper, it’s a pivot moment. In practice, it’s already drawing fire. Too much weight on scaling, not enough on governance. Too many boardrooms, not enough frontlines. Too much Ottawa, not enough ground truth.

This is Canada’s chance to reset the DNA of its AI ecosystem.
But only if we choose regeneration over extraction, sovereign data governance over corporate capture, and community benefit over narrow interests.

The Problem With The Task Force
Research says: The group’s stacked with expertise. But critics flag the imbalance. Where’s healthcare? Where’s civil society beyond token representation? Where are the people who’ll feel AI’s impact first: frontline workers, artists, community organizers?

The worry:Commercialization and scaling overshadow public trust, governance, and equitable outcomes. Again.
The numbers back this up: Only 24% of Canadians have AI training. Just 38% feel confident in their knowledge. Nearly two-thirds see potential harm. 71% would trust AI more under public regulation.
We’re building a national strategy on a foundation of low literacy and eroding trust. That’s not a recipe for sovereignty. That’s a recipe for capture.
Principles for a National AI Strategy: What BC + AI Stands For
“AI at the service of society” is the guiding theme of the 34th International Joint Conference on Artificial Intelligence (IJCAI), taking place from August 16 to 22, 2025 in Montreal, Canada. Since its inception in 1969, IJCAI has played a pivotal role as a forum to showcase the frontiers of artificial intelligence research and applications and thus represents the oldest continuously running conference on artificial intelligence.
In 2025, the conference with more than 2000 attendees, has been brought to Canada by Gilles Pesant, the Local Arrangements Committee Chair, Professor in the Department of Computer and Software Engineering at Polytechnique Montréal and IVADO [Institut de valorisation des données] researcher. “What makes IJCAI special is that it brings together the latest research from many different areas of artificial intelligence. It’s a great opportunity for the Canadian AI community to showcase the world-class contributions and outstanding talent,` says the founder of the Quosséça research lab (QUebec Optimization and Satisfaction Strategies Exploiting Constraint Algorithms) and current President of the Association for Constraint Programming. Prof. Pesant is known for developing advanced algorithms for complex scheduling and planning problems. Among his current research interests are neuro-symbolic AI systems which combine machine learning and constraint programming.
Canada’s AI Leadership
This year marks the 30th anniversary of a breakthrough that transformed artificial intelligence by giving machines the ability to learn from and remember sequences such as speech, language, and time-series data – Long Short-Term Memory (LSTM) architecture. While not developed in Canada, the story of LSTM is intertwined with Canada’s leadership in artificial intelligence. During the “AI winter,” when much of the world abandoned neural networks, Canada became a refuge for pioneering AI research. Visionaries like Geoffrey Hinton, now a Nobel Prize winner, and Yoshua Bengio, among others, continued to advance deep learning despite widespread skepticism. Their perseverance and the resilience of the Canadian research community laid the foundation for the AI revolution that is transforming the world today. Canada continues to lead through such institutions as MILA, Vector Institute, AMII, IVADO, and the Canadian AI Safety Institute.
The IJCAI 2025 program features a lineup of internationally recognised keynote speakers, covering the full spectrum of AI research, including:
Yoshua Bengio, a pioneer in representation learning and one of the godfathers of deep learning. He is a recipient of the 2018 Turing Award—often called the “Nobel Prize of Computing”—which he shares with Geoffrey Hinton and Yann LeCun for demonstrating how deep learning models can scale effectively with large datasets and computational power. Bengio is a professor at the Université de Montréal and the founder of Mila – Quebec AI Institute, one of the world’s largest academic labs dedicated to deep learning, which has helped establish Montreal as a global hub for AI research.
Every time someone uses a search engine or an AI-powered chatbot, they benefit from technologies that bridge the gap between human language and machine understanding — a challenge directly addressed by Heng Ji’s research. An invited IJCAI speaker, Ji is a professor at the University of Illinois Urbana-Champaign, renowned for her pioneering work on how AI systems extract and distill knowledge from vast amounts of unstructured data. Far from being confined to academia, she is also an active voice in AI policy, contributing her expertise to discussions on the ethical and responsible development of AI.
Luc De Raedt, professor of computer science at KU Leuven and director of Leuven.AI, is widely recognized for his pioneering contributions to integrating machine learning with symbolic reasoning. Beyond his research, he has played a significant leadership role in fostering public dialogue on responsible AI, spearheading initiatives and organizing debates on the societal impacts of AI to help shape conversations around ethical and trustworthy AI development. In his IJCAI2025 kenyote address he will talk about ‘Neurosymbolic AI : combining Data and Knowledge’.
In this effort, he is not alone. Bernhard Schölkopf, director at the Max Planck Institute for Intelligent Systems and co-founder of ELLIS (European Laboratory for Learning and Intelligent Systems), is another leading figure giving an invited talk on ‘From ML for science to causal digital twins’. In addition to his scientific contributions — particularly in kernel methods and causal inference — Schölkopf is a prominent advocate for ethical and trustworthy AI in Europe. He plays a key role in shaping AI research agendas and informing policy discussions around responsible AI.
The Montreal program also features invited talks by IJCAI 2025 awardees: Aditya Grover (UCLA and Inception Labs), recipient of the IJCAI-25 Computers and Thought Award; Rina Dechter (University of California, Irvine), recipient of the IJCAI-25 Award for Research Excellence; and Cynthia Rudin (Duke Univeristy), recipient of the IJCAI-25 John McCarthy Award.
The IJCAI 2025 scientific program highlights how AI is shaping both cutting-edge research and real-world impact. The AI, Arts & Creativity track explores AI’s growing role in generating and supporting creative work—from music and design to storytelling and architecture. The Human-Centred AI track addresses the challenges of building AI systems aligned with human values, integrating technical, cognitive, ethical, and societal perspectives. The AI for Social Good track focuses on AI-driven solutions for pressing global challenges, encouraging collaborations with governments, NGOs, and researchers to support initiatives like the UN Sustainable Development Goals. Meanwhile, the AI4Tech track showcases how AI is driving breakthroughs in critical technologies across sectors such as health, finance, mobility, and smart cities. Complementing these thematic tracks, IJCAI 2025 includes as well a set of impactful competitions and challenges to push the boundaries of applied AI, including the Challenge on Deepfake Detection and Localization, the AI for Drinking Water Chlorination Challenge, and the Pulmonary Fibrosis Segmentation Challenge. Women make up nearly half of the total college-educated workforce in the U.S., but they only constitute 27% of the STEM workforce, according to the U.S. Census Bureau. Research shows that many girls lose interest in STEM as early as middle school, and this path continues through high school and college, ultimately leading to an underrepresentation of women in STEM careers. She Can STEM aims to dismantle the intimidating perceived barrier of STEM fields by showing girls, non-binary youth, and trans youth how fun, messy, diverse and accessible STEM can be, encouraging them to dive in, no matter where they are in their STEM journey.

Canadian women and the AI4Good Lab
A June 9, 2022 posting on the Borealis AI website describes an artificial intelligence (AI) initiative designed to encourage women to enter the field,
The AI4Good Lab is one of those programs that creates exponential opportunities. As the leading Canadian AI-training initiative for women-identified STEM students, the lab helps encourage diversity in the field of AI. Participants work together to use AI to solve a social problem, delivering untold benefits to their local communities. And they work shoulder-to-shoulder with other leaders in the field of AI, building their networks and expanding the ecosystem.
At this year’s [2022] AI4Good Lab Industry Night, program partners – like Borealis AI, RBC [Royal Bank of Canada], DeepMind, Ivado and Google – had an opportunity to (virtually) meet the nearly 90 participants of this year’s program. Many of the program’s alumni were also in attendance. So, too, were representatives from CIFAR [Canadian Institute for Advanced Research], one of Canada’s leading global research organizations.
Industry participants – including Dr. Eirene Seiradaki, Director of Research Partnerships at Borealis AI, Carey Mende-Gibson, RBC’s Location Intelligence ambassador, and Lucy Liu, Director of Data Science at RBC – talked with attendees about their experiences in the AI industry, discussed career opportunities and explored various career paths that the participants could take in the industry. For the entire two hours, our three tables and our virtually cozy couches were filled to capacity. All presentations and posters will be online, with in-person social events to be scheduled in Toronto for those who are able to attend in-person. Viewing rooms and isolated presentation facilities will be available for all visitors to the University of Toronto during the event.
The event is collocated with the Computer and Robot Vision conferences. These events (AI·CRV 2022) will bring together hundreds of leaders in research, industry, and government, as well as Canada’s most accomplished students. They showcase Canada’s ingenuity, innovation and leadership in intelligent systems and advanced information and communications technology. A single registration lets you attend any session in the two conferences, which are scheduled in parallel tracks.
The conference proceedings are published on PubPub, an open-source, privacy-respecting, and open access online platform. They are submitted to be indexed and abstracted in leading indexing services such as DBLP, ACM, Google Scholar.

“Building Data Equity Systems”
Equity as a social concept — treating people differently depending on their endowments and needs to provide equality of outcome rather than equality of treatment — lends a unifying vision for ongoing work to operationalize ethical considerations across technology, law, and society. In my talk I will present a vision for designing, developing, deploying, and overseeing data-intensive systems that consider equity as an essential objective. I will discuss ongoing technical work, and will place this work into the broader context of policy, education, and public outreach.
Biography: Julia Stoyanovich is an Institute Associate Professor of Computer Science & Engineering at the Tandon School of Engineering, Associate Professor of Data Science at the Center for Data Science, and Director of the Center for Responsible AI at New York University (NYU). Her research focuses on responsible data management and analysis: on operationalizing fairness, diversity, transparency, and data protection in all stages of the data science lifecycle. She established the “Data, Responsibly” consortium and served on the New York City Automated Decision Systems Task Force, by appointment from Mayor de Blasio. Julia developed and has been teaching courses on Responsible Data Science at NYU, and is a co-creator of an award-winning comic book series on this topic. In addition to data ethics, Julia works on the management and analysis of preference and voting data, and on querying large evolving graphs. She holds M.S. and Ph.D. degrees in Computer Science from Columbia University, and a B.S. in Computer Science and in Mathematics & Statistics from the University of Massachusetts at Amherst. She is a recipient of an NSF CAREER award and a Senior Member of the ACM.

Luke Stark is an Assistant Professor in the Faculty of Information and Media Studies at Western University in London, ON. His work interrogating the historical, social, and ethical impacts of computing and AI technologies has appeared in journals including The Information Society, Social Studies of Science, and New Media & Society, and in popular venues like Slate, The Globe and Mail, and The Boston Globe. Luke was previously a Postdoctoral Researcher in AI ethics at Microsoft Research, and a Postdoctoral Fellow in Sociology at Dartmouth College; he holds a PhD from the Department of Media, Culture, and Communication at New York University, and a BA and MA from the University of Toronto.
Nidhi Hegde, Associate Professor in Computer Science and Amii [Alberta Machine Intelligence Institute] Fellow at the University of Alberta
Nidhi is a Fellow and Canada CIFAR [Canadian Institute for Advanced Research] AI Chair at Amii and an Associate Professor in the Department of Computing Science at the University of Alberta. Before joining UAlberta, she spent many years in industry research labs. Most recently, she was a Research team lead at Borealis AI (a research institute at Royal Bank of Canada), where her team worked on privacy-preserving methods for machine learning models and other applied problems for RBC. Prior to that, she spent many years in research labs in Europe working on a variety of interesting and impactful problems. She was a researcher at Bell Labs, Nokia, in France from January 2015 to March 2018, where she led a new team focussed on Maths and Algorithms for Machine Learning in Networks and Systems, in the Maths and Algorithms group of Bell Labs. She also spent a few years at the Technicolor Paris Research Lab working on social network analysis, smart grids, privacy, and recommendations. Nidhi is an associate editor of the IEEE/ACM Transactions on Networking, and an editor of the Elsevier Performance Evaluation Journal.
Karina Vold, Assistant Professor, Institute for the History and Philosophy of Science and Technology, University of Toronto
Dr. Karina Vold is an Assistant Professor at the Institute for the History and Philosophy of Science and Technology at the University of Toronto. She is also a Faculty Affiliate at the U of T Schwartz Reisman Institute for Technology and Society, a Faculty Associate at the U of T Centre for Ethics, and an Associate Fellow at the University of Cambridge’s Leverhulme Centre for the Future of Intelligence. Vold specialises in Philosophy of Cognitive Science and Philosophy of Artificial Intelligence, and her recent research has focused on human autonomy, cognitive enhancement, extended cognition, and the risks and ethics of AI.
Elissa Strome, Executive Director, Pan-Canadian Artificial Intelligence Strategy at CIFAR
Elissa is Executive Director, Pan-Canadian Artificial Intelligence Strategy at CIFAR, working with research leaders across the country to implement Canada’s national research strategy in AI. Elissa completed her PhD in Neuroscience from the University of British Columbia in 2006. Following a post-doc at Lund University, in Sweden, she decided to pursue a career in research strategy, policy and leadership. In 2008, she joined the University of Toronto’s Office of the Vice-President, Research and Innovation and was Director of Strategic Initiatives from 2011 to 2015. In that role, she led a small team dedicated to advancing the University’s strategic research priorities, including international institutional research partnerships, the institutional strategy for prestigious national and international research awards, and the establishment of the SOSCIP [Southern Ontario Smart Computing Innovation Platform] research consortium in 2012. From 2015 to 2017, Elissa was Executive Director of SOSCIP, leading the 17-member industry-academic consortium through a major period of growth and expansion, and establishing SOSCIP as Ontario’s leading platform for collaborative research and development in data science and advanced computing.
Tutorial on AI and the Law

AI applications are becoming more and more ubiquitous in almost every field of endeavor, and the same is true as to the legal industry. This panel, consisting of an experienced lawyer and computer scientist, and a U.S. federal trial court judge, will discuss how AI is currently being used in the legal profession, what adoption has been like since the introduction of AI to law in about 2009, what legal and ethical issues AI applications have raised in the legal system, and how a sitting trial court judge approaches AI evidence, in particular, the determination of whether to admit that AI evidence or not, when they are a non-expert.

Virtual Meet and Greet on Responsible AI across Canada
Given the many activities that are fortunately happening around the responsible and ethical aspects of AI here in Canada, we are organizing an event in conjunction with Canadian AI 2022 this year to become familiar with what everyone is doing and what activities they are engaged in.
It would be wonderful to have a unified community here in Canada around responsible AI so we can support each other and find ways to more effectively collaborate and synergize. We are aiming for a casual, discussion-oriented event rather than talks or formal presentations.

The organization which hosts these conference has an almost palindromic abbreviation, CAIAC for Canadian Artificial Intelligence Association (CAIA) or Association Intelligence Artificiel Canadien (AIAC). Yes, you do have to read it in English and French and the C at either end gets knocked depending on which language you’re using, which is why it’s almost.

The AICan (Artificial Intelligence Canada) Bulletin is published by CIFAR (Canadian Institute For Advanced Research) and it is the official newsletter for the Pan-Canadian AI Strategy. This is a joint production from CIFAR, Amii (Alberta Machine Intelligence Institute), Mila (Quebec’s Artificial Intelligence research institute) and the Vector Institute for Artificial Intelligence (Toronto, Ontario).
For anyone curious about the Pan-Canadian Artificial Intelligence Strategy, first announced in the 2017 federal budget, I have a March 31, 2017 post which focuses heavily on the, then new, Vector Institute but it also contains information about the artificial intelligence scene in Canada at the time, which is at least in part still relevant today.

I found two different pages where you can subscribe. First, there’s this subscription page (which is at the bottom of the October 2021 bulletin and then, there’s this page, which requires more details from you.
I’ve taken a look at the CIFAR website and can’t find any of the previous bulletins on it, which would seem to make subscription the only means of access.
I have two bits of news as noted in the headline. There’s news about TRIUMF located on the University of British Columbia (UBC) endowment lands and news about Dr. Suzanne Simard (UBC Forestry) and her memoir, Finding the Mother Tree: Discovering the Wisdom of the Fores.
Nigel Smith and TRIUMF (Canada’s national particle accelerator centre)
As soon as I saw his first name, Nigel, I bet myself he’d be from the UK (more about that later in this posting). This is TRIUMF’s third CEO since I started science blogging in May 2008. When I first started it was called TRIUMF (Canada’s National Laboratory for Particle and Nuclear Physics) but these days it’s TRIUMF (Canada’s national particle accelerator centre).
Dr. Nigel Smith, Executive Director of SNOLAB, has been selected to serve as the next Director of TRIUMF.
Succeeding Dr. Jonathan Bagger, who departed TRIUMF in January 2021 to become CEO of the American Physical Society, Dr. Smith’s appointment comes as the result of a highly competitive, six-month international search. Dr. Smith will begin his 5-year term as TRIUMF Director on May 17, 2021.
“I am truly honoured to have been selected as the next Director of TRIUMF”, said Dr. Smith. “I have long been engaged with TRIUMF’s vibrant community and have been really impressed with the excellence of its science, capabilities and people. TRIUMF plays a unique and vital role in Canada’s research ecosystem and I look forward to help continue the legacy of excellence upheld by Dr. Jonathan Bagger and the previous TRIUMF Directors”.
Describing what interested him in the position, Smith spoke to the breadth and impact of TRIUMF’s diverse science programs, stating “TRIUMF has an amazing portfolio of research covering fundamental and applied science that also delivers tangible societal impact through its range of medical and commercialisation initiatives. I am extremely excited to have the opportunity to lead a laboratory with such a broad and world-leading science program.”

Smith is leaving what is probably one of the more unusual laboratories, at a depth of 2km, SNOLAB is the deepest, cleanest laboratory in the world. (more information either at SNOLAB or its Wikipedia entry.)
Nigel Smith joined SNOLAB as Director during July 2009. He currently holds a full Professorship at Laurentian University, adjunct Professor status at Queen’s University, and a visiting Professorial chair at Imperial College, London. He received his Bachelor of Science in physics from Leeds University in the U.K. in 1985 and his Ph. D. in astrophysics from Leeds in 1991. He has served as a lecturer at Leeds University, a research associate at Imperial College London, group leader (dark matter) and deputy division head at the STFC Rutherford Appleton Laboratory, before relocating to Canada to oversee the SNOLAB deep underground facility.
I don’t know if this is going to be a trend but this is the second ‘Nigel” to lead TRIUMF. (The Nigels are now tied with the Johns and the Alans. Of course, the letter ‘j’ seems the most popular with four names, John, John, Jack, and Jonathan.) Here’s a list of TRIUMF’s previous CEOs (from the TRIUMF Wikipedia entry),
Since its inception, TRIUMF has had eight directors [now nine] overseeing its operations.
The first Nigel (Lockyer) is described as an American in his Wikipedia entry. He was born in Scotland and raised in Canada. However, he has spent the majority of his adult life in the US, other than the five or six years at TRIUMF. So, previous Nigel also started life in the UK.

UBC forestry professor, Suzanne Simard’s memoir going to the movies?
Given that Simard’s memoir, Finding the Mother Tree: Discovering the Wisdom of the Forest, was published last week on May 4, 2021, this is very heady news,. From a May 12, 2021 article by Cassandra Gill for the Daily Hive (Note: Links have been removed),
Jake Gyllenhaal is bringing the story of a UBC professor to the big screen.
The Oscar nominee’s production company, Nine Stories, is producing a film based on Suzanne Simard’s memoir, Finding the Mother Tree.
Amy Adams is set to play Simard, who is a forest ecology expert renowned for her research on plants and fungi.
Adams is also co-producing the film with Gyllenhaal through her own company, Bond Group Entertainment.

The BC native [Simard] developed an interest in trees and the outdoors through her close relationship with her grandfather, who was a horse logger.
Her 30 year career and early life is documented in the memoir, which was released last week on May 4 [2021]. Simard explores how trees have evolved, have memories, and are the foundation of our planet’s ecosystem — along with her own personal experiences with grief.
The scientists’ [sic] influence has had influence in popular culture, notably in James Cameron’s 2009 film Avatar. The giant willow-like “Tree of Souls” was specifically inspired by Simard’s work.

No mention of a script and no mention of financing, so, it could be a while before we see the movie on Netflix, Apple+, HBO, or maybe a movie house (if they’re open by then).

How does Simard’s process of understanding trees and conceptualizing a ‘mother tree’ get put into a script for a movie that’s not a documentary or an animation?
Movies are moving pictures, yes? How do you introduce movement and action in a script heavily focused on trees, which operate on a timescale that’s vastly different.
It’s an interesting problem and I look forward to seeing how it’s resolved. I wish them good luck.
There seems to be an explosion (metaphorically and only by Canadian standards) of interest in public perceptions/engagement/awareness of artificial intelligence (see my March 29, 2021 posting “Canada launches its AI dialogues” and these dialogues run until April 30, 2021 plus there’s this April 6, 2021 posting “UNESCO’s Call for Proposals to highlight blind spots in AI Development open ’til May 2, 2021” which was launched in cooperation with Mila-Québec Artificial Intelligence Institute).
Now there’s this, in a March 31, 2020 Council of Canadian Academies (CCA) news release, four new projects were announced. (Admittedly these are not ‘public engagement’ exercises as such but the reports are publicly available and utilized by policymakers.) These are the two projects of most interest to me,
Information and communications technologies have profoundly changed almost every aspect of life and business in the last two decades. While the digital revolution has brought about many positive changes, it has also created opportunities for criminal organizations and malicious actors to target individuals, businesses, and systems.
This assessment will examine promising practices that could help to address threats to public safety related to the use of digital technologies while respecting human rights and privacy.
The use of artificial intelligence (AI) and machine learning in science and engineering has the potential to radically transform the nature of scientific inquiry and discovery and produce a wide range of social and economic benefits for Canadians. But, the adoption of these technologies also presents a number of potential challenges and risks.
This assessment will examine the legal/regulatory, ethical, policy and social challenges related to the use of AI technologies in scientific research and discovery.

For today’s posting the focus will be on the AI project, specifically, the April 19, 2021 CCA news release announcing the project’s expert panel,
The Council of Canadian Academies (CCA) has formed an Expert Panel to examine a broad range of factors related to the use of artificial intelligence (AI) technologies in scientific research and discovery in Canada. Teresa Scassa, SJD, Canada Research Chair in Information Law and Policy at the University of Ottawa, will serve as Chair of the Panel.
“AI and machine learning may drastically change the fields of science and engineering by accelerating research and discovery,” said Dr. Scassa. “But these technologies also present challenges and risks. A better understanding of the implications of the use of AI in scientific research will help to inform decision-making in this area and I look forward to undertaking this assessment with my colleagues.”
As Chair, Dr. Scassa will lead a multidisciplinary group with extensive expertise in law, policy, ethics, philosophy, sociology, and AI technology. The Panel will answer the following question:
What are the legal/regulatory, ethical, policy and social challenges associated with deploying AI technologies to enable scientific/engineering research design and discovery in Canada?
“We’re delighted that Dr. Scassa, with her extensive experience in AI, the law and data governance, has taken on the role of Chair,” said Eric M. Who is the expert panel?
Putting together a Canadian panel is an interesting problem especially so when you’re trying to find people of expertise who can also represent various viewpoints both professionally and regionally. Then, there are gender, racial, linguistic, urban/rural, and ethnic considerations.
Statistics
Eight of the panelists could be said to be representing various regions of Canada. Five of those eight panelists are based in central Canada, specifically, Ontario (Ottawa) or Québec (Montréal). The sixth panelist is based in Atlantic Canada (Nova Scotia), the seventh panelist is based in the Prairies (Saskatchewan), and the eighth panelist is based in western Canada, (Vancouver, British Columbia).
The two panelists bringing an international perspective to this project are both based in Europe, specifically, Sweden and the UK.
(sigh) It would be good to have representation from another part of the world. Asia springs to mind as researchers in that region are very advanced in their AI research and applications meaning that their experts and ethicists are likely to have valuable insights.
Four of the ten panelists are women, which is closer to equal representation than some of the other CCA panels I’ve looked at.
As for Indigenous and BIPOC representation, unless one or more of the panelists chooses to self-identify in that fashion, I cannot make any comments. It should be noted that more than one expert panelist focuses on social justice and/or bias in algorithms.
Network of relationships
As you can see, the CCA descriptions for the individual members of the expert panel are a little brief. So, I did a little digging and In my searches, I noticed what seems to be a pattern of relationships among some of these experts. In particular, take note of the Canadian Institute for Advanced Research (CIFAR) and the AI Advisory Council of the Government of Canada.
Individual panelists
Teresa Scassa (Ontario) whose SJD designation signifies a research doctorate in law chairs this panel. Offhand, I can recall only one or two other panels being chaired by women of the 10 or so I’ve reviewed. In addition to her profile page at the University of Ottawa, she hosts her own blog featuring posts such as “How Might Bill C-11 Affect the Outcome of a Clearview AI-type Complaint?” She writes clearly (I didn’t seen any jargon) for an audience that is somewhat informed on the topic.
Mr. Billot is a member of the faculty at HEC Montréal [graduate business school of the Université de Montréal] as an adjunct professor of management and the lead for the CreativeDestructionLab (CDL) and NextAi program in Montreal.
Julien Billot has been President and Chief Executive Officer of Yellow Pages Group Corporation (Y.TO) in Montreal, Quebec. Previously, he was Executive Vice President, Head of Media and Member of the Executive Committee of Solocal Group (formerly PagesJaunes Groupe), the publicly traded and incumbent local search business in France. Earlier experience includes serving as CEO of the digital and new business group of Lagardère Active, a multimedia branch of Lagardère Group and 13 years in senior management positions at France Telecom, notably as Chief Marketing Officer for Orange, the company’s mobile subsidiary.

Mr. Billot is a graduate of École Polytechnique (Paris) and from Telecom Paris Tech. He holds a postgraduate diploma (DEA) in Industrial Economics from the University of Paris-Dauphine.

Wendy Hui Kyong Chun is the Canada 150 Research Chair in New Media at Simon Fraser University, and leads the Digital Democracies Institute which was launched in 2019. The Institute aims to integrate research in the humanities and data sciences to address questions of equality and social justice in order to combat the proliferation of online “echo chambers,” abusive language, discriminatory algorithms and mis/disinformation by fostering critical and creative user practices and alternative paradigms for connection. It has four distinct research streams all led by Dr. Chun: Beyond Verification which looks at authenticity and the spread of disinformation; From Hate to Agonism, focusing on fostering democratic exchange online; Desegregating Network Neighbourhoods, combatting homophily across platforms; and Discriminating Data: Neighbourhoods, Individuals and Proxies, investigating the centrality of race, gender, class and sexuality [emphasis mine] to big data and network analytics.

It’s about time the CCA started integrating some of kind of arts perspective into their projects. (Although, I can’t help wondering if this was by accident rather than by design.)
Marc Antoine Dilhac, an associate professor at l’Université de Montréal, he, like Billot, graduated from a French university, in his case, the Sorbonne. Here’s more from Dilhac’s profile on the Mila website,
Marc-Antoine Dilhac (Ph.D., Paris 1 Panthéon-Sorbonne) is a professor of ethics and political philosophy at the Université de Montréal and an associate member of Mila – Quebec Artificial Intelligence Institute. He currently holds a CIFAR [Canadian Institute for Advanced Research] Chair in AI ethics (2019-2024), and was previously Canada Research Chair in Public Ethics and Political Theory 2014-2019. He specialized in theories of democracy and social justice, as well as in questions of applied ethics. He published two books on the politics of toleration and inclusion (2013, 2014). His current research focuses on the ethical and social impacts of AI and issues of governance and institutional design, with a particular emphasis on how new technologies are changing public relations and political structures.

Formerly known as Mila only, Mila – Quebec Artificial Intelligence Institute is a beneficiary of the 2017 Canadian federal budget’s inception of the Pan-Canadian Artificial Intelligence Strategy, which named CIFAR as an agency that would benefit as the hub and would also distribute funds for artificial intelligence research to (mainly) three agencies: Mila in Montréal, the Vector Institute in Toronto, and the Alberta Machine Intelligence Institute (AMII; Edmonton).
Consequently, Dilhac’s involvement with CIFAR is not unexpected but when added to his presence on the AI Advisory Council of the Government of Canada and his role as co-chair of its Working Group on Public Awareness, one of the co-sponsors for this future CCA report, you get a sense of just how small the Canadian AI ethics and public awareness community is.
Add in CIFAR’s Open Dialogue: AI in Canada series (ongoing until April 30, 2021) which is being held in partnership with the AI Advisory Council of the Government of Canada (see my March 29, 2021 posting for more details about the dialogues) amongst other familiar parties and you see a web of relations so tightly interwoven that if you could produce masks from it you’d have superior COVID-19 protection to N95 masks.
These kinds of connections are understandable and I have more to say about them in my final comments.
B. Courtney Doagoo has a profile page at the University of Ottawa, which fills in a few information gaps,
As a Fellow, Dr. Doagoo develops her research on the social, economic and cultural implications of AI with a particular focus on the role of laws, norms and policies [emphasis mine]. She also notably advises Dr. Florian Martin-Bariteau, CLTS Director, in the development of a new research initiative on those topical issues, and Dr. Jason Millar in the development of the Canadian Robotics and Artificial Intelligence Ethical Design Lab (CRAiEDL).
Dr. Doagoo completed her Ph.D. in Law at the University of Ottawa in 2017. In her interdisciplinary research, she used empirical methods to learn about and describe the use of intellectual property law and norms in creative communities. Following her doctoral research, she joined the World Intellectual Property Organization’s Coordination Office in New York as a legal intern and contributed to developing the joint initiative on gender and innovation in collaboration with UNESCO and UN Women. She later joined the International Law Research Program at the Centre for International Governance Innovation as a Post-Doctoral Fellow, where she conducted research in technology and law focusing on intellectual property law, artificial intelligence and data governance.
Dr. Doagoo completed her LL.L. at the University of Ottawa, and LL.M. in Intellectual Property Law at the Benjamin N. Cardozo School of Law [a law school at Yeshiva University in New York City]. In between her academic pursuits, Dr. Doagoo has been involved with different technology start-ups, including the one she is currently leading aimed at facilitating access to legal services. She’s also an avid lover of the arts and designed a course on Arts and Cultural Heritage Law taught during her doctoral studies at the University of Ottawa, Faculty of Law.
It’s probably because I don’t know enough but this “the role of laws, norms and policies” seems bland to the point of meaningless. The rest is more informative and brings it back to the arts with Wendy Hui Kyong Chun at SFU.

He also has an eponymous website and the Montreal AI Ethics Institute can found here where Gupta and his colleagues are “Democratizing AI ethics literacy.” My hat’s off to Gupta getting on an expert panel for CCA is quite an achievement for someone without the usual academic and/or industry trappings.
Richard Isnor, based in Nova Scotia and associate vice president of research & graduate studies at St. Francis Xavier University (StFX), seems to have some connection to northern Canada (see the reference to Nunavut Research Institute below); he’s certainly well connected to various federal government agencies according to his profile page,
Prior to joining StFX, he was Manager of the Atlantic Regional Office for the Natural Sciences and Engineering Research Council of Canada (NSERC), based in Moncton, NB. Previously, he was Director of Innovation Policy and Science at the International Development Research Centre in Ottawa and also worked for three years with the National Research Council of Canada [NRC] managing Biotechnology Research Initiatives and the NRC Genomics and Health Initiative.
Richard holds a D. Phil. in Science and Technology Policy Studies from the University of Sussex, UK; a Master’s in Environmental Studies from Dalhousie University [Nova Scotia]; and a B. Sc. I don’t know what Dr. Isnor’s work is like but I’m hopeful he (along with Spiteri) will be able to provide a less ‘big city’ perspective to the proceedings.
(For those unfamiliar with Canadian cities, Montreal [three expert panelists] is the second largest city in the country, Ottawa [two expert panelists] as the capital has an outsize view of itself, Vancouver [one expert panelist] is the third or fourth largest city in the country for a total of six big city representatives out of eight Canadian expert panelists.)
Ross D. King, professor of machine intelligence at Sweden’s Chalmers University of Technology, might be best known for Adam, also known as, Robot Scientist. Here’s more about King, from his Wikipedia entry (Note: Links have been removed),

Raymond J. Spiteri, professor and director of the Centre for High Performance Computing, Department of Computer Science at the University of Saskatchewan, has a profile page at the university the likes of which I haven’t seen in several years perhaps due to its 2013 origins. His other university profile page can best be described as minimalist.
Raymond Spiteri is a Professor in the Department of Computer Science at the University of Saskatchewan. He performed his graduate work as a member of the Institute for Applied Mathematics at the University of British Columbia. He was a post-doctoral fellow at McGill University and held faculty positions at Acadia University and Dalhousie University before joining USask in 2004. He serves on the Executive Committee of the WestGrid High-Performance Computing Consortium with Compute/Calcul Canada. He was a MITACS Project Leader from 2004-2012 and served in the role of Mitacs Regional Scientific Director for the Prairie Provinces between 2008 and 2011.
Spiteri’s areas of research are numerical analysis, scientific computing, and high-performance computing. His area of specialization is the analysis and implementation of efficient time-stepping methods for differential equations. He actively collaborates with scientists, engineers, and medical experts of all flavours. He also has a long record of industry collaboration with companies such as IBM and Boeing.
Spiteri has been lifetime member of CAIMS/SCMAI since 2000. He helped co-organize the 2004 Annual Meeting at Dalhousie and served on the Cecil Graham Doctoral Dissertation Award Committee from 2005 to 2009, acting as chair from 2007. He has been an active participant in CAIMS, serving several times on the Scientific Committee for the Annual Meeting, as well as frequently attending and organizing mini-symposia. Spiteri believes it is important for applied mathematics to play a major role in the efforts to meet Canada’s most pressing societal challenges, including the sustainability of our healthcare system, our natural resources, and the environment.
Another biographical note: I obtained my B.Sc. degree in Applied Mathematics from the University of Western Ontario [also known as, Western University] in 1990. My advisor was Dr. M.A.H. (Paddy) Nerenberg, after whom the Nerenberg Lecture Series is named. Here is an excerpt from the description, put here is his honour, as a model for the rest of us:
The Nerenberg Lecture Series is first and foremost about people and ideas. Knowledge is the true treasure of humanity, accrued and passed down through the generations. Some of it, particularly science and its language, mathematics, is closed in practice to many because of technical barriers that can only be overcome at a high price. These technical barriers form part of the remarkable fractures that have formed in our legacy of knowledge. We are so used to those fractures that they have become almost invisible to us, but they are a source of profound confusion about what is known.
The Nerenberg Lecture is named after the late Morton (Paddy) Nerenberg, a much-loved professor and researcher born on 17 March– hence his nickname. He was a Professor at Western for more than a quarter century, and a founding member of the Department of Applied Mathematics there. A successful researcher and accomplished teacher, he believed in the unity of knowledge, that scientific and mathematical ideas belong to everyone, and that they are of human importance. He regretted that they had become inaccessible to so many, and anticipated serious consequences from it. [emphases mine] The series honors his appreciation for the democracy of ideas. He died in 1993 at the age of 57.
So, we have the expert panel.
Thoughts about the panel and the report
As I’ve noted previously here and elsewhere, assembling any panels whether they’re for a single event or for a longer term project such as producing a report is no easy task. Looking at the panel, there’s some arts representation, smaller urban centres are also represented, and some of the members have experience in more than one region in Canada. I was also much encouraged by Spiteri’s acknowledgement of his advisor’s, Morton (Paddy) Nerenberg, passionate commitment to the idea that “scientific and mathematical ideas belong to everyone.”
Kudos to the Council of Canadian Academies (CCA) organizers.
That said, this looks like an exceptionally Eurocentric panel. Unusually, there’s no representation from the US unless you count Chun who has spent the majority of her career in the US with only a little over two years at Simon Fraser University on Canada’s West Coast.
There’s weakness to a strategy (none of the ten or so CCA reports I’ve reviewed here deviates from this pattern) that seems to favour international participants from Europe and/or the US (also, sometimes, Australia/New Zealand). This leaves out giant chunks of the international community and brings us dangerously close to an echo chamber.
The same problem exists regionally and with various Canadian communities, which are acknowledged more in spirit than in actuality, e.g., the North, rural, indigenous, arts, etc.
Getting back to the ‘big city’ emphsais noted earlier, two people from Ottawa and three from Montreal; half of the expert panel lives within a two hour train ride of each other. (For those who don’t know, that’s close by Canadian standards. For comparison, a train ride from Vancouver to Seattle [US] is about four hours, a short trip when compared to a 24 hour train trip to the closest large Canadian cities.)
I appreciate that it’s not a simple problem but my concern is that it’s never acknowledged by the CCA. Perhaps they could include a section in the report acknowledging the issues and how the expert panel attempted to address them , in other words, transparency. Coincidentally, transparency, which has been related to trust, have both been identified as big issues with artificial intelligence.
As for solutions, these reports get sent to external reviewers and, prior to the report, outside experts are sometimes brought in as the panel readies itself. That would be two opportunities afforded by their current processes.
Anyway, good luck with the report and I look forward to seeing it.
I think the French title for this call is more informative “L’UNESCO et Mila s’associent pour lancer un appel à publications afin de mettre en lumière les faiblesses du développement de l’IA [l’intelligence artificiel].” Here’s my translation (in advance, apologies to all who find it clumsy), ‘UNESCO {United Nations Educational, Scientific, and Cultural Organization) and MILA (Montreal Institute for Learning Algorithms) are issuing a joint call for papers illuminating weaknesses in the development of artificial intelligence.
UNESCO in cooperation with Mila-Quebec Artificial Intelligence Institute [?], is launching a Call for Proposals to identify blind spots in AI Policy and Programme Development. The collective work will explore creative, novel and far-reaching approaches to tackling blind spots in AI.
All contributors are invited to answer the same question: what are the blind spots on which we must shed light in order for AI to benefit all?
Issues can address 1) blind spots in the development of AI as a technology 2) blind spots in the development of AI as a sector, and 3) blind spots in the development of public policies, global governance, and regulation for AI. There are no limits to the subjects to be addressed. These blind spots could include issues ranging from science fiction and the future of AI, creative deep fakes and the future of misinformation, AI and the future of data driven humanitarian aid, indigenous knowledge and AI, and gender-based violence and sex robots. Proposals can be in creative formats, and the call for proposals is open to individuals from all academic backgrounds and sectors. Proposals from all stakeholder groups, particularly marginalized and underrepresented groups, are encouraged, as well as proposals from authors from the global south and innovative formats (artwork, cartoons, videos, etc).
Call for proposals are open until 2 May 2021.
Selected proposals will be confirmed by 25 May.
Final proposals, if in written format, should be between 5000-7000 words and should be written in a style that is accessible to non-AI specialists and received by 1 September 2021.
To ensure inclusivity and a diversity of voices, for accepted contributions outside of academia, authors may request financial support available on a needs-based basis up to 1000 usd.
I really appreciate the breadth of the call with a range of blind spots such as “science fiction and the future of AI, creative deep fakes and the future of misinformation, AI and the future of data driven humanitarian aid, indigenous knowledge and AI, and gender-based violence and sex robots” and, presumably, anything the convenors had not considered.
As well, they haven’t confined themselves to the ‘same old, same old’ contributors, “all stakeholder groups, particularly marginalized and underrepresented groups, are encouraged, as well as proposals from authors from the global south and innovative formats (artwork, cartoons, videos, etc).”
I’m glad to see a refreshing approach being taken to a call for proposals. I wish them good luck.
The Québec connection
Mila (Montreal Institute for Learning Algorithms), UNESCO’s co-host for this call, was founded in 1993 according to its About Mila page,
Founded in 1993 by Professor Yoshua Bengio of the Université de Montréal, Mila is a research institute in artificial intelligence that rallies over 500 researchers specializing in the field of machine learning. Based in Montreal, Mila’s mission is to be a global pole for scientific advances that inspire innovation and the development of AI for the benefit of all.
Since 2017, [emphasis mine] Mila is the result of a partnership between the Université de Montréal and McGill University, closely linked with Polytechnique Montréal and HEC Montréal. Today, Mila gathers in its offices a vibrant community of professors, students, industrial partners and startups working in AI, making the institute the world’s largest academic research center in machine learning.
Mila, a non-profit organization, is internationally recognized for its significant contributions to machine learning, especially in the areas of language modelling, machine translation, object recognition and generative models.
Unmentioned, the Pan-Canadian Artificial Intelligence (AI) Strategy was created and funded by the Canadian federal government in 2017. One of the beneficiaries was Mila. I don’t know where “Mila-Quebec Artificial Intelligence Institute” comes from. It’s not on their own website and I’ve never seen Mila called that anywhere other than on this UNESCO call.
What will Artificial Intelligence (AI) mean for society? That’s the question scholars from a variety of disciplines will explore during the inaugural Summer Institute on AI Societal Impacts, Governance, and Ethics. Summer Institute, co-hosted by the Alberta Machine Intelligence Institute (Amii) and CIFAR, with support from UCLA School of Law, takes place July 22-24, 2019 in Edmonton, Canada.

One last thought, I wonder if this ‘AI & ethics summer institute’ has anything to do with the Pan-Canadian Artificial Intelligence Strategy, which CIFAR administers and where both the University of Alberta and Vector Institute are members.
